little chill and after that sunshine does look a little warmer. i am having a hard time buying into it, 70s and some low-to- mid 80s closer to the coast. sal? >> reporter: traffic on interstate 80 driving to oakland doing well, driving 680 pass the mission in fremont, let's go back to the desk. we are following a developing story and there is a police investigation on interstate 580. that is where alley is to tell us about what is happening, alley? >> reporter: chp just opened all westbound lanes near 180th avenue and that's why we had to move because it was no longer safe for us and as you mentioned, there is a criminal investigation on interstate 580. you are looking at live picture

where you can see a flatbed truck that was towed away and they took this car to a hanger type area. we believe it is a substation for alameda sheriff's officers and we have learned from seafood restaurants this -- from chp this was part of a shooting and we don't have a lot of information about that shooting but we learned chp was called to help assist alameda sheriff's officers to block off traffic as they started this criminal investigation. and again that criminal investigation had to do with some sort of shooting and a lot of it centered around that car that was on the side of the road. that is why chp blocked off two lanes and those lanes have since reopened and we understand traffic is moving smoothly on 580. we will bring you an update

later in the show. ktvu channel 2 news. a search continues this morning for a man who reportedly kidnapped a teenage boy from the antioch barbershop. the kid is now safe and sound and it all started with an armed robbery in broad daylight. i have called antioch police and we know there was an armed robbery and a kidnapping at al's barber shop. we don't know how the teen got away from an armed and dangerous man. police canceled the amber alert after confirming the 16-year- old had been in contact with his family. it all started after a man entered the barbershop but he was not looking for a haircut.

>> he ordered the owner onto the floor and ordered car keys and a wallet as well as cash. >> reporter: well that was -- while that was going on hasaan ford was running an errand for his sometimes boss as he was returning he was leaving and we spoke on the condition he would not air his face. >> at that point he was told to start the car up and drive and he said if i made any move he would kill hasaan. >> reporter: he was extremely concerned for hasaan's safety and he took off with the license plate frames. he is described as a 25-year- old black man and i am still trying to talk with the family about how hasaan ford got away.

ktvu channel 2 news. this morning the senate is set to vote on the debt ceiling legislation and that's after it passed in the house last night. coming up at 615 we will have a live report with what they are doing to prevent the government from default. it was made by wounded congresswoman gabrielle giffords last night who surprised everybody by walking to the house floor. [applauds] >> it was an incredible moment, there she is right in the middle with glasses on. it is the first time since she returned to the u.s. capital after being shot in the head after a meeting in the arizona district back in january. colleagues lined up just to hug and touch her. congresswoman gabrielle giffords voted in favor of the legislation. back here an agreement is

expected to be formalized tonight over a distribute over 600 acres of land in the san jose. they have been battling over an area known as cambridge 36 campbell will get the land and san jose will get $1 million. 1,000 people live in the 36 area. the cost of catching a cab in the san francisco area is going up. the transportation agency will consider raising the rates by 40 cents. they will consider issuing more than 80 taxi medallions. most oppose it saying it will hurt business but they have called off an all day strike that was plan ford today. a soldier has been returned

slope road. when they got there they found jessie suffering from stab wounds. he later died at the scene. if you have any information call the police department. they are considering pipeline testing in the wake of the disaster. now the testing involves filling a pipeline with water to find any leaks. a community meeting about the testing will take place at 5:30 tonight at the crystal springs golf course and another meeting is scheduled in san mateo. we are trying to let you know traffic is doing well around the bay area and if you are trying to leave the house 237 what a nice drive that is continuing out to highway 101 so you may want to get on the road before it gets crowded. let's look at interstate 80 if

this activity. a "k" tv u reporter is on the scene and we will have a live report coming up. a man who confessed to killing 77 people in norway shooting rampage is making some strange demands. yesterday his lawyer said his client has a list of two returns, the second one is for norway's government to resign and he said if the demands are metal give up information about the terror cells he claims will be carrying out even more attacks. a big test for the deal to raise the country's debt limit and k tv u allison burns is in the room to find out whether they will pass it in time to meet the deadline. >> reporter: they are been reporting that the government would run out of money if congress did not raise the debt

plans for his 50th birthday were put on hold and now the party is back on. jennifer hudson are scheduled to perform at the fundraiser party and his actual birthday is august th. new concerns at usc -- u-c- berkley. the building has a poor seismic rating. they are wondering why the university is taking students out but letting them stay in their offices. golden gate fields will soon be home to a new research lab. as we told you last month, the lawrence berkeley international is eyeing the horse racing site for a second location and now a community meeting and five other areas are being considered.

