our time now, 7:00. we're gonna start with the developing story. we've been watching this story for a couple of hours. police are still at the scene of a deadly double shooting. it actually happened right across from kaiser medical center. a woman was shot debt. a man who was also wounded was rushed to the hospital. allie rasmus is back now with the very latest. and i know you talked with the friends of the victim. >> reporter: that's right, dave. richmond police say the shooting happened at 3:00 this morning at this apartment complex. this is 8th street. right behind kaiser medical center. you can see police have closed off a portion of the street as they begin their homicide investigation. a 25-year-old man is shot. he's in critical condition. a 24-year-old woman was also shot and pronounced dead at the scene. police say the man and woman were driving into the apartment complex when this shooting happened. let's show you the view. in that shot, you can see the

car, the victims were in, it's the bluish-gray caught sun -- datsun. police are still trying to figure out the sequence of events but then say at some point when they were trying to enter the -- at some point when they were trying entered complex, gunshots were fired. friends and family of the young woman who was killed since early this morning mourning her death. >> it's sad. now the kids will be raised with no momma. she was a sweet lady, church lady, feeding kids whenever she could. she was like a how ma. -- momma. >> reporter: you were looking at the view of the car that the two victims were driving in when they were shot. again, this happened just before 3:00 this morning. now, friends of the victim say

she leaves behind four children of her own all under the able of 6. friends say those children are with other family members. they also say the victim, the 25-year-old woman killed out here, lived in the apartment complex. and right now, homicide investigators are on the scene. a short time ago we saw them go into the apartment complex, where presumably they are talking to some other residents. trying to see -- they are trying to see if anyone saw or heard anything that led up to the shooting. back to you. >> thank you. right now, oakland police are searching for the driver of a car that smashed into a light pole and fire hydrant. this is near 77th and international boulevard. when police arrived, the driver of the car was gone. the firefighters shut off the water. the damaged fire hydrant was capped off. if you know anything about what happened here, contact oakland police. also, one of the two men suspected in the brutal beating of a giants' fan, bryan --

stow, is due in court this morning. louis sanchez is expected to be in court this morning. marvin norwood is the other suspect in the case. bryan stow is still in the hospital with a very serious brain injury. starting this morning it's gonna cost more to ride an ac transit bus. jade hernandez is live to this morning to tell us about the fare increases that are going into effect right now. good morning, jade. >> reporter: good morning. oh, what a difference a nickel or a dime in your pocket makes. it's the difference between riding ac transit or not today. as of today, riders will pay more and they will pay more by 10 cents or 5 cents depending upon the fare. this is video of broad way near 14th. now, ac -- broadway near 14th.

now, ac says the district is struggling. so back in may, the district approved this and three others over the next eight years. ac transit will raised monthly dues pass, $5, from $15 to $20. basic fare for use for seniors and the disabled will go up to 1.05, from a dollar. we've spoken to a driver who has driven a bus for 22 years. he remembers when basic fare was only 85 cents. >> well, change is worth something nowadays. you do want to deep that extra penny in your pocket. >> reporter: just to note, there's no change in the monthly fare pass for regular adults. that's $80 a month.

alone feels like a victory. but congress still has to vote on this. >> this agreement won't make every republican and democrat happy. but both parties gained more ground than they wanted to. >> reporter: this proposal, the first is cutting about $120 trillion in spending over the next years and raising the debt ceiling by $900 million, the second establishes a committee to decide on another $1.5 trillion in cuts to be voted on by the end of the year. >> there's now a framework to review that will ensure significant cuts in washington's spending. >> reporter: the president says everyone has been forced to give a little, to get a little. the president and democrats got a long-term deal that's good until 2013. but objections are expected from several corners, including republicans on toesed --

opposed to defense cuts. >> i really feel we'll jeopardize this if we're looking for the defense department to pay the major portion of this deal. >> reporter: the vice president is coming today and he will meet with the house and senate democrats to try too convince them this is the plan they need to support. you will see similar meetings in the house and senate for republicans. the goal, if everything goes well, would be to see a vote in the senate. but i think every lawmaker on capitol hill has learned to expect the unexpected. but at this point, they have until midnight tomorrow. back to you. >> thank you. we want to take to you wall street. really interesting morning. take a look. we're in the middle of a big selloff right now. at one point we saw the numbers up more than 100 points. stocks initially rallied of word about the debt-deal agreement. we're just guesting activity from the manufacturing that barely drew in -- grew in july.

