talk about i.c.e. agents working with police. the agents started two weeks ago to start a crack down on gangs. but some community leaders think i.c.e. want to round up undocumented workers and they say now immigrants will not report crimes whether as victims or witnesses. >> any contact with the police could lead to deportation for themselves or their family members. >> reporter: speakers with translators claimed family members were deported after being questioned but not arrested by police. >> the worse is, what do i tell my children now? what do i say to my 3-year-old when he asks where his dad is. >> my brother was deported without having committed a crime and without having seen a judge. >> reporter: in a surprise appearance, the san jose auditor says she talked to judge chris moore and they had an unexpected announcement. >> the proposal to have the selected members of the

immigrant community meet face to face with the two i.c.e. agents. >> i think it is critical at this point dealing with the concerns that were raised these i.c.e. agents should no longer be faceless. >> reporter: that meeting could happen in less than two days ago. live in san jose, robert handa, ktvu channel 2 news. police released the identity today of a woman who's body was sit on fire and left in an upscale neighborhood of oakland. police say the victim was monica rodon of union city. her body was found early yesterday morning in the rock ridge neighborhood. investigators believe she may have been killed elsewhere then dumped on the street and set on fire. rodas had a young son and relatives who live in oakland and union city. some business owners in oakland say starting today they have a new tool to stop

criminals in their tracks. ktvu's rob roth is live now in the fruit district with a look at how security cameras may help police cut down on crime. >> reporter: we're on international boulevard in the fruitvale direct and this is the first of the new cameras the city is installing. the cameras mounted outside. it was here the owner jesus chuy campus was gunned down during a robbery in april. >> in three months, my father was murdered unjustly. the restaurant was robbed yet again. and thirdly a man was shot outside of the restaurant. >> reporter: in the next weeks the city will be installing 35 cameras in 35 locations along university. many merchants say this area is seeking in crime and anything including new cameras will help. >> the crime and the people

they don't think twice. you know they just get the guy selling fruit, or whoever is walking. >> reporter: down the street, the owner of this boutique says cameras are a start. >> it's not the whole solution but it's part of the solution. i think we need a lot of police officers around here. but i mean it's good the cameras. i think it's a good idea. >> reporter: the store owners have agreed to turn over their surveillance video if a crime occurs in their area. some store owners tell us some of them already have cameras and they haven't deterred crimes. but everyone if they don't stop crimes, the store owners hope the cameras will help find the criminals. >> a will the of store owners they get killed for nothing. >> the idea of this new type of camera, better technology and more coordination and better quality of video all of those things i think are going to help the police and going to help the merchants. >> reporter: the rest of the cameras are expected to be installed over the next two

weeks. reporting live in oakland, rob roth, ktvu news. investigators are searching for a san jose travel agent who took customers money but never bought their tickets. police say the unidentified man operated under the middle name asian travel and tours. he catered to vietnamese travelers. officers have received numerous complaints and believe there may be more victims out there. the man accused in the daring theft of a picasso last week pled not guilty in a san francisco courtroom this morning. surveillance photos from three states show 30-year-old mark lugo stealing art and expensive wine. another stolen picasso was found in lugo's apartment in new jersey. >> all the things that were taken were apparently taken in the last 45 days. and that speaks more to a berth of compulsive energy than someone who has the ability and sophistication for someone to

go out and fence these paintings. >> reporter: lugo is being held in lieu of $5 million bail. he's expected to be back in court on friday. about 20 hukka lounges had remained open. today the dream hooka lounge closed its doors. >> tourists doesn't like it. there's too much smoke coming and they're open till midnight, almost 2:00, 3:00. >> it is working with lounge owners to find smoke free ways to operate. park officials have voted to support a plan to preserve a culturally sensitive area in vallejo. native american activists oppose construction of park facilities on the site of an ancient burial ground. the park manager told ktvu the board supports a plan to make an easement on city land.

the shoreline around lake tahoe is shrinking. as that lake continues to fill up, ken pritchett is live to explain what's going on and also the positive impact that we might see for the next few years. >> reporter: this is a fairly good sized beach here at south lake tahoe but it should be even bigger. it should extend about 20 feet out into the water. it did last year and it's certainly happened before. many of the people we talked to today say they can't remember the lake level being quite so high. to know why lake tahoe is rising you only have to look up at the snow pack and at the water to see the run off yet much snow remains. >> the snow i've never seen still here in july. >> reporter: this family usually visiting lake tahoe. >> we've never seen it this high. we were actually shocked how high it is. >> reporter: lake tahoe is about 5 feet above it's natural rim meaning there's less beach to be found.

