group's message. >> reporter: here in san jose this morning a group of young people slept on the steps of city hall. they are here far meeting scheduled for 1:30 this afternoon. they came out early yesterday because they want to talk to city council members about something we have been hearing a lot about lately called fiscal emergency. it's not the night of the living dead but it looks like from these pictures right here. the plan were that -- >> we are dressed up as zombies because we want the mayor to know that it will be the working dead. there will be no future right here. >> nothing we are doing effects the right to bargain or to negotiate. what we are trying to do is solve a problem. >> reporter: now the idea of fiscal morning has been getting

a lot of scrutiny not only from citizens but the states attorney general. com la harris asked them to look into the phrase. these people will be here until the meeting starts at 1:30. they will be talk together city members about what it means to have a fiscal emergency whether or not it threatens collective bargaining rights. reporting live kraig debro. this morning oakland police are investigating another homicide. police were called to 24th and adaline streets last night. officers found an unresponsive man on the sidewalk. they tell us he had been shot several times. someone was seen leaving the scene in a blue dodge magnum with silver rims. no arrest have been made. three men are said to be okay. that is after their small train crashed near the palo alto airport. it ended up on its roof in a roof near the airports runway

shortly before 8:30 last night. three men on board were able to climb out on their own. one complained of back pain and taken to a local hospital. it appears the plane lost power but the accident is under investigation. the san francisco naacp will hold a news conference this morning over what they call racial profiling by u.s. airways. last week college football player deshawn marman was arrested after he refused to pull up his sagging pant. days earlier a 65-year-old man was allowed to fly on the airline wearing this. skimpy women's clothing. fellow passenger jill took a picture of the man at the florida airport. the man told the san francisco chronicle he regularly flies u.s. airways and wears women clothing to make business travel more fun. pride week is hours away.

it all gets started at 3:30 this afternoon. 1.2million people are expected attend this weekends festivities around the city. ending with sunday's big parade. that number is bigger than the population of san francisco. so cab byes, restaurants, bars, and police are getting ready for the crowd. >> there are a lot more people here and it's just better business in general. it's much better than last year. >> already? >> yes. >> san francisco police are promising to keep the large crowd under control and crack down on outside drinking. for the first time alcohol will not be allowed at the pink sat party in the castro. this after 19-year-old man was shot and killed during the celebration last year. in the past, people were able to bring alcohol in plastic cups. but now police say if they want to drink they should just go into one of the neighborhood bars. for a complete list of pride events taking place this

weekend, just go to our website ktvu.com. look for the right now section right on the front page. barts plan to expand late night weekend service is on hold. the board was considering running trains later on friday night into the early morning hours on saturday. then the start of regular saturday service would be delayed until 7:00 a.m. to allow time for maintenance. but a required civil rights study found that that would cause problems for minority and low income passengers imparticular who often depend on bart to get to work on saturday morning. they will take another look at the plan next month. the federal government is promising $a 16 million grant for a high speed rail program. it will help design a new crash avoided system. it will slow down trains to prevent accidents like one in southern california three years ago. all rail systems will be required to have the system by

2012. cal train is getting federal money because the states high- speed rail project is on track. >> if we don't have high-speed rail planned for this corridor we would have to find other funding sources to make this project happen. we haven't identified any that have the capacity to interpret the cost. >> cal train says it doesn't know where the rest of the money will come from. nascar will make pit stop here in the bay area this weekend with the annual toyota save mart 350 in sonoma. 100,000 people are expected there to pack into the stands for the race which starts at noon on sunday. but all those race fans could slow traffic to a small. if you're not heading to the racetrack, you should avoid highway 137 and 121. stay with us because claudine wong got to go to the raceway this morning. she will bring us a live report

clouds, pamela, on tuesday. >> okay we will look for that. there are no injuries or damage reported after a strong earthquake shook alaska's islands last night. people say that the ground shook for 20 seconds. a tsunami watch was issued but it was canceled about an hour later. stein son beach is set to reopen today. it has been closed since sunday after a coast guard helicopter spotted a great white shark off the coast. those restrictions could be reinformed again -- reinforced again if there is another shark sighting in the area. the department marine patrol unit will conduct check points and educate boaters about the danger of operating a boat while under the influence.

