temperatures reached triple digits. this is how the high temperatures went today. there's some changes coming, there was a heat advisory in effect but the fog has returned to the coast and things are whipping around very, very quickly. we can go live outside right now and you will see that fog at the golden gate bridge. temperatures tomorrow are coming down. the heat wave is over. i'll have your complete forecast back here in just a few minutes. bay area residents either hid from the sun or flocked to it. and we're in alameda with that part of the story. sal castaneda -- >> reporter: it's still a hot day out here, even though it wasn't as hot as it was yesterday, many still tried to beat the heat. around noon it was just about 90 degrees. the water fountain at civic park was a popular attraction. >> for us we enjoy it.

we like the combination between the hot weather and shade then we can go play in the water. >> reporter: this is the second day of hot temperatures that has sent people out to beaches and pools. local utility officials say the hot weather is not to blame for yesterday's power outage in contra costa county and it has not put any unusual stress in the power system so far. but they say they're ready for higher demand during the heat wave. and they issued an advisory until 8:00 tonight. everyone is advised to drink plenty of water and to be in the shade whenever possible. seniors are cautioned to seek air-conditioning. >> lots of shade, lots of water and fresh fruits and vegetables and lots and lots of sunscreen. >> reporter: there are always those who appreciate california's relatively dry heat. >> my sister lives in oklahoma

i talked to her a couple of days ago, in the morning, 10:00 and 11:00 it was already 102. >> reporter: this is pretty good compared to that. >> oh yeah, yes, yes. >> reporter: today is also a spare the air day in the bay area. air quality officials want commuters to car pool or take transit if they can. they also want people to refrain if they can from using charcoal bar-b-que. not too many bar-b-ques out here but plenty of people enjoying the water. at this day camp in walnut creek the best seat in the house may have been in the dunk tank. with the welfare of all these children is a major concern. >> we're trying to keep them in the shade as much as possible. keep them hydrated. we have snow cones and icees to

keep them cool. >> reporter: workers were making sure children had shade and plenty of water to drink. our weather coverage continues online. ktvu.com has updated forecasts and live radar to show you where the fog is building 24 hours a day. just click on the weather tab. we are continuing to follow a major service disruption on b.a.r.t. right now. b.a.r.t. says delays are affecting the fremont line in both the richmond and daily city directions as well as the -- daley city directions. the transit agency says the delay is caused by a routing system problem on the track. there's no word yet if the equipment problem is heat related. no paychecks for california lawmakers. state controller chung said the budget passed by lawmakers was too little too late. >> they will not get paid, the california constitution requires that the last legislature pass a balanced budget and submit it to the governor. so we checked to see whether

they crossed their ts and dotted their is and unfortunately the math doesn't add up. >> reporter: proposition 95 gave the controller the authority to withhold paychecks from lawmakers if they are late passing a state budget. and school children are telling lawmakers that the budget is already setting them back. we'll tell you how in a few minutes. the president of the board of supervisors says consolidation can save money and jobs. this comes just days after a santa clara county grand jury called for changes in the county's emergency response. it's report concluded that having multiple fire and ems departments within the county is outdated and wasteful. tonight more than two dozen fraternity members at san jose state university have to find a new place to live after an early morning fire destroyed their fraternity house and many of their belongings. ktvu maureen naylor is live

with how the students escaped, maureen. >> reporter: since we brought you our first live report, workers put this chain link fence out front. this is a massive fraternity house that's 20,000 square feet. while the front part is intact, the backside is gutted. this san jose state student lost everything in the fire expect for what he holds in his hands. >> i have my wallet. >> reporter: he joked he's thankful he retrieved his i. d. 28 typical college students who survived the frightening ordeal when flames started around 3:30 this morning and quickly tore through the kappa campus house and destroyed it. >> i didn't even take anything, i just ran straight out. >> reporter: firefighters went in but quickly after taking these photos evacuated because the fire threatening to

collapse the roof. >> what i saw was about 28 fraternity brothers out here in bare minimum which means they didn't even grab their wallets or laptops. they grabbed nothing, they did the right thing which is evacuate immediately. >> reporter: this fraternity brothers first priority, to buy underwear. >> i'm wearing my only pair right now. tomorrow i'll try to salvage whatever i can. >> reporter: where are you going to stay? >> at home, back in pleasanton. >> reporter: his schoolmates are staying in temporary housing while they figure out what to do next. in the last few minutes we got an e-mail from san jose state announcing it set up a relief fund to help the fraternity members we will postthat information on our web -- post that information on our website. maureen naylor, ktvu. the former giants slugger

was convicted of obstruction of justice in april. a hearing is scheduled in san francisco friday to set a sentencing date. another hearing was set for july 1st as bond seeks to throw out the conviction. prosecutors asked the judge to postpone both hearings until august. we expect to receive an update from doctors on the condition of bryan stow. he is the giant fan beaten outside of dodger stadium. last week stow's family said doctors were still lowering his seizure medication. ktvu's david stevenson is at the scene where a body was found in the marina. >> reporter: tonight police are

