good morning everyone. welcome to mornings on 2. it's saturday, june 18th. we'll get to the latest united problem that caused delays here in the bay area and across the country. but first here's rosemary with a first look at your forecast. hi, rosemary. >> good morning to you! it will be a pleasant father's day weekend. running a little bit below average for this time of year. but slightly warmer nan yesterday. we're waking up with those clouds out there. low clouds from the coast all the way inland this morning. a light breeze in store for today. and your highs today upper 50s on the coast, nearly hitting 80 degrees in many cases for our inland spots. a warm-up for tomorrow and then quite hot in time for the first day of summer. we'll outline all that coming up in just a few moments. we start with continuing coverage of the computer problem that grounded united flights across the country. planes are back in the air this morning, but now the airline is facing a backlog of passengers.

this is as how sfo looked last night during the evening commute. hundreds every passengers found themselves stranded after united's system went down after 5 p.m. the airline says the computer glitch was resolved just about 8 hours ago, and this morning united is scrambling to get flights back on time. ali rasmus is live with how things are looking right now. good morning, ali. >> reporter: good morning, mike. the message is if you're flying on united airlines this morning or later today, be sure to give yourself plenty of time. you should plan to arrive two or even three hours before your scheduled domestic departure. we're at terminal 3, where united has its check in counter. beyond some of the cars you can see there's a lot of traffic out there, and there's a long line of passengers waiting to check in outside. and it's even busier inside. let's show you the video inside the terminal. even though last night's computer glitch has been resolved, passengers who are on the thousands of flights

cancelled yesterday are trying to rebook and reschedule their travel plans this morning. that's created some long lines and delays for united passengers. there are separate lines for checking in and rebooking here in sfo, so be sure to ask a representity to make sure you're in the right place. we've seen a few people miss their flights because they spent anywhere from 45 minutes to an hour in the wrong line, then had to start all over again. >> i did not even know about the computer crash until i was in line and heard about it from other people who were on the phone. so first i've heard about it. it's unfortunate. you can't predict those things, but now we're all being affected by it. >> this problem started yesterday afternoon around 5 pacific time. united said it lost network connectivity system-wide for about five hours yesterday. passengers here and other airports couldn't check into their flights or check luggage, and planes didn't take off. thousands of passengers were

stranded, some spent the night here at sfo. >> how long have you been stuck here? >> 21 hours. >> at this airport? >> yes. >> now, none of the united airline workers here were allowed to talk to us on camera about this, but united did send out a statement saying it will waive all change and rebooking fees for passengers affected by the glitch yesterday and for any passengers who don't want to fly at all, they will issue a full refund for people who want to cancel their plans. but the word is for anyone traveling on united, give us a lot of extra time because there are some long lines out here to deal welcome ali rasmus, ktvu channel 2 news. you are going to find frustrated unite passengers across the country. >> waiting for our system to come back up, get you guys checked in. >> this is how the lines look at chicago's o'hare airport after the problem started.

some passengers there say the airline didn't acknowledge the problem for more than two hours. many were told their flights were cancelled and they wouldn't be able to get out of o'hare until today. a similar sight at denver international airport, with long lines of frustrated passengers there. while many passengers complained about receiving little or no information from the airline during their wait, some also said free water, coffee and snacks helped them pass the time. united's website crashed shortly after the computer problems began, forcing many to get updates through twitter. >> united continued to post up dates throughout the night, including a tweet before 11 p.m. saying it had fixed the problem that led to the delays. stay with ktvu and ktvu.com as united tries to get service back to normal. we'll post any new information and coming up in 30 minutes, we'll go back to ali at sfo for an you date on how passengers

are doing there. one person is dead after a car crash in east palo alto around 10:30 last night on east bay shore road. police say the car was sealing grieving recklessly but when they attempted to pull it over it sped off. the chase ended when the vehicle crashed and flipped over. the passenger, a 22-year-old woman was pro moaned dead at the scene. the driver was taken to the hospital with serious injuries. this is video of the car a 17-year-old boy was sitting in when police say he was shot and killed. oakland police officers responded to reports of gunfire at seminary and bancroft avenues around 11:40 last night. the carp was parked near the curb when the teenager was shot. a description of the gunman has not been released. in an hour the search will resume for a missing nursing student, michelle le. this is day two of a 30-day search organized by her friends and family. yesterday 128 volunteers showed up to help search for le.

