alternate road is. the morning news continues. this is ktvu channel 2 news morning news. >> good morning thank you for joining us. i am pam cook. >> i am dave clark, here is steve. we have thick fog coast and bay, not much of a sea breeze so 80s and 90s there and 50s and 60s along much of the coast and low 70s along the bay, here is sal. getting out to highway 101 there is a crash and now showing you san mateo bridge, people who use the bridge and like to get on 101 will not be able to do that because the ramp is closed.

westbound connector ramp is shut down and police have issued an alert and think it will be there for a while. we will let you know more about that and another report is minutes ahead. let's go back to the desk. bart service is back on track after a chaotic commute in downtown san francisco. demonstrators confronted police who were in riot gear at the civic center at the bart station and protesters are angry about recent shootings concerning bart police and they are also age any about cutting off cell phone service as they shut down all four downtown stations but no injuries or arrests have been reported. federal communications commission has launched a formal investigation and the federal agency will investigate whether bart has the legal

right to selectively i will limb name -- eliminate cell phone service over concerns of a possible protest. we will have reaction from a bart union official in the next half hour. overnight in beaumont a dive team pull add car out of a pond and street racing may be responsible. the dive team off island parkway around 3:00 this morning divers ended up finding a severely damaged volkswagon jetta. a woman who saw it says the jetta lost control in a street race. the driver made it out of the car before police arrived. an extra set of eyes will be watching downtown gilroy. a new security camera will be watching the intersection. deborah tells us where it is located and how it could be the first of several. >> reporter: that is the plan

in the city of gilroy. this is the first of about six they are planning on putting up and they are putting it up in a specific part of downtown but the second reason they are putting it up is they want the ability to protect citizens and help the police catch criminals. total costs will be paid for by the business downtown association and the city about 50 grand and the city of gilroy is using this one as a test before they go forward with the other five. it will allow dispatchers at gilroy headquarters 24 hour communications room to talk to officers while looking at areas or scanning the areas of downtown and reporting crimes in progress. the one thing different about this camera at least according to reporters is the high quality image. having a video camera does not always lead it will lead to convictions because the images are very poor. the reason they are going in

this part of downtown 43 crimes reported since january and 31 reported on monterey road between 5th and 8th streets and one other thing about this camera we want to show you, typically they are taller and that's almost 9 feet in the air. usually they are higher than that. probably the image has been better because it is closer to the ground where people are. reporting hive ktvu channel 2 news. -- reporting live ktvu channel 2 news. a new federal report came out yesterday showing the company did not provide key documents on the san bruno pipeline that blew up last september. the missing documents include log books and x-ray reports. investigators also claim pg&e used bad data to prove the pipeline was safe. a teacher accused of raping

and inn pregnant nateing a student aid has been ordered to stand trial. jerry johnson was arrested in june. he was a teacher at the school in vallejo. the victim is 18 but has the mental capacity of a seven-year- old. the times herald says concerns about her health has prevented a paternity test. the abducted sacramento girl who was found dead with her father over the weekend is now speaking out. he tells them his son and granddaughter died of carbon monoxide poisoning. they found the bodies in his suv in eldorado dough county after an amber alert was issued. autopsies are scheduled for later today. president barack obama's bus tour in iowa, he will meet with farmers and small business

southbound 101 but the truck did not make that curve, it is kind of a steep one and it looks like the truck may have been on wait to the dump because there is all kinds of debris on the ramp southbound 101 and peter eye ballot it and he said the chp is not giving us an official time on when the ramp will be open. we have live pictures here, it just came up here so our crew just arrived. there it is, you can see the truck flipped over and it looks like it will be there for a while. fortunately the driver was not injured and let's put alive bug up there just to let everyone no, we have live pictures first. i am proud of this, where is the live bug, put it up there? you can see it in san mateo, let's -- there we go, these are live pictures.

you cannot get on to southbound 101 from westbound 92, it is causing a big traffic jam here and once again ktvu channel 2 news brought it to you first, let's remember that. look at 80 southbound, that traffic is moving along nicely as you pass the coliseum. 280 northbound getting up to highway 17 that traffic looks good. feeling a little too competitive today steve, let's go back to you. >> low clouds and thick fog. yesterday the coast was almost 95% clear and patchy fog and today it is solid and it means high temperatures along the beaches 50s and 60s. santa cruz usually they get the sun and there is a lot of fog inland it is not a factor unless it is sneaking up

towards san pablo low bay. it can be thick until 9:30 10:00. 60s in heyward and another cool morning for parts of the north bay. and calm conditions, there is warmer air aloft and we will have a huge difference in temperatures inland. temperatures will be upper 80s and lower 90s. while the high builds in it is compacting everything and it will not make much difference so we will continue this theme it will be in the warm to hot category cooler tonight along the coast and that fog is not going anywhere so it will be there. temperatures anywhere from the 60s to mid-90s. 90 novato and 82 in concord, just go 90s steve.

