good morning. we have developing news that is coming from richmond this morning. there was a double shooting. we're out there live with the very latest. and the extra change in your pocket will come in handy if you ride ac transit. we'll explain. a debt deal from washington, d.c. the vote is expected today. plus the old photograph revealing new information about a pg&e pipeline. the morning news continues. good morning, to you. welcome to monday the first day of august i'm dave clark. >> good morning, i'm pam cook. thank you for joining us. let's check in with steve paulson for a look at the weather. hi steve. >> hello pam and dave and you as well. morning low clouds and fog. they acloudy. santa rosa to concord to

livermore and san jose and oakland and san francisco. everyone is in on this fog and low clouds. once it burns off 60s and 70s and low to mid 80s. here at the toll plaza of the bay bridge a light delay. there is some waiting as you can see. nothing major before you get on to the bridge. also the morning commute looks good on the san mateo bridge and the dumbarton bridge. 6:00 let's go back to the desk. thank you, sal. overnight news a double shooting has taken the life of a young woman in richmond. we're on the scene. this is a live picture. you can see the police officers there. the cameras panning around. the police have blocked off an area of neven avenue and eighth street. this is just across the street from kaiser medical center. they have been tracing the steps trying to find evidence out there. a short time ago police did talk to relatives of the woman. witnesses say someone overnight drove up, shot the woman and shot a man.

there is no word yet on his condition. meantime oakland police are very busy this morning investigating three separate homicides over the weekend that happened within hours of each other. ktvu kraig debro talked to a detective a short time ago. he's back now with new information. >> reporter: i did just speak with a detective about this shooting and the two others very limited information. this particular homicide happened at 9200 block of sunny side. it's a couple blocks west of mccarthur. the young man that was shot here was sitting inside on the back of the pickup truck. you can see the bullet holes right here. following the shooting the young man reason inside his gap mother's place. and then he was take ton the hospital where -- taken to the hospital where he later died. there have been 70 homicides so far this year in oakland. 52 last year. one of those from last year was

actually his brother. his name is narion jackson. 16-year-old najon jackson died. just before midnight. he got a call from a girl and went outside. >> we were all in the house watching tv and we heard gunshots like real like boom boom. a lot of gunshots. and i just started screaming and saying najon is outside. >> reporter: he ran inside the house and was taken to the hospital. he died at a hospital. that is one of the first homicides. the other one happened at 3:00 where a woman was driven to alta summit center. she died at the hospital. a 21-year-old man identified as charles smith was also brought to a hospital and pronounced

dead from gunshot wounds. now the detective i spoke with this morning could give me very limited information. he did say it appears the person that shot najon here on the 9300 block of sunny sidewalked up to him and shot him. that is new information about this one murder of three that happened within four hours saturday and sunday morning. reporting live in oakland kraig debro ktvu channel 2 news. lawmakers in washington, d.c. are going over a last minute deal to raise the national debt limit and avoid a u.s. default. just ahead we will have a live report from our washington, d.c. newsroom on the chances this emergency bill will pass. time now 6:04. the suspect in the bombing and shooting rampage in norway bought chemicals and tools on ebay and used them to help him carry out the attack. they are reporting that anders

breivik used ebay to buy several items. the items include a key bomb making ingredient, a respirator, even a hazmat suit. now ebay has released a statement about all of this saying in part and i'm quoting ebay and papal coordinate with law enforcement all over the world. arraignment is scheduled at 9:00 this morning for the woman accused of break into the san francisco hotel room of alex trebek. she faces felony charges of first degree burglary and possession of stolen property. trebek said he chased moyer out of his hotel room and into the marriott last tuesday. prosecutors accused moyer of stealing cash and jewelry.

she has been convicted twice before for burglary in san francisco. new documents revealing an old problem in a pg&e pipe lane. take a look at the 1988 polaroid shows repair work on a pipeline where a leak was found. it's nine miles from the san bruno explosion site. it was sent to the national transportation safety board with a report that said the leak occurred along a weld. under a 2002 federal law that should have triggered an inspection rob all of the lines in the area including the one that blew up in san bruno. pg&e crews are expected to keep digging up an abandoned pipeline that blew up in san bruno. crews suspended work because residence were complaining about the smell of natural gas. pg&e says the smell did not come from gas but from lingering chemicals in the pipe. the abandoned line used to be part of the pipe system that blew up last year.

you california is are planning to inspect -- crews are planning to inspect the weld there is. it will cost more to ride an ac stan sit bus. jade hernandez tells us about the plans in effect. >> reporter: the change in your pocket my come in handy especially the dimes and nickels. this fare increase is just the beginning. over the next eight years there will be a an increase in three different intervals. today's increase will hit young people the hardest. they will raise a monthly youth pass $5 to $15-$20. basic fare will go up a dime. and basic fare for youth, seniors, and the disabled will go up from $1 to $1.05. >> change is worth something nowadays. you do want to keep that extra dime in your pocket.

