any good news? well, yeah. i mean it will be better as we get towards the weekend. temperatures today stay on the cool side. and in fact we'll have a very cool pattern for this time of year. here's sal. steve, good morning. traffic is doing well across the bay area. but there are some road work spots for example on the lower deck of the bay bridge. we have one and even two lanes closed approaching treasure island. let's go out and take a look at some of the commutes here. this is highway 4 you can see the traffic is looking pretty good here driving up to the willow pass grade. also this morning's commute on interstate 880 north and southbound the traffic is looking very nice approaching the oakland international airport. and the road work has been picked up and this is a look at the east shore freeway. and as steve mentioned heavy fog and mist going to see some wet roadways out there. so you may want to give yourself extra time as you head out for your morning drive. at 4:30 back to the desk. topping our news this morning, the controversial

decision came late last night. ktvu's kraig debro tells us about tough new daytime curfews for students in concord. good morning, kraig. >> reporter: yeah, good morning, pam. the general feeling among those who support the idea is that kids should be in school during the day anyway. this isn't the first time the city of concord has try today pass a daytime curfew. you might say it's been in the works since 1991. that's the first time they try today pass such a curfew. the reason behind the new daytime curfew here is the same as it was back then. reduced truancy and juvenile crime. city council member tim grayson proposed the ordinance after noticing a lot of school kids hanging around a pizza place downtown during the day and during the school year. the new ordinance says kids who are not in school during the day during school hours can be fined up to $500. their parents can also be fined if they know their kid wasn't in school. >> if you have respect for your parents, you won't do it. they're the ones paying the

fine, not you. >> i agree. it's about time families or parents are held accountable when kids aren't in school. >> reporter: there are exceptions to the ordinance which is a modification actually of the nighttime ordinance. the child must have a pass from their school, from their public school or be with a parent. those are two exceptions. not clear how police will determine the status of those who are home schooled or attend private schools. passing the ordinance last night concord joined cities such as pittsburg, hayward, hercules, others in the bay area that have daytime curfews for kids. live in concord, kraig debro, ktvu channel 2 news. this morning we are getting information about the death of another bay area man while vacationing in hawaii. police say 22-year-old paul of sunny vale died on the big island of hawaii. they say he was climbing a seaside cliff on monday when a wave knocked him down. rescue crews found his body in

the ocean about a hundred yards from shore. on saturday 44-year-old david pots fell 20 feet down into a blowhole on the island of maui. his body was never recovered and a search has been called off. a memorial service will be held in san francisco today for the only man confirmed dead after that tragic fishing trip in mexico. his body washed ashore after the fishing boat capsized and sank off the coast of baja, california, on july 3rd. the u.s. coast guard is no longer looking for the seven men still missing but their families say they will continue to push lawmakers to have the coast guard resume the search. tonight a fundraiser will be held in san francisco to mark the 29th birthday of shane bower, one of the two uc berkeley graduates still imprisoned in iran. bower and josh have been in prison for nearly two years

now. bower saffian say was released last september. shourd will speak tonight at the fundraiser aimed at raising money to help pay for the group's legal fees. it's scheduled for 6:00 to 9:00 p.m. at the photo center on third street. pornography ere faces 34 years to life in prison now that he's been convicted in the beating death of his ex- girlfriend. a marin county jury convicted him of first-degree murder. he was also found guilty of several other charges including kidnapping. prosecutors say mitchell beat his ex-girlfriend with a bat two years ago and ran off with their baby daughter. he will be sentenced next month. [ cheering and applause ] more than 100 people gathered on the steps of san francisco city hall in support of dation marman. he's a college student removed from a u.s. airways flight from sagging pants. this morning he's expected to hear from the san mateo county

district attorney about whether he'll face charges. next week san francisco supervisors will vote on a resolution urging the f.a.a. to investigate the incident. well, a troubling new report about airport security breeches will be the focus of a congressional hearing later today. now according to the department of homeland security, there were more than 25,000 security breeches since the 9/11 terror attacks. that's despite the billions of dollars spent on enhancing security. critics say the number of breaches is stunningly high. but the transportation officials say it only represents less than 1% of travelers screened since 9/11. well, 19 restaurant chains are expected to pledge a new nutrition policy today. companies such as burger king will no longer automatically include french fries and soda in kids meals. clerk wills now ask parents if they prefer other healthier options such as milk and sliced

