to. and new documents reveal a startling fact about the san bruno pipeline explosion. the morning news continues. good morning, thank you for joining us on this wednesday, june 22nd i'm pam cook. >> and i'm dave clark. let's check your weather and traffic. here is steve. pam and dave thank you. if you are by the coast it will be noticeably cooler around the bay. probably as well inland. still warm to hot. i don't think as hot as yesterday. still upper 90s. if you are well enough away from the coast. anybody over by the bay and coast there is a lot of fog out there. steve, right now traffic is moving along nicely if you are driving on northbound 101 i'm sorry northbound 880 here near the coliseum it looks nice. westbound 80 is also getting more crowded. it still looks good through berkeley. let's go back to dave and pam.

we are hearing governor jerry brown will unvail a revised state budget today. in the meantime lawmakers are not getting paid. ktvu claudine wong is joining us live. she is in san francisco with what people she talked to this morning were saying about all of this. claudine. >> reporter: certainly people have strong opinions, dave. i also have calls into lawmakers this morning as we try to get more information about what governor jerry brown will be proposing today. we expect more cuts to be in this budget proposal. sacramento tries to search for that. a multiple law -- he will present that budget top state democrats today. it is expected to include deeper cuts to the states programs. a worse case scenario if he doesn't get the sales and income tax extensions he's been wanting for so long now.

democrats did not specify if the alternative plan would require any republican support. many are predicting it won't. simply because he met with democrats today but not republicans. certainly cuts are not easy. we have been talking to people in san francisco this morning about what they would cut. all admitted that is not an easy question. >> you can't cut anymore from education. education is hurting. social programs they are hurting. i don't know. i don't know. that is a tough question. i don't know. >> reporter: lawmakers struggling over the same thing. we couldn't find anyone sympathizing with lawmakers this morning. hangs facebook page shows nothing but support. he says their budget numbers just didn't add up in a basic math equation. people on facebook page saying he's a hero. he's done the right thing. his office has been flooded with hundreds of calls of

support. live in san francisco claudine wong ktvu channel 2 news. the family of missing nursing student michelle le has hired a private investigator to help with their search. le was last seen on may 27th after taking a break during a nursing class. police have classified her disappearance as mysterious and a homicide. family members and supporters refuse to give up hope. our time is now 6:03. they have identified the body of a man found in the bay area yesterday. the coroners office hasn't told them his name yet. there was a trail of blood that lead them to the body of a 19 or 20-year-old man floating in the water at the fort mason marina. police are focusing on a green volvo with washington state license plates.

if you have any information, contact san francisco police. this morning oakland police are searching for suspects in a deadly shooting. it happened before 6:00 last night. right near international boulevard. investigators say the victim was shot several times in a drive-by shooting. right now it's not clear what lead up to the killing. detectives are asking for witnesses to come forward. later this morning doctors will release an update on the condition of injured giants fan bryan stow. he has been in a coma at san francisco general hospital. last week his family said doctors were still lowering his seizure medication. stow was severely beaten outside of dodgers stadium back in march. geoowe van knee ramirez is the prime suspect. a relief fund is set up to help the dozens of students left homeless at a fraternity

house fire. it destroyed the house on 11th street. everyone inside did manage to get out safely. the house is considered a total loss. investigators are still looking for the cause. president obama makes a major speech tonight. we will have a live report from our washington, d.c. newsroom with how many troops are expected to leave afghanistan this year. pg&e still at the scene of a power outage in concord. the first call came in at 2:26 this morning. it knocked out power to nearly 2500 customers east of solano way all the way to port chicago highway. the homes in the dark include areas of monsanto and concord boulevard and parts of willow pass road. pg&e doesn't know what caused the outage yet. 116 customers still have no power. pg&e admits its own crews

installed the pipeline that exploded in san bruno last september. the mercury news sites show pg&e not outside contractors performed that work in 1956. the documents add that the company suffered numerous welding problems to its gas transmission line. that blast in san bruno killed eight people and destroyed 38 homes. in the middle of a public outcry alameda city firefighters have a three-year contract. the council voted 4-1 for this new deal. members approved the contract despite calls to hold off on a vote. citizen groups want to investigate why firefighters did not go into the water to save a man from drowning on memorial day. the new contract freezes wages. it also limits health and retirement benefits. animal right supporters will now operate alameda's animal shelter. the council approved a plan

