was 21-year-old monica roda from yuba city. her burning body was found early in the morning in the rock ridge neighborhood of oakland. they believe roda may have been killed elsewhere and set on fire in that neighborhood. police are not releasing any other information about the victim or any possible suspect. in oakland the city is installing more than 100 new surveillance cameras in an area where a business owner was killed just a couple of months ago. rob roth is live now, he tells us the city is helping to pay for those cameras but under one condition. >> reporter: here on international boulevard people have been passing by. as they do they are being recorded by this camera which was just installed yesterday and more cameras are on the way. the camera sits just outside a restaurant. it's where the owner was shot and killed. >> in three months, my father

respect at all by the villains. >> reporter: if rest of the high resolution cameras are expected to go up over the next two weeks. reporting live in oakland, rob roth, ktvu channel 2 news. east bay regional parks police say they seized a million dollars worth of marijuana plants early this morning during a raid in the east bay hills. officers say the plants came from a growing operation in the los tromas regional area. the 4:00 a.m. raid took in 3,300 plants. park rangers has discovered the plants during a routine patrol. authorities destroyed the plants, no one was arrested. that hunger strike at several california prisons is prompting protesters in san francisco at this hour. the demonstrators are rallying at san francisco's un plaza. organizers say they want to show solidarity with hundreds of prisoners, many from pelican bay who are on a hunger strike demanding better conditions. we've learned that within the past hour the prisoners have

the east coast. claudine wong talked to prosecutors about his case there. >> reporter: we were not able to take the picture of lugo. at issue, three pictures all showing lugo committing crimes. >> i think public safety is absolutely something that this would -- >> reporter: we first learned about lugo early this month. san francisco police says this surveillance video shows him walking away after stealing a $200,000 picasso drawing. then in jail, lugo made a call to a friend. >> and he said to her, that she is going to be receiving a fedex package with keys to his apartment in it and there's going to be instructions in there. he needs her to remove certain items from his apartment. >> reporter: that call which was monitored turned out to be critical to a new york case where a picasso painting has been stolen.

surveillance pictures from that case also matched san francisco photos. all that enough evidence to get a warrant to search lugo's apartment. >> they found various other stolen paintings that they confiscated. >> all the things that were taken were apparently taken in the last 45 days. and that speaks more to a berth of compulsive energy than someone who has the ability and sophistication for someone who goes out to fend these images. >> reporter: there are surveillance photos in lugo in april he's accused of stealing two bottles of wine there valued at $2,000 a piece. lugo pled not guilty today. he will be back in court in august. his lawyer did ask for a bail reduction today, but admitted with all these other cases posting bail is pointless. in san francisco, claudine

wong, ktvu channel 2 news. newt gingrich presidential campaign is more than $1 million in debt. according to documents that were released today, the campaign has spent 1.8 million and now says he is over 1 million in debt including $450,000 for flying on corporate jets and another $100,000 for legal fees. gingrich says he is now spending less and he's also flying commercial. republican presidential candidate mitt romney is comparing some recent comments from president obama to controversial comments made by jimmy carter. campaigning in new hampshire, romney quoted obama saying americans were stressed out. quarter used that word in a speech 32 years ago today. romney says if americans are under stress in this economy, it's because the president has

failed them. cnn reports that republican presidential candidate michelle bachmann cancelled her membership in a controversial minnesota church. bachmann and her husband marcus withdrew last month from salem lutheran church. they've been membered for three years but have not attended for two years. it's been criticized for its view on roman catholosism. there is no evidence bachmann is anti catholic and has in fact, spoken out against anti catholosism. meanwhile bachmann's husband is defending his counseling clinic. this after a gay activist released a video showing one of

