i'm pam cook. rain. that is what i'm hering for today. umbrellas, steve paulson, i have put my umbrella away. >> why? it rained in the beginning of june, it's going to rain at the end. most of the rain at the north bay but lighter amounts make it point south. very cool for june. i don't care if it's the first or end of the month, but 60s and 70s. warmest temperatures and least amount of rain will be to the south. the coolest and most rain will be to the north. here's sal. steve, highway 4 traffic looks pretty good here off to a nice start driving up to the concord area. this morning interstate 880 that traffic looks good. 4:31 back to the desk. we begin this morning with the double stabbing outside a walnut creek car wash. it happened about 9:00 last night on north main street near geary. ktvu's allie rasmus has the details on this violent incident in what is usually a very quiet community. allie. >> reporter: well, pam, this is where that stabbing happened.

this is the car wash where we're at. it's on a major thoroughfare. right next to this car wash is an apartment building. there were some residents in this building who contacted police last night to report hearing some sort of fight or dispute going on between a group of men in the car wash parking lot. now that fight ended with two people stabbed and seriously wounded. the stabbing happened around 9:00 last night. ambulances arrived at the scene and rushed two victims to local hospitals. they were both in critical condition when they arrived. meanwhile at the crime scene police roped off the area. they started to collect evidence and begin to search for suspects. witnesses reported seeing two men running from the car wash parking lot. shortly after that stabbing happened. right now police don't have a description of those suspects. but we have tried to reach some of the overnight sergeants with walnut creek police to see if there are any updates in the search for those two men. when we get more information from them we will be sure to bring it to you.

live in walnut creek, allie rasmus, ktvu channel 2 news. overnight in concord firefighters stayed on the scene of a grass fire to make sure it didn't reignite. that fire started about 11:00 last night on discovery way right near cal state east bay's concord campus. crews quickly responded and managed to put out the flames about 30 minutes later. dry grass helped fuel the fire. no structures burned. still no word though this morning on what caused that fire. but neighbors say they heard fireworks go off just before that fire started. a wild fire near the nuclear lab in new mexico has forced the evacuation of thousands of people. that fire started sunday and has burned about 50,000 acres and destroyed 30 buildings. the lab contains nuclear material and secured vaults. officials say the radioactive materials are safe from the fire. many of the people who were forced to leave their homes are now at an emergency shelter.

>> my hearts go out to those people. they had minutes to evacuate. they evacuated with shirt on their back and left everything they owned in their homes. >> the nuclear weapons lab is where scientists tested the first atomic bomb during world war ii. that lab is run by the university of california. we're learning more about the big rig driver involved in friday's deadly amtrak accident east of reno. nevada dmv records show 42-year- old lawrence and half a -- had half a dozen moving violations since 2008 including four speeding tickets. investigators say they also found a cell phone at the scene of the crash that likely belonged to him. they're now checking to see if he was talking or texting before his big rig slammed into the train. he was killed along with five other people on the train which was bound for emeryville. one passenger is still listed as missing.

los angeles police are now taking a close look at the new video surfaced of giants fan bryan stow. the 11 second video is shaky, but police confirm that it shows a dodgers fan in the number 23 jersey pointing his finger at stow. you can see stow sitting with his hands up. now ktvu news showed stow's close friend the same video. he says it's likely explains the message that stow sent him just 90 minutes before the attack in the dodgers stadium parking lot. >> he sent me a text saying that he was scared to be there. and who knows if it happened right after that or not but it sure goes right in line with the text message he did send to me. >> los angeles police say they are going through every single frame of the video. specifically looking at stow's interaction with other dodger fans. we should point out that the man in the dodger jersey is not giovanni ramirez who police say remains the main suspect in the

attack. wounded congresswoman gabrielle giffords has made her first public appearance more than five months after being shot in the head. coming up in just about ten minutes we're going to tell you where she was spotted and how the crowd reacted when she came in. today state lawmakers in sacramento will vote on the latest state budget plan negotiated by democrats and the governor. now the governor gave up the hope of striking a deal with republicans to get their support for an extension of taxes. instead the new budget relies on deep cuts. especially to the state's public universities and the court system. and it anticipates $4 billion in new revenue from an improving economy. now the governor says already this year state has taken in $4 billion in unexpected revenue, but if the anticipated new revenue in the next fiscal year does not materialize, there are trigger cuts built into the budget to make up the

