down on to the peninsula. they cannot get on to southbound 101 because of that ramp closure. a truck overturned about 45 minutes ago now. ktvu jay hernandez is on the scene with more on when this truck is expected to be -- jade hernandez is on the scene with more on when this truck is expected to be cleared up. >> reporter: it depends because right now what they have to do is clear the debris from the road way. within the last 20 minutes i can tell you that the tow truck was able to offright the trailer involved in this accident. and now cal tran is going to close the westbound lanes, so that the debris can be cleared. and i want to take you up and give you a better view of news chopper 2 that is above this accident. and they can really show you the back up right now. two lanes are closed on southbound 101 through san mateo, which really slowed down traffic. we have been here for an hour or so and commuters had to go around what this accident that happened around 5:30.

keep in mind that it's a big rig remained upright, the rig part during the accident, so the trailer is the only thing that overturned. the problem is what was inside that trailer. all of this scrap metal. the driver is okay this morning. he tried to access southbound 101 via the westbound 92 onramp and took that turn way too fast. the driver was headed to redwood city deport that takes scrap metal. the trucking company we learned is out of livingston, california. and news chopper 2 has been here for a while and you can see from these pictures that the scene shows that traffic backup as we mentioned. it will also take a while to move the debris as we mentioned because they are not sure how to remove it all. and now officer brian williams spoke to us just about 20 minutes ago. let's listen. >> the second tractor trailer

as the i-team rushed to the pond about 3:00 this morning, the divers found this damaged volkswagen jetta. a woman who saw the jetta go into the watered told ktvu news that the driver lost control. the driver left the scene before police got there and before they were able to question them. it is 7:04, a new security camera is now watching over downtown gilroy. kraig debro tells police that they hope they will be catching criminals, but some people say that it could come at the cost of privacy. good morning kraig. >> yeah, good morning tori. safety over privacy concerns, this is the first one that they have been putting up. i just spoke to the police watch commander. he tells me this morning that this camera is operational, but there's limited access. only certain police officers will have access to it for now.

and we're starting to talk to people who live and workdowntown gilroy. now according to a dispatcher i spoke to this morning, the camera mounted here was not operational, but i just found out that it is and it is limited to certain officers. now the video images will go directly to dispatchers eventually so they can work with officers in the field. black and white images will be transferred 24/7. some believe that the camera will deter crime, even those people are concerned about the cost that that deterrent will provide. >> it instills some security, it will help our police department, maybe help them because they can cannot be in 10 places at one time. i have heard remarks about that. people are a little, you know spooked by the fact that wow, somebody is watching me. >> reporter: police say that the cameras will be an important part of this area downtown. according to police, january until june, 43 crimes have been

committed downtown for vandalism to robberies. 31 of those crimes have been committed on the road between fifth and eighth street. so just three blocks. if the test cameras work, five more are planned to go up at a cost of $50,000 a piece. and the city and the downtown businesses here are chipping in to pay for all the cameras. reporting live from gilroy, kraig debro, ktvu channel 2 news. it is 7:06 today and president obama begins day two of his midwest bus tour in iowa. the president will meet with farmers and small business owners at a rural economic forum. coming at at 7:15, we'll have a live report from our washington, d.c. newsroom to find out which republican candidate will be campaigning right down the road from the president today. all right, our time now is 7:06, a los angeles man is facing felony charges now, accused of stealing almost $4,000 worth of premier wristbands from the box office

at the outside lands music festival over the weekend. an estimated 180,000 people were at the three-day festival at golden gate park this past weekend. now police and witnesses say that the 29-year-old man was selling the stolen wristbands when he was arrested. and other than that, police say that the festival was pretty much crime-free. police in maryland released these videos. look at this, this is called a flash mob robbery more than two dozen people going into a 7- eleven store early saturday morning. ripping everything off, grabbing handfuls of snacks, then bolting out of the store a minute later. >> it's terrible because you think about the youth and what direction they have. how can you just go in there and do something like that, maybe for the thrill, maybe peer pressure. >> several suspects have been identified already through this surveillance video. the robbery comes as the local council is considering a curfew for teenagers under the age of 18. it is 7:07. a livermore woman is accused of