good morning, some patchy low clouds but they will clear off. it will be similar to yesterday. sunny and cool. breezy at times. 60s and 70s. a little on the warm side inland. the house plans to vote on competing measures in the war on libya. one measure gives president obama authority to continue the mission. the other cuts off funding. vote is tied to some anger on capitol hill. republicans and several democrats are upset with president obama for failing to get congressional approval for the three month old war. lawmakers in new york state could vote on a bill today that would legalize same sex marriage. supporters of the bill showed their support at the state capitol last night by singing songs. people opposed to same sex marriage also showed up. lawmakers were scheduled to vote on the marriage bill last night. democrats are blaming

republicans for the delay. san francisco district attorney george gas gone says he will -- it happened april 1st outside the 16th street bart station. a judge ordered the men to stand trial on assault and robbery trials but he downgraded to hate crime laws. saying it does not appear to be in this case. chief greg sur says every person in the department has an account. up until now only is a select few officers had them. the department says the e-mail will be a useful tool for officers to communicate with communities they serve. systems should be fully up and running within a month. in an appearance in san francisco governor brown says he's still pushing for tax extensions to help balance the budget. >> i'm determined to get this

finally end the long complex case. the judge rejected that request. >> do you think he's been denied a speedy trial? >> i asked the question. the answer that came back was no. >> last april a jury deadlocked on three perjury charges but it found guilty of abstraction of justice when -- with obstruction of justice when he testified he never knowingly used steroids. an east bay corruption case could expand. and it's the subject of a bland jury investigation. there could also be more arrests. we watched as four men were taken to court heading into court yesterday in walnut creek. they pleaded not guilty to 38 felony counts. those charges include sale and possession of illegal weapons. selling and stealing drugs from police evidence. dui setups and conspiracy. another twist in the casey anthony murder trial after the

accused woman's mother took the stand. cindy anthony testified yesterday about questionable searches made on the family computer in 2008. she says results for chloroform popped up while she was looking for information about chlorophyll which she suspected of making her dogs sick. the prosecution contends casey anthony used chloroform to knock her daughter unconscious before suffocating her. old navy is helping out the victims of the san jose fraternity fire. it caused extensive damage to the house. all 28 men escaped without injury but they lost most of their possessions. tonight old navy will allow them to buy new clothes at a discounted price. santa clara grand jury says the san jose unified school district should install automatic fire alarms and sprinklers in all remodels of its schools and offices. the grand jury has been look

into the devastating fire last july. the school did not have automatic alarms or sprinklers. the building was destroyed at a loss of $15 million. today state utility regulators will hold a public seminar on how gas pipelines are inspected. they are responding from demands from the public after the explosion in september. industry experts will explain the tools used, how they work, and what information can and cannot be gained from those inspections. the symposium starts at 10:00 this morning at the commissions head quarters in san francisco. the clock is ticking in the east bay. the deadline one group must meet tea to keep a fourth of july tradition alive. he may be a familiar athlete but why you may not be able to call him ron artist anymore.

832 square miles have burned since the fire started last month. forest managers are telling people that live in the mountain areas to get flood insurance. because summer storms will create severe runoff. people in vallejo have enough money to raise enough money for fire works. they are $7,000 short of the $18,000 needed to put on the show. organizers say if you can't meet the deadline they will keep what they have raised so far and use it next year. a new san francisco grocery store is looking to hire employees today. fresh and easy neighborhood

market is opening up in the neighborhood until august. they are hosting a job fair from 10:00 a.m. to 9:00 p.m. today. fresh and easy say they will bring wholesome food at affordable prices to what they call under served bay view community. sears plans to spin off its hardware stores. an offering is expected this fall. they bought orchard supplies 22 years ago. sears filing with the fcc says it will generate more value for shareholders on its own. it was founded 80 years ago as a farm supply coop. people who drive their own cars for business will get more credit from the irs. they are boosting the mileage reimbursement rate. right now it's 51-cents a file. it goes up to 55.5 cents on
