asain markets are just opening and their first chance to react to the down grade of united states credit ratings. it's expected to drop offer middle east markets, especially israel had a terrible first day of the week. on friday standards and force cut the united states rating. united states futures markets plunged effort weekend. the dow futures fell 280 points. >> it's spread throughout the world financial market and economists say to expect higher interest rates. we are live at a car dealership where sales people and consumers are keeping a close eye on the rates. >> reporter: very few customers have enough carbon hand to buy cars with cash so they have to finance them. impending increases may encourage people to buy now before the rates jump. at downtown toyota car buyers spent the day checking out

inventory. dane hansen has to factor in the price of the cara long with the price of loa. >> >> the fact that insurance is low would be desirable. . >> reporter: on friday the credit rating was down grade, it'll likely lead to interest hikes. officials say low rates for loans may disappear. >> 1.9% and those are great interest rates. if they go up and those rates are no longer available, you have missed the opportunity. >> reporter: consumer confidence is already falling and an interest rate could weed out casual consumers. >> i don't think they will skyrocket. if somebody is serious about making a big purchase, i think there is still enough strength that it's not going to fell them. >> reporter: the long term effect is still being debated.

pay it america won't be the same. >> reporter: one source of stability, the treasurey secretary is staying put. this afternoon he made his first public remarks saying the company showed terrible judgement and a stunning lack of knowledge. there it appears there is some good news. prices at pump are falling. the same fear that caused last week's plunge have brought down the cost of oil. bay area drivers are seeing the difference. in san francisco today the average is $3.88, that's down two cents from last week. oakland it's $3.79, in sap jose the price dropped two cents to $3.80. you can find continuing coverage the down grade on the website, just click on the wall street tab on the home page. >> san jose police found a man stabbed to death in a city

park. officers received the call for help just before three in the area of south 19th and east santa clara street. when they arrived they didn't find anything suspicious. they searched nearby roosevelt and that's where they found the victim. he was pronounced dead at the scene. police haven't released his identity and investigators have no suspect at this time. >> we don't know what the circumstances are that led up to the homicide and what the motive is so we are still looking in to that and hopefully will be able to establish that. >> this is san jose's 28th homicide this year. there were 20 in all of last year. the tough economic times are apparently leading to a trash problem in one east bay city. paul chambers live in hercules. >> reporter: city leaders say the problem is so bad they can barely keep up with it. that's why they are asking the public for help. today we checked out the three areas known by the city as dumping spots, the good news,

we weren't able to find any debris but take a look at this photograph which tells a different story. >> back up and just dump a bed or couch and you see a lot of bags. >> reporter: though it's not every day one worker was called out three times in one day. as fast as he would clear it more bags were return, one day 47, the next day 35. >> water heaters, bathtubs, we found a boat with the trailer full of debris. >> reporter: he said cleaning up the trash is costly. he used to have a you crew of four. because of cut backs his crew is just him now and he has to call in others to fill the gaps. >> it takes them from their normal duties and also we have to pay them to be there and have to pay to get rid of the trash. >> if -- it'll cost you this or some cameras i think it would clear up. >> reporter: they say there is no place to put cameras. he said home foreclosures may

be a link. >> they leave it in the home they move out of or pack it up and take and and dump it. >> if you see someone illegally dumping give police a call. >> san francisco giants manager is lashing out tonight against a radio host for making what he calls a racist comment. he is criticizing tony bruno of knbr for calling ramone ramirez an illegal alien. it started after ramirez hit shane victorino in the lower back. bruno has since apologized. >> we are waiting word tonight on a verdict in the spy trial for the two berkeley graduates detained in iran. the trial ended last week.

the foreign minister said he hopes the verdict will lead to their release but the ambassador to baghdad has rejected reports that a release would come soon saying officials are still looking there to the case. they have been this custody for two years. their attorney said they and their friend accidentally crossed into iran while hiking in iraq. >> our friend steve has stopped by. >> hello. i was in the neighborhood and said let's talk about fog and wind and really cool temperatures. we had a big fog bank. had some thunderstorm activity up in northern california, extreme northen california. that didn't show up but the temperatures dropped. these are the current temperatures, livermore 74, san jose 71, only 59 in the city and the low is 55. the temperatures haven't moved much.

