chambers, ktvu channel 2 news. a philadelphia boy is improving tonight after being struck by a hit and run driver outside at&t park. 9-year-old ryan white was upgraded to serious condition today. ryan's family says ryan suffered brain trauma, and a laceration to a liver. mayor ed lee visited white to try to lift his spirits. >> we were able to give him a baseball, a hoodie, a cable car of course. they have a little cable car there. but i think i got the best laugh out of him when i gave him my business card. >> reporter: white's parents said in a statement today we have been deeply touched by the outpouring of support by people we don't even know. local residents and merchants. the man of accused of driving the vehicle that hit white is set to be charged with felony charges on thursday. we have an update on a sink

hole in emeryville we first reported at 5:00. water saturated the ground under the pavement causing a collapse. the sink hole also exposed a natural gas line. police say they do not believe the pipe is broken but they have evacuated near by office buildings as a precaution. wall street regained most of its losses from yesterday after this federal reserve said it might do even more to help the economy. the dow spent much of the day in the black but plunged 200 points at one point. only to regain that and much more minutes later. tom vacar is live now in san francisco with the investor reaction that led to the roller coaster ride. >> reporter: think of it this way. for every dollar you had in the market you got back a nickel today of the 7-cents you lost

>> federal reserve said today the economy is improving, although slower than we would like. >> it's not your usual economic type concerns. these are political concerns. >> reporter: veteran trader curlin says that's precisely why the markets swing so violently. >> there's a lot of uncertainty. nobody has a clear picture of what this means. >> reporter: that is why a final predictable federal budget remains critical to the entire economy. reporting live, consumer editor tom vacar, ktvu channel 2 news. we have more details now, the federal reserve today promised to keep interest rates where they are for two more years until mid-2013. it's also keeping a third round of bond purchases on the table. that could keep interest rates down and stock prices up. the fed's statement also included wording that it could

be taking more steps to stimulate the economy. research ers say that compared to a year ago, homeowners are under water which means that they owe more than their home is worth. more than half of the homes in solano are under water that is more than half of the homeowners. san jose police tonight say they are looking for more victims of a suspected elder fraud ring. three people are in custody in a roof repair scam targeting elderly mobile home residents. investigators say the gregs would offer to seal the victim's roof for $250. while one suspect sprayed paint on the roofer the others would steal jewelry, checks or other valuables inside. police say two victims aged 73 and 90 have come forward so

far. some daring thieves are now stealing a brass fitting that is now crucial for firefighters when they arrive to a fire. live in redwood city, janine de la vega, where the rash of thefts there and in san carlos are becoming a huge problem for fire crews. >> reporter: it's happening in both cities and this is what they're after. this piece of brass, this is what it looks like in front of a pipe in a building it's just painted red. but fire fighters need this to connect their hoses to so they can pump water into a building. someone is going around town and stealing these. when firefighters drive up to a fire they are also on the look out for a vital piece of equipment that's found in front of a building. it's called a fire department connection. >> they are stealing this, the swivel. >> reporter: any building that has an automatic sprinkler system has the connection to help firefighters. >> we can come in, connect to this so we're able to pump water into the building. well if the caps and the swivel

have been stolen, we cannot connect to them. >> reporter: in the past couple of week, 15 different business have been hit including this skilled nursing facility and this apartment complex next door. >> they've been going around and stealing them for the brass and for the metal. a supervisor at this complex hasn't even realized anything was missing. the fire marshal says he and other fire crews have been patrolling the city and they keep finding more and more gone. authorities believe thieves are selling it to metal recyclers because the metal is expensive. >> it's really frustrating. it's really terrible what people will do to get money. >> reporter: many business are concerned because it puts them in a vulnerable position. firefighters say if there's a large fire it's important for them to boost the water pressure to extinguish it quickly but if the connectors are missing. >> it would take longer for us to do our job and the potential for increase in damage and loss

of life is greater. >> reporter: firefighters are urging business to go out and check out the fire department connector. if it is missing, he asks that you give them a call. they are urging you to get one of these safety caps, they screw in here and that makes it very difficult for thieves to steal anything. janine de la vega, ktvu news. danville is considering a plan to increase penalties for false burglary alarms. police say they responded to several alarms and most were false alarms. two san jose men are suing a great america park after someone posted a picture of them with a home phobic slur. last year they posed for a

picture holding hands. later they found that park employees had posted that picture along with the slur that was written on it. the lawsuit is asking for unspecified damages. b.a.r.t. officials say they know now what happened when their central computer failed during their evening compute last night but not why it happened. b.a.r.t. says the main router and back up systems both failed at the same time. that meant master control couldn't monitor the train so the system shutdown. today many riders still worried about getting on board. >> i almost didn't bring myself over here because i was afraid something like that might happen. but, i needed to so i came any way. >> reporter: a team is still investigating why the routers failed. b.a.r.t. says that could take weeks. president obama today met with the families of troops killed in afghanistan. the president attended the private transfer at dover

airport. 30 u.s. troops many of whom were navy seals along with seven afghan commandos and an afghan interpreter were killed on saturday. at least three of the 22 navy seals killed have bay area ties. 29-year-old derrek benson grew up in napa county. jesse pitman was a former firefighter. and kevin houston lived in san jose until the fifth grade. today his aunt called him dynamic and caring. >> last time i really talked to him is when i had lost my husband. and he was trying to reassure me, because my husband died on september 11, so he said you know there are no coincidences. god needed him up there, you know he just connected it. >> reporter: houston had dreamed of becoming a navy seal ever since childhood. he leaves behind his wife and three children. there is a new effort tonight to recover seven fishermen lost at sea for a

