7:41 am
7:42 am
good sunday morning, the fog is out there big time, a lot like yesterday morning. here's the difference, i think we're going to see an earlier burnoff. i think we're going to see mid- 70s. i'll see you back here in a bit with the forecast. the california budget battle that never seems to end. >> will this one be different? san francisco chronicle political reporter joining us live from our newsroom this morning. >> reporter: good morning. >> so what do you think? we know they're working through the weekend. we heard last week was somewhat
7:43 am
productive. what are your bets? >> reporter: who wants to place bets on it. the impasse has gone on before. up to 100 days is the record. is that going to happen this time? i don't think so, because the voters passed a no budget, no pay initiative last year. prop 25. that means beginning on wednesday, those legislators get docked $402.93 a day. they could losing a much as $5 million altogether if the record goes on. that gives them some push, i think to get things done. i have to say, over the weekend, no republicans seem to be coming forward. the governor of course needs two in the assembly, and two in the senate to extend those taxes that he's looking for. he wants a bridge to extend them onto a special election in september. it really doesn't look like it's going to happen, but a lot
7:44 am
of people are saying, there's got to be give on both sides, something has to happen before wednesday, or they start losing their paychecks. >> does the law require that the budget passed by wednesday is actually balanced? >> reporter: the budget, it's supposed to be balanced right, and the governor says he will not do it with gimmicks. but this is the issue, there may have to be some gimmicks in there if they can't get these tax extensions. he would very toe, he says any budget with gimmicks, or kicking the can down the road kind of event. we think somebody's got to give on the democratic side, that's the governor, pension reform is what the republicans want. they want a spending cap. they want regulatory reform. the democrats are saying, unless these taxes, sales tax, vehicle license tax, are extended at least until september, the state is going
7:45 am
to be in big trouble. here's the drama as we go down to the wire. i think those paychecks are a big incentive. one of the reasons why they've been working all weekend. come monday, i think things are really going to ramp up. they've only got what, 48 hours left. >> it's running out of time. you mentioned the state mentions, no environmental issues are going to be on the table. but when you talk about the special election, governor brown, kind of full steam ahead, i'm going to get to the special election. it's not clear to get them to that. >> reporter: very good point. the republicans have said maybe we will go for a special election, because we realize the polls show, people do want to vote on this stuff. but this is a dicey proposition for governor brown. he's got to get the voters to understand what exactly these tax extenses are going to mean, and what happens to their services if they don't get passed. so both sides are taking some
7:46 am
chances here. both sides are throwing the dice. this whole issue is a real drama, and it really has to be played out yet. i think wednesday is the day when we're going to see what the curtain comes down here. >> we can't have you here in studio without asking, what does the future hold for congressman anthony weiner? >> reporter: that's the $100,000 question. with the democratic leadership bailing on him big time. nancy pelosi, debby schultz, these democrats are going to come back into session. they do not want the embarrassment. they do not want the distraction. every media person is not going to be following the democratic agenda, or the democratic message. they're going to be following anthony weiner. he says he's going to be going on leave. i don't think that helps his problem. very soon, a lot of democrats say, he's just going to have to resign. you can't leave a seat like that in new york, up in the air with this kind of an issue, and
7:47 am
these kinds of headlines. too much pressure on him to get out of town. >> really, the polls show that his constituents still support him. so it's really about the party as a whole. >> reporter: i think the early polls were before some of these revelations came out about him texting even minor, at least one minor. some of the more raunchy tests have come out. i think as later polls have been taken, you might see a change, and you might see a change in the constituency will. it's about that, but also about his own democratic colleagues up there. whether he's on a leave of absence are not are going to have to still deal with this story. they still don't want the distraction. >> thanks for your time this morning. america's top educator says he's trying to make sure no child is ever left behind. arne duncan has come up with plan b, if there's a further