looks like it will take some time to clear the debris from the roadway. southbound 101 you can see where traffic is being diverted and you can see traffic moving slowly passed this accident. it appears the trailer is overturned and the driver was not hurt. i heard sal mention the driver was not hurt and the california highway patrol says the driver took the curve a little too fast and that may be what caused the trailer to overturn this morning but it looks like this is scrap metal and there are engines inside and it will take a little while to clear the debris. as soon as we have more information we will bring it to you. reporting live ktvu channel 2 news. also two carjacking suspects armed with guns tried

. raging waters filled with chlorine sent 20 people to the

hospital. a chemical problem sent liquid chlorine to be released into the wave pull. 9 of the 20 people were children and some of them complained of breathing problems burning eyes and throats. >> i felt like i had to get out. >> there was bubbling in the wave pool and it started smelling everywhere and they had to evacuate all the pools. >> all the people are expected to recover. president barack obama is continuing his midwest bus tour and he had a testy exchange with a tea party organizer at an iowa town hall meeting yesterday. >> that's right, for president barack obama part of this bus tour is getting out of washington and getting out with the crowds and shaking hands and while he was doing that, a tea party organizer confronted

him about vice-president joseph biden's comments comparing tea partyers to terrorists. >> what he said was for us to -- [inaudible] and it was. -- [inaudible] >> president barack obama is also getting an earful from texas governor rick perry. the gop presidential candidate is also campaigning in iowa and said president barack obama's management of economy is an experiment that has gone tragically wrong. they will be in iowa today. reporting live ktvu channel 2 news. time now 6:16 a big scare in alaska, suspicious packages arrived to the u.s.

representatives and two u.s. senators. they had white powder inside and they turned out to be concrete material. according to the fbi there was no hostile intent and they were sending a sample of the concrete to lawmakers. on saturday a team of at least eight men kidnapped weinstein. the 70-year-old works in pakistan as a development expert. police there may release a suspect's sketch at some point today. the u.s. embassy and the fbi are working to find him. a local police officer responded and it happened around 6:30 last night on 35th avenue and international boulevard. while responding to the reports of a carjacking, the patrol karened up on the roof.

the patrol car was slightly damaged but nobody was hurt. witnesses tell us the lights were flashing before the crash but the siren was not on. half a mile away from the crash they managed to flag down a police captain and that captain and another police officers caught up with the suspects and took them into custody but not before they ran away with guns. >> i was very concerned for the citizens there were at least several men and women on the streets and my concern was they would open up fire on citizens and me and fortunately that did not happen. >> officers did not shoot at the suspects because the nearby park was crowded with people. time now 6:18 residents are being asked about expanding in santa rosa. they could help double the number the flights over the

next five years. now horizon air has five flights in and out of the airport but some are concerned about noise and traffic. some may even worry they will loose their homes to make room for those run ways. right now 6:19 and sal has an update on the crash. >> that's right, it is an overturned trailer on the connector ramp to southbound 101 and that means the ramp is closed and a tow truck is in place and there is debris all over the place. if you are leaving the san mateo and trying to get on 101 you can't do that. it is kind of an eyesore and jade hernandez is on the scene. we want to let you know again traffic is backing up severely here as you drive through the area so please give yourself

extra time. i did see another news company show up but we did have this first for you. you may want to think about highway 92 instead use highway 84 to get to the peninsular. foggy conditions here southbound 101 traffic may be slower because of that. let's go back to steve. increasing the fog and that's not the case today, mainly coast and bay not so much inland and that means temperatures will warmup. there is no sea breeze and the cloud deck will keep temperatures cool by the coast. santa rosa, a lot of 50s in between and high pressure is building in from the desert southwest. inland if you don't and head to the west because there is a lot of fog out there because there is a difference in the

