one of the bullets shot and killed 3-year-old carlos nava as he sat in a toy car. two men believed to be the intended targets were also injured. the shooting was gang related. >> lawrence denard pulled out a gun, fired at a young child and killed and murdered a young child. that's enough of lawrence denard on the city of oakland. >> reporter: we went to the courthouse to search for records on denard. he has two prior felony convictions. court records say denard dropped out of high school his senior year. the school the school of justice. reporting live in oakland, rob roth, ktvu news. now to a chilling firsthand account of the moment someone opened fire on the busy oakland street killing that innocent

little boy. tonight only on 2, ktvu's jade hernandez talks to a shooting victim who denies he is in a gang. >> reporter: a gunshot wound he says missed every major organ. >> i don't want the family to think the bullets were meant for me and they come after me because their baby was hit. >> reporter: oakland police say hudson who is still in the hospital was the target. he says police are wrong. he remembers walking along international at 64th alone and then taking cover. >> when i seen the car pulling up, half of the dude's body was out the car with the gun in his hand. the door at a car was stopped, a black dude with dreads, and that's all i saw. >> reporter: a man he claims doesn't fight nor hang with

gang members. >> they got little kids that's probably starting some little gangs, but i'm 37, man. i'm not in no gang. >> reporter: hudson described the shooter's car as a dodge neon with two people inside. oakland police chief anthony batts hasn't backed off of saying this was a gang related shooting. >> i know what i saw because i was just walking by. >> reporter: and to the nava family. >> i am sorry that it happened. and please trust me, it isn't me that it happened over. but if there's anything i can do to the family i will make sure it happens. >> reporter: a similar promise to the family made by the oakland police department. 21-year-old anthony vargas pleaded not guilty today to drunk driving and hit and run charges. vargas is the man san francisco police say drove the wrong way down mission street a week ago tonight and then ran down 9-

year-old ryan white who was visiting the city from philadelphia. the attorney for vargas says his client is distraught over what happened. what else he is saying about his actions that night. and his message for the little boy coming up at 6:00. and we're now learning now about little ryan white's specific injury, he is suffering from severe head injuries in addition to fractures of his pelvis, leg and ankle as well as a lacerated liver. white's family says they are grateful for all of the support they've been getting. and once again, the dow gaining ground after yesterday's solice. lower than expected unexpected claims as well as positive earnings boosted the markets today. all three major indexes rose more than 5%. the dow climbed 423 points to

end the day at 11,143. the nasdaq was up 111 points to close at 2,492. investors cheered the unexpected decline in jobless claims. they dropped to a four month low last week with 395,000 people applying for new benefits. economists say the drop is a good sign. but is there truly light at the end of the tunnel for the long term unemployed? ktvu consumer editor tom vacar joins us now with what he found in hard hit silican valley, tom. >> the stock markets recent violent swerves between hope and dispair make it hard to believe the economy is still growing but it is. this job fair for the long term unemployed reveal it is serious drag on the american economy. but a small down tick pulled the stock market if only for a day out of yesterday's steep nose dive. >> when we've been job fairs in the past it's been a struggle, a real struggle to get

looking here will not give up. >> you have to keep going. you have to keep pushing, you have to keep trying and hopefully there's a good outcome for anyone. >> reporter: bottom line make no mistake, jobs are the key to recovery of the entire over all economy. tom vacar, ktvu news. meantime there are reports tonight that 120,000 u.s. postal workers may lose their jobs. the postal service stand to lose $800 billion this year as consumers turn to online bill pay and e-mail instead of traditional paper mail. the washington postreports the postal service is considering cutting thousands of jobs. the agency also wants to pull its workers out of the federal health and retirement system and set up its own benefit structure. congress would have to approve either move. president obama took his message of job creation on the road today. this is the president's first appearance since monday.

today he told workers at a battery plant that he wants to boost the sales of american products overseas. >> we've got a lot of americans driving kias and hyundais, i want folks in koreas driving fords and chevies and chryslers. >> reporter: the president also toured the plant. that plant makes lithium batteries that can be used in hybrid cars. tonight the president is in new york for two campaign fund raising events. if you're looking for a bright spot in all of the gloom economic news this may be it, mortgage rates are down. that's down from last week's 4.5%. and freddie mac's report today showed a similar drop with its average rate at 4.32%. analysts say the economic turmoil and the fed's decision

