news at noon. good afternoon. we begin with developing news concerning the san bruno pipeline explosion. about two hours ago, a top safety official announced that the pipeline that exploded in september sprang a gas leak in a nearby spot years before the deadly blast. but as ktvu's jade hernandez explains live from san bruno, pg&e only disclosed that information a few weeks ago. jade? >> reporter: well, that's absolutely right. this press conference just wrapped up. we're learning that pg&e did not disclose this information about the leak until just a few weeks ago. we're standing right where the ntsb chairwoman and congresswoman jackie speier held a press conference. here's what the ntsb chairman had to say. >> this information was requested to understand the leak hisry, repairs that were

made, type of -- the history, repairs that were made, and that information was requested earlier. we expected to see that information earlier. >> reporter: that information was requested in january. jackie speier invited her to come out and meet the family members. jackie speier came critical of pg&e and ntsb said spear was the advocate for this area back in washington. that's one of the reason 80 ntsb got involved. the information given indicated a 1998 gas leak on the same line. the chairman indicates there needs to be stronger measures to make sure -- to make sure that pg&e and other utilities don't make the same mistake in

the future. >> this goes back to pg&e having good information. if they don't have good information about what type of leak history they have on their line, they won't be able to make good information available as to what needs to be done as far as oversight, replacement, repair of that line. >> reporter: today, the ntsb is offering through new recommendations, sharing information about the age, repair, last time repaired, along with control room operators contacting 911 operators if a leak is even suspected. this comes after a construction company announce its closedure. that -- closure. that company was helping pg&e customers. tom vacar will have more on this at 5:00.

they do hope to have all of these detailed wrapped up by the fall. apple is known for thinking creatively. steve jobs personally made an appeal for the cupertino city council for a new building that looks like a shays ship. kraig debro has more -- space ship. kraig debro has more. kraig? >> reporter: good afternoon. a press conference just ended about 45 minutes ago inside city hall here. now, steve job last night,er made the announcement. he un-- last night, he made the announcement. he unveiled the plan. the mayor this morning is already selling it to the city. >> it's a major project. it's gonna look like something similar to like the pentagon. this is something that will be built overnight. >> when we come up with a design that puts 12,000 people

in one building, we have seen these office parks with a lot of buildings and they get pretty boring pretty fast. so we would like to do something better than that. >> reporter: steve jobs unveiled the ambitious proposal at last night's city council meeting. those 12,000 employees will have 3.1 million square feet of space and other workspace to work in. the building is shaped like a circlele, not an apple but the city and job believe it will produce as much envy as the fruit symbol. >> this will be one of the greenest buildings in corporate america. as mr. jobs says, folks from the -- architectural students will come here. >> reporter: steve jobs is now one of the most influential

people in the world. he's on medical leave from apple right now. he attended that big conference at moscone center earlier. jobs appeared last night and that's not unprecedented. in 2006, came to the council to tell them what he wanted to do, what he was going to do, what he did last night. but the city workers still say jobs' appearance to this routine and mundane city business is simply something surprising. >> this is what the -- this is the home -- this is not usually where you see people like steve jobs. it's for different types of things. >> reporter: this is the one infinite loop. the site he is hoping to build on is the hewlett-packard site. the mayor says they will follow all of the rules but then he says the size of this project will require the city to hire

more staff. back to you. >> thank you, kraig. oil prices shot up nearly 2% today. right now a barrel is trading at just over $101 a barrel. this after opec announced it was going to keep its production levels where they are. oil ministers arrived earlier today at an emergency meeting in vienna. some analysts expected they would raise production to cool off oil prices and take pressure off the economy. crude prices have risen 25% since january. and this unexpected news from opec has lifted energy stocks. exxon is over 1%. but investors are focusing on an economic report from the federal reserve that came out an hour ago. it showed high gases weakened considerably and right now the dow is down 6. the nasdaq is down 22. s&p is down 3. president obama is promoting a new job training

initiative today for 500,000 community college students. he spoke about the need to train new workers at a community college in virginia this morning. he said the company is recovering from a painful recession and the growth of the economy demends on -- depends on preparing workers for these jobs. >> we're gonna make it possible for 500,000 community college students to get industry- accepted credentials for manufacturing jobs for companies across america are looking to fill. >> white house officials say the $2 billion program called skills for america's future will be backed by the manufacturers. just over an hour ago, we learned a 17-year-old accused

of killing an infant boy will be charged as an adult. the suspect seen here in the block hoodie was arrested. the 16-year-old was hasted but he's not been charged in the -- arrested but he's not been charged in the death. the 17-year-old will be arraigned today and we'll be there to cover it. the infant was shot while his family was driving home from a baby shower around 1:00 a.m. on sunday morning. police say the shooting appears to be a case of mistaken identity. two fires in the berkeley hills this morning. here's the first fire on cragmont avenue. firefighters responded to reports of a car fire. and then they spotted a blaze burning a block away. now they are investigating the possibility of arson. no one was hurt in the fires. anyone who might have seen anyone unusual in the area is asked to call berkeley police. there are reports that a

man shot and killed by san francisco police was the so- called genex bank robber. the suspect was shot last night near buena vista park in the lower haight neighborhood. the officers say they were forced to shoot him when he tried to run them over with his car. >> the actions of the driver, he drove directly at the officers, the officers feared for their own safety and at that point they had to discharge their weapons to stop his actions. the man -- >> the man died a short time later at san francisco general hospital. his name's not been released but authorities say he may be the genex bandit. he apparently robbed two southern california banks. an east bay victimmal group filed a lawsuit -- environmental group filed a

