stealing wires within reach are becoming more brazen. >> there was a discovery of a 40 to 45-foot pole that had been sawed down and the entire transformer had been removed from the top of that pole. this is something that is not only illegal, it is extremely dangerous. >> reporter: more than a dozen customers were left without power for most of the morning while the crews fixed the problem. >> we lost power. >> reporter: officials say the thieves also steal copper while the lines are still energized creating extreme risk. the thieves don't even bother using incul ated tools which are often left at the scene. the police dusted for prints hoping to get lucky. thieves don't have to go far to sell their loot. we found a recycling center that buys copper about a mile away from this morning's crime scene. many say it is relatively easy to sell copper without it being traced and the price for it has more than doubled in the last few years. >> i think it is also the economy, people are trying to

the debt has piled up. >> reporter: and the representative saying he had no idea that brown would say no. >> we asked him what was your alternative plan? he didn't have one and so we came up with one. >> reporter: the cuts were democrat and difficult. >> we did so by making painful, difficult cuts to higher education, to the courts, to public safety, to public education, and to the need. >> the main problem is that the budget doesn't contain the necessary reforms to fix testimony budget and the to put californians back to work. >> reporter: the lawmakers say they now need the governor to provide specific proposals forel budget he would sign. brown wants the voters to decide on tax increases and tax extensions, and the republicans are blocking his way. >> he seems to want a confrontation. well, that's okay if you know what your desired plan is, but you also have to know what your back-up plan here is. and we haven't heard it.

>> the budget passed by the democrats was a series of bills that included deferring education payments and increasing the vehicle registration fee. >> and my question is, governor, what is your plan. >> reporter: the democratic leaders say they have no idea what the governor's plan is. the current budget expires two weeks from today. reporting live in sacramento, ktvu channel 2 news. >> reporter: for more on the ssks, you can go to our web site, and click on the state budget tab on the home page. homicide detectives are investigating the killing of a man found shot on a sidewalk in south oakland. the police responded to a all right of gunshots in the 600 block just before midnight last night. they found 30-year-old jermaine laying ton sidewalk suffering from a gunshot wound. medics were called. and the oakland resident ended up dying at the scene.

the police say they haven't made any arrests and still haven't figured out a motive for his killing. also in oakland, we just learned the name of the man police arrested in connection with a shooting spree that left two men dead at sweet jimmy's restaurant. authorities charged the 22-year- old today. he was arrested yesterday tburks department waited until about 90 minutes ago to release his name. two men, one from oakland, the other from san leandro, were killed in that shooting on april 25. four others were wounded. a gang task force tonight investigating a deadly shooting in san francisco. it happened in an area that is known for crime, but as we report live from the scene, the victim appears to be an innocent man who just walk entered a dangerous situation. >> reporter: gosh, and the victim remains in critical condition. he suffered a gunshot wound to the head because the police say he was in the wrong place at the wrong time. and the crime scene tape blocked off an area around sixth street. and they were there just after 7:30 a.m. the gun fire erupted and hit an

innocent bystander. >> it sounded like somebody threatening somebody, and then the person said you touch me again, i'm going to shoot you. >> reporter: the police say the people in the conflict were three latino men and three black men. >> at one point someone pulled a firearm and shot someone i believe to be a bystander,. >> reporter: the victim is a 43- year-old asian man who investigators say was walking to or from his home. >> it is a problem here. they get caught up in the crimes when they're just walking to and from work. >> reporter: the sixth street south of market is known for drugs and violence, a police where this morning's shooting was not unexpected. >> that is par for the course. i realize where i'm at. it can happen any day, time or night. senseless. >> there is violent people everywhere, and people carry guns, and you carry a gun mors of the time, you're going to have reason to use it. >> reporter: people on the street told me an attack around 3:00 a.m. in the same area may have

people you befriend on those sites. >> let's say that you're just tweeting between friends. ultimately you have to trust that your friends are going to keep whatever you treat to them private. the fact is you can't control that. >> experts also say that in this age of technology, it is easier than ever to broadcast yourself and in the digital world, once it is out there, you cannot retract it. morgan hill police are asking for the public's help in locating two people accused of stealing a car with a newborn in the back seat. and the police say they were seen walking out of a food bank in morgan hill as the infant's mother was walking in. the investigators believe mejia and the man identified, drove off with the mother's car without realizing that the baby was inside. and the infant was located in the abandoned car hours later. it shows mejia using a credit card that was stolen from that car. antioch police are calling