atmosphere. cooler for all or warmer for some and on the coast 50s and 60s some upper 70s lower 80s and far enough way, the temperature trend fog will not give way and it will be 50s and 60s by the beaches and some 90s inland and cooler towards friday and saturday and a rebound on saturday. smuckers is cutting the price on many of the coffee products. smucker products include folders and duncan donuts coffee. they want to blow up one of their properties even before construction is finished. m gm is asking for permission to blow it up because it has

texting. she faces man slaughter charges for the tragic -- tragic death. she hit and killed the little girl while she was crossing the street with her mother. police say she was texting at the time of that crash. naacp is holding a press conference to call for the resignation of dennis her regard a. -- herrera. he had been the department's deputy director of operations and is a long time supporter of lee. herrera criticized the appointment calling it cronism and he is accused of putting his interests ahead of political interests. they are helping to rescue

-- he helped to rescue a woman, a woman and another driver were speeding going more than 100 miles per hour on the freeway she flipped her car and ended up in the bed of the san diego river and a homeless man heard that crash. >> i didn't think she was alive and she started moving and moaning so i kept going. >> the woman remains in the hospital in serious condition and police are hoping to question her later this week. an overturned tractor trailer, we will have a live report on when chp hopes to have those lanes reopened. on wall street taking a live look at the traders on the floor to see the big news coming out this morning.

. welcome back opening news ringing that bell production surged .9% on the rebound of the auto sector and it could be well received on wall street and some good earnings reports wal-mart and home depot. wal-mart is disappointing profits are up but sales are down of course the largest retailer in the world and that definitely sheds a negative light on the retail sector. the dow jones industrial average is down 80 points. >> well, we are keeping an eye on it. we will say good morning this tuesday august 16th. i am dave clark. >> and i am pam cook.

we have been watching a tractor-trailer that flipped over and messed up a morning commute. jade hernandez is there now, jade what is the latest? >> reporter: well we have received an update from the california highway patrol and i can tell you an alert has been sounded and it will take awhile to get that debris. the trailer is what overturned and the good news is the driver was not hurt and no other vehicles were involved this morning. the trailer looks like it was filled with scrap metal, all metal debris and california highway patrol said the driver had to access the southbound 101 via the westbound on ramp. he took the turn too fast and he was on his way to the sea port, sea port takes scrap metal and two lanes are closed

right now. commuters may wonder why it will take so long to clear the freeway but i was told by the chp this morning the reason is because it takes a while to get all the folks in place. you have to get the tow truck and the trailer turned up right and you have toable to pick up that scrap metal from the road but showing you traffic is moving slowly because two lanes on 101 are closed right now this morning. chp says it will take awhile most likely two hours to clean up and the chp is working hard to go the this debris off the roadway. sal, can you tell me what is going on? >> reporter: first of all we will put it on the map. >> just in case you want to see it and southbound 101 affected,

and one thing if you take the san mateo bridge one thank you may want to consider going to the peninsular you may want to go down to the dumbarton bridge and it looks like more people are doing that. there are more people on the dumbarton bridge hearing about this and it is still the way you may want to go because you have to go the wrong way on 101 to get around this problem. if you are a dumbarton bridge commuter you will be fine. let's go back to the desk. new this morning the city of gilroy is hoping a new high tech tool will catch criminals. in gilroy we will hear about the new security camera and the security concerns being raised by some people, craig? >> reporter: we are at 5th and monterey street in the city of

gilroy and behind me, they could have it. i could almost reach out and touch that camera. cameras like this are supposed to go all over downtown because of security concerns. there are a lot of stores and some of them vacant and we are getting citizens to share some of their views of what they feel it will bring to the city. according to a dispatcher, she said cameras monitored is not operational but the video images will go directly to dispatchers so they can work with officers in the field. it will transmits 7 days a week and there will be a swivel stick so the dispatchers can rotate in any direction. some believe it will deter

crime but even those people are concerned about the cost it will provide and they say it is a good idea some people may have bad intentions and they will see it and not do the crime. one person said police could be watching what you are doing while walking down the street and the reason they put it in this part of town they did a survey and there have been 43 crimes and all of them happened on monterey between 5th and 8th streets. the cost is $58,000 being paid for between the city and business association. we will have reaction from people who live downtown gilroy coming up on mornings on 2. police in heyward get their chance to question phillip garrido and nancy garrido. the couple has been sentence for their crimes -- sentenced to their crimes against jaycee

