are served by bart and is bart running after yesterday's troubles. let's go to tara in oakland. tara? >> reporter: they have been trying to trouble shoot to make sure this problem does not happen again and the good news is it is expected to be running again as usual this morning. barred actually -- bart actually has a control room and it was fullly restored within four hours. tons of people were stranded all due to a computer glitch. the problem was the trains could not be tracked. >> this is completely embarrassing and we always start on time but today is an embarrassing day and we deeply apologize to our customers. >> reporter: officials say the

problem stemedfrom a router network issue. trains were moving but the center was not able to monitor them so as a safety precaution they conducted manually. having trains call in and if they were clear, they were cleared to go on to the next station. it is very frustrating for commuters but for bart officials as well. well it is another rough day for the global stock market. european stocks are down and major benchmarks are down as europe faces problems of its own. most asian markets fell throughout their trading day. hong kong was down more than 5- point 5%. south korea was down as well.

nasdaq dropped even more percentage-wise 84 points and the federal reserve meets today and many economists say they need to restore american confidence. the feds could be more specific on how long interest rates will remain low and could announce the work of more bonds. the downgrade of the nation's rating should not have an immediate impact on the state but california still needs to boost their own economy. now the state already has the lowest credit rating of any state and standard importers changed it from negative to stable after the budget was passed on time. we have the latest economic news as well as tools to monitor the markets. just look for the wall street
