us. it is tuesday july 12th. i'm pam cook. >> and good morning. i'm dave clark. let's check weather and traffic. here's steve. thank you very much, pam and dave. we have another cool morning. a lot of low overcast and drizzle as well. yesterday some of that burned off, some did not. so it stayed very chilly. 50s and 60s only coast and bay. not very warm in the city and not very warm as you head out to oakland even inland temperatures once the fog burns off it won't be warm as well. 70s for many now across the board. here's sal. good morning. traffic is moving along pretty well if you are driving on the east shore freeway getting out to the macarthur maze with no major problems getting out to the toll plaza. also this morning we're looking at 880 north and southbound here. and so far it's light. 6:01 back to the desk. sal, thank you. well, the northbound lanes of interstate 280 in san francisco are back open after a fatal car crash overnight. someone hit a pedestrian about 3:00 this morning. chp says a passing motorist called them to report that pedestrian down on the road before the accident. but when officers arrived on

the scene a car had already hit the unidentified person. and that person was dead. the chp is now investigating the crash. well, a bay area mother faces possible dui charges after her suv crashed into a san mateo fire station. now this happened about 11:00 last night at fire station 27. the suv finally stopped after completely -- look at it, pushing in the garage door. the driver you see there was rushed to the hospital. her teenage daughter was also in the vehicle but she was not hurt. a mother and her baby girl pulled from a smoke filled apartment building early this morning. ktvu channel 2 reporter allie rasmus joins us now to talk about how this fire started. allie. >> reporter: well, firefighters say the smoke detector in that apartment unit was not going off when they arrived, however the unit's sprinkler system did activate. and firefighters say that may have helped save the mother and her baby daughter's life.

it all happened around 2:00 this morning at the hill top commons apartments in san pablo. we are not allowed on the property, but earlier this morning we did get inside the apartment building where this all started. firefighters say the woman who lives there fell asleep with a pot on the stove. the smoke triggered the apartment's sprinkler system and that system also alerted neighbors there was a problem. >> there was water coming underneath the apartment door of the unit next to my unit where -- and i could smell the smoke coming out of the unit. >> the threat was not from fire. the threat was from smoke. the bedroom door was open. the entire apartment was charred full of smoke and another five minutes it would have been much different. >> reporter: now the mother and baby daughter were treated for smoke inhalation at the scene. they were later taken to the medical center in richmond. the fire started just before 2:00 a.m. and by 2:30 it was out. the battalion chief we spoke to says he cannot emphasize enough it's important to make sure your smoke detector is working

properly. firefighters say in this particular case the sprinkler system in this unit was working but the smoke detector was not. live in san pablo, ktvu channel 2 news. this morning bart's review committee will meet about deadly police shooting of a man at the civic center station. ktvu's jade hernandez joining us now. she's in san francisco now after a rowdy protest that brought bart's service to a grinding halt yesterday. jade. >> reporter: dave, that's right. a man was shot to death here at the civic center bart station. and what happened at this station two suppeds ago will effect a meeting held across the bay today. it in fact effected a demonstration which started peacefully at the civic center bart station yesterday. dozens of protesters split off, boarded other trains and blocked train doors. this effected passengers. the anger over the shooting death of 45-year-old charles hill, a knife wielding man, on july 3rd. eventually a scuffle broke out between protesters and a

frustrated rider who wanted the door cleared so that the train would move again. shortly after police in riot gear arrived and forced protesters back, protesters eventually shot down two stations, the civic center and 16th and mission bart stations due to the rough cushion cause. >> these people working all day. we got nothing to do with this. >> this is unsafe behavior. we will deal with them appropriately. >> reporter: ktvu did try to speak to bart police chief last night about the delays, protest and meeting this morning. he would not comment. this morning bart's new independent police auditor will meet at 10:00 in oakland to review bart police action that night of the shooting on july 3rd. bart created the auditor's job and formed an eleven member citizen review board to ensure public investigations are conducted with transparency, integrity and honesty. live in san francisco, jade hernandez, ktvu channel 2 news. and we have more video of yesterday's bart protest as well as more information on the

man removed from an airplane for wearing his pants too low. the rally's in response to a san francisco board of supervisors resolution filed on marman's behalf. back on june 15th the 20-year- old college student from hunters point was removed from the u.s. airways plane because of his droopy clothing. according to the pilot marman refused to pull up his sagging pants. the naacp has filed a lawsuit accusing the airline of racial profiling. president obama and congressional leaders will meet again today as they struggle to reach agreement on raising the u.s. debt limit. this will be the third day in a row the group has met at the white house. a 90 minute session yesterday produced no significant progress. republicans and democrats remain far apart on what needs to be done to reduce the deficit. >> it's not going to get any easier. it's going to get harder. so we might as well do it now. pull off the band aid. eat our peas. >> i agree with the president

