shut down. all right here's a look at our maps we do have a traffic collision. this is at 19th avenue. we don't have much information on it at this point. it shouldn't be causing too many delays at this hour. let's head over to the desk. this morning the city of oakland formerly launches a new campaign to fight crime. ktvu kraig debro tells us that the city's fruitvale district will be blanketed with crime cameras. >> reporter: that is right. six blocks on international boulevard will be covered. in april of this year a long- time resident of fruitvale was killed. later today they will announce a plan to prevent others from becoming victims. city leaders have approved the purchase of 30 surveillance cameras for fruitvale. they already have video surveillance cameras. the difference is some of the

cameras will be placed inside businesses as well as outside. the momentum to buy the camera is the direct result of jesus com pose. he was shot and killed april 8th. the resulting outrage over campos killings lead to outrage. one of the plans set to be announced later today is spending $35,000 in redevelopment money for the cameras. they won't prevent crime but supporters are hoping the would- be criminal would think twice before committing a crime. knowing cameras are watching as well as the police. police will automatically have access to the video. information on the cameras. coming up why some are concerned about civil liberties. reports live in oakland kraig debro. the man accused of stealing a picasso draw willing be arraigned in court later this

morning. a surveillance camera lead police to the arrest of 30-year- old mark lugo last week. we're also learning it looks like this is not his first heist. police say they have found a half a million dollars worth of stolen art work. it includes another picasso reported stolen. lugo will also face charges for that theft. overnight news a family that just moved into their new oakland home may have to find a new place to live. overnight fire caused major damage to their new victorian home. the fire started shortly after 10:00 p.m. near the intersection of 18th avenue and foothill boulevard. firefighters managed to get the flames under control within a few minutes but not before the damage was done. >> people are move into the second floor today. today was move in day. we displaced the first floor residence in a secondary unit. >> one person was treated for

smoke inhalation. investigators are still searching for the cause. dozens of people are homeless this morning following an apartment fire in san francisco. that started late yesterday afternoon on euclid avenue in the city's laurel heights neighborhood. dozens of firefighters were on the scene for several hours. no one was hurt but the fire caused major damage. one person tells us that a plumber accidentally started the fire while using a torch to fix a leak in his bathroom. commuters in the south bay that used the valley transportation authorities light rail system can stay connected on the go. free 4g wi-fi is available on its system. this morning the clock is ticking down on the borders bookstore chain unless there is a dramatic rescue of the company by 5:00 p.m. on sunday. there are five bay area stores

teenager. police say she had been drinking vodka during a slumber party at her home. friends and family will gather to say goodbye to her. services begin at 2:00 this afternoon. we know more about that body found in the water near a san jose golf course. a fisherman made the discovery on wednesday. police now say the man was not a victim of foul play although they are still not sure how he died. they also say the body is significantly decomposed. police in oakland are releasing new information about the burned body found in the city's upscale rock ridge neighborhood. a man walking down the road discovered the woman's body. investigators now believe she may have been killed elsewhere and set on fire in the neighborhood. police won't release the victims name until all of her family members are notified.

the obama administration has asked a federal court of appeals to reconsider its ruling ordering an immediate end to don't ask don't tell. the justice department argues that ending the military ban right away would prevent the government from using an orderly process to eliminate the policy. don't ask don't tell prevents gays and lesbian troops from openingly serving. california is the first state in the nation to require its public schools to add lessons about gay history. governor jerry brown signed the landmark legislation yesterday. starting in 2015 social study classes will have to include contributions of lesbian, gay, bisexual, and transgender community members. >> i think it's appropriate that gay people are included. they are part of our history. that is the right thing to do. >> not everyone supports the new law. the conservative group

savecalifornia.com says parents rights are being trampled. an emergency bill gives schools a break from a new law that requires students to get vaccinated against whooping cough. it would allow schools to meet students that don't meet the requirements. they would have 30 days within the start of school to obtain the vaccine. school officials have expressed concern that confused parents and students would be turned away on the first day of school. the city of san francisco is threatening to take the state and federal government to court over the san bruno pipeline explosion. state and federal agencies failed to regulate pg&e before last years explosion in san bruno. the failure put the public at risk. he sent a letter to the state

'cause you like to be in them. welcome back to the morning news. take a look at this. several people are hurt until texas after a give away for housing vouchers turned into a mad rush. thousands of people waited in line to sign up for the vouchers but when word got out the doors had opened a half hour early people started

running. several people were knocked down and trampled. this is the first time in five years that the housing vouchers were given away. organizers say they did not plan it would generate such interest. two planes were damaged after they collided on the tarmac at boston's logan airport. the delta plane clipped the tail of a commuter jet. both planes were getting ready to take off. the planes are grounded and passengers were put on other flights. one person complained of neck pain but no one else was injured. that silver balloon that captured the nation's attention two years ago has been sold. didn't bring in as much money as hoped. they falsely told colorado authorities that their son floated away in that weather balloon. they recently put the balloon up for auction. they were asking for $1 million.

they got $2500. a new study shows the internet is changing the way our brain works. researchers call it the google effect because their work shows they are less likely to remember things we know we can find online. instead of remembering random facts we are remembering where we are likely to find that information easily. they say that does not make humans less smart. it could give our brains more time to be creative and come up with new ideas, products, and theories. major freeway shut down is hours away in los angeles. it is being called carmageddon. starting at midnight interstate 405 will completely shut down for 53 hours so that construction crews can demolish a bridge. it's all to make room for a new hov lane. half a million drivers use the highway on a california weekend. it could have a ripple effect causing a traffic nightmare. >> we are expecting a lot of
