device. tech researchers say with help, this common technology could soon become emergency responder's public enemy number one. >> you're able to jam the radio transmissions, basically using a kid's toy. >> reporter: the university of pennsylvania researcher sandy clark said today the problem is not the toy, but the wireless standard called project 25. p-25 is supposed to make radio communication easier and more secure between local, state and federal agencies. instead, clark says that the transmissions can be hacked by back, over-the-counter technology. at a san francisco conference today, clark and her colleagues said that the p-25 scanners are leaking data, because they're confusing to operate. >> the sign is a circle, or a circle with a slash through it. >> reporter: the industry association which helped develop p-25 says it is still

analyzing the report and is not ready to comment. locally, the oakland police adopted the protocol in june, replacing an old system that left communication dead zones, the researchers say securing the system calls for a complete overhaul. >> they will basically ryan entire deep down design of the system. >> reporter: the san francisco police spokesperson declined to comment on the security report, saying the department has not experienced any problems since it switched to the p-25 protocol. reporting live, ktvu, channel 2 action news. and tonight, activists are demanding that have be fired over a fatal shoot-in by school police officers earlier this year. the protesters rallied before they met. they say they're angry that the officer who shot brown jr. and his partner are still on duty. >> that -- the school district

would see fit to allow cops who have been involved in the death of a youth, in a community be allowed to still work patrols, surrounded by oakland youth. >> reporter: the board has defended the shooting, saying brown was in a stolen car and tried to stab an officer with a knife. and debt fears moving from the united states back to europe today, sending stocks plunging, the dow drops close to 520 points today, wiping out pretty much all of yesterday's gains. ktvu has more from wallnut creek, and tells why some believe this could last for months. >> reporter: turns out we're learning that wall street may be flirting with a back lack from may it main streeters and all over the country. main streeters who just may say we're through. today, long-term interest rates were overcome by europe's financial crisis, and slow

growth as well as a poorly crafted budget deal that only kicks the ticking time bomb down the road. >> that is another four months that we have. what will be the next move from the federal government is that they will see stimulation of growth again. >> reporter: the answer can only come from a congress currently on a five-week vacation. >> we're in about two to three months of volatility, as the world reprices the risks and the market. >> with only a few exceptions, the market has been generally way down in the past few months. and since it could determine the future, the investors say at the moment the future is not very bright. >> it is the most talked about thing is the economy, the stock market. >> reporter: here at the barber shop in walnut creek, that raises the main question, is the market heading into the area that started this recession. >> and i think if it happens again there will be a lot of people who never own stock again in their lives.

million that the state owes the federal government just in interest. >> officials say efforts to increase the amount employers pay into the system or reduce benefits has so far been unsuccessful. and we have just received word that pg&e capped a natural gas leak in nevada that kept nearby residents in their homes for a time today. the residents say there was a gas line pulled away from the main on indian valley road near hill road. service was cut off to one home. people who live in six nearby homes were told to stay inside as a precaution. >> they're bringing in a digging crew to identify the location of the main, once they identify that location they will shut it down. >> that just happened at about 5:25. crews will now work to restore service to the one home that was affected. and oakland police releasing very few details tonight as they continue to search for the people who shot and killed a toddler. ktvu has more from oakland. rob roth has more.

you just confirmed there was movement in the case? >> reporter: frank, law enforcement sources told us just minutes ago that police do have a suspect in custody, linked to the death of three- year-old, carlos nava. since monday's drive-by shooting that left a little boy dead and two men injured, police say they served search warrants in pittsburgh, berkeley and hayward, pittsburgh police say they arrested two men at oakland's request. but the police issued this statement, "an arrest was made yesterday, however it is not related to the shooting of carlos nava at this time." they say it was related to gang members as part of the investigation. we spoke to the sister of one of the men injured in the shooting, 36-year-old robert hudson, who police say was one of the intended targets. >> my brother has never been in a gang, he is 34 years old. >> reporter: she also says she never talked to her brother