tweets sp weather. it does look warmer towards the weekend, but i think about the next five or seven days temperatures are going to stay below average. system kind of rotating around the big old low up in oregon is right there might produce more than just some low clouds for mendocino county and lake county. possible mostly cloudy skies later on as the tail end of that system kind of swings by. it's also not only giving low clouds but any time you get a little system coming in that enhances the drizzle. a lot of 50s out there with local drizzle and temperatures even with the overcast it's cool. and there's a no doubt about it sea breeze. boot scooting it all the way out to the sacramento valley. temperatures out there have come way down as well. that's pretty impressive system for this time of year. i mean last in june we had two of those systems that came down and visited us, gave us rain. remember rain beginning in june end of june. this time of year it's almost a miracle it makes it that far. the end result for us is a lot of low clouds and drizzle. very, very cool pattern for

welcome back. our time now 6:14. now we're hearing the c.i.a. reportedly ran a phony vaccination program in pakistan where osama bin laden was hiding to get dna evidence proving that he was there. the new york times says the pakistani doctor who ran the program had temporary access to the bin laden compound but never actually saw bin laden himself. that doctor was also unable to get dna samples from bin laden's family members. the paper says the doctor has now been arrested and is being

held in pakistani custody because of his suspected collaboration with the united states. well, the half brother of afghan president ha mid karzai is dead. you see him here in video from a couple years ago was assassinated today. officials say it was a "trustworthy associate" who went to karzai's house to get him to sign some papers. the man shot karzai in the head and the chest. he's been called the most powerful man in southern afghanistan. he survives several previous assassination attempts. the u.s. house comes in to session in just about 45 minutes. and as ktvu's allison burns reports from our washington d.c. newsroom they're battling over lightbulbs. atson. >> reporter: that's right, pam. in the middle of this huge budget battle that has essentially brought washington to a standstill, the house is voting today on what kind of lightbulb you can use. the u.s. house republicans are

trying to repeal a law that was passed a few years ago that requires more energy efficient bulbs. we covered the debate on the house floor last night as republicans tried to make the case that it is simply too expensive for americans to buy new compact fluorescent, l.e.d. or more efficient incandescent bulbs. >> go out and replace 40 lightbulbs at $6 a pop you're spending money constituency to our voters mr. speaker that's real money. >> reporter: the democrats and environmental groups say consumers save money in the long run. we also found a new study that shows the lightbulbs actually -- the new lightbulbs actually protect the nation from pollution. i'll have more on that during my next update in about an hour. for now we're live in washington d.c. allison burns, ktvu channel 2 news. former british prime minister gordon brown is the latest to say he was hacked by journalists from murdock's news organizations.

brown says his phone was hacked and information about his banking records was stolen. brown also says that's how some of murdock's reporters got details and wrote a story about his son who was severely ill at the time. over the weekend murdock's newspaper, news of the world, closed as a result of the breech of privacy scandal. time now 6:16. wikileaks founder julian assange back in a london courtroom this morning. look at video. this is assange there he is right there with the glasses on arriving at the courthouse this morning. he's there for the latest installment in his fight against being extradited to sweden. that's where he's accused of rape and molestation. now supporters of assange claim the swedish prosecution is just a ploy to send him here to the united states for a federal grand jury is investigating wikileaks. a judge in sacramento refused to dismiss a lawsuit against former governor schwarzenegger over a prison term handed down to the son of former assembly speaker nunez.

back in 2008 his son was sentenced to 16 years in prison for his role in the stabbing death of louis san tos of concord. before leaving office schwarzenegger rued nunez sentence to 7 years. the family is now suing the former governor saying his actions violate their constitutional right to be heard at any proceeding involving a reduced sentence. the vallejo city council meets tonight with local american indian tribes trying to settle a controversial park protest. the city wants to build a park at the glen cove native american burial site. now for three months protesters have occupied the site of the proposed project to block the construction. tonight's meeting will be behind closed doors at city hall. the times herald reports that city recreation officials will meet again on thursday to discuss whether to move forward or scale down the project. time now 6:18.

