about 3:00. here are the rainfall totals, they just went away. but i tell you what sal castaneda right now is in san francisco and he's going to bring us more on the rain. >> reporter: you can see this commute this afternoon commute looks a lot like a winter commute with this winter like weather in the middle of summer. in richmond officers say standing water most likely led to this crash where a driver was briefly trapped but only slightly injured. after clearing the crash, chp shut down the onramp to let the drains clear the storm rains. the wet weather may have also played a role in down power lines and flooding. in san francisco several tree branches came down during today's storms, including height street where it stopped

cable car service. >> we have one day in san francisco and we got to see this. >> reporter: tourists still came out but were surprised by the weather. >> yesterday was great weather and today it's this. it's like iowa, it's unpredictable. >> since i moved out here, there was the el nino then the extreme drought. there's also extreme weather going on that's getting a lot of attention. >> reporter: these travel times have pretty much tripled in parts of the bay area. not only in san francisco but throughout the bay, so chp officers, traffic reporters all recommending that if you need to get some where you take extra time. today's rain caps off a very good season for the santa clara valley water district. after years of drought the district says the recent rainfall in the valley will make it drought proof at least

for a while. >> even if next year we would have a dry year we would have reserves that carry over to next year. so our reservoirs will have a good amount of water left in them for the next summer. >> reporter: the drought years make it seem like this rain is unusual. but officials say this amount of rain would be normal before 2006. right now san pablo homeowners are meeting to find a solution. the new push they're looking for to fix this landslide. and there's a push as the 18th anniversary pushes for the 101 california street massacre. some leaders want to renew a ban that was born out of that tragedy. he also talking to a survivor from that day. >> ding, ding, ding it sounded like a gun, i could tell it was a gun. >> reporter: betsy labasco remembers the day like it was

yesterday. a disgruntled man walked into the building and started shooting, firing 75 times. >> he came up armed to the teeth with multiple magazines. >> reporter: the shootings that killed nine and injured six sparked several new laws. >> this is a weapon of war. >> reporter: the law expired in 2004 and now leaders in san francisco want to bring at least part of it back banning large capacity ammunition magazines used in 2003 and 2003 and even this year in tucson in a massacre that killed six and injured congresswoman giffords. >> when these things are available to people who have other problems, we have seen very tragic events. >> even a magazine like this could be a problem for the decate. it holds 15 rounds. but critics question whether banning something like this

claimed that hill was molesting her 2-year-old daughter. it is a budget show down at the capital. democrats plan to pass a budget on time and without any help from republicans, ken pritchett has the story. >> reporter: you can call this budget a leap of faith because it relies on four billion dollars in new revenues that are yet to come in from an improving economy. if that 4 billion doesn't come in that would trigger more cuts to health care, education and other state programs. now the senate assembly were to meet at 4:00 to take up this budget. they have gone into meetings so there's been no vote yet. we expect a budget vote tonight and the expectation is the budget will pass. democrats can pass the budget without republican support and they won't get it. >> last year we had a budget which pulled some fanciful numbers out of the air. with a little pixie dust we will come up with 4 million this year. >> to suggest that we don't

need revenue is just turning a blind eye to the fact that we have scorched the earth of our safety net. we have disinvested in our khraoepblgs and universities which are our economic engine -- we have disinvested in our colleges and universities which are our economic engine. >> reporter: it includes a $150 million cuts to uc and cs u, sales taxes and an increase to car licensing. >> hundreds of additional billions of the dollars in cuts for social programs will occur if we don't get that revenue. a couple of hundred million more dollars in cuts to uc and california state university system if we don't get that revenue. >> reporter: senator leno says borrowing a sharp downturn in the economy he says it is likely that if that additional $4 billion in revenue will come

in meaning that additional cuts would not be triggered. now we are understand that the senate assembly are in meetings right now. the assembly is expected to come to the floor at 6:30. the senate after that and again we do expect a vote on this budget tonight. in sacramento, ken pritchett, ktvu channel 2 news. california's last on time budget was signed by governor arnold schwarzenegger back in 2006. budgets also passed on schedule in 2000, 1999 and 1993. last year voters approved prop 25, it allows lawmakers to pass a budget with a simple majority instead of the previous 2/3 majority. the measure also docks lawmakers pay if they fail to pass a budget on time. and the council is meeting after last minute tentative agreements were reached with five city unions. the most significant agreement

would come from the police union. >> hopefully it'll get me back in the door. if they vote for it, if not i will continue my search. >> reporter: police officers have ten days to vote. firefighters and three other unions have tentatively agreed to similar deals. the prospect of sharp tax hikes and spending cuts spark another round of violence. clashes broke after an announcement of cuts. lawmakers must vote tomorrow or greece will not receive help. corporate earnings helped

spark stocks today. san francisco based company zinga is reportedly ready to go public. the maker of popular facebook games farmville and mafia wars could file as early as tomorrow. the wall street journal and others say the company could raise up to $2 billion in its initial public offering. google has announced a new social network called google plus. it allows users to make circles of friends. there's an area where you can hang out with friends via google chat. right now google plus is in its testing phase. officials today are clarifying information about the driving record of the big rig driver who hit an emeryville bound amtrak train. california dmv record shows 43- year-old lauren valley had at least six citations including three speeding tickets as a commercial driver. last friday's collision east of reno killed valley and five

people on that train. also today the first civil lawsuit was filed by a train ascendant injured in the crash -- train attendant injured in the crash. a new measure is going out for bicyclists. it would allow vehicles to cross double yellow lines to pass. the law now moves to the assembly appropriations economy. there's a new contender tonight in the race to be san francisco's next sheriff. >> i've worked with many of them. i've worked in different capacities in the department, and i have a fresh breath in the department which i feel will make me an effective leader for the sheriff department. >> reporter: captain miamoto has been a deputy sheriff for 15 years and has the endorsement of san francisco's deputy sheriff's association. miyamoto says his goal is to lead a sheriff department that