that's $50 -- 288,000. that's $50,000 more than the outgoing city administrator. people are not happy about the deal, after pay cuts are put in teeth -- put in effect. an addiction to x-box is blamed for the death of a 20- year-old man. the family of chris forth says he was involved in a r marathon session on his x -- in a marathon session on his xbox when he died. his family is now launching a campaign to raise awareness about the health risks associated with video games. 7:18. more than 80 teachers in atlanta admit to helping students cheat on standardized tests. a teacher in philadelphia told her local school blob she

welcome back. there's a new report that claims that eating a hot dog can be as dangerous as smoking a cigarette. the physicians committee for

responsible medicine unveiled this billboard in indianapolis. it reads "warning -- hot dogs can wreck your health." they want people to know there are health risks with eating processed meat. they cited that eating processed meat raises the challenges of -- chance of developing prostate cancer. well, later today, the cheesecake factory will roll out a new menu. they call it the skinny-licious item. entrees, ul and you 600 calories -- all under 600 calories each. some public health officials are praising them for adding these items while others say the company should get rid of the high-calorie foods it also creates. 7:23. a new fire feed could come at a cost at an extra $150 for thousands of bay area homeowners. the fee could cover more than 800,000 homes located in the

jurisdiction of cal fire. this includes about one-third of the state, including the sierra foothills an the mountains from the -- and the mountains from the oregon border. governor brown signed the order earlier this month. it's expected to bring in money to help fight wildfires. opponents call it a cash grab by the state. hey, sal, still have that mess in sunnyvale? >> we do. as a matter of fact, we are looking at the mathilda offramp. it's still closed as they try to figure out how to clear this patch of, i guess, hazardous material. it was diesel from an earlier accident. they are still out there. they are making progress. they did say this was gonna be cleaned up by 7:00. they were a little bit off, as you can see. they still have to sweep it up and the then the -- and then the sweeper will come in and do the final work. it will be close -- closed for a while.

avoid mathilda avenue. eastbound mathilda, the cars right there is still doing okay. but the southbound ramp is still closed. fire crews are still there making sure everything is in hand. westbound 237 traffic is stop and go now. as you drive to zanker road, it looks like there could be a problem there because the traffic is a lot closer -- slower than it usually is. watch out for slow traffic. >> if you are driving in concord, southbound 680 looks good to walnut creek, east shore freeway moving well, westbound on the incline section, we have some slow traffic there. 7:25. >> a lot of low clouds, temperatures will stay stuck, a lot of 60s by the coast. 70s. only 80s inland. very, very few 80s. san jose, overcast, 61 degrees. low clouds and fog mean another cool day for much of san jose. some people love this.

talking with one of the victim's grandmother who believes her grandson was targeted. kraig? >> reporter: good morning. we're on sunny side, about a block west of macarthur. here's the memorial for the 16- year-old boy who was shot and killed just before midnight on saturday night. the 16-year-old was out here just before he was -- came out here -- he had gotten a call. police say it looked like someone got up and shot him. his grandmother and others were up at 7:00 this morning taking care of the memorial. the family now says that i was set up. short slip before midnight on saturday, he got a call from a girl asking him to -- shortly, before midnight on saturday, he got a call from a girl asking him to come outside. and the shooting was a retaliation for something that happened earlier at a party.

>> this boy slapped someone and i guess jawan must have said something to him. >> reporter: now, the girl who made the call actually showed up at his memorial. three hours yate later, a 26- year-old woman suffering from a gunshot wound was taken to alta bates. she was pronounced dead. and then another shooting on 2nd avenue and g. friends say he would be attending a party there. someone took him to the hospital. if you take a look at the pictures here, i want to identify some of these people. this is najan. this is his sister and his father. his father's birthday was saturday. they didn't have a party but his grand mare says it's sad he died on his own father's birthday. kraig debro, ktvu channel 2 news. >> thank you, kraig. police patrols in santa cruz are increasing after 50

cars were vandalized. those suspects could be charged with a hate crime. at least six of those cars have swastikas and other hate symbols pointed on them. dash painted on them -- painted on them. police say it happened between 11:00 p.m. on friday and 1:00 a.m. on saturday. no evacuates have been arrested -- no arrests have been made. coming up at 7:45, we'll bring you a live report from los angeles on that bail- reduction request for one of the suspects in the bryan stow beating case. 5-year-old lucinda hours is facing felony charges of -- 56- year-old lucinda moyers is facing felony charges for breaking into alex trebek's