well, alcohol poisoning is the probable cause of death for the 14-year-old sonoma county girl who passed away during a weekend sleepover. she hosted three of her friends at her home near santa rosa saturday night. officials say she drank some vodka and did not wake up the next morning. friends of the 14-year-old say this is the last thing they'd expect from her. she would have started high school this fall. the sonoma county sheriff's department is investigating her death. all right. time now 6:19. want to go back over to sal who's checking in on traffic this morning. sal. all right. pam and dave, we are looking at the traffic that's doing pretty well around the bay area. as we see 80 westbound looks pretty good getting out to the macarthur maze. it is getting more crowded though in richmond and parts of western contra costa county. we will see some slowing also on highway 4 as you come up to the willow pass grade but mostly in antioch now. let's take a live look now at the bay bridge toll plaza. we're getting a little bit of a back up here at the pay gates.

if you are driving this morning on 237 so far it's light there in the valley driving out to northern san jose and sunny vale. 6:19. let's go to steve. all right, sal, thank you, sir. a big fog bank out there. low clouds up around 2500 to 3,000 feet. flies over the coastal hills. local drizzle as well. i mean when low clouds make it past mt. diablo and every reporting station from santa rosa to san jose says cloudy or mostly cloudy that tells you we have a pretty cool pattern in place. the inland areas will continue to come down a couple more degrees. can't get much cooler by the coast. already 50s and 60s there. the fog continues to enhance. it wasn't that thick when i came in but it is now. 52 to 57. temperatures stuck due to the cloud cover. what's not stuck is the sea breeze. it's there in all its glory from the coast all the way to the sacramento valley and through the delta. you can see the low spinning right off of portland. that's not going anywhere any time soon. that keeps us a very cool pattern for this time of year.

now until august 21st at ikea, the life improvement store. good morning. here we are. westbound bay bridge that is backed up about a ten minute delay. nothing major. once you get on to the bridge though see some more waits into the city. all right, sal. time now 6:25. a dramatic ending to an almost one hour police chase near los angeles last night. look at this. chp officer rammed that suv causing it to roll over right there. police say the driver was driving without headlights and talking on his cell phone when they tried to pull him over in san bernardino county. police used a spike strip trying to slow him down but he kept going until the chp officer tipped over that car. no one was hurt. a new federal requirement will soon be in place for gun

dealers, but only in the states along the u.s.-mexico border. gun dealers in california, arizona, new mexico and texas, they will have to alert the government any time someone buys more than two semi- automatic rifles in a five day period. it's an effort to prevent automatic rifles from ending up in the hands of mexican drug cartels. gun rights advocates are already opposing this new rule. people in oakland are now getting some legal assistance in what is being called the biggest case of landlord neglect in the city's history. it is a story we've been following for months. people living with broken bathroom fixtures, mold and roaches. all in buildings owned by hon win gardener. they say she's neglecting her landlord duties. she says they aren't paying rent. >> i apologize the whole city if i make a mistake. okay. but i try my best. i'm a human being.

>> now city -- oakland city attorneys have stepped in. gardener has been ordered to pay an $80,000 fine and the building she owns will be put up for sale. she will never be able to own a multiunit apartment building in the city of oakland. and as for the residents, no one will have to pay rent until all repairs have been made. time now 6:26. it's a job fair this afternoon to help bay area workers. this job fair will have recruiters from dozens of companies including walgreens, golden gate university and potential insurance. they have hundreds of job openings. the hire event will be held on market street in san francisco. the job fair begins at noontime, runs until 4:00 p.m. well, it was a close call for a woman and her baby daughter in san pablo after an early morning fire quickly fills their apartment with smoke. also the opening bell's about to ring on wall street. pam will have the early stock numbers. hello parents, it's going to be a big school year.

a woman fell asleep while cooking. ktvu channel 2 reporter allie rasmus joins us now with why it was such a close call for this woman and her little baby girl. allie. >> reporter: well, this fire started in the hill top apartment building complex right here behind us in san pablo. now earlier we had been set up right outside right next to where this apartment fire started, but earlier this morning some of the managers out here made us move off of the property. before we left our cameras did go inside the apartment unit where this fire happened. inside you can see a lot of heavy smoke damage in the kitchen and the living rooms. firefighters say the woman who lived here fell asleep with a pot on the stove and that's what sparked this fire around 2:00 a.m. the smoke triggered the apartment's sprinkler system and firefighters say that may have saved the tenants lives. but also reported that the interior smoke detector was not sounding when they busted open the front door and went into the apartment. >> they're meant for life safety. they're supposed to activate

