of the bullets went into his head. >> reporter: took two teenagers into custody. a 16-year-old on weapons charges. you can see him there in the plaid shirt and are looking for evidence connecting him to the homicide. a 17-year-old seen here in a black hoody. he has made statements tieing him to the shooting. they say the 17-year-old was beaten up last week by gang members and was looking for revenge. >> the person we arrested this this case felt like two of the people involved were on wysteria drive and thought they were in the car they shot. >> reporter: this was a case of mistaken identity. they believe they have the guns used in the shooting. it will be up to the district attorney whether to charge the suspects in this case as adults. police are trying to solve a mystery tonight. who was the woman found dead inside a garbage bag and how

did she die? coming up, we'll tell you what police are doing to try to answer those questions. the family of a missing nursing student announced a reward for information on her whereabouts has grown to $65,000. they've identified several persons of interests in the disappearance, but they've made no arrest. the 26-year-old disappeared on may 27th where she was doing clinical rounds as part of her course work. police say a crucial piece of their equipment works the way it's supposed to work. about the department's new radio system and why officers say it will make a big difference. >> this is the parking lot where oakland police pick up their patrol cars. when they get into cars, they can be more confident their police radios will actually work. complained their radio communication systems didn't work in highland hospital.

>> information out to field units to give updates. >> reporter: police and city officials demonstrated their new platform 25 communications system at the hospital. it worked. oakland's new digital radio system went online yesterday morning and officials say so far, so good. >> we find ourselves communicating in areas we haven't been able to communicate before. >> reporter: oakland police have been plagued by problems with this old and antiquated system. their radios went down. now with the new state of the art system, city officials expect those types of problems to disappear for the most part. >> there will be a few areas that won't be totally reachable. >> we're now in that phase of the project where we will work closely with our first responders to make any adjustments and refinements to the system. >> reporter: the city says it will likely have to construct

authorities placed him you should arrest. it is a total mystery that has police baffled. the body of a woman found inside a garbage bag. what police are saying tonight about new clues they're uncovering. >> reporter: police are pouring through missing persons cases looking for missing women. they say this victim now tells us is an adult, a latina, had a head injury, and was found stuffed this a garbage bag. was made around 10:00 yesterday morning by a neighbor who found the bag in these bushes and called police. >> they found the bag and there was blood coming out of it. they were able to see through a hole in the bag that there was what appeared to be a human leg in there. >> reporter: parked outside the coroner's office. around noon, a crime scene