filing false tax returns for at least 19 non-existent children. the internal revenue service said that the 40-year-old obtained fraudulent social security numbers for the children claiming them as dependents. the irs says that the filings happened between 2004 and 2007 when she lived in los angeles. and if convicted, she faces up to 143 years in prison and more than $5 million in fines. just a half hour ago, they set it back for the united states aaa credit rating saying they believe that the country's long-term outlook is stable. however, stocks are falling this morning after a new report today showing germany's economy stalling providing more evidence of the slowing global economy. taking a live look at the big board. the dow is currently down 110 at 11,371. nasdaq also down 37, s&p down 15.

we're keeping an eye on sal who has been watching on what's happening in the commute, particularly on the peninsula. >> reporter: yes, that's right, dave and tori. that ramp is not available, probably not going to be available for the rest of the morning's commute because of an overturned trailer and debris clean up here. the trailer has been here, but the ramp is still closed. that's the ramp right here from westbound 92 to southbound 101. obviously it's blocked by that truck. but southbound 101 is also closed in a couple of lanes. now, we have the traffic getting by, but we have a couple of lanes that are closed here along southbound 101. if you are driving out here from belmont or heading on south. two of those lanes will be closed at the alternate. and i think it will be to use 280 southbound and you can use 92 to get back on southbound 101. and it is a better option for you. if you are driving west of the san mateo bridge, you'll need to go northbound 101 and double back out here to head south. let's move along and take a look at the teleplays which is backed up for an 8 -- toll

plaza, which is backed up for a period. i want to show you the east bay. you might want to consider going down to the bridge out here and doing that instead. i think a lot of people are doing that. it's not too bad on that bridge. 7:10, let's go to steve. >> thank you kindly, sal. a lot of fog on the coast. some of it is working its way up the county, but the western part of napa county is working on up. some of that could be real thick, reducing visibility. it will burn off sooner, but there's a big amount of fog out here along the coast. even though high pressure is building in, it's not giving us a north, northeast wind to wipe it out. 49 at the county airport. 61 in mountain view. that's a big difference. santa rosa you're on your way to being cold. that's a big spread. west southwest 14, not much of a breeze. some of the low clouds have made it to the bay especially.

southwest at oakland, that's hardly anything, not much of a breeze. so that tells us there's not a real strong delta breeze. it's just a fight between the low pressure to the north and the high pressure to the southwest. the high is kind of building in slightly. it is a result of the inland temperatures, but the coast will be staying a little bit out here. and cool to mild to warm to hot, depending on your proximity. we'll go 82 out here, clear lake at 95. depending on what part you're in though. and pittsburgh at 92. walnut creek at 89. and 68 out here in alameda. alamo, lafayette, san jose at 82. morgan hills up in the lower 90s. san mateo at 75. some fog near san mateo, but it looks like it is shallow and it will burn off soon.

earthquake this morning in indonesia really shook people up. a government agency first reported a magnitude of 6.5 quake near the island out here. text messages and alerts were sent out to officials and to news media. now, everybody was worried about a possible tsunami warning. then the agency revised the magnitude down to 4.6. officials are blaming a computer error. 7:15, it is a showdown in iowa today between president obama and his newest republican opponent, texas governor rick perry. as allison burns reports, they are appearing just 12 miles apart today, allison? >> reporter: and tori, we just found out that president obama started his day with a workout at a local gym in iowa. it is day two of his three- state bus tour. the white house is insisting that it is not a campaign swing, but that president obama is using town hall meetings on the trip to blast republicans running against him and