>> reporter: walter brown has driven the bus 22 years. basic fare was only 85 cents back then. there is no change in an $80 monthly pass. walter brown tells us this morning his union had to make changes. reporting live from oakland jade hernandez ktvu channel 2 news. napa's red light cameras are up and running again this morning. the cameras have been in place for more than three years but the city recently pulled the plug after its contract with the camera operator expired. drivers do get a bit of a grace period. napa police won't hand out tickets for another 30 days. time now 6:08. the cameras see almost as much

as sal. >> almost. >> i know you are watching the toll plaza too. >> we are. we are watching it dave and pam to see if it's getting more crowded as they approach the time to put the metering lights on. we are getting more of a crowd now. traffic looks good well it looks good in the fast track lanes. also this morning we are looking at the commute in san francisco. that looks very nice approaching the downtown area. no major issues coming up to the 80 split. the morning drive will be okay in the south bay as you can see all the freeways looking good including 101, 280 and 85. let's go to steve. thank you very much. i had a nice tweet from patrick that says there is a little feel of fall in the air. i would agree with that. sure seems like we are in that pattern where it stays cool. sacramento comes in with 14 days in july with a high temp never hitting 90 degrees that is the coolest since back in

1987. low clouds cool maybe some drizzle over there. sunny breezy after that burns off. not much change tomorrow. a little warmer in advance of a strong system dig into the pacific northwest which will keep us cool and quiet. so coast cool inland nice to mild to warm depending on your definition. some people think anything over 65 is too warm. subtle changes. fog, sun. 70s and 80s unless you are really far inland. a lot of tropical clouds got very close. oh so close. thunderstorm activities here. some big bloomers there. most of that should start to head out of to the east now. 50s and 60s on the temps. still a west, southwest at fairfield. even a sea breeze out to the delta. when the sacramento national weather service talks about the delta breeze you know it's in place. look at that system spinning out of the gulf of alaska. the high pressure system works its way west and says i'm out

of here and goes back to the east. lots of fog on the coast. a lot of 70s and 80s inland. 60s to 80s with 70s between. 82 morgan hill. 78 san jose. cupertino 79. 73 redwood city. and daly city only at 60. i think it cools us right back down into the week. down to the wire. why people that work in real estate here in the bay area are closely watching the debt ceiling drama playing out in washington, d.c.. also what is shaking this morning in the bad business empire rupert murdoch? new developments from the fallout of his company's scandal.

welcome back to the morning news. it's 6:13. debate is expected to begin in a few hours on the new deal to raise the nation's debt limit. but with tomorrow's deadline fast approaching, the big question is will it pass in time? alison burns joins us now from our washington, d.c. newsroom. allison. >> reporter: it is still up in the air and after a couple weeks now it's getting bombarded with e-mails from local members of congress about the debt talks. i'm really surprised this morning i just don't have much in my inbox from them. the general sense is everyone here now is reviewing this deal and weighing how they are going to vote. let's take a look at the final

agreement. it would raise the debt ceiling by $2.4 trillion through the 2012 selections. impose $917 billion in immediate spending cuts. set up a committee to identify debt cutting measures starting this fall and in a win for the gop it imposes no new taxes. president obama voiced his support last night but there is still obvious frustration with the bitter battle to get a deal. >> this process has been messy. it has taken far too long. >> democrats are indicating they will vote no. they are worried the spending cuts will target programs that help the poor. one is calling it a satan sandwich. right now we are not sure how much either of those sides might go to try to hold up this deal. reporting live from washington, d.c. alison burns ktvu channel

2 news. 6:15. until the debt ceiling plan passes both houses of congress, a lot of people are worried this morning. there are dire warnings about what would happen if the u.s. defaults on its debt. one of the biggest impacts higher interest rates on mortgages. now here in the bay area real estate experts say that is the last thing they need and want especially when they are finally seeing some turn around in the housing market. >> to be so low in combination with house prices being low, there is a lot of great opportunities out there and of course this will stall the economy even further if they don't get this thing figured out. >> congress and the president have until midnight tonight to get a debt deal passed and sign. ed. herman cane has won the straw poll at the western conservative summit. conservatives meeting in denver gave cane a decisive victory. 48% chose cane as their favorite republican candidate. rick perry who is considering a run came in second place.

