good morning. welcome to "mornings on 2." i'm dave clark. >> i'm tori campbell. august 9th, tuesday. it's been about 30 minutes since the opening bem. the numbers are pretty good, the dow is getting back up to that 11,000 mark. allie rasmus is in the financial district with some reaction from investors. >> reporter: good morning. we were just inside the trading floor -- it's on measure street and they watched the -- it's on montgomery street. they watched the opening bell along with us and they say -- their investors say so far so good. they say there's a couple of positive things going on.

they are expected to make a policy move to help boost the economy. the nasdaq fell also yesterday. but the spokesman for the new york stock exchange in san francisco says because of that federal meeting, he expects things to calm down again. >> you should not get enough volatility today. we'll be keeping our powder dry. not as much volatility as we saw monday or last thursday. >> reporter: in june, the federal reserve bought treasury bonds bonds to boost the economy -- bonds to boost the economy. they should be issuing some sort of statement around 11:00 our time. we'll find out then what they

"the chronicle" reports u.s. services turned down anthony mock. mock is the main caregiver who

will start using plastic bullets to stop all of the rioting that's left parts of the city in ruins. these are incredible pictures. we just got got this video in. groups of young people have set buildings and cars on fire. they've looted stores, they've attacked police officers and just a few hours ago, british prime minister david cameron condemned the violence. scenes of people -- >> these are scenes of people attacking police officers and even fire crews as they are trying to put out fire. >> the rioting all started as a protest about the fatal shooting of a man. police say now the looters are just taking advantage of the chaos. so far, 525 people have been arrested. 7:15. i want to give you an update on the stock markets at the moment. the dow is currently up 181.

nasdaq is up 63. that's over 2.5%. s&p is up 2.1/3. however, around the world, a lot of markets are in a tailspin. in asia they are down. in europe, they are mixed and all eyes are on the federal reserve. the question is will ben bernanke come to the rescue? alison burns is live with more. >> reporter: that's right. the fears of growing certainly of another recession. and the focus turns to the federal reserve. the federal reserve board's policy committee meets this morning -- morning to issue a highly-anticipated statement about the economy. the looming question is will ben bernanke take drastic action to try to revitalize the economy? investors will be closely watching to see how the fed is grading the economy and its

hours later, a group was attacked, including an 11-year- old boy. antioch police started cracking down on minors out over -- past the curfew. mayor quan is discussing action. a judge has proposed the city's exit from chapter 9. vallejo declared bankruptcy in 2008. they had to lay off police officers, firefighters. now vallejo hopes to hire back some of those employees and convince voters to approve a 1 cent sales tax increase. we're now hearing reports that texas governor rick perry plans to use his speech in

south carolina on saturday to make it clear he's in the race. according to the political website, perry will disclose his intentions in south sacramento and then make his first trip to new hampshire. after that he's expected to head to iowa. iowa and new hampshire hold the first contest in the race. one. three men on a boat that sank off mother that you's vineyard was age to record the -- martha's vineyard was able to record -- to record it. the men were able to find their waterproof radio floating among the debris so they issued a distress call. another boat, a couple of days -- miles away heard the call and headed over. >> see learn -- ecertainly grateful to the crew. they. >> they are all heroes. they saved our lives.

i said help! help! i'm choking! i'm gonna die! >> sources tell us that patient has not been arrested and is still in the hospital unit where the attack took place. there have been several serious attacks at the hospital during the past year including the killing of psychiatric worker donna -- psychiatric nurse worker donna gross last year. e-coli has been traced to this strawberry farm outside of portland. an elderly woman died of kidney failure. about 16 others became ill. the health department is still concerned that a lot of -- that a lot of people may have frozen the berries or turned them into jam. you can help b.a.r.t. pick a design for its future fleet of trains. b.a.r.t. wants public feed back on designs.

what's happening in washington today. >> reporter: good morning. there's a still a lot of uncertainty on the horizon for americans. that's the bad news as we saw the huge dip in the stock market. the good news is that things are trending better today. this is a look at the dow which is now up over 11 points -- 11,000 points. it started well below there this morning. experts say there's still a big element of fear out there in the marketplace because it is so volatile. pie the time marketed -- by the time markets closed yesterday -- investors lost $1 trill yu. but many americans feel largely unaffected. and from what we saw last night, 45% of americans said the stock market decline did not affect their family's

financial position. we saw the president come out yesterday and talk to the nation about everything that was going on. he was trying to quell some fears. he said what's happening with the s&p will not be permanent. he feels that it is certainly reversible, this downgrade that we saw yesterday. >> it's not a plaque dash it's not a lack of plan or policy. it's a lack of political will in -- will in washington. >> reporter: we then heard from the house majority leader urging them to stand firm and not be persuaded to increase taxes as a way to reduce the deficit. we're going to hear from the fed. back to you.

7:53. verizon employees plan a protest outside the market street store in san francisco at noon today. the san francisco union workers are joining demonstrate es at more than 100 -- demonstrators at more than 100 verizon locations. contract talks between workers and management broke down over the weekend. most u.s. airlines are cutting fares but travelers are unlikely to pay any less. the reason, many carriers are rolling back. now that the tax is back in place, the overall cost will stay the same.

bell. the dow was up more than 200 points after the be, the nasdaq and -- after the bell, the nasdaq as well. we signed us is the electronic -- we signed us is the electron -- behind us is the ticker, electronic ticker. we watched as investors began their moving. >> okay. we could see and hear a lot of shouting and activity, the stuff you would usually see on any given day. as one investors pointed out. it's been 12 days more than two weeks of selling. so investors are expecting today's market to rebound a