hotel room. he told police he chased her out. and during that chase he ruptured an akill's and -- ruptured and achille's and is on crutches. the suspect has been convicted twice of burglary in san francisco. and doors breivik used ebay to -- anders breivik used ebay to buy his supplies for the killing attack he went on. ebay released a statement in part saying -- new documents reveal an old problem in a pg&e pipeline. this 1988 polaroid shows where

the leak was discovered. it's nine miles from the crash site. this was sent to the ntsb with the report. according to a 2002 federal law, that should have triggered an inspection on all of the lines in the area, including the one that exploded in san bruno. this week pg&e crews are expected to continue digging up an abandoned pipeline near the san bruno site. crews worked on saturday because people were complaining about the smell of natural gas. pg&e says the smell did not come from gas but from lingering chemicals. crews are planning to inspect the welds on it. 7:34. there's record this morning that some chain stores are shopping for approval from san francisco voters. target, petco, chase, they are looking to enter or expand into the city. but they have to get special approval from the planning department and the community. now, since 2006, the department has been responsible for

approvalling the permits -- approving the permits that the company as i ply for. we're hearing target is not facing much opposition for the two new locations. there are some residents that worry that pet doe and -- petco and chase may not be good for local businesses. pleasanton is the first city in the nation to use microwave technology at intersections to protect bicyclists. the new technology, intersector, has been used at traffic signals. this technology used as a sensor to detect bicyclists and also to trigger signal lights. the results done were so good, there's plans to install four more of these. napa's red light cameras they are up and running again this morning. those cameras have been in place for more than three years. the city recently pulled the

a large cloud of dust covered phoenix this time for the third time in a month. it brought thunder and lightning to the area around 6:00 p.m. yesterday. the national weather service says the gust was 3,000 feet high and 30 miles high. remnants of tropical storm don is moving through the area, meaning there is a good chance for storms today and tomorrow. the government's expanding its investigation into faulty wheels on some sedans. and helping them go to rehab. what the family of amy winehouse is doing today to help others following the death of the award-winning sicker. -- award-winning singer.

welcome back. 7:44. interesting morning on wall street. here is a live look at the big board. dow currently down 42. initially, the dow rallied up 139 points after news of the debt deal, tentative debt deal but we've seen it dropping ever since some key manufacturing numbers came out. those. figures that came out 30 minutes ago show manufacturing activity barely grew in july falling to the lowest level since july 2009. that was a month after the recession officially ended. it was down 53% from june. an. lists have been skittish about the manufacturing sector of the economy in recent months. hsbc has 400 u.s. branches,

including five, in the bay area, and they will cut 25,000 more jobs. one of the suspects in the bryan stow case wants his bill lowered. gigi grasiette joins us live. >> reporter: good morning, from downtown los angeles. yes. at 8:30, sanchez and his attorney are expected to sit before the judge to ask him to reduce that $500,000 bail arguing it's simply too high for the charges. the prosecution, they have their argument and will say this was no simple assault on stow. they claim that sanchez and norwood almost killed stow, simply because he was wearing that giants' t-shirt at the game. they will argue the bail should be hire. but -- should be higher. legal anna siss say the chance of -- analysts say the chances of having his bail reduced are slim.

the other defendant was in court last week asking the same thing and the judge said absolutely not and sanchez faces more charges because he's charged with attacking another couple that same day at dodger stadium. chances -- chances are slim we'll see the bail reduced. this is fairly routine, lawyers fighting for their clients to have their bail reduced. that's the latest. we'll be in court this morning to see what happens. >> thankthank you for that report from los angeles. the federal government has added the mirror cuery milan of investigation of reports of wheel studs breaking off on 2010 model ford fusion sedans. that investigation affects more than 300,000 vehicles. there are no reports of any serious crashes. wheel studs are the bolts that hold the wheel to the car.

a northern california chevy dealer is one of the firstment country to install a charging station for the volt. the electric cars will be able to plug into what chevy calls green zone power stations. gm says the solarred-powered station will generate enough electricity for 4500 cars to charge up every year. the only other station finished already is in michigan. 7:47. scientists have unconstructed what they call a map that is helped to identify disease- causing variations. it's the first time they've used this data with african- americans to create the map. most maps are created from european an crestry -- ancestry. family of the late singer amy winehouse is in talks to set up a drug rehab center in her memory. her father is meeting with