former pennsylvania senator rick santorum came in third place. now republican presidential candidate john huntsman is accused of running a negative campaign after pledging he would not do that. at former utah governor has been taking jabs at mitt romney saying that romney has down played parts of his record. huntsman has also been critical of president obama. his news corporation appointed a new chief executive for the italian pay tv broadcaster sky italian. andrea replaces tom. he took over a newspaper operations in england last month. trying to rebuild credibility after that phone hacking scandal that brought down the tabloid news of the world. a church in stockton has a new way for you to pray and you

don't have to get out of your car. the calvary first assembly of god is offering a prayer drive through service. a member of the church coming up to your car they pray together and the person drives off to continue their day. pastor larry russ says these are busy times but people are in need of prayer. >> a lot of people have been praying for finances, their children, marriages, foreclosures, their physical need. >> pastor russ says he wants people to know they have support in these tough times. even if they aren't making able to make it all the way into the church. >> it's the thought. time now 6:18. we are thinking about 880 and how the commute is going now. >> we are thinking about a lot of the commutes dave and pam. we do have we've had one of the twitter followers tell us about a problem in sunnyvale and we are looking at it here on matilda avenue off ramp this

truck didn't make it on to the freeway and some fuel spilled. you can see the tank there was damaged. now the truck obviously couldn't move after that and they've had a rough time getting it out of the way. so this is going to be a problem for you if you are on matilda avenue. they also have hazardous materials crews ready to clean up all that fuel as soon as that truck is removed. again this is on the matilda avenue off ramp from southbound 101. it's not effecting the freeway but there is quite a bit of activity here in sunnyvale. also the morning commute will be okay if you are driving on interstate 880 north and southbound. traffic is moving along quite nicely. and the morning commute looks good on 101 and san jose. 6:19 let's go back to steve. thank you, sal. on this monday morning we have low overcast. what is new? it looks like we've had gray over the bay. i have been saying that every

morning. the low cloud deck continues to hang out. it's very strong this summer. when you get it may, june, july and into early august that is not a pattern changing much. a lot of the tropical clouds very close. just didn't quite make it. but maybe up in the sierra if you are up there again today. 50s and 60s on the temps. everybody has cloudy skies. at least that is the observation here at 6:00 in the morning. that low coming out of the gulf of alaska is really impressive this time of year. it will give us a continuation of a low pattern. low clouds and sun. 50s and 60s koas. 70s around the bay. low to mid 80s inland. maybe a little bump up in advance of that low coming out of the gulf tuesday and wednesday. >> thank you, steve. 6:20 is the time right now.

chevrolet dealers are installing solar powered charging stations. the extended range electric cars will be able to plug into green zone power stations. gm says the solar power stations will -- one of the first stations to be completed is in modesto. the cheesecake factory will roll out a new menu. company says its skinny luscious menu will feature 40 items from entrees to desserts all from 600-calories each. they will be featured on a tall thin menu. all 150 restaurants will have the new offerings by september 15th. >> why were you looking at me? >> i love the cheesecake. >> i need the skinny luscious. putting the pedal to the metal. we will help you wake up to the highlights from one of the loudest and fastest sports anywhere. the owner of the los angeles dodgers is getting

good morning, traffic is going to be effected here by a truck accident and a fuel spill on the off ramp to matilda avenue 101. you can see the truck got into a trash with a car. i'll tell you more how this is effecting traffic coming up. > look at this large dust cloud covering phoenix, arizona this weekend. the third time in a month this dust cloud brought thunder and lightning to the area about 6:00 yesterday evening. national weather service says the dust was 3,000 feet high about 30 miles wide. remanence of tropical storm don is moving through meaning there could be a good chance of storms today and tomorrow. it is both fast and furious an estimated 80,000 drag racing fans filled their need for speed in sonoma county. for those not familiar with the sport it's bump pumped with

heart racing activity. it's the 24th year of the event and the second most popular at infineon raceway. >> i remember a little bit when i was younger. i just wanted to experience it as an adult. >> if you have never been to race especial lie here it's an adrenaline rush. >> organizers say the annual drag race generates millions of dollars for the local economy. sonoma was 13th stop on the circuit. drivers now head to seattle. 6:26. lowe wolf that owns the oakland a's has another advice for the team owner. he's encouraging them to sell the team. he warned that frank should not have launched a personal attack on bud sealy. they also support bud's actions and haven't spoken out pubically.