towards southern california, temperatures are really cool. a lot of low 50s in the north bay and also south bay. just a series of lowers and it keeps us relatively call. low-to-mid 80s and 67 close to the coast and warming is a one day event because tomorrow back to more of the same, we are leaning on getting cooler towards the end of the week and the upcoming weekend. back to you. we have evidence of a weaker economy, americans cut their spending by 2 / 10th of a percent in june. it inched up barely 1 / 10th of a percent. many people are using their smart phones to shop and target

of our reporters can tell us about this serious activity. what can make your brain age as much as ten years faster, blood pressure smoking and obesity. researchers found people with those problems had smaller brains and diminished brain function later in life. they are hoping people with these problems will get treatment sooner. they have notified their patients that medical records have been stolen. the hospital has fired an employee who stole the records of 1,500 patients. only 1,500 of the documents contained this information. mills says it does not appear the records were used to steal identities but they are offering to pay a year of identity theft protection for

well right now it is 6:30. we are watching that area, a lot of police activity right near a wall greens store. what is happening, what do you know? >> reporter: well just in the last 15 minutes, we were at westbound 580 for a shooting that happened there and now we move to 14th street and we have been told by one of the officers there is an active shooting investigation here and you can see they closed off a portion here. this is east 14th street and let's show you the surveillance video which is live over the scene right now. they confirmed they are investigating a shooting that happened here and we are still waiting for the public information officer to release more information about the circumstances of that shooten and we don't know -- shooting and we don't know if anybody was involved or injured.

we don't know if this shooting investigation is connected to the one that happened earlier this morning. chp earlier blocked off lanes of traffic on westbound 580 just near the 150th avenue x its. they block -- avenue x its. -- avenue exits. they are trying to see if these shootings are connected. they towed the car away and we do not know if the crime scene on the highway and the crime scene here are connected but we are waiting to get more information. alameda's public information are expected to be out here shortly and we will be right back, ktvu channel 2 news. one of the key witnesses in the bryan stow beating case has died. matthew lee was with bryan stow

the night he was attacked outside dodger stadium. according to the news lee died sunday to an allergic reaction to nuts in his salad. meanwhile the two suspects appeared in court. sanchez asked for his bail to be reduced. the judge postponed his request when they are both due back for their arrangement. they released new details of the attack. sanchez surprised bryan stow from behind and punched him in the side of the head. he tells authorities he immediately lost consciousness and fell to the ground. cities across the nation will be hosting block parties and hundreds will take place in the city of oakland. just a year ago they included barbecues and other events,

this year it is aiming at several. they are looking to make neighborhoods become safer. one oakland family is struggling with the death of a loved one, somebody gunned down 21-year-old charles smith on 87th and g-street over the weekend. he leaves behind a one-year-old daughter. now his death comes only seven months after somebody shot and killed his 15-year-old brother outside of a supermarket. the battle over the u.s. debt limit could be done by today. coming up at 645 we will hear more about the silicone valley on ways to increase hiring. the creamery has been a long time staple and they are

considering expanding to lafayette. we just spoke to a lafayette city council bent about the proposed -- member about the proposed move, does he thinks it is a good idea? >> reporter: we have heard fenton's would like to expand right here in lafayette but one of the problems could be as simple as parking spaces. fenton's creamery is looking for a location but what is it going to take to do so in lafayette. they are exploring and they would reopen them in a former park theater that would shut down in 2005. the issue, the area has fewer parking spaces in what they would require these days. fenton's would need 62 parking spaces and right now they only

are watching the whole south bay area. >> we are and we are watching the north bay but we will start off in the south bay and we will check out one of the barometers on the commute on highway 237 and it is not all that bad. so if you drive this way every day and try to get on to 237 it should be looking pretty good. looking a long 880, 580 is also good getting out to the lakeshore area. they will be slow and by the time you reach pets and you will see a little bit of slowing. if you are driving in antioch that is where the traffic is let's go to steve for more on weather. one of the projections was like 90s and i am like, well what the heck are you looking