attacked his unit in afghanistan. specialist kevin j.hilaman died sunday. hilaman was awarded the bronze star and purple heart among other honors during his three tours overseas. he was most recently based in hawaii. a new emergency center should mean speedier rescues at the bay. nancy pelosi was on hand this morning for the ribbon cutting. they'll address smuggling and security threats. >> we share information on common targets involving vessels, sometimes we have interest in crew members that are coming in. also cargo that's coming in. >> the coast guard also says it's new rescue 21 radio tower will help them pinpoint distress calls and respond faster. at lake merritt a spill was

reported near harrison street and grand avenue. responders put booms around the spill to protect wildlife. the fire department says the rain may have washed fuel that spilled during dry weather into the drainage system. the cause is still not known but tonight we'll continue to look into the source of that spill and we'll have an update for you on bay area news at 7:00 on tv 36. some homeowners in san pablo who are pushed out of their homes as a result of a landslide say they have new evidence tonight that the city needs to pay to fix the problem. ktvu's tara moyarti is live from the site of that slide with homeowners are now trying to decide their next move. >> reporter: the homeowners are having a conference call. the woman who lives in the home behind me says she wonders how many inches her move today. >> the hill is moving, it's moving. >> reporter: barbara scott has moved in this home for 40 years now she's in limbo. her panoramic view scared by a

landslide this march. >> it is the most nervewracking way to live. >> reporter: scott and five other homeowners want the city to take control. homeowners have found documents of the lot. the city says it isn't liability. >> the homeowners are in a tough situation. >> reporter: city leaders have also turned down homeowners plea to use emergency reserves to help. >> how do we justify to the san pablo taxpayer the other 30,000 folks that are going to spend this amount of money you know millions of the dollars to repair these folks backyards. >> reporter: we spoke to the city attorney who says the city did offer a band aid fix but changed its mind. >> the city said to the homeowners, the only way we'll

do these repairs will be if you agree never to sue us. >> reporter: now fema has denied federal emergency funding. and the state is ready to see if they can help. meanwhile they are hiring a soils expert to test the soil here. another northern california wine region is under quarantine for a destructive pest. today they placed santa cruz county under restrictions to stop the spread of the european moth. the total state quarantine now covers more than 2,000 square miles. yeah, definitely a wet day around here, it's messing with the afternoon commute. we have a lot of slow traffic out there especially on i80. most of the showers moving out of the area. i have reports out at discovery bay of consistent heavy rain

and thunderstorms. you can see some of these yellow areas, some of those yellows representing some of the potential thunder and lightning. we have had a couple of reports in that area. so the showers continue, and as they move through today we'll take a look at the numbers there. that's the heat of the event around 2:00, 3:00 and those are the rainfall accumulations. those are preliminary numbers but you get the idea. some areas almost an inch of rain. some other areas almost .25 of an inch. as it tracks off there'll be rain in the mountains. snow levels are very high. not so worried about snow -pl coming down in the pass. there might be a few flurries. there might be a morning sprinkle but rapid clearing and rapid warming as we roll into the middle of week. winds are going to switch around. this is what happens in the fall. we have a weather system that goes through and the high pressure buildings in. that's why we get those warm fall days. the low pressure is going through, the high is going to

build in and it's going to warm up rapidly. the forecast at 11:00 tonight, showers linger up in the mountains. rapid clearing on wednesday. then you watch the clouds go this way, that's an indication of high pressure center. gets in here thursday, friday, saturday and sunday your holiday weekend in some areas are going to be very, very warm. increasing temperatures right into friday. and into the weekend. we'll see temperatures easily for many of us in the 80s and 90s. maybe you'll find a 100-degree reading. but a more summer like pattern. with this pattern, you can anticipate an increased fire danger. i'm sure mark tamayo come this weekend is going to be talking about a fire danger. these forecasts higher by 10 degrees. this marks the beginning for a big big change and big big warm up. tomorrow will be pleasant then it's going to get downright hot as we head into the bay area

a california lawmakers wants to make it easier for military veterans to find work on the fire lines. the bill approved by a senate economy would allow the state to attend fire fighting training. the bill's author says there are fire fighting jobs available. >> it's not as good as it was a few years ago but we believe the economy will come back so

in the future this bill will be in place. >> reporter: 30,000 military veterans return to california every year. more than any over state. seems like it's all or nothing with the giants. more runs today than they've scored in the last week. >> they scored more runs in the first game of the double header at wrigley field chicago than they have in that entire series. it was nice for a change to see them stretch it out. three guys are going to show you they had trouble. certainly no trouble today. there's aaron rowan batting with the bases loaded in a five run 5th inning down the left field line. everybody gets to score. burrell, hall and stewart all come in as the giants begin to break it away. 13-7 the final score. the cherry on top miguel tejada. he's had trouble hitting the ball all year. that's just his first home run since the home opener in san

francisco in april. the second game is well under way there in the top of the 5th inning. notable of course because barry zito started that game pitching pretty well. he gave up a homer in that game. the giants do trail 2-1 still plenty of time left. meantime the british open is coming up july 14, so everybody who follows pga golf wants to know what about tiger? is he going to play or not. well he would not rule it out today in a press conference but it sure doesn't sound like he's any where near ready to go at it. >> it's far this time. all the years of playing when you know my knee wasn't very good, and playing through it, you know unfortunately i broke my leg. that's not exactly smart. >> reporter: so sounds like he's a ways off. meantime team usa in the women's world cup soccer championships.
