ownership of our neighborhoods it's never going to clear up so that we feel safe enough to walk at night. >> reporter: back live, 3,000 people saverred up for this event hosted and sponsored by target, it is one of 80 events going on in the area today. here is a live look at oakland city hall where city volunteers are gathering for national night out. after this gathering they plan to span out to local bar-b-que and other night out events across the stay. oakland expects to hold 169 block parties a new record in an effort to reduce violence and to get neighbors to meet each other. our national night out coverage continues on our website just log on to ktv v u.com. just look in the right now section on the home page. a san francisco cab driver will be honored tomorrow for his quick work helping to track down a robbery suspect.

video taken last month from inside a luxor cab shows a man grabbing a woman from behind and grabbing her cell phone. a cab driver offered to help, using his gps he followed the suspect. >> we have video of the actual crime as it happened and that helps us with the investigation, not only that but it also helps with the prosecution. >> reporter: the cab driver will be honored at the san francisco police commissions meeting tomorrow. disturbing video released today of little girls shed more light on the actions of convicted kidnappers nancy and phillip garrido. the picture portraying a very different picture of what investigators saw. >> reporter: this report was released today, it blasts the criminal justice system that allowed phillip garrido to roam

free and kidnap jaycee dugard. one shows an investigator interviewing nancy garrido who told him that she used to lure girls into a van for her husband even after they kidnapped jaycee dugard. in one video, nancy is talking to one girl who sees the camera. >> that light is on. >> i don't know anything about that camera. >> reporter: in add addition to the video, a report was released. they blamed the federal parol system for not notifying

hayward police in 1988 about garrido after the garrett kidnap. the case remains unsolved. >> i think unquestionably. he was a four time rapest, he lived a short distance away and he had just gotten released. >> well obviously we lost rob's audio there. that was rob roth reporting from sacramento. authorities in alameda county say a man is under arrest for opening fire on an alleged marijuana thief. the shooting happened at a home on 159th avenue in unincorporated san leandro where a man was apparently trying to steal marijuana growing in the backyard. the sheriff's office says it all started at about 4:45 this morning when an alarm went off

at the house. the owner of the marijuana opened fire and now faces an assault charge. >> there are laws in the state of california that allow you to defend yourself, this is not the case. >> reporter: deputies later stopped the shooting victim in a car on interstate 580. he had suffered a minor gunshot wound and was not arrested. an accident at a barn station in san francisco left a woman fighting for her life tonight. it happened about two hours ago after the san francisco bart stop -- b.a.r.t. stop. a woman fell after trying to jump on a ledge. the woman was wobbling before the fall. there's no word yet on whether alcohol or drugs were involved. right now pg & e is trying to ease mounting tensions in the peninsula. ktvu consumer editor tom vacar is at a community meeting in buehrleing game with why time is running out to test old gas lines in the area. >> reporter: here's the

situation. about 25 people have shown up for this meeting, half from pg & e in a meeting to explain to residents how a section of the pipeline that exploded not far from here will soon be water tested. a week ago pg & e started testing. these are known as high consequences areas where a leak or explosion would be devastating such as in san bruno. when many of these gas lines were layed they were layed in places where they were just rurals hills and dales. problem is as california grew it grew up right over these pipelines. >> whenever we do a hydrotest we have to take a section of pipeline out of service which reduces our capacity and our balance. so it really needs to get done before it gets too cold so we can serve people reliably. >> of the 250 miles of pipelines targed for testing --

targeted for testing, pg & e had already pressure tested 150 miles. so far no leaks have been discover. but that still leaves pg & e with more than 150 pipelines to test before the end of the fall. >> once the weather gets cold and we need to serve customers, we need to be able to have as much capacity as possible. >> reporter: folks here say they want as much information as possible. >> there's a little bit of mistrust of pg & e i think after the san bruno disaster and i think if people can come and talk to the people who are responsible and get straight answers, that's a good thing. >> and our city buehrleing game has been consistently asking pg & e to come out and assure the safety of our residents. >> reporter: and of course there's another meeting tomorrow at 5:30. this time in san mateo. reporting live, consumer editor tom vacar ktvu news. two san francisco city leaders are coming together to

enforce. of minimum wage rights was released today. city supervisors gave first approval to the wage prevention ordnance. they say immigrant workers are the most vulnerable. >> we're going to double penalty so that people get the clear message that we're not going to tolerate wage theft. >> the ordnance will penalize employers who fail to pay the minimum wage. these are live pictures of news chopper 2. you can see officers surrounded that car. they were pursuing the car into san leandro.

the suspect in that buick regal got on to the freeway going the wrong way. he was going eastbound on the westbound lanes. after a couple of miles he left the freeway and abandoned the vehicle. that's where these pictures are coming from right now. we'll keep an eye on the situation and bring you more information as soon as we get it. we'll tell you where you're going to need your i.d. to visit this toy store. and texting for dollars, how giving to the candidate of your choice could be as easy as one, two, three. temperatures in many bay area cities warm a bit today. there'll be further warming, i'll show you which cities will warm the most.