difference. >> going forward we do expect more revenues in the budget year coming up, but in case we're overoptimistic, we have severe trigger cuts that will be triggered and go into effect. those are real. >> the governor's office will determine in january whether the trigger cuts will take effect. they include shortening the school year by seven days. a new political re- districting map for california could mean a boost for democrats in next year's election. the new political boundaries in california are being drawn by a citizen's committee. now analysts who have been studying the new map predict that in the next congressional election three to five seats now held by republicans could shift to democrats. well, veteran bay area congresswoman says she will not seek re-election next year. the north bay democrat announced her retirement yesterday at a party in her backyard. she has served as the leader of

the congressional progressive caucus and is a leading anti- war voice. she has represented marin and sonoma counties in congress since 1992. she will be 75 when she steps down. this morning the oakland city council will discuss tentative agreements in place with five labor unions. the police department has tentatively agreed to pay 9% of its pension plan. the firefighters, professional and technical engineers and ere union members are expected to make concessions equivalent to 9% as well. now the oakland city council begins voting on the budget tonight. the city is trying to tackle a $58 million budget shortfall. right now it's 4:38. want to go over to sal to check in on traffic. hi, sal. good morning, pam. traffic doing well around the bay area so far we're off to a nice start. however there was an accident west 80 at gillman street. we're looking here at 80. the accident is not in the lanes anymore. so we see the traffic is moving

cloudy, cool, temperatures 60s, 70s and rain moving north to south. the family of a murdered san leandro man hopes to draw attention to his killing by holding a vigil this afternoon. gary jones was shot and killed when he stopped for gas in hayward four years ago. surveillance tape shows two men in a silver or gray van following him to the station. police say the men were stealing the medical marijuana he had just picked up from a dispensary. the family is posted a $70,000 reward for information leading to the killers. a marin county judge has denied accused serial killer joseph naso's request to dismiss the charges against him. but the judge did grant his request to delay a preliminary hearing that was scheduled for july 11th. naso's charged with killing four women in northern california. he is acting as his own attorney. south bay prosecutors are deciding whether or not a 90- year-old woman will face criminal charges for killing two patients after crashing

into a san jose nursing home. the woman was in the parking lot of amberwood gardens on peterson avenue saturday morning when investigators say she hit the gas instead of the brakes. she crashed right through the wall of the nursing home killing an 88-year-old and 100- year-old resident. investigators believe it was an accident. we're learning new details about the weekend beach accident that has an east bay teenager fighting for his life. 17-year-old ryan buchanan remains in critical condition after he was buried alive at a santa cruz beach on saturday. now park rangers say the teenager was trapped under seven feet of sand after a cave that he'd been building collapsed. life guards warn of digging in the sand like that, but they didn't see the teenager building this sand cave until it was too late. >> certainly if one of our employees were to have seen this i would expect they would have contacted these folks and asked them to stop.

>> last night ryan's friends from creek side community church in alamo held another prayer service. many were with him during the church group's weekend beach trip to santa cruz. the sonoma county sheriff's office says it will step up patrols around lake sonoma this 4th of july weekend after a tubing accident involving a 7- year-old boy. a helicopter had to air lift the 7-year-old to the hospital on saturday after the boy got caught in the propeller of his father's boat. >> as the line and tube got closer to the back of the boat, the child jumped off to avoid making contact with the prop, however he was unsuccessful. >> the boy is expected to survive. now hundreds of boaters are expected to be back at the lake this weekend. the sheriff's office says anyone planning to spend time on the water should read up on boating safety online. wounded arizona congresswoman gabrielle

giffords received a standing ovation after making her first public appearance since the shooting. these recently released photos show giffords as she continues her recovery. now we've learned that giffords attended a nasa awards ceremony last night in houston with astronaut husband mark kelly. reports say the 41-year-old entered the ceremony while being pushed in a wheelchair. she also waved and smiled at the crowd. a ruling is expected today involving the man accused of shooting congresswoman giffords. a federal judge will decide whether tucson shooting rampage suspect jared loughner can be forced to take medication while in prison. loughner's lawyers went to court last week in an attempt to stop the prison from giving him anti-psychotic drugs. former boston mob boss james whitety bulger due back in a federal courtroom today. a judge will hear his request for a public defender. he asked the government to pay for his legal defense due to the lack of money.