apples. denny's, i hop, chile also joining the campaign. for the second time this year california state university students have learned that their tuition is going up. yesterday the board of trustees approved the 12% tuition hike set to begin next month. earlier this year they passed a 10% increase. students we spoke to are wondering when it will stop. >> why do you keep doing this? not everyone's able to have enough money to be okay with the increases. and pretty much do they want us to go to school? >> the $588 increase will put tuition at all 23 csu campuses at about $5400 a year. that does not include housing or books. but board members say it's necessary since the state cut csu funding by $650 million. well, this is the scene in long beach as students protested outside the board of

trustees meeting. but despite their efforts the board passed that tuition hike by a vote of 13-2. this comes as governor brown criticized the board for approving a $400,000 salary increase for san diego state university's new president. democrat won the race to fill a vacant u.s. house seat in southern california. now hon fought a hotly contested race against a republican opponent. the empty seat was previously held by democratic congresswoman jane harman who resigned earlier this year to head to washington think tank. hon who is a los angeles councilwoman ran and lost against gavin newsom for lieutenant governor last november. time now 4:37. people living near a richmond sewage plant continue to cry foul. now people tell the contra costa times that the water run plant is emitting hydrogen soul feed gases. they say they're getting sick from the foul odor.

last october the city shut down plant operations and ordered workers to truck out the sewage. but air quality officials think the smell may come from transporting that sludge. all right. again, time now 4:37. time to check back in with sal for the morning commute. how's it going, sal? it's going well, pam. but we do have some road work out there on the lower deck of the bay bridge. we also look at the east shore freeway to tell you that westbound 80 traffic is effected by some of that overcast and kind of misty weather you're going to see windshield wipers going in some areas and pretty -- well, it's going to be pretty wet on some of the roadways. take a look at the bay bridge westbound traffic not effected by road work but again eastbound is. right near treasure island we have at least one lane closed. and this morning's commute on 280 northbound looks pretty good getting up to highway 17. i also do see some wet roads there in the south bay. at 4:38 let's go to steve. sal, thank you. remember last week when it was

hot? boy is that gone. it's in the middle of the country. high pressure system parked itself right around iowa, missouri, it's blistering hot for much of the country except a few locations and that would be mainly northeast and right here in the west coast. you get one extreme to the other. we're under the cool extreme. i mean it is really tough out there right now. a lot of low clouds, not only low clouds but fog, mist, drizzle and windy conditions as well. it's going to be a tough day to get much in the way of any warm weather. that's for sure. even well inland struggle to get into the upper 70s for some out towards sacramento valley. west-southwest fairfield they had gusts to 32 about two hours ago. i mean that's a howling sea breeze even out to vacaville a southwest wind. there's a west wind or southwest wind for everybody including san jose. 50s for temperatures. if it wasn't for the cloud cover we'd be cooler than this. san jose checks in at 61. that's the warmest by a long way yet i think you can only add about 10 to afternoon temperatures so the spread will be very, very slim today as far as low and high temperatures.

that low right there coming saying hello to portland. well, the southern extent has enhanced fog banks, cooler and blustery at times. extremely cool pattern for july. we'll bottom out today or tomorrow and see a slight warm up but not a lot as we head into friday and the weekend. so low clouds, foggy, misty, dizzily and then sunny and windy. cooler well inland. antioch only 76. morgan hill only 76. a lot of 50s 60s in between. i'm with 68 concord which i mean that could be a record low maximum temperature for this time of year. it will be slightly warmer but not a big jump as we head into the weekend. all right. thank you, steve. the atlantis astronauts have been up for about five hours now. want to take you live to the control center there in houston. and at 11:30 last night pacific time mission control woke them up with the elton john classic rocket man followed by a message from sir elton john.

