right now, traffic is doing well around the bay area. and we did say -- did have a problem on 880 at 29th. there's police activity that's been there for a little while and they are not able to reopen for a couple more hours. apparently a police chase ended up on 880 at 29th. and police are doing their investigation. right now, traffic is so light that it's not a major problem. if you take the 29th off- afternoon, you may want to think ahead and use something else, at least for the next few hours. from northbound 880. and this morning, we're looking at that time commute that is going to be okay if you're driving to the bay bridge toll plaza or to the san mateo bridge. that traffic looks nice to the high-rise. and to the east shore freeway, traffic looks good out to the maize. at 4:30, let's go back to the desk. >> thank you.

right now, an investigations team is on the scene of a fatal accident in oakland. it started when police tried to pull over a car on international boulevard and ended when the car lost control on a freeway off-ramp. paul chambers tell us how this all started. good morning paul. >> reporter: good morning. let's show you, the car is here onscene and officers are investigating as you said. sal gave us information about it. officers say around 1:20 this morning, they tried to pull over a person driving recklessly. officers say the driver sped off. >> it started down on international around 55th avenue. and got up onto the freeway at 73rd, lasted approximately, i would say eight minutes probably. >> reporter: and then the chase ended with the driver crashing the car and ejected from the car and died onscene.

the driver, excuse me, did not die onscene, he was pronounced dead at the hospital. we are not releasing the identity because we are making sure family has been notified. we know it was a 19-year-old male from oakland. as of right now, it's a possible dui investigation because officers say there was a smell of alcohol inside the vehicle. and also they found open containers and right now, your commute may be affected if you're trying to get off the 29th at 880 northbound, you cannot do that right now. there are officers out here continuing their investigation and we will stay on top of this and bring you the latest as it develops. live in oakland, ktvu channel 2 news. a crash sent a veteran police officer to the hospital. authorities say the driver of a chrysler sedan ran a red light on 23rd avenue at about 11:00 last night. a female officer on the force for 26 years suffered minor

injuries. alcohol may be a factor in the collision. a police sergeant says he could smell alcohol on the driver of the other car. our other top story this morning, emergency crews are still watching out for hot spots from a huge fire at a plastics plant in fair field. that started yesterday afternoon on huntington drive not far from travis air force base. the smoke could be clearly scene from sacramento. >> reporter: well, that's right. pam, i can give you an idea of what actually burned last night. these are an example of some of the containers that went up in flames. last night, firefighters were monitoring hot spots. the damage from what burned remains. >> plastics are made from oil products. it's a petroleum product. so it's the same visual effect as if you were seeing an oil fire. that's very intense heat. very thick, dark black smoke. >> we're just thankful that all

of our employees evacuated safely. and we didn't have any injuries. >> reporter: five acres burned with an estimated 20,000 bins inside the yard of the factory here in fairfield. firefighters liken it to the heat of a tire fire. and the fire broke out shortly after 1:00 yesterday afternoon. 45 employees were at the plant at the time. and it appears a blow torch touched off flames and an employee mistake led to the huge fire. the only injuries reported, three firefighters retreated for minor injuries. health officials said they had no reports of smoke related injuries due to the fire, but residents within a mile radius were cautioned to stay inside until nearly 6:00 last night. environmental health officials checked storm drains. and this morning, we can't take you inside the plant, but we're going to be out here and give

you the latest. reporting live, channel 2 news. well, there are many underground hazards that are not well marked. seven years ago, five people need a fire when a backhoe hit a petroleum pipeline under walnut creek. excavators say they department know the pipeline there was and the pipeline operator did not fight a $15 million fine. now the state fire marshall says pipeline owners are supposed to notify emergency workers about underground pipe lines, but the current rules are tough to enforce. new this morning two separate shootings in oakland. the first one happened in the area of east 10th street and portwood avenue. that happened just before 11:00 last night. police are releasing few details about the incident, except that they believe the female victim was an innocent bystander. she was take on the the hospital and we do not know her condition at this time. about a half mile away,

police investigated a shooting at 47th street. that happened at 1:00 this morning. the victim was shot in the head. paramedics rushed him to the hospital with life-threatening injuries, no arrest have been made in either shooting. family and friends of a missing nursing student will hold a candle light vigil today to mark two months since she disappeared. they'll gather near the hospital where she was last seen. police are investigating the case as a homicide. they are expected to speaking at the vigil today. it begins at 6:00 at the corner of west tenison road. things are back to normal at a train station in oslo norway after a suspicious bag. an abandoned suitcase was found in the area where buses depart. they sealed off the area and examined the bag which was