she was last seen on may 27th, leaving kaiser in hayward. police have reclassified this case as a homicide but le's family refuses to give up hope. volunteers say they just want to give them closure. >> even if we did find something or didn't, we're helping out the family. and then we're helping out each other and how the world goes around. >> searchers are told to lock out for the clothes and shoes she was last seen wearing, as well as the disturbed dirt or plantened ground. the search is focused on the niles canyon area, where police last detected a signal from her cell phone. you can find more details on the search including how you can help by going to ktvu.com. just click on the michelle le tab on the homepage. a group behind controversial billboards will defend their actions. these are the billboards we found on fruit frail and foothill boulevard in oakland. they're being paid for by the non-profit, radiance

foundation. in two hours members of the foundation will hold a press conference saying too many african-american women are having abortions. and that planned parenthood is to blame. congresswoman lee he is she was offended the billboards popped up in her district and others say the campaign is a sign of racism. the search will resume for a sailor who went missing after going into a central valley river. fresno county sheriff's office says the sailor from naval air station lemoore went into the kings river yesterday. something went wrong and the sailor never came back up. it's unlikely he survived the cold and swift water. authorities are calling the search a recovery mission now. good morning to you. a live look port of oakland here from our emeryville camera. widespread gray over oakland this morning. most of us waking up with mostly cloudy skies, those low clouds all the way into the valley this morning. but we are expecting them to burn off. winds generally light and calm,

good mornings to you! a live look at the bay. low clouds overhead. we do expect sunshine for the afternoon. new this morning, a potential breakthrough for peace in afghanistan. afghan president karzai says his government and the united states are negotiating with taliban fighters to end the bloodshed. this is the first time someone has acknowledged peace talks are taking place. karzai told journalists today negotiations are going well. california senator bother barbara boxer says it's time for troops in afghanistan to come home. she spoke yesterday in san francisco about america's role in the region.

the senator series the 10-year- old afghan war has killed more than 1600 american service members and pointed to intelligence reports estimating as few as 50 al-qaeda members remain in afghanistan. she says she wants at least 30,000 of the 100,000 troops there to return by year's end. >> we have a huge debt, and deficit to deal with. ending the war in iraq and afghanistan would save $1 trillion over 10 years. >> she suggests keeping 10,000 troops there to train forces and protect coalition personnel. but conservative members of congress warn a rapid withdrawal would allow terrorists to return. president obama has reportedly decided he doesn't need congressional approval to continue the air war in libya. the new york times says the president is relying on administration lawyers. they believe the air assaults against moammar gaddafi is not enough to trigger the war

power's resolution. however, both the justice department and pentagon lawyers think the president needs congressional support after 90 days. the white house calls it a social gathering, but some business could get done today on a washington, d.c. golf course. president obama and house speaker john boehner will tee off together for the first time amidst tensions on several key issues. over the past few weeks, the two have openly disagreed about reducing the country's debt and military involvement in libya. aides to both men say they doubt a breakthrough on any issue will be made but that maybe spending time together will improve their relationship. and this weekend's online video address, president obama is addressing his most important job being a father. >> between my own experiences growing up and my ongoing efforts to be the best father i can be, i've learned a couple things what auer children need most from our parents. first foremost, need our time. and more important than the quantity of hours we spend with them is the quality of those

hours. >> president obama also says children need structure, self- discipline, and unconditional love. he says his administration is making an effort to help men who want to become better fathers, including working with groups that focus on fatherhood, partnering with businesses that encourage dads to spend time with children, and helping fathers in the military connect with more home more often when they are deployed. a senate panel is opposing plans to relocate american military bases in the far east. the plan was first approved by the bush administration in 2006. it aims to close a base in okinawa and move to guam. call it unsustainable pin credibly expensive. it's part of a $683 billion defense spending bill. the economy watch, troubling signs for the bay area. the lines are expected to remain long today for homeowners attending a six-day mortgage modification event in