lawsuit against cal tran to stop the widenling project -- widening the project between fremont and sunol. caltrans has been planning this project and members of the creek aliians project say this will -- creek aliiance project say this will damage certain areas. right now, the toll rain on -- lane on interstate 680 between pleasanton and milpitas is free to carpool. caltrans may use cameras to catch drivers who sneak into toll lanes after the charge point. their license plates would be photographed and they will get a notice to pay the tolls. if the test is successful fines could be put into place. not the welcome home they were expecting. how much a group of soldiers

the senate jew judiciary committee is considering changing the law so fbi director robert mueller can serve two more years. he testified this morning. right now, federal law limits the fbi director to ten years. from mueller that -- for mueller that comes up in september. but president obama says mueller needs to stay on two more years to maintain continuity in national security while a new cia director and defense secretary settle into their jobs. the senate of the foreign relations committee said this morning that pakistan has become a sanctuary for terrorists. massachusetts senators john kerry made the confirmation at the hearing for ryan crocker, president obama's nomen knee to become -- nomen nominee to --

this morning, the family still has digital billboards posted around the bay area. they now read "the search is not over." the mayor of alameda is now calling for an independent review of that now infamous memorial day drowning at a beach. rescue workers watched on the beach as the man drowned. the firefighters said later they did not go into the water because they are not properly certified in emergency rescues. they blame this on the budget cuts. >> we want to see what happened, when it happened, how to prevent it from happening again and, you know, just what steps we -- we should take to change it. >> the death of 52-year-old remanned jack has sparked an intense debate on whether emergency responders did enough to try to save his life. the european union is increasing the amount of again says it plans to hand out to

farmers who were wrongly blamed for the e. coli outbreak. new agricultural officials agreed to pay the equivalent of $300 million. that's double the amount they agreed to yesterday. but european farmers are claiming closer to $1 billion in losses. the rate of infections are slowing down. but more than 2600 people were sickened and 25 people died. the e. coli is concentrated in northern germany -- germany. we have hazy sunshine, stubborn fog hanging out around the coast and the bay. oakland, right around 62 degrees. as we go to the weather maps we can show you some of the overcast. still, santa rosa reporting mostly cloudy skies. some low fog for the southern portion of marin county and mill valley and sausalito and still hugging a good portion of the bay area shoreline. we're still holding on to

patchy fog. so por -- so for today, we'll go with this, partly sunny skies. temperatures up a few degrees and then the weekend forecast. still a dry weather pattern, no more record rainfalls but still some patchy fog. current numbers just updated. san francisco a chilly 57 degrees. san francisco it's 61. all of the sunshine already for concord at 70 and san jose right around 70 degrees. high pressure building into the region. as a result, temperatures have been warming up. that stable atmosphere in place, you get the fog that forms right near the surface. that's what we have for today. we'll call it a june pattern with patchy fog near the coast. hazy sunshine around the bay and the interior up to 80 degrees as we do head into thursday. here's our forecast model this afternoon showing you still some of the sub born patches out there at least with the low overcast. we could still hold onto patchy

fog. guess what happens late tonight into early tomorrow morning, low clouds are on the increase. we'll be starting out the day right around the bay with overcast skies. the clouds gradually pulling back to the shoreline. today's forecast,:00, upper 50s to the upper 70s with more sunshine away from coast. by 7:00, partly cloudy skies. mid-50s to the mid-60sing and patchy fog re-forms. here we go for the numbers. warmest location in the upper 70s. san jose tops out right around 74 and san mateo, 67 degrees. it feels strange not to have any rain clouds. more of the same, the temperatures are up a few degrees. these are just minor changes. we'll cool things off a little bit for friday and saturday. but for the second half of the weekend and especially into next week, the developing headline could be much warmer temperatures, especially for about a week. we could be walking -- talking

about more 80s. back to normal. >> a lot of people are very excited about that. thank you, mark. a massive fire in arizona is now larger than the city of los angeles and. the wall low fire has been burning for -- los angeles and the wallow fire has been burning for 11 days. crews worked overnight to protect the grounds. they say unless high winds -- winds die down the flames could continue to spread. records show it's the second largest wildfire in that state's history. the victory the senate handed to business owners at a long-running fight involving debit cards. and on the move, where gavin newsom and his growing family are now calling home. or we could get no sofa. negotiating, eh? you got it!

within the last hour, the u.s. senate handed a victory over debit card fees. today's vote is a proposal to limit fees that stores have to pay to banks to just 12 cents per debit transaction. right now, the average fee is 44 cents. stores say while lowering their fees, they will be able to lower their prices and banks say they will be forced to raise other fees. gavin newsom is moving to marin, at least temporarily now that his wife jennifer is

pregnant with their second child. their four bedroom city home is not large enough apparently. so for the summer, the family will stay with jennifer's family in the marin county town of ross. they say this is only until they can find a bigger home. there's no word if the bigger home will also be in marin or if they will return to san francisco. the committee oning the -- running the olympics next gold, british gold medallallists joined others from the 1948 olympics. after an 8,000-mile relay across britton, it will light the caldron in the olympic -- brit britain, it will light the caldron. traffic is throwing right