about it. >> it could be a mistake in the identity, anything. >> reporter: still, gang counselors say they will talk to young people trying to stop revenge. >> two people were hit that were from that neighborhood. so our goal is to try to stop that from leaking over into another neighborhood. >> reporter: the sources also say the investigators have uncovered key evidence, and more arrests are possible. reporting live, collapsed, rob roth, ktvu. and a lunchtime fundraiser held today to help the young phillies fan hit in a hit-and- run incident. half the proceeds at the restaurant will go to ryan white's family. the nine-year-old boy was critically injured while walking along mission street after a giant's game last week. san francisco police arrested a 21-year-old hayward man on charges of drunk driving and felony hit-and-run. and the two men accused of beating giants fan brian stow pleaded not guilty in los angeles, sanchez and norwood face several charges, including

assault and battery. prosecutors say out of 20 witnesses only one person could positively identify sanchez, and nobody recognized norwood, but prosecutors say both men made admissions in the case, accused of beating stow outside of dodgers' stadium on march 31. and a california law that imposes an annual fire fee could have unintended consequences. a $150 fire fee on the rural homeowners was passed, intending to raise money for cal fire. but under the law the money must be spent only only stopping fires, not fire fighting. and some residents in clayton say it is not clear yet who will be hit with the new fee. >> the $150 fee that the governor is proposing is in my opinion, wrong, because there is overlapping districts and there are areas that it will apply to, and areas that it won't. >> the state is still trying to figure out how to implement the new fee. a decision is expected soon because the fee kicks off on

september one. and ucff researchers found the highest levels ever reported of banned chemicals in the bodies of pregnant women. the studies of 25 pregnant women at san francisco general found a link between exposure to the flame technologies and the women's thyroid levels. california banned two types of pdbe's in 2004 and is phasing out others. researchers say many products containing this chemical still are in use. and facing charges, regarding an iphone prototype. an iphone engineer lost that back in march of 2010. two men who found it sold it to the website, gizmodo.com, which published photos of the device. but the district attorney's office said the two men who found the phone at the bar face misdemeanor charges. the web group known as anonymous says that facebook is

its next target, saying it will destroy facebook on november five. they say an attack will happen because facebook profits from user's information. some people we talked to say it is a contradiction. >> hurting the rights, they are hurting the rights to use the rights that they want to use. >> the palo alto based facebook has not commented on the matter. and the founder of the project open ham, the san francisco nonprofit that delivers meals to the needy has died. the group says that ruth brinker began to deliver meals to people with aids in 2009. today, the project helps deliver meals to people in san francisco and alameda counties. ruth brinker was 89 years old. and now it is time to open the bay doors and dust off the injured. how one city got 3 million to hire nine new firefighters. and changes to the bay area

. police in concord hope this surveillance video will help catch the thieves in a bold atm heist. it happened just before 3:00 this morning. you can see a blue pickup truck ramping into the blue devils bingo hall, which provides music training for children and is a nonprofit. and just last night, the group won the open class national in indiana. a napa county judge upholding the case of the bar owner in 1974. the judge says there is enough evidence to try 74-year-old man in the fatal stabbing.

the tests link melanson to the scene. he was serving a life sentence for killing a woman less than two months after andrews was killed. and this past weekend, bay area residents just arrived home after traveling overseas. we talked with them about witnessing the violence. >> there were sirens all day, all the time. >> we didn't think we would make it to the airport, because the underground was closed, the buses were closed. >> tourism officials from britain are still telling travelers that london is safe to visit, and no travel warnings have been issued. despite that the riots spread beyond the capitol city of london. teens destroyed property. it was a similar scene including manchester and birmingham. the unrest began saturday following the fatal shooting of a man by police. and vallejo getting ready

to open a fire house that was shut down three years ago because of the economy. the steps the city had to take to reverse the budget cuts, mike? >> reporter: just five fire houses are up and and running in the city of vallejo, this is not one of them. you can see it is closed. here there is an engine in there. but other than this, the place has been a ghost town. but the fire department is fighting back. and these bay area doors will once again indeed open soon. a chain link fence, weeds, graffiti on the wall. this is no foreclosed home. this is vallejo fire station 25. >> it has been really challenging. >> reporter: and this is vallejo resident, desiree. >> i had to call 911 when my son had a seizure. i didn't get a response for 15 minutes. >> since it has been closed, there was a challenging in covering that district.