san jose. people say crushing debt is creating a domino effect on their spending. >> you have to think about every penny you spend on food, not only food, but stuff you buy, going out to the movies with the kids. >> you know, the price of gas has gone up tremendously. so we don't take the trips we used top. >> the event comes as new figures show california employers cut 29,000 jobs last month. there's one bit of good news for americans. lower gas prices. in the past month prices have dropped by a half dollar or more per gallon. triple-a says factors include lower demand and stronger dollar prompting speculators to buy less oil. the price for a barrel now hovers around $93, down from $114 in april. >> i'm just happy to see it going down. that's all. i'm just happy to see it going down. >> triple-a predicts gas prices will continue to creep down in the next few weeks, but prices are still about 80 cents a gallon higher than this time lasts year. bank of america has too

many foreclosed homes so now it's giving some away. the bank plans on donating 150 homes in and around chicago to a non-profit group will use the homes as affordable rental housing. bank of america hopes the donation will help avoid neighborhood blight, usually caused by foreclosed homes. it is not clear if the bank plans to make similar donations in other cities across the country. here in the bay area, oakland based pandora is still struggling on the stock market after making its ipo earlier this week. the stock closed up about 1% yesterday, significantly down from its $26 debut price on wednesday. here's video of the company executives on wednesday. investors bought shares then now suffering losses. the oakland company is a streaming aids joe service and while it has growing revenue it has never made a profit. we all know about the

it's going to be a tough weekends for firefighters in the southwest as they struggle to control two big wildfires, and officials say gusty winds will make the situation even worse. this is video of southern

arizona, where the monument fire has burned more than 18,000 acres and destroyed 40 buildings. the wildfire began sunday and is now burning near an army post, and close to the city of sierra vista, where residents are being told to evacuate. >> i mean, i may not come back, i don't know. >> meanwhile, the wallow fire near new mexico border is now the largest wildfire in arizona history. right now it's about a third contained, but this weekend's weather could change that. forecasters are predicting strong winds, high temperatures, and low humidity. and in texas, two hundred home were evacuated because of a wildfire knee houston. 50 acres have burned since yesterday morning. crews from mississippi and wisconsin have been called in to help get the fire under control. a local church has opened its doors for people who have been displayed by the fire.

low in the mid-60s for the coastline, upper 70s inland, then come tuesday, going to be quite warm. we are looking at temperatures widespread -- this isn't update for some reason but we'll be sitting in the 90s for inland areas, maybe even some triple digit heat in monterey county. the city of livermore is celebrating its famous lightbulb today. it was first turned on 110 years ago with only a few interruptions. it's been on ever since. it is in the livermore fire department station 6, and holds the begin eggs world record for the longest burning light in history. today's celebration is from noon until 4:00 at the fire station on east avenue. thousands of people are expected in san francisco's north beach today. this was the scene at last year's north beach festival. this weekend marks the 57th year of what is one of the country's oldest outdoor festivals. there will be more than 125 arts and crafts exhibits, 20 gourmet food booths, live entertainment and much more. the north beach festival goes

from 10 a.m. until 6 p.m. and continues tomorrow. admission is free. also this weekend, san francisco's annual commemoration of african- americans freedom from slavery. it's the juneteenth festival. there's a parade at 11:00 this morning, that begins at grove and polk streets and continues through the civic center to fillmore street. that also live music and plenty of arts and crafts. the city's juneteenth celebration is one of the oldest and largest outside of texas. right now wildlife officials in boulder, colorado are keeping a close eye on one particular tree. yesterday this black bear and her three cubs were found high in the dream news quickly spread and people are started gathering to catch a glimpse of the family. officials say it's not unusual for bears to wander in the parks, especially when they're to close to the mountains. now it's about getting them down safely. >> so it's a safety issue, and the cubs too. we don't want them all to get

inside the terminal. we just went inside to check out the flight boards. the good news is i'm not seeing a lot of cancelled flights, just 4 cancelled flights out of 80 on the board. but there are a lot of delays and a lot of people inside the terminal. you can see how busy is from the traffic pulling up. and beyond all these taillights and cars, there's a long line of people outside waiting to check in. there are also people inside the terminal, all those people and crowds making traveling on united airlines a little stressful this morning. now even though last night's computer glitch has been resolved, passengers who are on the thousands of flights cancelled yesterday are trying to rebook and reschedule their plans this morning. that's why you see all the lines inside. there are separate areas for checking in and for rebooking. so that's led to some confusion. when you are live here, ask one of representatives to make sure you're standing in the correct

