good afternoon. we begin with a rare summer storm in the bay area. we have team coverage. we begin with kraig debro in soggy berkeley. >> reporter: good afternoon, tori. even though the rain was forecast it caught many of us by surprise. >> i walked out the door, it's raining. what the heck? >> shut off the water! [ laughter ] that's all i know. >> reporter: the rain comes at an unusual time of the year, late june. in some cases it's causing people to arrive late to work. alejandra had to go back home and get a sweater. >> but i missed the bus running back and doing that. >> reporter: summer is supposed

to be different at this time of year with the weather. >> reporter: you guys were planning to go to the beach? >> no. >> now we have to stay home. >> reporter: san francisco was next on the line. depending upon the rain totals. the bay area is on the brink of several records. there's one danger in the dampness. this white sheen is oil that's bubbling up from the surface. drivers are urged to use caution on the slick roads. but from one woman, the rain comes at a very bad time. >> i just got out of high school. you are supposed to enjoy high school. you can't do anything because it's raining. but the whole year, it's been raining so we still haven't been able to do it. >> reporter: one of the good things about the summer rain, you can sometimes get away with wearing summer clothing because

of the higher temperatures. let's go to rosemary oroscoe for a complete look at the forecast. >> it's really coming down in some areas. something of what we may see in early spring, not early summer. the front sweeping through and this is when we'll see some -- some of the heaviest rain. anywhere from san francisco in over oakland, moderate rain falling. half moon bay seeing some of this as well. millbrae, bur lidge game, shifting into -- lure ling game, -- burlingame. who is not see egg the rain just yet -- seeing the rain just yet? danville, concord, livermore. if we head to the north bay -- in fact, santa rosa has picked up almost .50 in the morning.

we're finally beginning to see some let up there. where are we seeing some of the heaviest rain? right over vallejo, martinez. one last stop as we head to the south bay. mountain view, not just yet but you eventually will get it. coming up in just a little bit we'll show you when that will arrive in your can area, how long we expect the storm to last. and when the summer heat will be back, back to you. >> rain earlier this year has prompted a landslide debate. a group wants the city to accept responsibility for a landslides. the homeowner says the history has a history of landslides. seven homes were damaged. the homeowners say the city should fix the slide. the city said it's not

responsible for damage to private property. in san francisco both houses of the legislature have scheduled late afternoon sessions to vote on a democratic budget. after months of trying to convince republicans to vote for the tax extensions, governor brown decided a bipartisan deal was just not going to happen. since any issue you -- tax issues were off the table. the lack of tax extensions means the vehicle license fee will be cut nearly in half starting this friday, starting july 1st. >> but without the revenue the -- >> we've made some very is tough cuts in this budget. $50million to the university. 650million to cal state. significant cuts. hundreds of millions to the judiciary and all along the

line. >> republicans extent their stand and say they listened to the voters and the californians wants -- want to pay less in taxes. the oakland city council is discussing tentative agreements that include concessions from five city laboruneiance. the police -- lairor unions. the -- laboruneiance -- ewe 1 unions. they start to vote tonight. police in walnut creek are investigating a triple stabbing. allie rasmus talked to family members and police about what happened. >> reporter: according to police, the violence began with a fight between five people in the walnut creek car wash.

a third person had cuts on his arms. lenny fox owns the car wash where it happens. he says four of the five men involved in the brawl are either current or former employees, included two brothers. one of those brothers has worked with him for 15 years. they do their work. they are all great ploys -- employees. >> the owner wouldn't let us see the video but he described what it shows. he says in the picture you can see the two brothers sitting in their parked car. then you see three men hop over this apartment wall. >> they all went at it and all collided. as far as the video shows, yeah, there was three guys that were coming at them. they did not run.

they confronted them. >> reporter: walnut creek police will look into the self- defense theory. >> we'll interview as many people as we can to see if there is a valid claim. ultimately, the district attorney's office will make that decision. >> reporter: police patrolled the neighborhood this morning, they are still hoping more witnesses will come forward. allie rasmus, ktvu channel 2 news. >> we now know the name of the dodger fan in a new bryan stow video. the grainy video shows him pointing his finger at stow. his name -- his name is juan banda. we should emphasize the man in the dodger jersey is not geovanni ramirez, who police say remains the main suspect. new details about the weekend beach accident. 17-year-old ryan buchanan

remains in critical condition after he was buried arrive at a santa cruz beach on saturday. he was trapped under seven feet of san for -- sand for 15 minutes after a cave he had been building collapsed. lifeguards say they didn't see him building it until it was too late. >> certainly one if one of our employees were to see this. i would expect they would contact somebody if it was a problem. >> there was no concern. kids were playing in the sand. that's what they do. new details today about the big rig driver whose truck slammed into the side of an amtrak train and killed at least six people on friday. nevada dmv records show lawrence valli has gotten four speeding tickets and other

moving violations since 2008. three were for speeding. friday's collision east of reno killed valli and five people on the train. one person is still missing. investigators say they found a cell phone that probably belonged to valli and they will be analyzing to see if he was talking or texting when it happened. the train was headed to emeryville. ahead -- an encouraging sign in the economy, at least some people see so. some bay area firefighters had to -- to keep a close watch on the volatile situation. the financial crisis overseas that's flared up again creating this dramatic situation in the street.

firefighters spent all night at the scene of a gas fire to make sure it did not reignite in concord. the fire broke out at discovery way near the cal campus. crews quickly responded and managed to put out the flames about 30 minutes later. no structures burned but some homes were threat ped -- threaten the for a short time.

long time, home prices went up. washington, d.c. had the biggest increase, san francisco had the second largest increase. some see this as a positive sign or if it's just a flurry of spring sales. and a slight uptick in home prices did not help consumer confidences. the index fell to a seven-month low in june to just 58.5. it was 61.7 in may. a reading of 90 independent kates a healthy economy based on what -- indicates a healthy economy based on the numbers. the 24-member board voted