found to be harmless. oslo is on high alert after the bombing and shooting that killed 76 people on friday. the investigation into last week's bombing and shooting is now focused on a farm used by the alleged gunman in those attacks. hours ago, investigators used a control explosion to detonate a device found at the farm. police say he used the location as a cover to buy fertilizer as the bombs and he ordered more than six tons of fertilizer and they say it's critical in determining if there's another bomb that has not been discovered. >> the fertilizer that we think he bought and the amount we think was used and what is left on the farm. so this is, this is also something that the investigation must answer. >> right now, police say those numbers don't add up. and they say they are not completely sure if norway is

with hail and then strong winds and heavy rain. the storm took down power line, damaged homes and knocked down parts of a four-story factory. rain flooded downtown streets and basements of some of the buildings. house republican leaders have postponed a vote on speaker john boehner's debt ceiling plan until tomorrow. that's after the budget office said the plan would actually cut hundreds of billions of dollars less than promised. democrats say the gop plan has no chance of making it through the senate. and here in san francisco, people demonstrated outside the federal building against any cuts to social security or medicare. >> i'm hoping that the democrats stand firm and say that it's time for the rich and the corporations to pay their share. >> there's always compromise. these idiots won't compromise at all, all they want is their way. >> there are reports that congress may have more time beyond the august 2nd deadline.

the new consensus is that the government will not run out of money until august 10th. meantime, governor jerry brown is defending his veto of legislation that would have provided funding for adult day health care programs cut in the latest state budget. brown promised alternatives would be found for those who need it. but many of those who operate the centers say there are no appropriate alternatives for their clients who suffer from brain injuries and other chronic conditions. more pressure this morning for the san francisco interim mayor to run for a full four- year term. the senator is now calling lee to join the race. she says san francisco needs his steady leadership and unifying presence at city hall. there have been a number of other group urging for him to run. most california counties

plan to keep their permanent vote by mail system, even though the state will stop funding the program. more than half the ballots cast last november went through the mail. vote by mail can help spread out the cost and time of conducting since ballot counting can be done before the polls close. several registrars say it would cost more to dishasn't it will system than to keep it running. a man claims he is the victim of a hate crime at this year's san francisco pride parade. police released this video taken last month. it shows the alleged victim naked getting pushed by one man and punched by another. we talked to the 36-year-old victim. police asked us not to show his face to protect him from possible retaliation. >> reporter: you don't remember being hit in the face. >> i don't remember being hit at all. you can see him clinch his fist

well before he strikes and you see him watching. >> the man did suffer a concussion and underwent surgery for a broken eye socket. san francisco police are investigating the case as a hate crime due to his sexual orientation. officers have released a photo of an individual that they believe threw the first punch. take a look. they hope someone who knows about the assault can come forward. well the search for people who opened fire on an east bay regional park officer could pick back up in again. a s.w.a.t. team moved into the area yesterday morning. they searched at least two people who shot at the officer. and they also looked for signs of marijuana growth. now police called off the search in the afternoon and reopened the park trails. and they are analyzing video shot by a helicopter to determine what their next move is. well, some valuable memorabilia signed by a famed san francisco giant has gone missing from walnut creek.

police say this man may be responsible. they say he stole a car on north california boulevard monday with the items inside. it is a silver 2011 sonata with a california license plate. the driver says he mistakenningly left the keys in the ignition. inside the car were bats and balls as well as a jersey autographed. well the nfl lockout is over. and it's back to business for the bay area's two pro football teams. the oakland raiders formally report this morning and they'll be making up for lost time. the nfl labor dispute put the entire season on hold. and the raiders only have 16 days to get ready for the first pre-season game. >> i think the outside world, they really didn't know about the business part. they just like the game, the excitement, watching sports center and the highlights and stuff.

welcome back. now 4:51. and firefighters are up against high temperatures and low humidity as they continue the bat it will wildfire in san diego county. the fire is neurologic the indian reservation. it's burned almost 14,000 acres since it started on sunday. 12 firefighters were treated for injuries, mostly heat exhaustion. a dmv office near sacramento will remain closed for the rest of the week after a driving school student ran into the building. a big hole marks the spot on

the building in roseville where the student crashed into the wall on monday. the dmv says the driver hit the gas instead of the brake. no one was injured. a fiery crash claimed the life of a big rig driver. the accident happened yesterday afternoon on highway 237. the chp is looking into reports that the truck blew a tire. that may have caused it to hit the center divide and burst into flames. eastbound lanes remained closed for almost five hours while crews cleaned up the scene. people complained that a bus stop the attracting crime. they say the three-sided shelter provides just enough cover for criminals to hide what they're doing. so there was a meeting held at the police station and announced that a plan to replace the shelter with one that has more open sides and has better lighting like the new shelters on market street.