hit and run involving a young philadelphia phillies fan. the 9-year-old is still in critical condition after being struck by an alleged drunk driver. he was walking his family after the game. the suspect andrew vargas will appear in court on tuesday. >> alameda sheriff's deputies looking for a man involved in a police chase. it happen just after one. deputies tried to stop the driver of a car they say was driving recklessly through a residential neighborhood. instead of pulling over the driver took off and led police on a chase. that chase ended when the car crashed. three men inside jumped out and ran away. deputies arrested two of them and they are still looking for a third. >> there is a new app for the i-phone but it's from the fbi. how to get it and what it does. >> warned about problems, new

all mobile devices. in oakland. >> top pg&e officials were warned about unacceptable risks months before the san bruno pipeline explosion. the chronicle reports new documents show the company was briefed about potential problems two months before the disaster. the risk management group file aid report last july calling the company's program weak. the group gave them poor marks in several areas including their maintenance of equipment. pg&e said the report was to try to identity risks and develop action plans. this week pg&e is scheduled start testing its gas transmission lines in palo alto. they say people may smell gas. the project is expected to continue for two months. they hoped to do testing on 152

miles of pipeline by the end of december but last week it said the testing was taking longer than anticipated and won't be done by the end of the year. >> after first saying he wasn't interested in a full term the mayor is expected tomorrow to announce his decision to enter the mayor race. when he was picked to serve out the rest of the term he said he wasn't interested in continuing in the office. that appears to have changed. several community groups are urged lee to run. they will file the necessary paperwork tomorrow and won't use public money. >> there is word the san jose police chief has been out of town on business 12 times in his first six months on the job. the chief has made 12 trips during his first six months as chief adding up to 31 away days. the chief defense traveled saying he had the lead position to lobby washington for a national public safety communications network. some groups say the chief

should spend more time at home. oakland mayor is also doing some frequent flying. the chronicle reports she has taken a dozen trips in her first six months costing the city about $10,000. that's something of a bargin when it's compared to the travel cost of the former mayor who ran up a 60,000-dollar travel tab in one year. a spokesman said her position requires travel sometimes. >> the san bruno city council approved an ordinance to permanently ban medical marijuana. a two year ban would expire next month. they said they are to much of a risk for the city. the use of medical marijuana was approved by california voters in 1996 but it's still a federal crime. a new incentive to go green in san mateo. the county is a new program that offers up to 8 you though dollars in rebate for those who make their homes more energy

. insurgenta attacks killed four nato troops in afghanistan. the fighting interfered efforts to recover remains of troops killed in yesterday's taliban attack on a united states helicopter. in washington the president and the first family returned from the weekend at camp david. the white house announced the president received a call from the afghanistan president expressing sympathy for the loss of the troops. both leaders reaffirmed their commitment to the mission. the pep gone isn't expected

the year. today forces in syria staged attacks. they say at least 55 were killed. one town is almost completely cut off from the outside world. the president's crack down has gotten stronger. the envoy returned to monitor the battles, angering the governments. syria is losing support even among allies. a typhoon battered kleina with gusty winds and rain. hundreds of thousands evacuated their homes and most transportation was shut down. a swimmer was killed when he was swept away by heavy waves. it's now down graded to a tropical storm. >> stock markets today dropped about 4%. the effects of the united states down grade with even

worse in israel. the stock exchange delayed its open by 45 minutes to avoid panic but the delay did not help. >> reporter: as the markets opened here investors tried to get rid of stocks and regulators had to step into stop the kind of crash that comes with this panic that took place here still with the closing bells stocks were down some 7%. it was the largest drop since the fall of 2008. because it's open on sunday the market was the first to react to the united states done grade and brokers worked at a fast base to get people out of stocks and into anything else. it's a brief look at how investors are thinking thinking. the dig maker of generic drugs gave up nearly 5%, the big