trying to find a killer. the blood trail began here and stretched all the way across the street to the edge of the marina. that's where police found the homicide victim at 6:30 this morning. >> when they got to the end of the trail floating in the bay, they found the body of what appears to be a 19-year-old white male. >> reporter: investigators say the few people who may have been on those boats last night did not report hearing a scuffle of splash. police say it appears the young man did not die in the water. >> it appears it was an edged weapon that resulted in most of the wounds. i don't know the exact cause of death. that will be determined by the medical examiner. >> reporter: investigators told us they hope to bring in a dive team to serve the marina waters for more evidence. they've secured surveillance cameras for near by business. although store owners told us the cameras had limited sidewalk view. >> it's the first time in the

last 28 years that i know something like this in of that magnitude. >> reporter: investigators this morning towed away this green volvo sedan after witnesses said two men in their 20s spent a week camping out in it. we've learned that the sfpd is in contact with the base to determine if the victim is in the military. reporting live in san francisco, david stevenson, ktvu news. most caltrans workers were back on the job today after yesterday's safety stand down. the work stoppage was in response of the recent deaths of three caltrans workers. workers in district 11 which includes san diego and imperial counties will remain off the job for a while longer. crews are reviewing safety procedure as well as mourning their coworker who died on the job yesterday. an exclusive new ktvu field poll suggests opinions have changed about offshore oil drilling in california. in 2008 about 43% of registered

workers agreed oil companies should be allowed to drill offshore. that dropped to 31% in 2010 after the deadly explosion and spill in the gulf of mexico. just released figures show the approval number is now back to 43%. 48% of registered california voters said drilling is safe. 6% had no opinion. san francisco city officials today announced a new program aimed at keeping city parks safer. at an afternoon news conference outside an impromptu park, recreation and parks department announced increased patrol. >> to put more cops in the park, to have more people in the park. to keep it safer. >> the summer in the park program calls for police and park rangers to be more visible on streets, paths and trails. in addition to with animal

the state department of motor vehicle said today it will wait until july 1st to send out renewal notices to people who's car licenses expire. some young students took their parents to sacramento today to demonstrate in favor of more summer school programs. the event was called summer learning day. organizers said state budget cuts are blamed by many -- the parks department says it needs to close the parks to save an estimated $20 million. 70 parks statewide on on that closure list. 17 of those are here in the bay area including henry koe state

park, china camp and jack lundon. some residents are questioning a pay raise for the city council at a time when the city causes a major budget crisis. the city is asked its employees to take a 10% cut in wages and benefits. but the city commission has approved an increase of 10%. >> i'm not going to take it and i don't think there's any other city council members that are going to take that increase. >> reporter: city council members say they will keep their car allowance. there is new controversy tonight over fire retardant chemicals in children's items. ktvu's health and science editor john fowler with the new evidence. >> reporter: if you shop for children's furniture, sleep wear or other products you may

find yourself up against what researchers today called a bad law. all car seats for instance contain car retardant chemicals. uc berkeley scientists today report their tests showed that standard fails to reduce the spread or intensity of fires does not take into account fabrics over foam. proving they say potentially harmful chemicals are unnecessary. >> i'm not entirely surprised but it is disturbing since we do have laws that mandate using those sorts of chemicals. >> reporter: researchers say chemical company lobbyists push the retardant law despite no testing for toxicity. >> the consumer is at a loss as to who to trust and what to believe. >> reporter: sean shepherd spent 30 years in the child product industry. he says his store offers all

terntives to flame retardant chemicals. for example, sleep wear if tight fitting does not have to have flame retardant chemicalless. >> i guess to us that's the frustration. why isn't everyone doing this. to have products out there that are not what they say they are, just makes it harder for the parent to trust anybody. >> reporter: just a short while ago i got off the phone with the american chemistry council, the lobbyists organization, spoke to them and declined comment. but they say flame retardant are providing a benefit and of course are approved she says by government agencies. reporting live, john fowler ktvu channel 2 news. some stanford undergraduates are the first to

fairfield, it was hot where you were. it wasn't hot across the bay. temperatures a little bit cooler than they have been along the coastal sections. so tonight the fog comes back in. and with that fog we will see the temperatures start to drop off overnight into the upper 50s and low 60s. not as warm as last night. tomorrow not as hot. just flat out. wednesday cooler, thursday cooler. friday, saturday, so temperatures are trending down as we go into your bay area weekend. the fog model shows the fog coming to the coast about midnight then it kind of in the morning hours it lingers. in the afternoon it is going to burn back. but down toward pescadero you have a foggy day tomorrow. the fog pulls back a little bit but then it's going to push back in. it's back into its hot pattern but that changes as this pressure tweaks to the south. it's not going to get cold,

we're just going to lose the heat advisory. fire danger is going to drop off. saturday and sunday temperatures will be mainly upper 70s low 80s. these are forecast highs, lots of cities because there's lots of temperatures to talk about today. 97 in brentwood, those are still hot just not as hot as today or yesterday. santa cruz down 68 degrees. 90 in mountain view. no spare the air day tomorrow, no heat advisory and no rain in the forecast for the first time in a while. we just talked about this earlier, two weeks ago we had rain coming down the bay area and now we have a heat advisory today. it won't be as hot tomorrow, you will notice it first thing. >> all right, thank you bill. >> okay. tomorrow president oe obama is expected to announce the withdraw of 10,000 troops from afghanistan. 5,000 forces will leave this summer. another 5,000 will be home by the end of the year. the president is also said to be considering a timetable to