line. we have seen a few people miss their flights this morning because they weren't in the right place. >> nobody out here communicating, i waited for half hour in the line outside and they said it's not for canada. so how do you know? >> lot of confusion? >> lot of confusion. >> this problem all started yesterday afternoon around 5 pacific time. united said it lost network connectivity and system-wide some for a five-hour period yesterday evening, passengers here at sfo and other airports couldn't check into their flights or check their luggage and without any checked passengers and luggage planes couldn't take off. >> many people all over, and much busier. and few instructions. but people quite calm so that was good. >> so as you heard, that passenger explained this morning it's not quite as packed, not as busy, and hectic as it was yesterday. but you're still going to be dealing with long lines and delays. none of the united workers here

were allowed to talk to us on camera, but united did send out a statement from their corporate office in chicago this morning. the airline says it will waive all change and rebooking fees for passengers who are trying to get another flight to their destination. also says they will give any passengers who want to cancel their flights a full refund. and just one other note, there may be some passengers who are taking advantage of that and flying on other airlines. we drove up this morning and did see things were busy at american airlines and southwest check-in counters. but if you're flying on united give yourself a lot of extra time. new this morning, we are hearing from the children of bryan stow. he is the man and giants fan who does remain in a coma after being badly beaten at dodger stadium in april. this is 12-year-old tyler and 8- year-old tabitha. for father's day tomorrow they plan to make a collage for their dad's hospital room with photos of all the things they've done together.

>> he's really special and he's not like any other dad. it feels weird not having him stay by your side. >> he did special things with us, different from what other dads would do. >> brian remains in a medically induced coma. so far one man has been arrested in connection with the beating but no charges have been filed and the case is still being investigated by the los angeles police department. the obama administration is now altering a controversial program where law enforcement agencies share the fingerprints of people arrested with immigration officials. the los angeles times reports the secured communities program was creating problems for immigrants who were trying to actually report a crime. under the new guideline, immigration officers will not be able to deport individuals who are victims of a crime or witness a crime. instead, the guideline says deportation of violent criminals will be the top priority. authorities could soon file animal cruelty charges against a concord man suspected of poisoning his neighbor's dogs.

police think the 72-year-old man fed tainted meatballs to the dogs to stop them from barking. they suffered seizures and died this month. ktvu talked to the dogs' owner by phone saying they were poisoned found in pesticides. >> the police came over, and they went in the backyard and found another meatball. oh, my god. >> i guess they were like all over here, all over the back. >> ktvu is not naming the individual because he has not been formally charged. police have searched his home and are testing evidence before seeking charges. authorities suspect he mate have also killed another neighbor's dog in 2003. san francisco police this morning are looking for the gunman who shot a city worker on the job. authorities say the employee was driving a painting truck when he made a u-turn in the bayview district. investigators say they believe another motorist got mad and started cursing.

as the worker tried to drive off, the suspect opened fire with one bullet, hitting the victim in the shoulder blade. >> in that situation, someone got up and road rage and took shots at an employee trying to improve our city streets. >> the injury is not life- threatening but it is unclear when the city employee will be able to return to his job with the traffic department. the man drove away in a dark colored car. in 90 minutes, a rally will begin for a woman shot and killed in oakland over memorial day weekend. ktvu was the first to show you this amateur video of the shooting on 88th avenue and international boulevard. during the sideshow, shots rang out and 28-year-old latoya kenny and 30-year-old eric bush were killed. today people are going to be distributing fliers and t- shirts hoping anyone with information about her death will come forward. a marine is being investigated after being arrested with suspicious

materials near arlington national cemetery. this is yonathan melaku, a lance corporal with the reserve. early yesterday morning he was arrested for being in the cemetery after hours. police say when he was taken into custody, he would not tell them why he was in that area. then a search of his backpack raised even more questions. >> it contained a non- explosive, unknown material which will require further investigation. >> the lance corporal's car was then found in a wooded area between the pentagon and memorial bridge. at that point, police say they decided to shut down several major roads around the pentagon. yesterday afternoon, they also called in bomb experts to search melaku's home. last morning he was charged with four counts of grand larceny. it's day three for the defense to argue their side in the casey anthony murder trial. and yesterday one of their surprise witnesses dropped a