lee dugard. coming up at 6:45 what police learned after hours of questioning. we are learning the jogger hit in sonoma county was a prominent figure in local politics. he was the president of the civil service commission and an active member of the gop. he went out jogging after spending the weekend at a vacation cabin near the russian river. that is when a driver of the white pickup truck ran over him, briefly slowed down and sped -- sled down and sped off. they are looking for the shooter who killed carlos nava. he was shot in the middle of the day as he sat in a toy car on international boulevard. the suspect is identified as willie torans. he was the driver of the car

and last week they arrested lawrence bernard as the suspected gunman. >> a very chaotic evening commute in downtown san francisco... [ chanting ] >> this is what happened last night, demonstrators confronted police with riot gear and they were angry about recent shootings involving bart police but they are angry about cutting off cell phone service at the civic station last week. they briefly shut down all four stations and we spoke to one man who was trying to get there for a flight. >> it is turning into a big hassle. for somebody that is disabled getting them to the airport. >> it has been a long day.

our customers are exhausted and at the end of the day they just want to go home. >> there were no injuries or arrests reported and bart did not block cell phone service during last night's protest. well the fcc is making a federal case and they are now launched a federal investigation. tara moriarty is here telling us about the decision to cut off cell phone service which is raising complex questions. we just put a call to the fcc and we do know civil rights groups have backed off any legal action against bart. bart put itself on the radar screen for no reason. bart blocked cell phone service for three hours before they got unrulely and they were angry over the shooting of a knife-

wielding man on july 3rd. turning off cell phone service was taken to prevent rioting and this woman said she thought the decision was too brash. >> when you know there is going to be a protest you should plan strategical and a knee jerk reaction is not going to work. >> reporter: the a.c.l.u. met with bart as protests were still going on and while they have no plans to file a lawsuit the attorney is disappointed that the transit agency did not present to refrain from using topics like this in the future. we are talking about whether or not it was cut off and the reason they told the crowds to dispurse and felt no further

thick. 50s and 60s and santa rosa mid- 50s and 60s and the winds is calm in concord, calm in vacaville, that is nothing and some of the higher elevations are running. that is why fog has been compacted and it is right down on the deck. yet the fog is there compared to yesterday when there was hardly any. it gives way to cool by the peaches warm to hot inland and it does look like we will continue this theme of cool by the coast and a little bit warmer inland with a lot of 90s. cool to hot, we just heard a tweet from crazy dave, he said it looks good here 60s and 70s and low-to-mid 80s and 90s.

police have made two arrest the in this case. -- arrests in this case. willie tore rains was the driver in that driveby shooting that killed carlos nava and as of this morning he is still being held in a clark county novato detension facility. torans is expected to appear in court at 7:30 this morning. he is supposed to be extradited and no word on that. they were able to make this arrest and a second arrest because of the help from the public. >> most of information we received were from citizens who were sick to their stomach about what happened.

police say lawrence was arrested over the shooting. the oakland school district placed them on administrative leave. an investigation was launched into reports that the chief used the "n" word. now the san francisco chronicle reported remarks were made during a recent golf tournament. many are defending him saying he has done a lot for the african-american community and is not a race set of. they want to know -- racist. they want to know if phillip garrido and nancy garrido are involved in the mckayla jar rick kidnapping. phillip garrido surfaced as a lead after the jaycee lee dugard case because there are striking similarities. they questioned phillip garrido and nancy garrido for two hours

southbound 101 and westbound 92 is closed and it's causing a big back up and we will be on this all morning. taking a look at westbound bay bridge backed up may be less than that but there is a wait before you actually get on the bridge. it is stop and go to the construction zone, gets better by bay .6 80 looks good from concord to danville. let's go to steve. very good morning to you all. low clouds fog yesterday there was hardly any. right along san mateo coast up a long petaluma and inland very shallow. i have seen some towards napa county and highs on the coast 50s and 60s have been squashed and temperatures inland

continue their march upward. 50s san rosa and -- santa rosa and southwest and fairfield they do that in their sleep. that is nothing for them. even some of the higher elevations are running higher than 24 hours ago and that tells me and i am tell you inland temperatures will be warmer. cool to mild to warm to hot fog on the coast, this is not going anywhere, it will peel back, 50s and 60s coast inland bay and looks like a cool down and a jump up on sunday and monday. it's now cheaper to buy a two bedroom home in nearly three quarters of the country. sacramento fresno are some of the best bargains but some of