crews from several fire agencies remain on the scene of a grass fire still burns tonight. the fire was reported around 2:00 p.m. just south of the stone bray golf and county club. it quickly burned 2 acres. a weed wacker parked the fire. no homes were threatened and no injuries reported. the owner of a toy tour says she's so fed up with thieves she's going to make her store for members only. christien kafton is live at that store with how she plans to do that. >> reporter: we're inside this store and there are lots of nooks and crannies in this store. that's why it's fairly easy for thieves to pocket items and walk out the store with them. so now the owner of this store is going to ask customers to

become members and show i.d. when they come in. doll houses trains and more has grown. linda becker say so have her problems with shoplifters. >> i'm very frustrated. i own the business and it's kind of, they're stealing from me. >> reporter: becker already has an elaborate anti theft system. >> we have 24 cameras set up in the store. and so i'm sitting here and i can watch it. >> reporter: but she says often shoplifters only leave empty boxes as clues. >> this one we just found the other day. this is people. they are little people. somebody took them all out. it's $50. >> reporter: becker estimates the losses from theft total more than $10,000 a year so starting in september, she'll be requiring customers to sign up for free membership run their i.d.s through a scanner and keep their phone number and address on report. but it's not to contact customers. >> if something happens in our

store, we have something to give police. >> reporter: this man has shopped here with his children, and now with his grandchildren and he says he does not mind giving his information to the store. the idea is becker's last effort to take severe measures such as having to buzz customers into the store one by one. we're live in nevado, christien kafton. >> police are investigating whether the victim of last night's amber alert was part of a crime. an amber alert was issued then cancelled when police learned the teen had been let go. the shops owners al holmes told us that ford and his mother stopped by today to explain what happened. >> involved in this and he said no, that guy robbed me like he robbed you. i said where did he take you?

he said he took me on lone street. he said i better get out the car and if i looked around or turned around he would shoot me in the back. >> reporter: wright says he worries that ford may have been put up to the crime. police say they still don't know if ford knew the men who committed the robbery. the debt deal increases the government's ability to borrow past the 2012 election. it promises $2 trillion in cuts over the next decade. the deal came after weeks of bitter partisan battle. >> people in my state panicked that they won't get a social security check. small business saying they couldn't get a decent loan, all that for nothing. >> reporter: the measure is an important first step but lawmakers still have to find a balanced approach. the debt deal has not solved another debt stalemate. the agencies operating

authority expired 11 days ago. now the faa is under a partial shut down and losing $30 million a day in uncollected ticket taxes. >> it's another washington inflicted wound on america and congress needs to break that impasse now. democrats oppose gop efforts and $16 million in subsidies for rural airports. as a result of this partisan stand off nearly 4,000 faa employees have been laid off nationwide and 70,000 construction workers are out of work because of airport projects that have been put on hold. that includes the new air travel control tower being built add oakland international airport. >> these are not controversial projects, these are projects that have been approved. >> californians could soon be the first in the country to make political donations by

text message. the state's fair political practices commission is proposing an option to text a contribution to candidates for state government or campaigns. members believe the measure would get more people especially younger ones involved in the political process. >> if you can donate by text, you'll have a much closer connection to political candidates or ideas, political ideas so people will be much more involved in the democratic process. >> reporter: the group says it got the idea from relief efforts where people can text donations to organizations such as the red cross. there are some special boats in san francisco bay tonight after sailing all across the pacific. our crews were there this afternoon at seven traditional polenisian canoes arrived. the trip is meant to raise

awareness of environment issues. the flotila will make more stops across the california coast before heading back to the south pacific next year. and you might see a little breeze out there in the sails of that flotila earlier today. the winds are blowing a bit at the bay. we go to storm tracker 2. we go right to the golden gate bridge. the winds are gusting to 23 miles per hour they are coming out of the west like this. but the gusts are coming up over 20. that strong wind is going to take this fog that you see moving in toward daly city and pacifica. impressive back into the bay area neighborhoods tonight. overnight lows just like last night. 52 in vallejo, 52 in concord. not a big change there and not a big change for tomorrow. tomorrow will be about the same or a little bit warmer. then we'll start to cool down as that low pressure center that i've been tracking really

since the winter comes a little further south. as it does it cools off. the low clouds head in tonight. slightly warmer tomorrow and then a cooldown. it's been extended because of this unusual summer. we've been below average, as much as 3 degrees below average that's a lot in some cities. the marine layer in the morning, there's a lot of it. and tomorrow afternoon, there's your daytime high and of course there is the cool footprint of that on shore wind. so out in the oakland hills, out toward berkeley and albany you're going to be wearing sweaters pretty much all day long. we go right and cover the coast then the bay. 71degrees out toward berkeley and albany. out toward orinda you're going to go 70 degrees.

out toward mount diablo are going to be in the upper 80s and mid-80s. that's how it goes tomorrow then temperatures begin to heat up as we go through this low pressure center. it's been there, it's been the dominant feature in our weather now for the last eight months. it's going to dip south a little bit tomorrow. and when it dips south temperatures are going to drop. not tomorrow pardon me on thursday. temperatures will begin to cool off. forecast highs tomorrow, look for lots of 80s and you might find a low 90 or two. the forecast stays like this. your bay area weekend always in view, looks like a warm one just not hot. a san francisco giant is stepping up to the plate to help the families of two fallen san francisco firefighters.

took some time before today's game to pay tribute to fallen firefighters and officers. cody honored perez and valerio who died while fighting a fire. ross introduced a special edition red wine. the money raised will go to charities around the bay area. and the all protight end zack miller has agreed on a five year $30 million contract with pete carol seattle sea hawks up north. this news coming after nate clemons signs with cincinnati. it seems more players are going than coming. a guy who's not going any where, frank gore his little mini hold out is over and he's completely ready. practiced today with the rest of the squad and his season