but water officials say the water level is not unusual rather that it rose so much all in one year. >> we have 111 years of record high. >> reporter: the >> reporter: while beach real estate may suffer with a higher lake, the water supply is a long term good. >> it ensuring at least a couple of years of good river flows, even if we get really dry after this point. >> reporter: and plenty of beach remains and ample tourists this year have found it despite a higher lake. >> this summer we've been busy. fourth of july was busy. >> reporter: officials say that the lake levels should stop rising and actually should start dropping in the next couple of weeks as the evaporation of the lake off of the vast services of lake starts to out pace the run off coming in. south lake tahoe, ken pritchett, ktvu channel 2 news. california drivers can once again opt for a license plate

to support the environment. the dmv says it will start issuing a new plate at the top of your screen. the state cancelled the plate a few years ago because of a dispute with the artist. a freeway just hours from shutting down and the warnings actually stretch all the way up here to the bay area. starting at midnight a 10-mile stretch of the 405 freeway will shutdown between the san fernando valley. you can see traffic moving along pretty well. there you see all of the construction crews that will be involved in this major construction project on the 405. we should tell you here about half a million cars use that freeway on a typical weekend. they will be doing repairs all weekend and will face fines if

they are not finish on time. there will be signs advising people about the closure of 405 this weekend. a spokesman says -- earlier this week the controller reported a $351 million gap. >> we believe going forward we're in a position where we're going to see stronger than average growth. in personal income and that's principally coming from the income coming from things like capital gains and stock options. the finance department says the shortfall could have been widdled down to $85 million. it was a rocky day on wall street as investors watched the debt negotiations in washington. but a late afternoon rally pushed things in the black by the closing bell.

the dow gained 43 points while the nasdaq rose 23. the 40-year-old sculpture hall of justice now looks brand new. police chief greg surr praised the restoration saying it is the first to come. >> we had our petina come in and do the original color. it was a pretty pain staking process. >> while this effort was privately funded there are new questions about the public funds managed by the sf arts commission. san francisco controller says the commission miss managed funds for the street artist program. an audit found the commission raised fees, charged the program close to $19,000 in costs without sufficient notice. and collected fees in cash.

the controller will not impose penalties but will continue to monitor the program. two ucsf researchers have won major grafts from the bill. one doctor is studying why most infants born to hiv infected mothers are not infected themselves with a goal of creating a vaccine. the other project focuses on altering the immune system to control the virus. each doctor will receive up to $1 million over the next two years. the mirror technology being done inside this richmond plant is the best in the world. the reason the high tech glass could soon be scrapped. and it's here, your bay area weekend is upon us and we have some clouds obviously and temperatures that are going to warm. i'll show you which cities will be the warmest on saturday. o you go from saving to spending? fidelity helped us get to this point, and now we're talking about what comes next.

a santa rosa man has pleaded not guilty to killing a corrections officer last month. ryan mitchell is charged with the murder of jack romero outside a downtown santa rosa pub. investigators say the motive was a romantic rivalry. a judge ordered a concord man to stand trial in the mauling of his 2-year-old stepson. hayachi knew his pit bulls were dangerous at the time of the attack. the boy entered an unlocked garage at hayachi's home in july of last year. san francisco is threatening to sue state and federal regulators for alleged lax enforcement. city attorney dennis herr era

san bruno gap. look how it spreads out into the east bay. it's been one of those days that's kept temperatures in concord and other areas just in the low 70s. i would expect 80s, low 90s. look at the highs from today, 71 in livermore. these highs will be eclipsed by tomorrows which will come up with a few more degrees. tonight the fog and low clouds are back. that saturday morning this fog when you get back. slightly warmer for the weekend though. little quicker burn off and just slight tweaks each day. so saturday will be a little bit nicer than today. sunday will be a little nicer than saturday. when i say nicer more sunshine in the inland bay valleys and temperatures slightly warmer. i wish i had some big thing here, the fog is out of here. it's just kind of the same but with slight adjustments in the upward direction. forecast overnight lows, 52 in vallejo, 52 in concord. these are mild to cool, the fog will be there as you head out of town or head out to the

movies or whatever your doing tonight. tomorrow morning, that's tonight's fog footprint. tomorrow morning it has that big inland push. i mentioned the when the fog has that much of a push into the davis area, vacaville, everyone toward sacramento, it's game over for warm temperatures because that fog is infiltrated. by the time it burns off your highs end up in the high 60s, low 70s. that's where we were all day. that's where we'll be all weekend, that's where we'll be on monday. i'm tracking this low that has been lingering. when it does it gives you that. if it's winter that low givers you rain. this time of year it gives you fog. your forecast highs tomorrow, 80 in morgan hill, 81 in gilroy. your five day forecast lays out like this. fog, fog, fog, fog, fog. and more fog. >> fog is the headline. >> some guy called in.