days. almost two dozen firefighters who lost their jobs got their jobs back. they and their colleagues say they couldn't be happier. the san jose fire department today welcomed back nearly half the firefighters it laid off last year. >> it hurt. >> reporter: the chief gave back the badges of 32 firefighters who were among the 99 laid off. justin forbe says that after he was laid off he did some electricity work. but he always kept tabs on what was going on with the fire department. >> it's a great feeling. this morning putting my uniform back on was just amazing. a smile from ear to ear, and i just can't wait to put the badge on now. >> reporter: the chief called this an incredible day. >> having the opportunity to offer the job back to some incredible folks who committed themselves to us and our

the city of san francisco may have to move quickly on a new long term plan to shore up the storm battered ocean beach. california coastal commission has rejected the city's application for reto active approval for repairs made to the area last year and in 1997 -- retro active approval. panel's decision may mean the city may not be allowed to shore up the area the next time it gets hit by a powerful storm. bp says it's changing its safety procedures. this comes following last year's well blow out in the gulf of mexico. the worse offshore oil spill in u.s. history. bp says it will make sure the cement used to seal wells is

more reliable by requiring more periodic testing. and the girlfriend of the man who -- the space shuttle astronaut spent part of the day shutting with people back on earth including president obama. he thanked the astronauts and nasa workers. also ktvu's own jade hernandez was among the reporters who spoke to the astronauts. jade asked mission specialist rex welhime about the role the bay area will play after the shuttle program ends. >> and i think silican valley is the genesis. a lot of the technology we use here at the space station. i think it plays a very important role. atlantis is scheduled to return to earth one week from today ending the shuttle program. now to lake tahoe where this year something unusual is

going on with the beaches. ktvu's ken pritchett is live and tells us why a lot of the beach has disappeared. >> reporter: what we've heard is 23% of the beach that was here last year is under water that's because the water levels have risen. the waterfalls still roar, the rivers are still raging. and lake tahoe is still rising. >> this is the highest water i've ever seen at the lake. >> reporter: life guard cindy beaver says where the water was 9 feet deep the swimmers could still wade. >> we have a hard time finding a beach that we can take our boat and get out and enjoy the day. >> reporter: there is still plenty of beach to be found, but you may have to look to

on wednesday and thursday. looks like temperatures are going to warm slightly today as we go into the weekend. but not as warm certainly as last week or last weekend. you see what the fog has done and how it is lingered. that's right now. that push of fog and here's an interesting, we always talk about the san bruno. look what the fog did, it just pushing right through and gets into the east bay and hayward. it's been lingering in moraga. another natural sea level gap is right there at the bridge. but the san bruno gap, that's why it gets windy at the airport too. it funnels the fog into the east bay and that's where we are right now. and that's where we'll be tomorrow. we'll see more fog tomorrow obviously. here's the deal. as we go into your bay area weekend, a little less fog and a little warmer. i got some calls yesterday to the weather center and i said, we love the fog and i like the fog too. it's just when it's not a normal pattern, it's so much fog, so much below average that

people kind of throws you off a little bit. you expect it to be dry with the livermore and find temperatures in the 80s not in the 60s and 70s. at the coast you always expect 60s. there's still a low pressure center out there. you see the next one coming in and that's the mechanism for the fog. with the fog being so pronounced it's just pushing inland. we're in the same pattern, a little warmer today. i think we'll see some upper 70s and low 80s as we get out to brentwood. mostly 70s, and it's unusual. now the upshots are the air quality has been, we haven't had a spare the air day. we haven't seen any spare the air days. ocean beach tomorrow, upper 60s, low 50s. east bay hills, we're marching to the upper climates. we expect upper 80s, i expect mid-90s now and look where we

we have developing news right now, that hunger strike at several prisons is sparking protest right now in san francisco. these are the demonstrator, they began their rally at san francisco's un plaza. now they are marching down market street. the protesters say they want to show solidarity with the hundreds of prisons who are on a hunger strike to demand better conditions. we've learned that within the last hour the prisoners have unanimously rejected a proposal by corrections officials because they say the document gave no indication that any changes would be made. we will keep an eye on this protest. particularly because market street is such a busy street. right now they are on the