bombshell. this is convicted felon vasco thompson. in 1988, he was sent to prison for kidnapping. the defense says phone records show he was in contact with casey's father on july 14th, 2008. but before he even took the stand, thompson dressed the accusations. >> i have no idea who he s i didn't have that phone number until february of 2009. and i don't know why they got me involved from all this. >> the defense hasn't said what the alleged contact between thompson and casey's father has to do where this case but thompson's denial came as a shock to casey's lawyers. so far no word on who will be called to the stand there's. there's speculation casey accused of killing her two-year- old daughter could testify on her own behalf. a same-sex marriage debate rages in california and new york may be close to making it legal. the new york governor expects lawmakers to approve a bill next week. they're trying to agree to greater protections for

bit below average for this time of year but still quite nice. this morning, waking up similar to yesterday, and for the afternoon a similar pattern as well. some of us may be slightly warmer and afternoon breeze but not too strong for waking up low clouds around the area. we'll talk about the warm-up on the way, coming up. united airlines has fixed the glitch that grounded flights across the country but there's still a backlog of passengers this morning. ali rasmus is live at sfo with how things are looking amount the airport right now. ali. >> reporter: claudine, we've been showing you all morning how busy it's been at terminal 3 and we have a view to show you from our live truck. this is the long line of people outside the terminal waiting to check in outside. you can get an idea how busy it is inside. some passengers we talked to say there's been long lines, delays, not a lot of cancelled flights, but a lot of long lines and confusion about where

to go. united airlines does have representatives inside the terminal directing passengers where to go. correct line to check in. there are different places for people to go if they're checking in for a regular flight, and for people who are rebooking or trying to reschedule one of those cancelled flights from yesterday. we've stein a few people this morning miss their flights because they were standing in the wrong line for 45 minutes to an hour before they realized it. even though last night's computer glitch has been resolved, passengers who were on the thousands of cancelled flights yesterday are trying to rebook their plans this morning. that's created long lines and delays for passengers. >> got a call at 2 a.m. this morning that my flight was cancelled so i'm trying to fly to washington, d.c. for business. they had me go into a different line now i'm on this line, now i'm on customer service hold trying see which will be quicker. >> the problem started yesterday afternoon around 5 pacific time. united said it lost network

connectivity to its computer system system-wide some for about five hours yesterday passengers here at sfo and other airports across the country couldn't check into their flight. >> put in a conformation number and just kept sagerror, error. >> one of the united workers here -- or none of the workers here were allowed to talk to us on camera. but united did send out a statement from their corporate office this morning, saying it will waive all change and rebooking fees and any passengers who want to cancel their flight and not flying united at all, they will refund their flight entirely. but if you're flying on united any time today, give yourself a lot of extra time two to three hours, a good arrival time before your scheduled departure. ali rasmus, ktvu channel 2 news. you're going to find frustrated united passengers really across the country and even the world.

in oakland. we'll show you video of a car where a 17-year-old boy was shot and killed. oakland police officers responded to reports of gunfire at seminary and been kroft avenues last night. police say the car was near the curb when the teenager was shot. a description of gunman has not been released. one person is dead after a car crash in east palo alto. it happened around 10:30 last night on east bay shore road. police say the car was driving recklessly but when they attempted to pull it over, the car sped off. the short chastened when the vehicle crashed and flipped over. the passenger, a 22-year-old woman, was pronounced dead at the scene. the 25-year-old driver was taken to the hospital with serious injuries. right now volunteers are gathering to continue the search for a missing nursing student, michelle le. this is going to be day two of a three-day search organized by le's friends and family. yesterday 128 volunteers slowed up to help search for le. she was last seen on may 27th,

leaving kaiser in hayward. police have reclassified this case as a homicide. the family refuses to give up hope. volunteers say they just want to give the family closure. >> even if we did find something or didn't, we're helping out the family. and then we're helping out each other and isn't that how the world goes around? >> searchers are told to look out for the clothes and shoes of le, and any disturbed dirt or plantened ground. right now the search is focused on the niles canyon area where police last detected a signal from le's cell phone. go to ktvu.com to find more information. a college football player arrested after wearing saggy pants has apologized for what happened. university of new mexico defensive back deshawn marman was arrested wednesday fortress passing and battery of a police officer after he allegedly refused to get off the plane. he claims the flight crew kept

