special meeting to declare a fiscal emergency and discuss language for a ballot measure. these people behind me spent the night on the steps of city hall. they know how they would vote. they are here to make sure the emergency and changes don't go too far. these people say they are trying to make a point about the future of city workers in san jose. they are not paid well enough to make a modest living. sleeping on the concrete might not be the exception in the future. dozens of workers hold -- san jose is working on its 11th consecutive budget deficit. mayor chuck reid has gotten concessions from unions but says pension benefits need downward. 11 years ago it cost the city $63 million. but to reign in pension costs and the way that mayor reid wants to do it that will require a change in the city charter will hah will require

voter approval. >> all the unions have already given a lot of concessions. they have all given and they have been come together table to negotiate in good faith. we just want to make sure that keeps happening. >> nothing we are doing effects the right to bargain. nothing effects the rights to negotiate. what we are trying to do is solve a problem. >> reporter: but chuck reid's proposal to change a city charter disclaires a fiscal emergencisn'just getting attention from city workers and those who support them. attorney general harris has asked an assembly committee to look into the phrase fiscal emergency. this morning oakland police are investigating another homicide. police were called to 24th and adeline streets just after 9:15 last night. officers found a man on the sidewalk who had been shot several times. reportedly, someone was seen leaving the scene in a blue

dodge magnum with silver rims. three men are reportedly okay. their small plane crashed. it was a single engine and end up on it roof in a marsh right near the airport run runway. we were told the three men were able to climb out on their own. one complained of back pain and was taken to a local hospital. all of this is still under investigation. getting around san francisco could be quite challenging this weekend. the annual pride celebration cakes off later today. jade hernandez is in the castro with the big crowds expected to attend. >> reporter: there is always a lot of pride in the castro but this weekend pride is expected to bring together an expected 1.2 million people. not far from here there will be the transmarch. it will be held at 3:30 right

near in the castro this morning. there are already signs up. those signs are pushing traffic off the street to help with crowd control and congestion. the kick off to the san francisco pride celebration began here at the expo on thursday. ktvu was there where they began selling and marketing. what was recognized this year the growing number of mainstream and multi national companies at that expo. >> businesses have realized that there is a profitable market to gotten through the gay community. >> reporter: and there is good reason we watch as businesses brace themselves through the next couple of days. on sunday it begins at 10:30 in the morning and ends open market and 8th. the theme this year in pride we trust. the parade holds several grand marshals. a minister and founder of a nonprofit that provides housing, education, and services for those effected by

power. coming up a live report from our washington, d.c. newsroom why some members of congress want to punish the president. investigators say two men that plan to attack a military recruiting station in seattle hope to get attention from the media. they were arrested wednesday night when they got caught into an fbi sting going into a warehouse to pick up machine guns. the fbi was alerted by a plot by a man who was going to take part in the attack. the two suspects even imagined the headlines that would be in the newspaper. the san francisco naacp will hold a news conference this morning over what they call racial profiling by airways. deshon marman was arrested for not pulling up his pants. days earlier a 65-year-old man was able to fly on an airline

wearing skimpy womens clothing. the man told the san francisco chronicle that he regularly flies u.s. airways and often wears women clothing to make business travel more fun. plans to extend bart and fremont took a big step forward. barts board of directors unanimously approved a $300 million contract to build the warm springs extension. it's expected to create thousands of jobs. it will also ease grid look. well, the public is invite to come autoand find out how gas pipelines are tested. they are holding a symposium to explain what information is gained from those pipeline tests. what tools are used and how they work. now the event begins at 10:00 this morning in san francisco. state regulators decided to

boston mob boss james whitey bulger. the fbi says 30 guns, $800,000 cash and several fake ids were found in his santa monica apartment when he was arrested wednesday night. he was number one on the fbi most wanted list. he was on the run for 16 years. he's believed to be responsible for 19 murders. police are looking for a man that shot another man outside of a an apartment building. police say the victim a 22-year- old vallejo resident was shot at the carport near the apartment complex. the suspect was seen get into a silver or brown honda driven by a woman. police describe the suspect that is as african american. 5'11" with a thin build in his late teens or early 20s.