. well,good morning to you, here is a look at some of the top stories, police are still on the scene of a shooting at east 14th street. look at pictures. we don't have any details and police have not said whether this investigation is linked to another shooting on interstate 580 earlier this morning. a key witness in the bryan stow attack has died. l.a. times is reporting matthew lee who was with bryan stow at the

time died from an allergic reaction to eating nuts in a salad. they are not clear how lee's death might affect the prosecution's case. they will be raising the national debt ceiling at 9:00 this morning. that bill passed in the house and president barack obama has said he will sign it. the president holds the first jobs' meeting and the group is looking for ideas on silicone valley businesses for how to create more jobs. they are looking for more solutions in both private and other sectors. the work stoppage on the new control tower at oakland international airport could go on through the end of this month. nonvital services are on hold because congress has still into the proved funding for the federal aviation administration. it would have given the faa

funding and it has failed. they have uncollected airline taxes if the issue is not resolved until next month. chp called off an amber alert which was for a 16-year- old boy reportedly kidnapedfrom a barbershop. we still don't know how the young man was able to get away from the alleged kidnapper. >> reporter: that is why i have called the police to see if they know how the young man got away. they are not saying they have spoken to him or if he was at home. it all started yesterday afternoon. it is not unusual to have an armed robbery in any part of the bay area but what is unusual is for an armed man.

it was 3:15 and while hasaan was going for batteries, his boss was being robbed. >> he had oversized jeans and he meant business. >> reporter: after the suspect got the money he saw a chance to get some insurance just as the suspect was leaving the shop, hasaan ford walked through the door. >> at that point, he told hasaan to get into the car, start the car up and drive and he said if i made any move he would kill hasaan. >> reporter: the kidnapping triggered an amber alert but they sent out a press release saying hasaan had been released by his captor. the release did not say if he had been hurt or was home. the suspect is not in police custody and is described as a

the 80 split and no major problems, it is coming up for the central freeway and to the downtown exits but it is clear. we are watching the bay bridge and it has a small delay and the meter must have been on, a 10 manipulate wait at the plaza, -- 10 minute wait at the plaza. bay point, westbound traffic slowest point is here in antioch and you will see some bunching up in bay point. through pleasant hill annual nut creek -- and walnut creek is looking good on westbound 80th looks nice and we are looking at heyward union city and fremont as well so if you can get on the road you can beat most of the traffic heading south. >> plenty of low clouds and fog in the north bay, had some low

40s and those are coming up as the cloud cover seems to filter in. fog deck might be slightly shallower today. we had a decent pull back on that yesterday on the coast. 60s and 70s on the bay and coastal hills on way to grandma's house. a few upper 80s and they are very bullish. i don't see it very much. that fog will have to burn off fast and we will have to get a north wind. we will fire up a few thunderstorms and there is still a west southwest or west northwest in vackerville which tells me everything i need to know we just can't get that warm. if you had the cloud cover you will have 50s or 60s.

i was watching the mlb package watching the reds and astros and it said welcome to houston where it was 100 degrees. the pattern is stuck and i don't see any change. 7 to 10 day outlooks are quiet for us. low clouds continue though. warm eastern inland and that might be for those on clear lake 94 okay. 78 novato, fairfield 86 and 88 antioch, pleasantville 85, heyward 70s. low-to-mid upper 80s in santa clara valleys upper 80s san jose. 70s on the peninsular 60s on the coast the fog even if it burns off we will not see anything slightly cooler towards the end of the week. car makers will start