tiger woods is coming back. he's return to golf by playing in sydney, australia. tiger is confirmed he will start for the at the bridge stone invitational in ohio. this is a sign it looks like he feels confident he's fully healed and expects to play in the's cup. loyaller has fallen to world 28 in the rankings. family of the late singer amy winehouse is setting up a drug rehab center in her honor. they are meeting with british political leaders to build a center to help other young people. amy winehouse that struggled with drug and alcohol addiction was found dead in her home in london nine days ago. toxicology results couldn't determine the cause of her death. the two uc berkeley grads held in iran for two years may

your screen dow jones shooting up. about 88 points. will it last? we had a pretty good week -- we had a pretty bad week last week. dow jones already up more than 100 points. it's time now 6:30 we say good morning. thank you for joining us on the ktvu morning news monday august 1st i'm dave clark. >> and i'm pam cook. this morning congressional party leaders will present that debt ceiling plan. the deal that was reached over the weekend to their members. at this point no votes are scheduled but the senate is expected to act first and then the house. president obama announced the deal last night after a tense weekend of bargaining. bay area congresswoman barbara lee says she wants to read the fine print before deciding how she will vote. >> i have to say that too often we are asked to vote on legislation where we haven't had an opportunity to read it. so i definitely want to read exactly what is in this deal.

>> the deal has to pass both the senate and the house then be signed by the president before midnight to prevent the u.s. from defoughting on its -- defaulting on its financial obligations tomorrow. family members and friends of two shooting victims are at a crime scene in richmond. a young woman was shot dead while a wounded man was rushed to the hospital. ktvu allie rasmus has been out there all morning with the very latest on what happened out there. >> reporter: according to richmond police lieutenant the 23-year-old man that was shot is in critical condition. he was in a car with a 25-year- old woman at the time of the shooting. the woman was also shot and however she was pronounced dead here at the scene. this all happened just before 3:00 this morning. richmond police say the man and woman were driving into this apartment complex when the shooting happened. the complex is on eighth street on neven avenue. investigator tours are still

trying to -- investigators are still trying to figure out the exact scene of events. but as they were driving in someone opened fire then the victims car accelerated into the complex and crashed into a dumpster inside the parking lot. now again that 25-year-old woman died from her gunshot injury. the 24-year-old man is in critical condition. police say he was shot in the head. now the friends and family of the young woman who died here have been gotherring out here since early this morning. they can't figure out who would do this and why it would happen. >> rose was a good person. she stayed at church. she did what she needed to do. our community is messed up, you know. it's another state of emergency. >> reporter: now according to family members the young woman who died has four kids. all under the age of six. family out here says the children are with other family members this morning. they also said the young woman lived in this apartment complex

you are looking at. richmond police homicide detectives are inside the complex you can see them off in the distance. they have roped off a good portion of the parking lot as part of the crime scene. they are off in the distance talking to some of the neighbors and trying to see if there are any witnesses. anyone out here who may have seen or heard what happened in the moments leading up to the shooting. live in richmond allie rasmus ktvu channel 2 news. time now 6:33. right now oakland police are searching for a driver who's car knocked down a light pole and a fire hydrant. take a look at the scene about 3:30 this morning. this is right near 77th and international boulevard. police say when they got there the driver of the car was gone. firefighters shut off the water. east bay mud crews tapped off the damaged fire hydrant. if you have any information about what happened out there call oakland police. an iranian court is expected to announce the fate of two uc berkeley graduates charged with spying. the trial of josh fattal and

shane bauer ended early. fox news news released this new video from tehran inside the court. iranian police arrested fattal and bauer along with sarah shourd two years ago. shourd attended a weekend rally in new york city. >> shane and josh are two innocent men. two compassionate, beautiful people. >> iran released shourd on humanitarian grounds. the three uc berkeley graduates say they were hiking and got lost at the time of the arrest. iran claims they were spying. emergency workers at a north bay water treatment plant are trying to figure out how much hazardous material may have leaked into nearby soil. on saturday 11,000 gallons of high concentration bleach and chlorine mixture leaked out of

the water treatment plant. hazmat crews said they were able to contain the spill. thousands of bay area commuters are paying more to ride the bus this morning. ktvu jade hernandez is here now to tell us about ac transit and some fare hikes that start today. jade. >> reporter: we spoke to an ac transit operator that told us he hasn't heard any complaint about the fair increase but it is effective so that means dimes and nickels are important as you get on any bus. ac transit has been struggling. it's one of the reasons why they have implemented this fare increase. they site sales tax, state take aways and rising labor talks. we spoke to an ac transit operator who started his career 22 years ago when basic fares were only 85-cents. now he says this is just the beginning. as of may the district announced plan to adopt three more fare increases over the