quickly and wake the residents up. the smoke detectors are so important to make sure you have a working smoke detector in every residence. >> reporter: and the mother was still sleeping when firefighters went into the apartment building to rescue her and her baby. the mother and baby daughter were treated for smoke inhalation at the scene and then later taken to the medical center in richmond. the fire started at 2:00 and by 2:30 firefighters had it out. live in san pablo, allie rasmus, ktvu channel 2 news. time now 6:32. marin county sheriff deputies warning residents about several robberies at the bus station in marin city. ktvu's kraig debro live now to tell us what's being done to stop them. kraig. >> reporter: that warning goes out to people taking transit and getting off or getting on in marin city. might as well be any place like the transit center where we are in san rafael. the warning comes after a 69- year-old man was robbed on sunday night. he just left that marin city bus terminal and he was entering his apartment when

three men with a gun came up and robbed him. they took his wallet. there have been four other similar robberies or attempted robberies recently that have people worried. june 16:10 p.m. unarmed robbery an attempted robbery 9:00 p.m. june 26 assault cell phone robbery at a bus stop. 8:30 a.m. june 29th an assault at a robbery of a wallet and 11:00 p.m. on the 2nd just a few daysing a armed robbery, a cell phone and backpack was taken. police have also sheriff deputies have also stepped up patrols in and around the area of the marin city transit terminal. that's where we're headed now to get reaction from passengers. reporting live in san rafael, kraig debro, ktvu channel 2 news. time now 6:33. emeryville police out there searching for a hit-and-run driver who seriously injured a pedestrian. this happened shortly before 2:30 this morning at the intersection of san pablo avenue and ada line street. witnesses say a dark colored

search parties this friday and saturday. today's the first of two funeral services for former first lady betty ford. she died last week at the age of 93. coming up at 6:45 we're we're going to have a live report from palm desert where former presidents, first ladies and other dignitaries will pay their respects to betty ford. time is now 6:36. pg&e is requesting a jury trial to fight the lawsuits filed by the victims of the san bruno explosion. court filing also said pg&e should not have to pay the dozens of people suing. pg&e says the explosion was caused by a third party that weakened the pipeline. that filing also suggested sewer employees even the victims themselves are responsible for any losses. california state university trustees are expected to vote today on a proposed 12% tuition hike. if approved, the hike would cost a full time undergraduate

southbound 101, 280 and 87 still looking pretty good. in fact if you look at this map system when you see a lot of red and yellow it's slow traffic. but this morning we don't have a lot of that which is good. i wanted to move the maps up to contra costa county here. there's red on highway 4 in antioch which is nothing new. it's slow there this morning. but it does get better by the time you reach concord and the willow pass grade. all right. let's go out and take a look at some of these live pictures as dave mentioned the toll plaza there it is going to be little bit slow as you come up to the toll plaza no major problems getting into san francisco. but just a little above the morning commute. in the south bay i just wanted to take a live look with our camera network here at the 280/880 interchange not only a look at traffic but give steve a sneak peek at skies. cloudy but traffic not effected at all. 280 looks good getting into the silicone valley. 6:39. let's go to steve.

we have a lot of low clouds and fog but sun vise rise over the big city for some. even with sunshine it's not going to be very warm today. we have a cool pattern in place. so today look for low clouds, drizzle and cool and breezy. some of the low clouds are slow to peel back to the coast. so 50s and 60s coast and bay. very cool this week. well below average on temps. we won't set any record lows or anything but it's a possibility we could set some record low maximum temperatures that has to come in a little later but it's possible. the weekend does look a little warmer as the high in the middle of the country dominating most of the country slides back towards the west. there's not a big consensus on that so i'll ease into that. system might send a few clouds into mendocino county, lake county later on. you can see it right there. it could clip some areas some drizzle with that enhancement but once that low decides to park it which it's doing right now up into oregon, that end result for us is low clouds, drizzle, low clouds, breezy or patchy clouds, sunny, breezy to

windy. plenty of fog out there. some producing measurable in the city. south san francisco, san bruno, .02, .03. this is clicking along for the last couple days. 57 to 62. temperatures with a west wind or southwest wind equal a cool pattern. last the low right there. it's not going anywhere until maybe thursday or friday. as long as it sits there cool afternoon highs for july. very warm to very cool. lots of drizzle coast and bay. i did go with one 80. that was clear lake. 74 sonoma. 73 novato. keptfield 70. 74 fairfield. brentwood, antioch 78. 72 only in walnut creek. livermore 73. alameda only 61. san jose 62. upper 70s in santa clara valley. 70s on the peninsula or 60s 50s on the coast. it's a locked in pattern and it looks like it won't really