transferring control to a nonprofit organization. that switch to save the city more than $700,000. muni executive deputy director rohan offered his resignation and will step down a month from now. his announcement comes less than a week after his boss was asked to resign. as muni's executive director after 5.5 years on the board. they approved a $484,000 severance package for ford. i know you are watching 880; right? >> i am. i tell you i feel great. but i had a cold two weeks ago. >> i was trying to help you with the cough drops. >> thank you, dave. dave gives me cough drops every day. thank you, dave. southbound 880 there is a stalled vehicle or crash. you see the pickup truck on the left it's blocking one of the

lanes. police are on the way to get it out of there. it's obviously pretty dangerous to be stuck in any lane of the freeway. let's move along and take a look at westbound bay bridge. traffic looks good on the upper deck. this mornings commute on 237 that is light all the way out to highway 101. good morning, steve. sal. >> yes, sir. >> oakland a's have won six in a row. >> yes. the manager is showing a difference. >> i know. 52-68 fog, cool, and then warm for some inland it will still be a hot day. not as hot as yesterday unless you are lake county or out toward vacaville. but coast and bay will be noticeably cooler as the fog has come back. 56-88 by noon. cool to mild to warm. this afternoon 58-9:. i think the 96 unless you don't have marine air doesn't make it where you live i think you will feel it. there is a lot of fog out

there. it will get help along here. yesterday was warm and hot. there was no fog on the coast. the breeze did kick in late though about noon or 1:00. the cooling trend will start today. coast and bay. for some inland but it's still going to be hot. for some of you if you don't like anything over 75 i understand. by thursday and friday temperatures will come way down. in fact, maybe by next tuesday. i know i'm looking way ahead. we could be talking 60s and 70s for highs instead of 90s and 100. that is how much cool we may get. 50s already. some that west, southwest is -- they are not that far apart. vacaville will be 10 degrees hotter than fairfield. san jose has a northwest at 3. this is the whole system responsible that will move in and then just kind of park in the pacific northwest. they might have rain up there in the next three to five days.

we will gets the fog -- we will get the fog and the cooler air. the cooling will begin even if you don't have fog at all. it will start tomorrow. today for many fog sun cool to hot. still warm to hot inland. we will go 60s to upper 90s. clear lake 98 degrees. 86 napa. 84 sonoma and nevada. berkeley 70. alameda 68. pleasanton 93. alameda county fair getting close. gina out there who is one of the fair guru ladies is saying will it be hot? no it will cool down. fremont 80. cupertino 85. 70s, 60s, 50s e and 80s on the peninsula. there is a wide variety on temperature there is. the fog really continues to ramp up the next couple of days. that will take cooler weather into the weekend. >> thank you, steve. the bad weather in the

and what they are doing is they are feeding water back into an engine that is out there. this is an engine that has water out there. they set up a water tank over there that feeds the engine. there is a water tender back there where our truck is. apparently the man suffered the burns obviously some kind of fire. they don't know how it started just yet. they didn't find him back at the what they are calling a homeless camp. they found him over there in that shopping center. he has some burns. nonlife threatening right now. i want to walk back up there about a half mile to see what else i can find out. reporting live in court madder a kraig debro. the emotional toll that bad

criticized by some members of congress. >> reporter: that is right. enough details have been leaked out for many here on capitol hill to say these troop draw downs will not be gig enough or fast enough. the president tonight will call for the withdrawal of 10,000 u.s. troops from afghanistan this year. an additional 20,000 next year. that leaves about 70,000 american fighters to take on the taliban. and help afghanistan rebuild. retiring defense secretary robert gates urged a small withdrawal and explained the challenges in president obama about making the decisions. >> there are concerns of american people that are tired of a decade of war. he has to take those decisions into consideration. >> reporter: reporting live

gas bottlings and gas bombs at each other. the violence usually escalates on the buildup of july12th. in greece police used tear gas on protestors that tried to storm the parliament building there. next week the prime minister will try to get parliament to approve a package of really tough os tearty measures. this morning hundreds of airline travelers are making new arrangements to get out of chicago. they actually had to spend the night take a look on cots and couches afterred with california cancel flight. airport officials warn it could take the rest of the day to get the flights schedule back to

normal. demand for airline pilots is set to sore. aircraft making boeing is predicting a hiring boom. they say more than 165,000 commercial troops will be needed by 2029. there will also be a lot of opportunities in china. increased travel in the asia pacific region. time now is 6:18. sad news a family outing on the water has claimed the life of a popular winery executive. 55-year-old gary archer was the operation manager for gary winery. according to the press democrat he fell into the water and another boat passing by crashed into him. his stepson described him as the most magnummous person he ever knew. 6:19 is the time. let's go back to sal.

