6:03 am
although we feel that we were very extensive in our first searches, it's possible we missed something small. by all means there's still evidence out there that we'd like to collect. >> reporter: now sources tell ktvu that investigators were able to pick up a ping on le's cell phone in the miles canyon area within 20 hours of her disappearance. that is one of the areas they are recommending to search. le, a nursing student last seen may 27th off sleepy hollow avenue. she told classmates she was planning to travel to reno after her round at the hospital. she left during a break but never returned. now search volunteers are asked to meet at the command center off of cypress avenue. the address is actually 25350 in hayward tomorrow morning at 8:00. and a search will be tomorrow, friday, saturday and sunday. coming up later in the show we'll let you know what you should wear and what to bring if you're interested in helping out. live in hayward, tara moriarty, ktvu channel 2 news. a 2-year-old antioch boy is

6:05 am
good morning, claudine. >> reporter: good morning, dave. yes, inspections are underway because look at this. this is what the spring rains have left behind. these weeds are several feet in the air and they do create a fire danger. so fire inspectors are coming out and they're going to be checking homeowners and saying, look, you have to cut this down. if you do however get this down to this, look at what a difference it makes and what a difference it makes for the homes that are right next to this kind ofover growth. this is not an option. this is a requirement. firefighters have warned people by setting out these flyers saying, look, you have to get your space cleared around your house. you're required to do a 30-foot fuel reduction zone around all buildings and structures. if your property is greater than a half acre, you have to get a 100-foot defensible space and fuel reduction from all buildings and neighboring structures. what they are trying to do is stop any fire that starts in the oakland hills. if it starts from spreading and getting to all these homes. certainly we know what happens
6:06 am
when fire spreads very quickly through the oakland hills and the results can be devastating. so, again, fire inspections starting today. we come back out here live. we can see that we've gone through several homes in this neighborhood and i've seen several areas that have been cut down. again, if homeowners do not cut this down, the fire inspectors will come in and give them a notice saying they've got to get this work done. if they don't get the work done, fire department will get it done for you and they're just going to send you a bill. live in oakland, claudine wong, ktvu channel 2 news. governor brown has scheduled a news conference for 12:15 today to talk about the new state budget now awaiting his signature. democrats pushed through a package of budget bills yesterday without a single republican vote. that's because a new law enabled them to pass the budget with a simple majority vote as long as taxes were not raised. but some republicans say the fee hikes in the new budget are really taxes in disguise. >> most californians will look at this and say how did my taxes get raised? by majority vote.
6:07 am
that's what's going to happen, members. >> the new budget calls for increasing car registration fees, extending a quarter cent sales tax, and charging people in rural areas an annual fee for fire protection. governor brown has 12 days to sign the budget. he will likely use that time to continue trying to pressure republicans to support extending expiring tax increases. now california's public universities state tuitions may have to go up and they may turn away even more instate applicants if the cuts in the new state budget remain. the new budget calls for cutting $150 million each to the university of california and california state university systems. that's in addition to cuts of $500 million for each of the systems that the governor imposed in january. the budget also calls for california schools to receive $3 billion less than what the governor proposed in his revised budget plan in may. time now 6:07. some explosions in libya this

6:46 am
henderson was shot to death earlier this month. a 2-year-old boy from antioch in the hospital in serious condition after falling out of the second story window of his home. this happened yesterday afternoon on plumb bridge way. police say the child had surgery at children's hospital in oakland. and firefighters now going door to door in oakland today in the hills making sure homeowners are ready for the fire season. they want residents to chop down dry grass and have a defensible space around their homes. the recent rains we've had left a lot of vegetation behind and that could be a fire danger. well, for the first time in years california lawmakers passed a budget on time. democrats did it without a single republican vote. senate president protem steinberg joins us now from sacramento this morning with how it all came together and why no one is really happy about the end result. good morning. >> good morning, pam, how are you? >> i'm good. thank you. you all passed this budget, but
6:47 am
no one's happy about it. what is good? and what is really something to be concerned about? >> well, i suppose what is good is that california we started the year with a huge budget deficit $26.5 billion. and as a result of the actions we took in march and yesterday, we balanced this year's budget and next year's budget, the long-term deficit, is now in single digits. we cut it by more than two- thirds. the bad news is that we've had to do it by making deep cuts to higher education, public safety, services for the elderly and others in need across the board we've made cuts. and that isn't good because too many people being laid off and too many kids, young people, being denied access to the universities and the community college system.
6:48 am
and yet we're living in these tough economic times where there's less money. the governor tried for six months to bring a couple republicans over to vote for a revenue bridge. and then an election so that the cuts wouldn't have to be so deep. he didn't get there. and now he's got to decide what to do with our plan b budget and there is a plan b budget. >> let's talk about schools in particular. i'm a parent with three kids in public schools. >> you know. >> yeah. i'm tired of the cuts and the things that we have to work harder to provide for our own kids because the state isn't. and this is another $3 billion right-left for the public schools. >> that's right. if we had the revenue, school funding would be about $3 billion higher than the budget we passed yesterday. and we hate that. and yet california has this
6:49 am
really unorthodox two-thirds requirement to do anything when it comes to raising money either at the state level or the local level. and so we did the very best we could as the majority party with the tools at our disposal. it may not be over yet. we support the governor in wanting to get his plan passed because it includes the revenue, but he's going to have to work to bring a couple republicans over. thus far he's not been successful. so i think he ought to sign this budget and continue to work to increase funding for schools and universities and other vital public services. you know it's one of these glass half full, glass half empty deals. the glass half full is that we have dented this deficit by two- thirds and the cuts could have actually been much deeper. the bad news is there's still a ways to go and in my view the cuts are already too deep. so we'll see where we go from
6:50 am
here. >> all right. darrell steinberg joining us live from sacramento. thank you very much. certainly not over. we'll continue to update this story. thank you for the update this morning. >> thank you so much, pam. time now 6:49. after a four hour closed session, the new york state senate is now just one vote away from passing a marriage equality bill. the new york state assembly's already passed the bill that was proposed by the new york governor. it would grant same sex couples the same rights to benefits and protections as opposite sex couples. right now 30 republican senators oppose the bill, two support it, some are on the fence since may 1 #s gay rights groups have hit the phones. they're trying to raise support for this bill. so far they've made about 15,000 calls. all right. 6:50 is the time right now. let's go back over to sal for a look at traffic this morning. sal. good morning. right now traffic on the golden gate bridge looks good but there has just been an accident call on the golden gate bridge