a toddler's fall from a second floor window a draggic accident. the 2-year-old boy fell from that window in his home yesterday afternoon. the police say that he leaned against the screen when the window was open. he suffered a fractured skull and was taken to children's hospital in oakland. we're told his condition is very serious. the police say that charges are not expected to be filed against the parents. and a grand jury is calling into question how the san jose fire department responds to emergencies. santa clara county grand jury wants the department to rethink how it responds to medical calls which make up 70% of all responses. it says sending a fire engine to medical only calls is a waste of money. and the chief william mcdonald said today that the department is already re-evaluating how it responds to such calls. >> i say that we need to make some chains based on what we expect to respond to, and that's what we're doing right now. >> the report also criticized the department for its use of firefighters who were also drained as pair med ins.

traffic heading into san francisco on the golden gate bridge came the a stand till. all lanes are now open. the highway patrol tells us three vehicles were involved in the accident and no one suffered any serious injuries.

two northbound lanes were initially blocked, but the officers were able to reopen those lanes. the chp is investigating what caused the crash. a college football player from san francisco is facing charges tonight, including resisting arrest after police say he refused to pull up his pants at san francisco international airport. the police say the 20-year-old was getting on to a u.s. air flight yesterday when an airline employee noticed he was wearing his pants low, exposing his boxer shorts. the ployy asked him to pull up his pants, and when he refused, he was asking to leave the flight. at that point, the police were called in. >> the report indicated that it actually got a little heated at some point, and the captain, in fact, cleared the aircraft of all of the passengers. >> reporter: u.s. air says the airlines' dress code forbids indecent expose wmur or inappropriate attire. he plays football for the university of new mexico. he was back home here in the bay area for the funeral of a

childhood friend. court documents repieced today show the accused serial killer joseph naso followed the news coverage of the four weal he is accused of killing. it shows naso had news clippings and photos of the women in his home. he has pleaded not guilty to the murders. the document also says one of the women were strangled with naso's wife stockings. we'll take a much closer look on the bay area news at 7:00 on tv 36. a jury started deliberating today of a child psychologist, if accused is competent to stand trial. the prosecutors are accusing the 79-year-old of molesting seven boys between 1991 and 1996. his attorney says his client suffers from dementia and is unfit to stand trial. two years ago a jury failed to reach a verdict on the same charges. and the season is u in full swing off of the california coast and that means the poachers are trying to catch in

the officers posted signs at been's liquor and grocery store notifying the public that the business can no longer sell alcohol. the california alcoholic beverage control said that workers at the store sold alcohol to minors three times during special decoy operations. >> whenever you have three violations involving minors within a three-year period, the abc can revoke the license, and, in this case, we did. >> abc officialses say the owner of the store is prohibits from ever selling alcohol at that location. the couple con vicked of kidnapping and raping jaycee dugard have started serving their sentences now at two california prisons. these are new photos of philip and nancy garrido who are incarcerated in separate central valley prisons. fran: ill arrived to begin his sentence of 431 years to life. it is the same prison that houses killer charles mannson. nancy garrido entered the state women's prison. and she was sentenced to 36 years to life for her role in

jaycee zhu guard's 18-year-old ordeal. many residents in santa cruz county residents are taking pressures to keep the meters off their property so far now pg&e has installed about eight million meters statewide. some opponents have actually padlocked their old meters to prevent pg&e from replacing them. as temperatures rise, health originals are reminding them to protect themselves from food poisoning. they estimate every year about 48 million americans get sick from food poisoning and about 3,000 of them end up dying. the numbers typically rise as people take advantage of the warm weather to barbecue and eat outdoors. to prevent food poisoning, experts advise people to cook their meat adequately. the experts also say people should not allow perishable foods to it is out in hot water for more than an hour and

morning fog. there you go. that's what we're going to see is the typical late spring, early summer pattern. the fog up the coast tomorrow. the cooling trend is enhanced by this low pressure center. it is going to just push the winds on shore. those the mechanisms. you know when the fog is gone, it is hot. you know when the come is back, it is going to be cooler. you add that low pressure center and you get more cooling so the forecast, the computer model sees it this way. as we go into your thursday night, that is that patchy fog. you even see some fog down there. and then the morning, you gate dose of it right around the gate. and it is really going to be confined to the south coast or south of the golden gate bridge, but there will be fog. and then a little more as we go into friday rchghts but still playing tag. and then it establishes itself firmly. let's mar top the bay area microclimates. so how is the beach dorm? temperatures in the low 60s at