yesterday that receive breeze crick manien the sun up i golf the fog bank. i heard from -- she said i'm 102 yesterday am i gong to cool off? probably tomorrow. 60s for some. 50s for others. west, southwest fairfield at 15 and west 10 at sfo. neither one of those were in place yesterday. that system digging in equals a big cooling trend. for some it begins today. for others it will start tomorrow. we could have a 40-degree spread on some of the afternoon highs today. pacifica, san francisco, oakland 50s, 60s, 70s, and 80s. inland close to 100-degrees. the cooling continues thursday and starts to settle in friday. well, keep an eye on fedex

toll plaza. the traffic is backed up for a ten minute delay once you get up to the bridge it looks good. let's go back to the desk. all right, sal. you have to see this. a texas woman took the law into her own hands after seeing three guys stealing beer from a store. she followed them out to the parking lot and then look she jumped on their car. to try to keep them from driving off. they still drove off and they dragged the woman for awhile. she hit her face but she wasn't seriously hurt. police eventually caught the three suspects and arrested them on suspicion of robbery

and several other charges. the two sides in the pro football lockout appear to be inching closer to an agreement. there is growing optimism that the nfl will be open for business this fall. the owners and players will meet again today. and the league commissioner says they will keep meeting until they reach an agreement. >> i speak to fans all the time. the anxiety level is very high. the best thing i can tell them is we are working as hard as we can. now it appears the locked out players have made a big concession. they reportedly agreed to take a 12% cut in their share of nfl revenue. time now 6:27. jerry brown will release a new revised state budget. how his budget will be different than the last one. the family of a missing

we will go ahead and smile and say good morning, to you. thank you for joining us on the ktvu morning news wednesday, june 22nd i'm dave clark. >> and i'm pam cook. in the news family members of the missing bay area nursing student michelle le say they are not giving up the search for her. allie rasmus tells us now they have hired a private investigator. good morning, allie. >> reporter: good morning, david. michelle le and her family live here in san mateo. at though the search for her is focused in the hayward area where she was last seen. michelle le's family has done a lot to try to find her. they organized volunteer search parties. they have posted these fliers. they put up a $65,000 reward. and now ray trey taken a new step. they have hired a private investigator to look for her. that private investigator comes from a firm called the frame group. michelle le was last seen on

may 27th. she stepped out of a nursing class during a break and never returned. since then, hundreds of volunteers have combed through parts of the east bay. an friday they were in niles canyon. on friday and saturday they went through neighborhoods. the family hasn't let us know if that search turned up anything significant. hayward police are investigating michelle le's disappearance as a homicide. michelle says they have seen no evidence of that and they will continue to look for her. they are hoping someone with information out there might be more likely to come forward and provide that information to a private investigator instead of police. if you come forward to a private investigator you may not have to deal with the same legal reprocushions. that is what the family pinning its hopes on. they want to point out the private investigator is doing this investigation completely

independently of hayward police and the fbi and in the meantime the family has organized another volunteer search effort for this saturday, june 25th. live in san mateo allie rasmus air. this is an unbelievable story. a young sacramento mother is in jail this morning accused of a crime that has shocked veteran police officers. kayang killed her six week old baby by placing her in a microwave. investigators have spent the past three months trying to determine what caused the baby's severe and unusual burns. >> it's the pattern of the burns that you see in a case of a microwave that are different than what you would see in a child being burned with oiling water. chipping a pot -- tipping a pot off the stove. >> homicide detectives have arrested the 29-year-old woman at her sacramento home

