we're now hearing that governor brown will unavailable a revised state budget today after he revoked one from law -- after he vetoed one from lawmakers last week. meantime, lawmakers are not getting paid. cot joins us live with more on what some people are -- claudine wong joins us live with more on what -- on what some people are thinking about this. >> reporter: gearing. everyone agrees balancing a budget in these difficult times is difficult. john chiang made the determination yesterday, his

ktvu's allie rasmus joins us live to tell us they've hired a private investigator. >> reporter: gearing. michelle l -- good morning. michelle le went missing a few months ago. the family announced yesterday they have hired a private investigator. this investigator will be working completely independently of the hayward police department and the fbi. both of those agencies are also involved in the investigation and the search for michelle le. she was last seen may 27th, leaving kaiser medical center where she was taking classes as a nursing student. now, they organized a volunteer search party. more than 400 volunteers combed through the east bay. they went to niles can up--

niles canyon. hayward police are investigating this as a possible homicide. but le's family says they've not seen any evidence of that. men. the escapees included al qaeda on prison charges. president obama will make a major speech tonight unveiling his plan about bringing the americans home from afghanistan. coming up at 7:15, we'll have a live report from our washington, d.c. newsroom. we have just learned how many troops are expected to leave afghanistan this year. the white house is now admitting that the president's health care law provides millions of middle-class americans free insurance that was intended for the poor. the obama administration found that loophole after president obama signed that bill. the administration says it is working to fix this. top republicans call that mistake unacceptable and they wonder what other problems may exist. san francisco's care, not cash program, would go through some

changes under a ballot measure that will go before voters. some people say this plan leaves many out in the cold. the chronicle reported that five members of the board of supervisors agreed to put a measure on the ballot that will provide more equal access. but critics call it -- call it a setback. in morning an 18-year-old sonoma state university student will enter a plea for a nate -- for a natal accident she was involved in while texting behind the wheel. she did not see little ling murray and her 2-year-old daughter, callie, in a rohnert park crosswalk. thed tooler was killed. the -- the toddler was killed. the mother survived but was

unconscious for five days. the contra costa county sheriff's office is getting a makeover. deputies currently drive all white squad cars but the department will switch to this more traditional black-and- white scheme. at least 80 cars will have the new sign. you will still see the d -- see the department phasing these out. there's voter approved program meant to train officers by re-- by retaining officers past the retirement age. the officers will still get their retirement pay. but it's departmented into a

happens with the state budget. the dmv has contacted law enforcement agencies to let them know drivers have an extra 30 days to renew their is registration. dmv is one of the tax increases that the governor wants to extent to help balance the budget. but the republicans have refused. they want this and others to expire. sal's waiting and seeing what's gonna happen with the toll plaza. it's getting busy. >> it is. it's backed up for a 20-minute wait. those metering lights are on. also this morning, we're looking at the traffic on 80ment and southbound. it looks pretty good as you drive up to downtown. ment on the right there. this morning's commute on the freeway, it is getting busier.

big fog bank out there. that was not the case yesterday. inland areas will take another day and if you don't get the sea breeze and get the fog influence, it will take another maybe 24 hours. but it's a sign of things to come. you can see the fog kind of filling 234 along the coast. it's -- kind of filling in along the coast. yesterday we didn't have any fog. there was some down to monterey. it was really thin. we had 90s and 100s inland. but the cooling trend starts today for some and then for everybody tomorrow and that will go right into thursday and friday. already 67 in livermore. no west wind there yet. fairfield has a very pronounced west wind. 50s, low mid for some. 63 already in san jose, there's

the west-southwest at fairfield, yet vacaville is calm. vacaville may be a good 10 degrees warmer than fairfield today. you might get a 9 -- 90 to a 100-degree coverage. the system that i'm talking 3 is comeing right out of the gulf of alaska. you can see it. it has pretty good signature on it. as that moves into the pacific northwest, the leading edge and the first sign of that pattern, and as the system begins to deepen, we'll be 5 to 15 degrees cooler. fog, cool, sun, mild, hot. it will take another day as you see temperatures going from 50s 60s to upper 90s to 100 well inland. a lot of areas will come down. down from the 100 yesterday.

president obama will adoctors the names -- will address the nation this evening about his plans to withdrawal the troops from afghanistan. alison burns has more. >> reporter: the bottom line is the president will announce the withdrawal of 5,000 u.s. troops by this summer. another 5,000 by the end of the year and 20,000 next year. but that still leaves more than 70 u.s. forces fighting america's longest war. debate is waging in congress

executives at wimbledon are telling players to pipe down. they say stars are grunting too loudly. tournament officials say the noise is spoiling the enjoyment of the game. noise machines reported -- recorded player's grunt at 95 decibels. herbert todd and taylor, they appeared in court yesterday, they are facing embezzlement and grand theft charges. investigators say they took money 12 times out of broken machines they were supposed to be repairing. caltrain found out about the missing cash after doing an audit. the two men were seen watching suspiciously. both men were paid on add min straightive leave.