then start protesting. last week's protest grew unruly, and they had to close stations. >> trains on platforms with high voltage electricity, that's not a good combination. >> reporter: in recent london protests and lutings, some government officials there have floated the idea of blocking access to social media sites to try to quail the violence. >> it just seems like another step for the government to block freedom of speech, the freedom to gather. that's our freedom of speech to do what we want. and so if we want to organize something through facebook then we should have the right to do that. >> reporter: b.a.r.t. rider, richard kale is also against blocking social media but he is also against protest. he says he shares concerns about the recent officer involved shootings. >> i think that should be left

hold a memorial to remember the people lost. a dramatic rescue this morning saved the lives of two marines. the navy lost communication with the hornet late last night. two coast guard cutters, a helicopter and a c130 plane from sacramento launched a search. about three hours later one of the cutters found the marines. they had ejected from the jet and were blowing the whistles on their life jackets. >> the cutter actually heard survivors in the water calling for help. and signaling with a whistle. they were able to use that sound and spot them in the water. >> reporter: a coast guard helicopter dropped a rescue swimmer to the marines and hoisted them to safety. they are recovering at the hospital. the first video is emerging from the sight in afghanistan where the taliban shot down an american helicopter last week killing all 30 troops on board. the pictures show a crater

the 23-year-old woman's body was found at her home on reina del mar. daila napur's husband arrived and found the couple's two dogs standing over his wife. the first was shot and killed, the second was not believed to be involved in the attack but was removed from the home. ktvu has a reporter in pacifica and is headed to the scene right now. as soon as he is there and ready we will get late details from him. there is a push tonight of the bay area's toughest surf spots. surfers want officials to toss out a controversial ban at mavericks. mike mibach spoke to both sides of the issue. >> reporter: scenes from a winter in maverick, 40 to 50- foot waves surfed by some of the best in the world. >> if there was a way to describe it. i mean, i would do that. i just can't. >> reporter: his name is scott jared and he was one sited for

surfing for the last 12 year, i've never once almost hit an animal, not everyone close. >> jeff clark -- >> reporter: the pwc's need to be there when the guys fall on the waves. if we're waiting for someone to call 911 from a guy who fell off the wave a half mile offshore, it's too late. >> reporter: that was our mike mibach reporting. a bizarre story. night vision cameras help them catch a parolee who was actually trying to sneak back on to prison grounds early this morning. marvin lane osori hoped the prison fence and was arrested for being a felon on prison grounds. investigators believe the 48- year-old former inmate may have been trying to sneak drugs or cell phones on to the grounds of the prison where he once served time. governor brown wants to change a controversial fee that would be charged to people in

unincorporated areas for wildfire protection. as we told you yesterday on ktvu channel 2 news at 6:00, the fee was part of a recent state budget deal: but the governor's finance department says the $250 fee would have to go to local fire prevention program. with an equal amount from the forestry budget. mark tamayo has the weather. and it looks like more and more fog. >> reporter: here you can pick out on the maps the clouds from bodega bay to the marine head lands, san francisco some dense patches right along pacifica. pretty chilly right along the immediate coastline. but the clouds beginning to break up as you do work your way across the bay. a look into berkeley, currently 63 degrees and a bit of a breeze out there with winds 10

to 20 miles per hour. as far as current numbers we have warm numbers to talk about. for concord 81. livermore at 76. san francisco a chilly 60 degrees. san jose reporting mostly sunny skies and 74. this evening at least in the short term, dense areas of coastal fog. we could have some drizzle possible especially late this evening into early tomorrow morning and this low cloud deck just as it's been doing this last couple of evening has been pushing into the bay and making an early track. first thing tomorrow morning, areas of fog and drizzle 49 in santa rosa, pretty chilly up in the north bay. san francisco 54 and antioch in the mid-50s. at 8:00, fog and drizzle. 53 to 56 degrees. by 3:00 patchy fog only warming up into the mid-60s from 60 to 63. right around the bay you can count on the fog first thing tomorrow morning. 55 to 58. then skies becoming partly

having our parks and open spaces working. >> reporter: so far two people have decided to run for mayor including mayor lee. florida state agency in charge of child welfare released a report that blames casey anthony for her daughter's death. the report comes nearly a month after a juror found anthony not guilty of killing her 2-year- old daughter caylee. the report from the department of children and family does not say anthony killed her daughter but it concludes the girl died because anthony failed to protect her. a warning tonight about a sweepstakes scam by someone claiming to have connected to north bay police. a port of madero woman says she received a call saying she won a $600,000 prize but needed to

send $3,900 to claim it. she was told the member of twin cities police would call to confirm. soon after the woman did receive a call and the police department's number appeared on the caller i. d. the woman called authority and found out it was all bogus. police want to hear from anyone who has received similar calls. imagine being able to send or text a photo or a video directly to a 911 dispatcher. i'm going to tell you when this next generation 911 system could be in use here in the bay area. we're about 90 minutes away from the first nfl exhibition game of the season. we're still looking for some raider fans, small or big any size. we'll find them, we'll talk to them next.