harassing him even after he pulled his pants back up. federal prosecutors say a vallejo man was the ring leader a nationwide marijuana trafficking ring just broken up. 46-year-old anthony guidry is one of 18 people charged with training and working to deal marijuana grown in california. he allegedly recruited people including college athletes to sell the marijuana in cities and on college campuses in nearly a dozen states. it's estimated that the conspiracy generated at least $2 million in profits. this morning the group behind some controversial billboards will defend their actions. these are the billboards we found on fruitvale avenue and foothill boulevard in oakland. they're being paid for by the

good morning to you. looking live from the city this morning, toward marin. little bit of hazy sunshine there for you. it's going to be a tough weekend for firefighters in the southwest as they struggle to control two big wildfires, as strong winds promise to make the situation even worse. this is video of southern arizona, where the man meant fire has burned more than 18,000 acres and destroyed 40 buildings. the fire is now raging close to the city of sierra vista and residents there are being told

to evacuate. >> i mean, i may not come back, i don't know. >> the wallow fire near the new mexico border is now the largest wildfire in arizona history. right now it's about a third contained, but this weekend's weather could change that. forecasters are predicting strong winds, high temperatures, and low humidity. and in texas, 200 homes were evacuated because of a wildfire near houston. firefighters say about 50 acres have burned since the fire started yesterday morning. crews from mississippi and wisconsin have been called in to help get that fire under control. a local church has opened its doors for people who have been displayed. the search will resume this morning for a sailor who went missing after going into a central valley river. the fresno county sheriff's office says the sailor from naval air station lemoore went into the kings river yesterday afternoon. something went wrong, and the sailor never came back up. authorities say it's unlikely the sailor survived the cold and swift water so they are now calling the search a recovery

mission. there's word out this morning that the potential breakthrough in peace in afghanistan. afghan president karzai says his government and the united states are negotiating with taliban fighters to end the fighting. this is the first time someone has officially acknowledged peace talks are underway. karzai told journalists today negotiations are going well. an american pow has been just received a second promotion. taliban forces in 2009 captured then private first class bo bergdahl. taliban used him in several videos. last june, the army promoted him to the rank every specialist. a promotion he would have received if everything had gone as planned. today, he is now a sergeant. california senator boxer wants to make sure bergdahl and his fellow soldiers safely return home from afghanistan. she spoke to an audience in san francisco yesterday about america's role in the region. the senator says the 10-year- old afghan war has killed more

than 1600 american service members. boxer also pointed to intelligence reports estimating as few as 50 al-qaeda members remain in afghanistan. she says she wants at least 30,000 of the 100,000 troops there to return by year's end. >> we have a huge debt and deficit to deal with. ending the war in iraq and afghanistan would save one trillion dollars over 10 years. >> she suggests keeping 10,000 troops overseas to train security forces and protect coalition personnel. but conservative members of congress warn a rapid withdrawal would allow terrorists to return. a marine is now being investigated after being arrested with suspicious materials near arlington national cemetery. this is yonathan melaku, a lance corporal and the marine corps reserve. he was arrested for being in the cemetery after hours. when he was taken into custody he would not tell police why he was in the area.

connectivity problem so for a period of about five hours yesterday afternoon, starting at 5:00 pacific time, passengers here and other airports across the country couldn't check into their flights and check their luggage. that meant planes couldn't take off. thousands of united flights were cancelled world-wide. >> many people all over, and -- much busier than this. and few instructions. but poem are calm is that was good. >> as you heard, things aren't as bad this morning. but there are still some long lines and delays to deal welcome passengers continue to deal with the backlog. there aren't many cancelled flights this morning, and when i checked the board only four of the hundred or so united flights were actually cancelled. but there are delays and the long lines to deal welcome united sent out a statement from its corporate office in chicago this morning.

was driving a painting truck when he made a u-turn in the bayview district. investigators say they believe another motorist got mad and started to curse. as the worker tried to drive off, the suspect opened fire. one bullet hit the victim in the shoulder blade. >> in this situation, someone got up and road rage and took shots at an employee trying to improve the city streets. >> the injury is not life- threatening. it is unclear when the city employee will be able to return to his job with the parking and traffic department. the gunman is described as a nan in his 30s with a medium build who drove away in a dark colored car. the obama administration is now altering a controversial program. it requires law enforcement agencies to share the fingerprints of people arrested with immigration officials the los angeles times reports the secure community program was creating problems for immigrants trying to report a crime. under the new guidelines, immigration officers will not be able to deport individuals who are victims of a crime or witnesses to a crime.