but prosecutors are arguing that he should not get a public defender because they found more than $800,000 in cash in his southern california apartment after he was arrested last week. the 81-year-old fugitive had been on the run for 16 years. he is facing charges in 19 murders. testimony continues this morning in florida in the casey anthony murder trial. anthony's accused of suffocating her toddler, caylee, and dumping the little girl's body in the nearby woods. yesterday her team of lawyers tried to get a mistrial telling a judge that they do not believe casey is mentally competent based on private discussions. three psychologists examined anthony over the weekend. the judge reviewed the reports and made his decision. >> based upon the reports that the court has reviewed the court will find that the defendant is competent to continue to proceed. >> anthony has pleaded not guilty. she could face the death

penalty if convicted. i frankly am stunned. >> illinois governor rob blagojevich speaking after he was found guilty on 17 of 20 charges in his corruption trial. he was convicted of all eleven charges related to his attempt to sell or trade president obama's vacated senate seat. jurors deadlocked on two charges. rod blagojevich faces up to 300 years in prison, but legal experts say he will probably get anywhere from six to fifteen years. a danville pilot survives a plane crash in oregon. how she was found and her local performance that might not happen now. more concern over radiation exposure near japan's damaged nuclear plant. the group of people the government is now focusing on.

welcome back to the morning news. we are taking a look at north dakota's river. it is starting to slowly recede this morning, but we understand it could be at least a week before it drops down from record levels. now that river crested sunday at nearly 13 feet over flood stage. breaking the record set back in 1881. thousands of homes are now under water. about 12,000 people had to be evacuated. the japanese government has decided to provide radiation meters to more than 30,000 children living near the damaged nuclear power plant. the devices will be given to children between the ages of 4 and 15. relatively high radiation levels have been recorded near the nuclear plant since that massive earthquake and tsunami severely damaged it in march. there is increasing concern about long-term health risks for children in particular living near that plant. pop star lady gaga's attempts to raise money for the

victims of japan's earthquake and tsunami is now the subject of a lawsuit. it was filed friday in michigan. the complaint says buyers were overcharged for we pray for japan bracelets and that not all of the money from the sale of those bracelets is going to the victims. lady gaga has not commented on that lawsuit. a danville pilot is alive, but that's after a plane crash in central oregon. she was flying home from idaho when she crashed on sunday southwest of the town of burns. she had performed her aerobatic act at an air show on saturday. she was able to radio another pilot who sent rescuers to the crash site. rescuers say her sport biplane known as the red eagle was not recognizable as an airplane after that crash. she says the plane had an engine failure. she had been scheduled to perform at the livermore air show later this year. all right. it's coming up on 5:00. want to go back over to sal.

how's the commute, sal? it's doing okay. we had an earlier crash on the east shore freeway. we're going to take a look at that now. it was 80 at university. you can see it here. the lanes have been opened. traffic is still moving okay. it's maybe a little bit slower than normal coming down to berkeley but fortunately it was early. chp did a good job in getting the lanes clear. westbound bay bridge traffic looks very nice driving into the city at this time. and this morning if you are driving on interstate 880 nearby north and southbound traffic is light. now let's go to steve. all right, sal, thank you. just heard from ron up in cazadero. i was just thinking about him and he e-mailed me and says much to my surprise .06 has already fallen. this is our system coming in. it's packed for this time of year it's incredible. you have to go back to 1991, 1974 and 1952 to find something so late as in june or july. but for the end of june rainfall records are definitely possible today into tomorrow.

very strong system moving in. now already rain moving into mendocino county, lake county and northwest sonoma county. you can see it right there from the bay north to santa rosa just north santa rosa starting to move in. this system has pretty good punch. south it won't do much. might be a trace, .05, maybe a tenth. areas to the north could pick over an inch. the wind is not a howling system but pick up later on. big news temperatures 5 to 20 degrees below average this time of year. system move in from north to south. it will weaken as it moves south. temperatures ahead of it very mild. coolest here 53 at san rafael. but 59 redwood city. 58 mountain view and 60 san jose even concord at 57. you get a great look at the low right there. that's the low. it's heading right over us. and so we have to keep not only the front there but then the low comes in. if it comes in late this afternoon this time of year you get a lot of instability with it. so the system will move in. rain develops heaviest north

bay. cloudy, cool, temperatures 60s and 70s. by tomorrow morning we'll have maybe a possibility of few thunderstorms or morning showers then start to see the system clear out. but the next two days will be very active for the end of june. cloudy with rain heaviest to the north. extremely cool for this time of year with 60s and 70s farther south more clouds, very little rain. it will weaken rapidly as it loses support. but the low still on its way. so we're not done with this until after wednesday. then everything rebounds rather fast thursday and looks sunny side up and warmer as we head into the weekend. san jose is starting to see the first effects of the city's budget cuts. all 18 of the city's libraries have cut hours. starting this week those branches are open either monday through thursday or wednesday through saturday. and 30 library workers have lost their jobs. >> we went down from a five and a half open days to four open days now for each of these facilities. and each one of them is heavily used. >> the librarians who kept