month. today through thursday, pizza chicago in santa clara is donating 20% of its sales to support the families of the bay area fishermen who's boat capsized early last month in the sea of cortez. the owner of the restaurant says while he didn't know any of the men, tragedy still hits close to home. >> a friend of mine knows one of the family members. and so i've known her for a good 20 years and she called me up and asked if we would help out and i was more than happy to do it. >> reporter: santa clara location is the only one participating in the effort. the restaurant is open 11:00 a.m. through 10:00 p.m. california's state controller says revenues last month were lower than expected. john chiun's report says income fell by $139 million in july. that's ant 10% below projections. the state budget contains automatic cuts to schools, higher education and social services if revenue falls more

than $1 billion below expectations. mayor ed lee spent today campaigning. he was out meeting people in the mission district this morning. some of his opponents are crying foul saying lee promised he would not run for election when he was appointed to serve out gavin newsom's term. now he's apparently signed on for the next debate. this time it'll be hosted by the young democrats. several other candidates will be there, including chiu and yee. it's at the african american conference on fulsome street. there's new proof high speed rail will cost billions more than expected. why some say you will pay for it even if you never get on board. we warmed up nicely today across parts of the bay area. coming up our updated forecast model and where winds will be

more on the developing news we first told you about on ktvu channel 2 news at 5:00. that was a dump truck that was carrying some gravel. it spilled, you can see the result there, there was a zig alert that was just cancelled about 15 minutes ago. it caused a massive back up there on highway 4 the eastbound lanes on concord. there was also a roll over accident along with this dump truck spilling its load. from what we understand the chp says there were some mayor injury -- major injuries but the sig alert has been cancelled and traffic is moving back to normal again. a 72-year-old moraga man is in jail tonight accused of having sex with a child. agapino sanchez was arrested last night. the victim was no older than 10 years old. sanchez is now being held on $1

million bail. a man taken into custody in fairfield as a suspect in a bank robbery or bank robberies in four other bay area cities. officers arrested archie ned williams. he's also suspected in bank robberies in dixon, vallejo and sasoon city. tom torlecon's blueprint for great schools calls for better food in cafeterias, more preventive health care. >> instead of buying textbooks that are outdated, the day they're distributed going digital. we can do some of this.

>> reporter: he supports putting a measure on the 2011 ballot to make some of these changes. eric rasmussen is live in palo alto with why it'll cost a lot more more for light speed rail than were told. >> reporter: according to numbers we found in two different reports, the cost just to get started is billions more than first predicted. it's supposed to be a bullet train connecting the bay area and southern california in less than three hours. but critics say the only thing more jaw dropping than the high speed is the high cost. >> to the other people on the hook right now are the taxpayers of california. >> reporter: if it's built, the high speed train would share the same path at caltrain. but he's among those concerned with what it will cost just to build the first segment of this system from bakersfield to

merced. the high speed rail estimated it would take more than $7.1 billion. that's two or three times the cost to build the new eastern span of the bay bridge. >> the costs that are in these environment reports include new structure, new alignment, alignment that has not been studied earlier. >> now there's a huge cost on the amount of money you have for the project and the project. so you're going to have to make changes. >> reporter: it has people wondering if the high speed rail is going to make it to their neighborhood. >> they're going to start discovering they don't have enough money for the project. >> reporter: the state says they already have 9 million in bonds voters approved.

one group we spoke to says it predicts this entire project could cost $65 billion. eric ration hue sen. -- eric rasmussen. as far as the over all weather story in the short term, we the talked about it. with that a drop off in visibilities could be down to about a quarter to half mile for the overnight hours as we do head into early wednesday morning? first thing tomorrow morning, most areas start out in the mid- to low 50s. santa rosa 50, antioch 56 and san jose forecast low of 55 degrees.

high pressure returned today a bit. developing in southern california and tomorrow not too much changed. some warm to hot numbers especially in the coastline. this area of low pressure moves in for thursday and friday that will increase the marine layer increase the fog, and temperatures come down a few degrees for thursday, friday and that will continue right into, primarily the first half of the weekend. here's our forecast model shows you some of the fog tomorrow morning. once again locally dense, surging back into the bay. mostly clear skies well inland and then we'll take this into the evening hours. more sunshine around the bay and some warm temperatures out toward fairfield as you can see with our forecast highs: santa rosa 85, vallejo in the upper 70s. oakland a very nice day right around 70. lower 90s out toward antioch and brent wood. gilroy right around 89. these temperatures will check in right around 3:00 or 4:00 tomorrow afternoon. here is a look ahead your extended forecast with your weekend always in view. we're talking about a little bit of a drop in those numbers.

a cash strapped college student is taking matters into her own hand. morad held a bake sale in berkeley today. morad says tuition hikes and a lack of financial aid led her to try to make some extra money. >> i'm getting about $200 per bake sale which is great. so hopefully i can just save as

much as i can. morad is from berkeley and attends uc santa barbara. she says she's borrowing about $4,000 a quarter to pay for tie tuition and expenses. >> let's hope she keeps with that success. $200 that's not bad. leaving the country going to toronto, the oakland a's are starting to do something the giants have seem to be forgotten how to do, hit home runs. a's have gone deep every day so far this week. josh willingham had a deep thought. a two run homer off of brad cecil. that puts the a's ahead. they lead tonight 3-1 in the 9th inning. memorial basketball association will induct 10 new members into the hall of fame that includes stanford women's coach vandeveer and brook