. closing arms are set to start tomorrow in a san francisco gang trial and are expected to last all week. seven men are reported to be from a branch of the ms13 gang

centered around the mission district. in addition to federal racketeering -- they face murder charges, they face accept tenses of up to life. they expect to the jury to deliberate starting tomorrow. police in san diego say an officer died today after being shot in an apparently unprovoked attack. they say the 36-year-old jeremy henwood was shot in the head as he sat in an intersection. the suspected gunman was dejon white. he was shot and killed as he tried to escape. . >> tragedy in ohio after a family argument ended in a shooting rampage that left eight people dead. one man shot five people to

death at one location and then two more in another location before officers shot and killed him. one of the victims was 11. it's believed they were all related. no word on what the argument was. three siblings on the run in florida after going on a crime spree. they fired shots at officers during a high speed chase tuesday morning before robbing a bank in georgia. nobody was hurt in either incident. now the mother is urging her children to turn themselves in. >> you have made some bad mistakes but so far nobody has been physically harmed. the only safe thing, the only right thing, the only good thing possible thing to do is for you to turn yourselves in. >> billboards along highway

across the southeast are warning people about them. all three are armed and dangerous. >> the sentencing trial of warren jeffs will resume tomorrow after emotional testimony this weekend. his neice and nephew were in tears as they testified about being sexually abused by him. jeffs sat outside the court after saying he didn't want to hear his religion degraded. he faces life in prison. tens thousands of verizon workers walked off the job after their contract expired last night at midnight. 45,000 workers on the east coast are on strike. the workers are part of the wire line division, the company said it's possible the strike could affect land line operation such as installation of fiberoptic television and lines. a spokesman said negotiations

. celebrated the life of jerry garcia at an event called jerry day. it's the 9th gathering at jerry garcia theater in san francisco. garcia grew up in the neighborhood before becoming one of the driving forces behind the grateful dead. he died in 1995 but for some he is still very much a presence. >> every day is jerry day to me. everything jerry is saying, our life is lived to it. we have a memory of each song

where we were and what happened. >> proceeds from the performance benefit the san francisco parks truck. caltrans plans to close part of highway 101. the northbound lanes will close at 12:30 tomorrow morning. they will reopen at 4:00 a.m. they will be closed each morning through thursday. it's so crews can paint the new bike crossing. the same will happen on the southbound lanes next week. >> a southern california brush fire trapped 50 drivers for a time this weekend. it happened saturday on highway 60 in riverside. a two mile section of the freeway was closed while firefighters battled the flames. cal fire said as of this morning the fire has burned 650 acres and was 50% contained. there is no word on the cause of the fire which started about 4:00 yesterday afternoon. cal fire is still working

to contain a wildfire burning in a remote area of mendecino. it started wednesday and as of this morning it burned more than 640 acres. cal fire said crews managed to get the fire 90% contained. no structures are being threatened and no word on the cause. >> a tight rope walker had a very close call. 300 feet above the ground >> that is scary to watch. the preformer lost his balance crossing a wire strung between two hot air balloons. as you see he managed to hang on by wrapping his arms and legs around the wire and pulling himself up and then he did what all are trained to do, go on with the show. making it across the rest of the high wire. >> that is crazy. >> it is. >> steve, the man who never sleep joins us now with a look at the weather. >> thank you ken.

another day with temperatures well below average. good seven, almost 12 degrees below. we have a lot of drizzle. 59 san francisco, the low is 55, the high was 60, this there wasn't much of a difference. san jose's high should be 81, they were barely able to get no the lower 70's. temperatures are trending that way and have been that way. the last heat was july 4th weekend. low fog and clouds, cool, breezy to windy. tomorrow more of the same. just no change. into the week there was a sign that the forecast models were building a ridge of high pressure but it's another head fake. looks like it'll be back in the same old, may be a little cooler. here is the highs for the day. 81 fairfield, concord was 80, 77 santa rosa, 68 san mateo.