it is called next generation 911. and it's taking emergency dispatch into the high tech world. instead of just calling 911 to report an emergency, what if you could text them a photo or video of a crime actually in progress? alex savage is in palo alto one of the first cities where this new technology will be up and running soon, alex. >> reporter: for most of us it's pretty simple sending a photo to our friends through our mobile device. but now you can send a picture directly to a 911 dispatcher. when a call comes into the palo alto police department dispatchers are digging for every detail they can get. >> what is the nature of your energy. >> reporter: what if callers could just send a photo to 911.

dispatcher moore says that it could help quickly help what's happening. ideally you would be able to snap a photo of an emergency. say a crime many progress and send that picture to a 911 dispatcher all from your mobile device. palo alto is working on other cities. >> it will put us on a broad band network that will allow us to accept more information than we do right now. >> reporter: charlie cullen says pictures and video could make a big difference. for instance the search for a missing child. >> having a digital photo that could come into the call center, then that could be sent

you might recall this gas leak from marin county. pg & e blames it on a street widening crew. pg & e says anyone who plans to dig where gas lines might be buried should call 811 two days before the project is set to begin. and have the utilities mark the lines for them so they don't damage the pipes and end up with an expensive repair. pg & e invited three companies to use their technology to find gas leaks from the air. pg & e simulated leaks throughout vacaville and will compare on how well companies did on finding those leaks. >> it'll help us do that much more quickly. and pick up indications of a gas leak. >> reporter: the next step is to analyze the results of the

test and decide which technology if any would be best to use. your grocery bill could be a little smaller by the end of the year as farmers prepare for a major fall harvest. food prices have risen by as much as 4% this year amidst concern that hot weather in the grain producing states may be affecting the harvest. farmers planted one of the largest crops since world war ii which is expected to drive up yields and cause prices to ease a bit. an unexpected $1,000 expense could be enough to spell financial disaster for 64% of americans. the national foundation for credit counseling says a majority of americans do not have enough saved to easily pay for an unexpected doctor bill or perhaps a car repair. 17% say they would have to borrow from friends or family. another 17% said they would have to put off paying other bills. 12% said they would sell or pawn something to pay that bill

and 9% said they would charge it on their credit cards or take out a loan. doctors today released what they say is evidence that full face transplants are more successful than they've been in the past. 57-year-old carla nash, the connecticut woman was seriously injured by a chimpanzee. you see what she looked like on the left, she had a full face transplant back in may. the foe foe on the right shows -- the photo on the right shows how she looks now. two men who received a tattoo in seattle appear to have a rare skin infection. the problem is hard to treat with antibiotics. the center for disease control has confirmed one of those cases the other man is still being tested. tattoo parlors are urged not to use tap water because they think there may be some kind of

coming from that building. ktvu's paul chamber reports on that fire and how some took advantage of the trouble. >> reporter: around 5:00 this morning crews got a 911 call about a structure fire on masonic. these pictures were from two people who caught the flames. >> the office was spoking, the janitor called me and said the office is smoking and the firemen said get out. >> reporter: it took 15 firemen to battle the fires. investigators are not sure what caused the fire but said it started in the back of the building where there's office space belonging to true clothing. >> it shares space with the cafe next door. that's why there's damage to both but it's one building. >> reporter: we also spoke with the owner of the people's cam cafe. >> when they're letting me in, everything was burning black. and the floor was all wet,

water up to my ankles. and the ceiling had a big hole. they ripped a lot of holes in the ceiling so the smoke could come out. >> reporter: investigators say it does not appear to be suspicious. but people took advantage of this mishap by stealing clothes from this pile. google is moving on to the silican valley turf associated with one of its biggest rivals. mountain based google has bought a 700,000 square foot building near yahoo. the new space will give google room for some of the 2,500 new employees the company hired this year. yahoo is going to be moving on as well. that company plans to eventually move to a new building in santa clara. a key piece of planning for the america's cup race is facing new criticism tonight. new at 6:00 the problem san francisco neighborhoods may have to solve all on their own. when the huge crowds flood into the city. he arrived at court a free man but left in handcuffs. we explain what happened to the
