is the word tonight from washington, d.c. about a deal to avoid a first-ever government default. our craig boswell joins us live from washington, d.c. with new details in the debt showdown. >> reporter: heather, good evening. we have had heard that we're still not finished and we're working hard though. an 11th-hour deal could be at hand to prevent the us government from defaulting on hesitate debt. both sides expressing optimism that they will finally be able to break this bipartisan impasse. >> cooperation is theth way forward. >> reporter: a tentative deal between congress and the white house would raise the nation's debt ceiling through 2012 and also includes guarantied cuts of about $900 billion, but in this two-stage agreement, a second debt limit increase would prompt one of three scenarios. first, a bispart zhan committee

would have to identify at least $1.25 trillion savings written in a bill that must clear congress. if not, congress must pass a balanced-budget amendment to the constitution and send it to the states for consideration. if congress fails to pass either the deal under discussion would force across the board cuts to government spending including defense and medicare of at least $1.2 trillion. >> here is the key, whatever that enforcement mechanism is, it has to give both sides an incentive to compromise. >> reporter: compromise has been difficult, and leaders have thought they were close to a deal before. house speaker john boehner has been walk a tide rope in weeks as factions, namely those members with the tea party moment quashed negotiations by demanding more in spending cuts. sometimes people are so firm in their beliefs that they think they have to vote against the debt ceiling increase, even through the major of us in both

republican and democratic parties believe that will be a mistake. the senator majority readerring he would like a vote, but plenty of other lawmakers say there is little chance that would happen. so we're getting basically a fluid situation as we have had all day. we'll have to wait and see and of course, that clock is ticking down to 11:59 tuesday night when all of this has to get done and signed bit president. in the debt ceiling deal fall as part or drags on, one of the areas likely to be hardest hit is the house market. ktvu's job sasaki spoke with mortgage lenders in the east bay. >> reporter: kenner we're in lafayette and we found measured concern posed by the debt ceiling crisis. sundays are open house day in the real estate market. >> this is a catchesman style

and their friend, sarah shourd told the court his clients were innocent and trio was arrested two years ago while hiking along the iran-iraq border. shourd was released on bail and refused to return for trial. officials have not determined how much hazardous material leaked into the soil following a chemical spill at a north bay treatment plant. 11,000 gallons of high concentration of bleach and chlorine leak fraid tank at hennessey water treatment plant in napa county. hazmat crews were able to contain the spill and keep it from getting into i nearby creek and the water supply. >> fremont police are looking for a suspect in connection with a deadly drive-by shooting. it happened about 10:00 last night in the area off peralta boulevard and glenmoor drive. witnesses say the victim was walking when someone dr. drove up in a white vehicle and fired several shots at him of the car then drove off. police have not yet released the victim's identity or a

motive for the shooting. in oakland increasing violence there after a string of deadly shootings overnight. ktvu's patti lee has been talking to residents and community leaders and joins us now from oakland. >> reporter: patti. >> reporter: well there was smock and disappoint at shiloh church as you can see, the sign behind me pastors work closely and often with the community, but also with the police department to keep the violence from escalating. after years of trending in the other direction. just before midnight saturday on sunnyside street a 16-year- old boy was shot while standing outside. he was taken to the hospital where he died several hours later. then at 3:00 a.m., a 26-year- old woman was dropped off at alta bates summit medical center suffering from gunshot wounds and died shortly after arriving a. the 3:30 at 88th and g street a 27-year-old man was shot in the street and later died at the hospital. we talked to a nearby reporter who didn't want to be identified who woke up to the sound of gunfire. >> i didn't see who shot.

i didn't come out of my house. i didn't want to see. >> reporter: we spoke it a pastor at shiloh church, part of a group of faith-based leaders who meet monthly with the chief of police to discuss the city's problems. >> there are a number of contributing factors burb i think more young people are out of work. there is a survival mode that it's sometimes unfortunate to kill or be killed. >> reporter: aside from the fact that all three victim were african-american, they say there is no evidence linking the criminals and don't have any motives or suspects. those three shootings brought the total number of homicides to 70 many morning. as of last year at that time that total was 52. reporting live in oakland, patti lee, ktvu channel 2 news. good samaritans helped to save two people who fell 150 feet off the cliff near stinson beach.

area nine miles south of the san bruno blast site. according to files provided by pg&e to the national transportation safety board, a pin hole sized leak developed along a longitudinal well. under a 2002 federal law such a leak should have led to the entire line being checked for flaws. a pg&e spokesman told us that one employee remembers the leak being on a girth well, the opposite direction and would not require such an inspection. the los angeles police chief is again defending his department after accusing the wrong man in the bryan stow beating. chief charly batts publicly exonerated this man, giovanni ramirez earlier this month when the department arrested two other man in the case. now in a new editorial published in the los angeles times, beck says he still supports ramirez' arrest because it met the burden of proof at time, but writes, "athough ramirez has been cleared of any involvement in

. . the trucking company involve in last month's deadly amtrak train crash in the nevada desert is now countersuing. john davis trucking company says amtrak and union pacific failed to maintain a safe railroad crossing where one of its trucks collided with an emeryville-bound train. six people were killed and dozens were injured.