good morning. extensive low clouds, some fog, mist, drizzle. i mean it's a tough morning there for us. temperatures we will have sunshine later on but it won't be very warm. cool, breezy to windy. not much sun near the coast. 50s, 6 0z and inland areas low to mid-70s. pg&e is responding to its latest pr disaster. it's assuring victims of the san bruno pipeline explosion that it did not intend to argue that they were to blame for the losses they suffered in the disaster. pg&e says it aimed the court papers that created an uproar. those documents suggested that some of the pipeline victims now suing the utility may have contributed to the disaster by

disturbing case of domestic violence. and we want to warn you details of this story are graphic. southern california police say 48-year-old kathrine becker is accused of drugging and mutilating her husband. police say when they arrived at the couple's condo yesterday afternoon they found her husband tied to the bed. >> from what the detectives were able to learn is that the wife did prepare the meal, the husband thought it tasted funny which caused him to go back and lie down on the bed where presumably he passed out. >> that's when becker allegedly cut off her husband's genitals and put them in the garbage disposal. police say becker was the one who called 911 telling them that her husband deserved it. according to court documents he filed for divorce two months ago citing ire reck sire you believe differences. a new report shows a number of spike in the hate crimes against gays and transgender people. the coalition of anti-violence groups conducted the study. it shows violent crimes jumped

13% last year. 27 people were murdered. that's the second highest total since the study began in 1996. now the coalition says hate crimes increase after other high profile attacks. republican presidential candidate mitt romney says he will not sign a controversial marriage vow from an iowa conservative group. calls on candidates to avoid adultery, oppose same sex marriage and appoint faithful constituents as judges. romney says while he strongly supports traditional marriage, he feels the pledge contains undignified and inappropriate language. candidates michele bachmann and rick santorum both have signed the marriage vow. 4:47 this morning. and republican senate leader has introduced a back up plan into the debt ceiling negotiations at the white house. president obama and congressional leaders will meet again today. his back up plan is a

complicated proposal that would give the president authority to request a limited debt increase. now that's in case the group can't come to an agreement by the august 2nd deadline. well, it's not the super bowl but former 49ers star joe montana scored again by a 5-1 vote the santa clara city council last night agreed to lease him land near the proposed 49ers stadium. montana and his development group want to build a high end restaurant, sports bar and hotel. he pitched the plan to the council himself. >> in hopes that we could sit down and beating ourselves up against people who really don't have the same desire to do something there. >> we've been looking for a hotel for 13 years and we have the opportunity for one to come forward with a sports bar that will be busy year round. who wouldn't want to sit in joe montana sports bar? >> council ignored a staff recommendation to open up the bid rather than deal exclusively with montana's team. joe montana has 18 months to

work with santa clara to plan the development and agree on a lease. the excitement is building by the minute for soccer fans. at 9:00 a.m. the u.s. women will face france in the world cup semifinals. team usa pulled off an incredible comeback victory over brazil on sunday. the u.s. women are now just one win away from reaching their first world cup final since 1999. now the big game will be on the big screen on san francisco's civic center plaza right in front of city hall and it is free to the public. well, help could be on the way for millions of homeowners struggling to keep a roof over their heads. yesterday senator barbara boxer introduced the helping responsible homeowners act. this will allow people who want to modify their mortgage the opportunity to do so even if the home is worth less than what they paid for it. and the bill appears to be gaining support from other lawmakers. >> so i think people are waking up that it makes sense to help

brought in for trial. friends of the murder victim rushed in, stormed past the officers to attack that man who is accused. they threw him to the ground and started stomping on his head. officers were able to end the fight by using their tasers. everyone involved in the attack was arrested. rodney king has been booked in a los angeles county jail on suspicion of driving under the influence. sheriff deputies say they pulled king over yesterday east of los angeles for breaking several traffic rules. king gained notoriety when he became the victim of a videotaped beating by officers. his acquittal led to the 1992 los angeles riots. most recently he appeared on the show celebrity rehab to battle alcoholism. former employees of mi. ♪ [ music ] pueblo markets claiming a san jose based store did not pay

moving along pretty nicely westbound but eastbound on the lower deck they're picking up some road work. they usually start picking up the cones right about now and there's not a major traffic jam. it's pretty misty out there though. one of the things i want to mention is if you were driving almost anywhere in the west part of the bay, west of the bay, peninsula or san francisco or even on the san mateo bridge you will see pretty misty conditions. you can see it there. there's the bridge. but our camera's wet from the overnight soaking it got from the mist and the drizzle. and this morning's commute on 237 westbound it's okay when you get over to highway 101 they're picking up some road work there on highway 101 between marsh road and university in the middle of the night near men lo park especially if you're going north watch for the road crews to be out there picking up their cones. let's go to steve. thank you, sal. a very cool pattern for july. temperatures inland 15 maybe even about 20 degrees below