next eight years. so having change in your pocket may mean the difference getting to where you need to go and staying home. >> we can't get around it right now. everything is going up. the price of fuel is going all. they have to -- we had three unions that gave in on concessions. we are doing our part. >> reporter: today's increase will hit young people the hardest. ac transit will raise the monthly youth pass from $5 to $15-$20 a month. basic fare will go up $2.10. reporting live until oakland jade hernandez ktvu channel 2 news. today people in minneapolis will park the fourth anniversary of that deadly bridge collapse by dedicating a memorial to the victims. the memorial includes 13

pillars. each with a name of a person who died. 145 others were hurt when the bridge collapsed during the evening hush hour. federal investigator tours blamed a design flaw in the bridge. let's go to sal. what is happening there? >>day and pam on north pa till da avenue. there is a truck that came off the freeway. came off that ramp there. didn't quite make it off the free. there is also a little bit of a rock embankment there. he went over that and had to get the rocks underneath. this is becoming a tricky situation. so this huge bolder you are aware of some of the rock embankments they have on some streets had to be pulled up. it turned into a very long

operation. if you are on north matilda avenue you still have the fire department and crews there. the police have blocked off and put you on a side street there. that is highway patrol. it's a good idea to stay off of north until the avenue crossing. if you want to get up to southbound 101 you can see some cars are allowed to do that. let's take a look at 237 not too far away westbound if you are highwaying out to sup any vail you see stop and go traffic. contra costa county traffic will be a little slow on highway 4. 680 from concord to beautiful walnut creek, california is looking good. hello steve. thank you, sal. good morning. low clouds and a big fog bank. what is new? does it feel like there is a little fall in the air? it kind of does. nature shows sign. we have been in a cool pattern.

i decent see any change there. low clouds. everybody says cloudy. fog is kind of late to the party for santa cruz county but it looks like it's filling in now. fog, sun and breezy by noon. there will be fog just hanging out over by the coast. low clouds and fog making another strong serge. it's a cool pattern. cool by the coast. nice inland. it's not that warm. yes, we do get mid to upper 80s if you are well away from any fog influence. very subtle influences. wrapping around the high and blowing up. also san joaquin valley. missed us though. you can see us off in the distance. that will move toward the east as a strong system digs in. 50s and low 60s on your temps. still a delta breeze. actually from the golden gate to vacaville there is a strong breeze. look at that system. from this time of year there is

another wow. out in advance of that we might warm up. when that system moves in that will bring temperatures right back down. we are caught. mainly the stronger portion of that is the low that comes in. there is lots of fog and low clouds to deal with. a lot of 80s inland in locations that should be in the 90s. fog and then sun and breezy. 88 clear lake. 72 petaluma. napa at 76. richmond 68. travis and fairfield only 82. upper 70s to low 80s for the 680 corridor. 60s and 80s for oakland and berkeley much of the locations along 880. upper 70s and low 80s. and then a lot of 70s on the peninsula or 60s on the coast. so it's a cool pattern. maybe a slight warmup inland. i don't see much change on the coast at all. if we head toward the end of the week another cooler pattern. there is a new marketing campaign for a struggling bay

shooting. kraig debro joins us now to talk about youngest victim of a violent weekend in oakland. >> reporter: pam, good morning. it's also the scene of the first homicide. we will show you the memorial to the young man in a second. first i wanted to show you the bullets that hit the young man didn't just stop there. there were bullets flying all over the place. back of the subaru has been shot out. najon jackson was visiting a woman he calls his grandma. his grandma seems resigned only to deal with the death not necessarily who and why. >> all i know is he didn't make it. >> reporter: a grieving woman talks about where to go and what to think about what happened to the boy she called her grandson. he was killed on the street outside of the woman's home. bullets shattered car windows and left holes in the car window. a girl called najon asking him

to meet her outside. and then someone walked up to him and shot him. we spoke to another young man this morning about how he avoids becoming a victim tim. >> most of the time i try to stay out of the way. stay out of the streets. stay out of trouble. >> reporter: three hours after he was shot and killed a 26- year-old woman suffered gunshot wounds. she died at the hospital. 30 minutes later a 21-year-old man from oakland identified as charles smith was shot in the 900 block of 87th avenue. he also died at hospital. friends say he had been attending a party on that block when he was shot. one of those that were shot and killed was a man named nario jackson. he was just 18. reporting live from oakland kraig debro ktvu channel 2 news. time now 6:47.