the faa is proposing a quarter million dollar fine for a safety violation by air tran. the faa says a sensor on board was hit by lightning two years ago but the faa says the plane was still flown for several thousand miles before that sensor was repaired. air tran was an independent carrier at the time but it's owned by southwest. they have 30 di days to re-- 30 days to repeal that proposed fine. the department marine patrol will conduct check points and educate boaters about the dangers of operating a boat while under the influence. that campaign lasts through sunday. time now 6:19. the federal government is promises a $16 million grant for the bay area high-speed rail program. the money would be used to help design a crash avoidance system. it's a satellite based system that will slow down trains to prevent accidents like this one in southern california three

breezy. temperatures close to what we had yesterday. i don't see much change in the weekend. slightly cooler saturday. a little warmer on sunday. the low clouds not as extensive as yesterday morning. it's the lows there are a bunch of upper 40s. napa airport 54. they have a breeze closer to town. same outside of livermore. a lot of upper 40s. west, southwest 14 at travis. not the rip roaring sea breeze they had yesterday. it's still in place. the delta breeze. temperatures will start off the week really hot will settle in with actually near normal. slightly below maybe. sunny and breezy. now still mid 80s inland. a lot of low 80s for some in areas that were 20 degrees warmer on tuesday. and then 60s upper 60s and 70s coast and bay. a little cooler saturday. and then all eyes turn on another system dropping in on tuesday which could give us late rain for the season.

earthquake shook alaska's aleutian islands last night. people say that the ground shook for about 20 seconds. a tsunami watch was issued but canceled an hour later. the largest wild fire in arizona history is 67% contained this morning. 832 square miles have burned since that fire started last month. there are also two major fires that have burned 392 square miles in arizona. and forest managers are now telling people that live in the mountainous areas to get flood insurance because summer storms will likely create severe run off. time is 6:35. it has been almost a year now since a devastating fire in san jose trace elementary school. that fire destroyed the building. look at the picture paps loss of about $15 million. santa clara grand jury has been investigating this fire. coming up at 6:45 the

recommendations it's making to the school district to better protect its schools. barry bonds' is due back in court in two months with his legal battles far from over. >> what do you think of what happened in court today? >> it will be in the news. you guys will see it. >> bonds will have to wait until august to find out if he will be retried on perjury charges. yesterday prosecutors told the judge they need more time to make that critical decision. the defense played hardball. it wanted the judge to order new trial right away or finally end the long complex case. the judge rejected that request. stinson beach expected to reopen today for swimmers and surfers. it has been closed since sunday after a coast guard helicopter spotted a great white shark on the coast. those restrictions could be enforced again if another shark is spotted in the area. and of course as the weather

heats up, we are focusing even more on pool safety. the contra costa fire protection will give safety demonstrations at two water parks on how to stay safe in the water. they will be at the pry et family water park. happening right now we are following developing news out of miami. boy take a look at this. fire rescue units are there on the scene as they rescue that worker who became stuck on some scaffolding. this is downtown miami. now we are not sure what happened. it almost looks like the scaffolding broke or gave way. you are watch the worker on the left in the white hat. the fire rescue worker there hooking him into the harness. looks like they are rescuing him from up above the building. this is scaffolding rescue happening right now in miami so

behind you. >> we are on pit row. i want to show you what is going on. most of the cars get ready. it will be a busy day out here. you have qualifying races for today and for tomorrow's race as well as the big race which is the toyota save mart 350 which happens on sunday. look at the inside of these cars. if you have never seen a nascar race. what is incredible is the sheer energy that happens. these cars will be racing and qualifying today. they will be racing tomorrow 64 laps around the almost two mile track. the great thing about nascar not only what we are seeing. we are down in pit row. pick a look at stands. that is what the fans love. they love they can go right down from the stands and watch all the activity themselves. when the cars come in here and they come in blowing in at 140 man. they will stop and get their tires changed out. these cars they are going 64 laps. these guys are telling me they go about 30 laps before they