good morning to you. welcome back. quick look at some of the stories we're following for you. northbound lanes of interstate 280 in san francisco back open at this hour following a fatal car crash. someone hit a pedestrian just after 3:00 this morning. chp is investigating. a bay area mother faces possible dui charges after this her suv smashed right into a san mateo fire station. it happened around 11:00 last night at fire station 27. the driver was rushed to the hospital. her teenage daughter was with her but she was not hurt. and this morning bart's police review committee will meet. they'll discuss the fatal

shooting of a man by bart police last week. that shooting triggered this rowdy protest as it disrupted bart service during yesterday evening's commute. family and friends will say good-bye to former first lady betty ford this week. she passed away friday at the age of 93. sandra endo joins us now from palm desert where the first of two funeral services for ford will take place today. sandra, what time does it get started and are people starting to arrive already? >> reporter: well, pam, i can tell you that the private visitation hour will start at 11:20 here in palm desert. and later this afternoon a national tribute for the former first lady and later in the evening that is when the public will be able to come and pay their respects while her body lays in repose. of course security is tight here. final preparations are being made because first lady michelle obama as well as

searching the neighborhood. police say surveillance video from a nearby greyhound bus station showed him buying a ticket for hollywood. he was picked up by los angeles police when he got off the bus at the sniffier than doe valley bus station. san jose detectives went to pick him up last night. they arrived back here in the bay area around 5:00 this morning just a short while ago. his family says the little boy wanted to go to hollywood to meet his favorite tv stars. happening now the final space walk of nasa's space shuttle era is happening. we want to take you live to space. look at the picture there. we can see in the bottom part of your screen the astronaut out there outside the international space station. they are working on something outside an arm there. originally no space walk was planned for this shuttle flight, but scientists said

highway 4 is slow as you drive up to 8th street in antioch up to summersville and just a little more slow down as you come up to the willow pass grade. 6:49. let's go to steve. sal, thank you, sir. mostly cloudy. most locations say cloudy to mostly cloudy. few breaks in the clouds but that's a big fog bank out there and it's lifted the last couple days it's gone up 3,000 feet and rotating around the big old low up into oregon is band of clouds you can see right offshore there northwest california. some of that may move into mendocino coast mendocino county maybe lake county northern sonoma county later today. out ahead of that it's a fog bank and drizzle. measurable amounts of drizzle. san francisco .02, .03. clicks in the old gauge here michael in the city .02 yesterday. .03. so temperatures really cool. 52 to 57 degrees. san jose i think i'll go 56 here at 7:00 a.m. cloudy to mostly cloudy then mostly sunny by noon but only 66 and a high today of 72.

sunny but breezy. a cool breeze, a refreshing breeze. west wind or a west-southwest wind not only from the coast san pablo bay right out to the delta and even out to sacramento area and that's the reason why. that big low and as one comes in another one comes in behind it and reinforces it and just keeps getting stronger and stronger. as it does it ushers in a cooler air aloft and also at the surface. little overcast, drizzle, cooling inland continues. i think today we'll bottom out. i just don't see how you can get much cooler. maybe a couple degrees but not too much for the coast and bay. extremely cool pattern for july. and, again, it's the inland areas now starting to i'd say maybe shave off another two or four degrees from yesterday's highs. cool, cool. fog, sun or low clouds, but 60s, 70s. sausalito 64. napa 74. did see a few upper 40s this morning in napa county, sonoma county and even into marin county. a lot of low 50s here. on the lows. then highs 60s and 70s.

oakland 62. castro valley 66. livermore only 73. 78 morgan hill. 68 fremont. 72 santa clara. 68 san mateo. woodside 73. that will be one of the warmest. 60 half-moon bay down to santa cruz which usually ekes out about a 70 in this kind of a pattern. low clouds will keep us going through thursday. then slight warming inland as we head into the weekend. all right. thank you, steve. a new report shows las vegas and two california cities are among the best places to buy a house if you're an investor. bakersfield, stockton and las vegas are among the top ten places to buy a rental house. home prices there are among the lowest in the country mostly because of foreclosures. let's check in on the stock market here in the u.s. big board. live dow jones down about 7 points to 12,495. stocks down in europe this morning and pretty big overnight in asia. mostly on concerns about european debt. the global economy certainly in focus. one stock we are watching cisco