yesterday. at this point there is no word of possible motive. time now 6:33. happening right now the casey anthony murder trial is now under way in orlando florida. these are live pictures right here. this looks like washington, d.c.. this does not look like orlando florida. we will talk about the casey anthony case. now these are wrong pictures folks. casey anthony is accused of killing her two-year-old daughter caylee. yesterday the defense attacked the prosecution forensic evidence. prosecutors they say they are checking into information about a prison inmate who was jailed along with casey anthony. prosecutors suspect that casey anthony may have stole her defense theory from that inmate by the way casey anthony's daughter drown that casey anthony's daughter may have drown in a swimming pool and may have been murdered. we will check back to orlando

florida with the latest on that a little bit later on. the brentwood man accused of poisoning his neighbors pets denies he has anything to do with the deaths. >> i don't like being lied about. i will talk to the police. >> ktvu news spoke to dave outside of his home yesterday. his neighbors believe he is responsible for the deaths of at least six dogs and two cats and investigators have seized what appears to be pet food from his front yard. >> why would he have pet food in his yard if he doesn't have any pets? >> i didn't put them there. maybe these are staged props. who knows. >> animal control investigators are waiting for lab results to see if any criminal charges will be filed. 6:33. governor jerry brown is about to unvail a revised state budget today after he vetoed the one from lawmakers last

week. and he won't pay lawmakers because their budget was not balanced. ktvu claudine wong joining us live. she is in san francisco now where a lot of people are applauding what the controller did. good morning, claudine. >> reporter: good morning, dave. we have been asking people about both those things. governor jerry brown expected proposal today and the state controller decision to dock the lawmakers pay. we have been getting strong reactions about both. let's first talk about the state control controllers decision to dock pay. if you take a look at his facebook page you will see nothing but praise. people calling him a hero. asking him to run for governor. now he told reporters yesterday that his phone has been ringing off the hook. he said it's a basic math problem. it just wasn't balanced. according to a voter approved proposition they don't get paid. lots of lawmakers not happy with them they are losing about

$400 a day. that money is gone. they will never get that back. this morning we asked people out here what they would cut and everyone we asked struggled with that question. it's certainly easier what shouldn't be cut and what should. despite that they don't have any sympathy for the unpaid lawmakers faced with that same task. >> i think they knew what they were doing. i think they put this together. it was incomplete and they put it together to get paid. >> that is fine. if they don't want to do their job, then they shouldn't get paid. >> reporter: so it appears governor brown will present his own opinion about what should be done with a budgets proposal that will be presented to darrell steinberg sometime today. it's unclear if he will seek republican support. he did meet yesterday with democrats and did not republicans. there should be a few cuts in there. but it's hard to find many people happy in this process at all. we will talk to more people

he can beat president obama. >> the governor arrived right on time. his lovely wife and he chatted it up with a lot of good friends and good supporters. and he looks like he's the next president of the united states. >> when romney ran for president in 2008, he raised more money in california than any other state. he raised about $8 million. minnesota congresswoman michelle bachmann will officially join the race for the republican nomination on monday. she announced her intent to run in new hampshire. she was given high marks for her performance in the debate. bachmann a tea party favorite will launch her campaign in iowa where she was born. time now 6:39. a lawsuit will be filed today in state court against a proposal banning male circumcisions in san francisco.

both jewish and muslim groups want that measure removed from the city's november ballot. they claim circumcisions are common medical procedures regulated by state law. not city voters. that ban protects the human rights of young boys. time now is 6:39. let's check in with sal far look at traffic. sal. >> all right pam and dave it looks pretty good if you are driving in some areas and not so excellent in others. first of all the bay bridge we were hoping for a light day but it has not come to pass. it has backed up far 15 minute delay. there are no problems in the way of crashes or stalled vehicles on the bridge. this is a look at san mateo bridge. and if you are driving on highway 280 northbound that traffic looks good getting up to highway 17. it's 6:40 let's go to steve. thank you, sal. good morning, everybody. it was hot yesterday.