67, livermore, some 60s already. but a lot of 50s more so today than yesterday. that's for sure and the wind has picked up and that's a sure sign that cooler weather is on the way. for some who are well enough inland, it will take another day. it's on the way. fog will hang out on the coast and roar back. cool to mild to warm to hot depending upon your proximity to your fog. 50s, 60s, 70s there. some very low 80s. inland you'll still find some low 90s. a young mother in sacramento accused of a horrifying crime. this is a crime that has shaken

2 was believed to be a homeless camp in corte madera sent one man to the hospital. kraig debro is live there now to explain why firefighters are still out there. groom, kraig. >> reporter: good morning. we just got back. i've been able to confirm there is an injury to a man. the burn unit is taking care of him right now at st. vincent's. the fire happened around a quarter mile out there. you can see the large ferry building from here. it started at 12:17 this morning. according to fire officials it was very difficult for them to get to the actual fire because the trails out here are not built for vehicles, much less heavy vehicles. so what they did, they drove in a quarter mile and had to run a hose line from the rest of the

distance in to fight the fire. we're not sure how the details, how it started. clearly, there was a man close enough to be injured by this. i talked to the commander out here. he wouldn't describe it as a homeless camp but it was a camp this person was living in. he's telling me why this was such a difficult fire to fight. >> this pompous grass is pretty thick. we want to make sure it doesn't flare up again. that's our job, to make sure it doesn't flare up again. >> reporter: you've had experience? >> yes. and it stays burning and we have to make sure it is all out. >> reporter: that was basically -- we didn't have time to walk out there, so we just took pictures. you could see the smoldering. i want to show you this hose right now, just to give you an idea of how difficult it was,

the truck was backing out and it broke this hose that was going in there. what they did, they cut it off. water was cut off briefly. what they are doing now, they are using this truck. it's a water tender. and then the water goes to the engine and there are hoses that go back up to the fire area. there are a lot of people that walk their dogs along the trails back here and that's one of the reasons they had to pull the truck back to where it was. back to you. >> thank you, kraig. san jose firefighters were really put to the test after two fires were started within a minute of each other. it was a house fire at north crag mire. just ten minutes later, firefighters rushed to a grass fire. fire officials reportedly had to shuffle their resources making sure the city was

covered while all of those crews were putting out both of the fires. 7:31. a young sacramento mom is in jail accused of a crime that has shocked even veteran police officers. investigators say this woman killed her 6-week-week baby daughter by -- 6-week-old baby by putting her in a microwave. investigators have spent the past three months trying to determine the baby's severe and unusual wounds. the baby's death has created both sadness and outrage. >> this is unique and rare and you don't have to -- you don't have to have children for something like this to happen. it's horrific. >> the woman was arrested at

her home yesterday. at this point, there's no word of any possible motive. this morning, oakland police are searching for suspects in a deadly shooting. it happened near international boulevard in east oakland. investigators say the victim was shot several times in a drive-by shooting. at this point, it's not clear what led up to the killing. detectives are urging witnesses to step forward. police fot a tape yesterday and they followed -- got a tip yesterday and they followed the blood that led them to the man floating in the water at the fort mason marina. police believe that man may have been stabbed several blocks away. police are focusing on a green volvo. neighbors say two men in their 20s have been camping in that

car for several weeks. in a couple of hours we're expected to get an update on the condition of bryan stow. he's still in a coma. last week, doctors were reportedly reducingly seizure medication. the suspect is the primary system but still he's not been charged with the beating. 7:33. company documents show pg&e and not outside contractors installed the pipes that exploded in saab last september. the "mercury news" reports pg&e first performed the work in 1966. the documents also revealedder -- numerous belting -- welding problems. the blast last year killed eight people and destroyed 38homes. more shakeups at the top for muni. muni's executive director

look at the bay bridge, that has been backed up from about 6:30 or so all the way out to the macarthur maze. those metering lights are on. this morning in san jose, we have a crash at the almaden expressway. on the peninsula, 101 and 280 still look good. southbound 208 and 380 there is a -- 28 and 3 0 there is a crash that's on the shoulder. let's go to steve. the fog is going 20 make a big impact on temperatures just 4 hours. inland it will still come down. but they will be 90s. livermore is already 67.

it has burned -- it has become the largest wildfire in arizona history. the blaze is now forcing the evacuations of homes in new mexico. mccain says illegal immigrants may have started some of the fires but won't specify which ones. he was misgetted, he says -- misquoted, he says. 7:44. part of monterey county will be part of a controlled burn this morning. it will take place at the laguna seca rifle and pistol range between 8:00 this morning and 7:00 tonight. it's designed to clear away some of that brush. it will also be serving as a training exercise from a variety of different agencies.

claudine wong has more. >> reporter: within the last little while i was able to get some information. there was a meeting yesterday with the democratic lawmakers and the governor and they basically said, hey, you didn't like our budget so the ball is in your court now. the democratic leaders say we did the best job we could with our proposed budget. it fell short. so they want the governor to tell them what they could put together that he won't veto. democratics also want to know if the governor is looking for another simple majority vote or if he will try to get republican support. it seems like he will go for a simple majority. it looks like democrats are saying to the governor, you decide. tell us what you want and that's what he is expected to do today.