it has a high call volume. >> reporter: the spokesperson says that after they filed for abrupt, three of the stations closed. they had 128 firefighters, today, the number is down to 67. >> what we understand is we have to find sources of revenue, grant funding. >> reporter: grant funding that was the focus, and it worked. the department was awarded a safety grant, and will fund the reopening of station 25, and allow vallejo to hire nine new firefighters. >> i was excited this department has been through a lot. the city has been through a lot. and it makes our firefighters proud to know that they have an opportunity to expand their service and provide better service to the citizens. >> this is because the school around here, the kids take a trip here all the time. >> reporter: and hopefully those field trips to the fire house can begin soon. the chief hopes to open the house by november one.

live tonight here in the city of vallejo. ktvu news. and the state is warning 10s of thousands of california people that their taxes could go up if they can't prove their the head of household. to qualify, the taxpayer must be unmarried with a person depending on them, and pay half of the household costs. they noted that 35,000 people who filed as head of household, their taxes will go up if they don't respond with proof. and winning high powered backer senate majority leader reid, who said today it would be short sighted to give up on the project, despite the rising price tag. they looked into a conference call on clean energy regarding the bay area linked to southern california could save money in the long run. and the bay area study institute says it will soon resume the search for life on

other planets. the institute turned off the telescope research because it didn't have money to continue the operations. they scan the radio operations from space. nearly 25 people have donated -- $200,000. the institute says the dishes will be back on line this week or next. and a 77-year-old woman from mendocino charges for feeding bears and other wildlife. the authorities found 15 bears there last year. neighbors complained bears were breaking into their homes and killing animals. prosecutors will drop the charges if she stops feeding the animals . new changes to the bay area weather pattern, temperatures will see a noticeable change as we head into the weekend. right now the maps on live storm tracker two, no storms out there, fog in parts of the

bay area coastline, towards san francisco, and daily city. and also pacifica, a patch here of clearing it looks like, clouds offshore pushing back into the region as we do head into the overnight hours. so with that once again, it says in the repeating weather story for the coast and also right around the bay, the fog redeveloping. low visibility, we could see measurable drizzle once again for the beaches. first thing tomorrow morning as we head into thursday. overnight lows, thinking 50s out there towards santa rosa, right around 50, morgan hill, 54, the forecast low of 56 in concord with partly cloudy skies, well inland to start out tomorrow morning. high pressure is rebuilding a little bit over the past few days. and so with that we warmed up for yesterday. and also today, cooling off beginning tomorrow. another system moves in from the north, bringing more of the pronounced cooling for the weekend. as we increase the marine layer that will bring a big drop off in temperatures saturday and into sunday. here is the forecast model showing you the coverage, first

thing tomorrow morning. we could see patches in the south bias well. here we are, tomorrow morning at 6:00. taking it into the afternoon hours, clouds back to the shoreline, but still keeping it very chilly for the beaches, patchy fog left over for parts of san francisco, especially for the western side of the city. and then the breezes do kick in once again tomorrow afternoon around 10-20 miles per hour. here is a look at the numbers, santa rosa, 81, fairfield, 84, oakland, the upper 60s, most neighborhoods on average coming down about one to three degrees from today's highs. these are minor changes, signaling the cooling trenton the horizon, san francisco, forecast high, 66, here is looking ahead with the five-day forecast and the weekend always in view with temperatures cooling off friday. saturday, the cooling temperatures, the cooling we're using quite a bit in the forecast kicks up next week. julia and frank, no triple digit heat, we'll watch this pattern and a big drop off in temperatures. all right, thank you.