temperatures we topped out today is the first full day of summer and for some on the coast the june gloom has come back in 24 hours. i tweeted a picture of the visible satellite yesterday at this time. the coast is clear and now it has socked in. especially down toward down toward monterey ancile that and over the bay. still too shallow over the coastal hills. yesterday there was no fog and no breeze. until about noon and then the sea breeze kicked in. our observer michael in the city goes west winds, 7 miles an hour. sure enough that's all it took. it did not impact the inland areas. i think it starts a little inland unless you are far enough away. it doesn't get the fog at all. by thursday and friday temperatures will come down 20 degrees for some. 50s and 60s a lot more 60s

today than yesterday. today there is a little bit more of a sea breeze. vacaville is calm. they are not that far apart. the sea breeze is kicking up there and also at sfo. san jose has a northwest wind. that is a cool breeze for them. i saw a component of a southerly breeze. all courtesy of that system digging down from the gulf of alaska. the fog the surge as we call it came up from monterey yesterday. guess what it has filled in. even if you are well away from the coast that cooling will take over starting tomorrow and probably it might take us into the fourth of july weekend. fog, sun, cool to hot. cooler coast and bay. it will still be warm to hot inland. we will go 60s up to near 90 degrees. clear lake 98. 81 kentfield. 86 martinez. but 68 alameda. 97 brentwood. 94 gilroy. tough call on the santa clara valley.

p.m.. it's a nation-wide speech. the president is expected to say 5,000 troops will leave afghanistan this summer and an additional 5,000 will leave before the end of the year. new this morning. a fire that was believed to be a homeless camp in corte madera sent one person to the hospital. kraig debro joins us from the area. >> reporter: it has been a few hours now. this is about i would say a third of a mile east of highway 101. the highway is out in this direction. you can't see it because of the sun. it started around 12:17 in the morning. we are getting our first pictures of the smoldering that is going on out there. there is a crew out there right now. they are making sure the hot spots stay out. there is no way to know how the fire started. there was a person out there at the time. firefighters are calling what they found out there a homeless encampment. they believe the man that was injured in this fire suffers burns on the forearms.

run website and now plans to open a campaign office for ed lee this sat. he's been interim mayor since gavin newsom left to become lieutenant governor. lee said he will not run for mayor but his supporters are hoping the new campaign office will help convince him to change his mind. santa cruz county will not get help to pay for storm related damage. the federal emergency management agency shot down the states request to cover 75% of the costs saying the storms were not severe enough. governor brown has 30 days to appeal that decision. sal, you taking care of the toll plaza? >> we are watching it for sure. it is backed up for a 20 minute delay. as you come into san francisco no major problems on the bridge

58-96. there will still be temperatures in the upper 90s. the fog is back in all of its glory. and you know it's interesting just observations doing this. some people like the heat. boy i tell you a majority of the people like to cool. and that is coming back. if you like warm weather it will stay inland. it will still be warm. by the coast we will see a huge drop. no fog yesterday and no breeze until late. that meant very warm conditions. everything is changing rapidly. wednesday, thursday, and friday a big cooling trend. there is one forecast model that is extremely bullish on digging another low down early next week. monday and tuesday. all the way to northern california. we will see. but remember the fourth? it rained. remember that? now look 16 days later it's hot. wouldn't surprise me if we go from one extreme to the next. west, southwest at fairfield. neither one of those were in place yesterday. that is the system digging in out of the gulf of alaska. that equals a lot of fog for the coast. sun cool to warm to hot.

much cooler coast and bay. it will be another toasty bay inland. if you are waiting for cooler weather just hang on it will be here. it will take another day or two before things cool down. it looks like the cooler weather wind is out. well the federal reserve will wrap up its two day meeting later this morning and economists are anxious to hear the fed chairman's comments afterwards. ben bernanke is not expected to announce they will make any changes. what analysts want to hear the is economic forecast. most expect him to say there has been a recent soft patch in the recovery but the growth is likely to rebound before the end of the year. what he says will certainly effect the markets. here's where we are right now. the live look at the big board on the new york stock exchange somehows the dow jones down about 18 points.

welcome back. authorities suspect drug smugglers or human traffickers may have started one of the biggest wild fires in arizona history. investigators think a campfire or maybe a cigarette started the blaze. now 42 square miles have already burned more than 70 homes and businesses have been destroyed along the arizona- mexico border. senator john mccain has been criticized because he suspects illegal immigrants started the fire. firefighters with set fire to 50 acres of land. that burn is designed to clear brush and train firefighters. it will take place between 8:00 a.m. and 7:00 p.m.. time now 6:56.