the judge will ultimately decide if breivik can be held criminal liable. the taliban is now claiming responsibility for a suicide bowling today in southern afghanistan. reports say a man drove a car between police vehicles at building's entrance and set off explosives, sending a dark plume of smoke into the air. at least 11 people were killed, including one child. 12 others were wound and most of those victims were officers. in syria, at least 70 people are dead after a violent attack on protesters. witnesses say military forces opened fire into crowds and residential areas of hama. there is word now that syrian forces have taken control of hama and other areas of the country and are preventing people from getting around. activists believe the crackdown is intended to send a messages to those demonstrators to stay off the streets during the coming holy month of ramadan. russian authorities are investigating a deadly boat

crash on the moscow river. officials say an overleaded motorboat crashed into a docked barge this morning. nine people were killed, seven others swam to safety or were rescued. investigators say the boat's captain and owner who died in the crash had violated regulations three times before, including exceed the limit of 12 passengers. in cuba, new sweeping economic reforms are changing the face of economy and in our reports tonight that a law allowing cubans to buy and sell homes could be enacted by the end of the year. many cubans welcome the move to a more free-market economy. currently 300,000 cubans have entered the private sector, who work out of their homes, yards and even cars. sunglass salesman noel says not even a 35% government tax on profits can temp his enthusiasm. >> it's amazing, he says, before the police would arrest you for this. i was just making enough to eat, but now for the first time i have some money in my pocket.

a similar online bill called the amazon tax recently passed in california. parts of highway 4 in pittsburg and antioch will be shut down attorney general night for construction. starting 10:00 p.m., all westbound labors will be closed. caltrans is working to widen highway 4 through that air. drives will be detoured at the somersville auto center drive exit in antioch. the road should be back open by 3:00, tuesday morning. caltrans paid lay $381,000 fine for allowing storm water runoff to pollute the bay. the san francisco regional water control board cited caltrans for contaminated runoff from work on interstate 680 during the 2009-2010 rainy season. regulators say contractors failed to follow routine practices, to cover piles of dirt with tarps and use straw bales to prevent dirty water

keep a close watch on small children. they are also warning golfers and hikers in the area to not approach or run from the big cat. thousands of bay area homeowners could have to start paying as much as $150 a year for a new fire fee. the phi fee covers more than 800,000 homes in calfire's jurisdiction. it will be upto the state board of forest where i and fire protection to determine exactly how much to charge. the marin independent journal estimates 16,000 homes in marin county would be subject to that fire-protection fee. tens ever thousands of runners hit the streets of the city for this year's san francisco marathon. ktvu's allie rasmus spoke with this year's winner, who almost didn't show up. >> we present the gold medal! >> reporter: third time was a charm for michael wardian of arlington, virginia, who won this year's san francisco marathon after running it twice before and coming in second.

. >> firefighters in nevada are working to contain a fast- moving wildfire tonight. the fire has burned about 600 acres of steep, rugged terrain since it started yesterday afternoon. it is now 4% contained. we're going to go back to these lights in a moment, but first we want to bring you the breaking news. a deal has been reached. we want to listen now to president obama. >>and avoid default that would have been a devastating effect on our economy. the first part of this agreement will cut about $1 trillion in spending over the next ten years. cuts that both parties had agreed to early on in this process. the result would be the lowest level of annual domestic spending since dwight eisenhower was president, but still allows us to make investments in education and research. we made sure these cut wouldn't happen so abruptly that they would be a drag on a fragile

economy. i have said from the beginning that the ultimate solution it our deficit problem, but we balanced. excite what some republicans have argued, i believe that we have to ask the wealthiest americans and biggest corporations to pay their fair share and despite what some in my own party have argued, i believe we need to make some modest adjustments to programs like medicare, to ensure they are around for future generations. that is why the second part of this agreement is so important. it establishes a bipartisan committee of congress to report back by november with a proposal to further reduce the deficit, which will then be put before the entire congress for an up-or-down vote. in this stage, everything will be on the table. to hold us all accountable for making these reforms, tough cuts, that both parties would find objectionable would automatically go into effect, if we don't act. and over the next few months, i

will continue to make a detailed case to these lawmakers about why i believe a balanced approach is necessary to finish the job. now, is this the deal i would have preferred? no. i believe we could have made the tough choices required on entitlement reform and tax reform right now, rather than through a special congressional committee process, but this compromise does make a serious down payment on the deficit reduction we need and gives each party a strong insentive to get a balanced plan done before the end of the year and mostly will it ends the crisis that washington imposed on the rest of america and ensures we will not face this same kind of crisis in six months or eight months or 12 months. and it will begin to lift the cloud of debt and the cloud of

uncertainty that hangs over our economy. now this process has been messy. it has taken far too long. i have been concerned about the impact that it has had on business confidence and consumer confidence and the economy as a whole over the last month. nevertheless, ultimately the leaders of both party found their way to compromise and i want to thank them for that and most of the all, i want to thank the american people teams been your voices, your letters, your emails, your tweets, your phone calls, that have compelled washington to act in the final days and the american people's voice is a very powerful thing. we're not done yet. i want to urge members of both parties to dot right thing and suspect this deal with your votes over the next few days. it will allow us to avoid default and allow us to pay our bills and allows us to start reduce our deficit in a