republicans in congress. and he is trying to rally support for what he calls a fight for the country's future. >> you've got to send a message to washington that is time for the games to stop. and it is time to put country first. >> reporter: also in iowa for a second day, texas governor, rick perry, who just jumped in the race says that president obama's management of the economy has been an experiment gone tragically wrong. >> mr. president, you need to free up the employers of this country to create jobs. >> reporter: that's not all. rick perry also seems to have made some comments that seemed to dig at president obama's lack of military experience. we'll see if president obama comes out firing back today. reporting live from washington, d.c., allison burns, ktvu channel 2 news. >> all right, allison, thank you. time is now 7:16. a last-second decision probably saved the lives of the country's duo sugarland at the indiana state fair. they were about to go on stage

and perform on saturday, but their tour manager decided to make them wait backstage when she looked up at the sky and had a bad feeling. seconds later that happened. wind gusts up to 70 miles an hour toppling the stage over. five people were killed, dozens more were hurt. sugarland and their crew sought shelter against the wall. they were the no hurt. 7:17, more fallout this morning from the british riots. a teenager is now facing charges of murdering a retiree. the 16-year-old boy appeared in youth court today. his identity though was not disclosed due to his age. and he is accused of beating to death a 68-year-old man, the victim was found lying in the street during the riots last week. he later died of head injuries. 3,000 people have now been arrested for the rioting. so far five people have died. two marines injured when their fighter jet went down off southern california have been upgraded to stable condition.

32-year-old pilot captain pete braun and an unnamed weapon's officer ejected just before their f-15 hornet crashed late wednesday night. the two men spent four hours in the chilly waters off of the san diego coast. they screamed and blew whistles before the coast guard crew spotted them. they suffer broken bones and hypothermia, but in good spirits. time is 7:18, the santa rosa police department is underfire for allowing young children to handle weapons. take a look at these photos. this is taken at the south park day and night festival on saturday. it's been circulating by e-mail acing among a group of -- e- mail among a group of concerned citizens. it shows the police officer talking to a group of young kids as one young boy holds an assault rifle. some question if that is appropriate for a family event promoting safe communities. and the event organizers say this was a successful way of

community outreach. suspicious packages mailed to three alaskan lawmakers caused a big scare. the pack annals arrived -- packages arrived yesterday at don young's office and at the officers of two of the senators. two of the packages contained a white powder which turned out to be a concrete material according to the fbi. there was no hostile intent. the sender was mailing a sample of the concrete to the lawmakers. and 7:19, the baseball fan who died after falling over a railing will be e mortalized at the -- will be immortalized at the stadium. they plan to build a full-size bronze statue in memory of the 39-year-old shanon stone. the firefighter died during a ranger's game last month against the a's and his 6-year- old son watched as he fell. and the statue will sit at the front of the ballpark beginning next season. san francisco giants catcher will have no problem staying busy while he rehabs his injured leg. now, he's the father of twins.

he made the announcement yesterday on his facebook page. his wife kristin gave birth to a boy and a girl early sunday morning. their names are lee dempsey and addison lynn. he posted on his facebook page that everyone is doing great. i understand he was trying to rush through his rehab so he could be well enough to help his wife take care of their twins. >> he will have plenty of time for that. time now is 7:20, an oakland police officer responding for help ended up needing help himself. the crash flipped one car on top of the roof. >> it is the number one movie at the box office, but "planet of the apes," is showing up in more places than just in theaters. good morning, southbound 101, a problem on the peninsula that may slow you down. we'll give you the best ways to avoid the traffic hassles.

after the patrol car crashed into another vehicle, he never got to the other scene. it happened last night around 6:30 07b 35th avenue -- on 35th avenue and international boulevard. the red honda was upside down on its roof. witnesses tell ktvu that the lights on the patrol car were flashing before the crash, but the police siren was not on. now half a mile away from the crash, the victim from the original carjacking call managed to flag down a police captain. now the captain and another officer caught up with the two suspects, taking them into custody, but not before he says that they tried to run away. >> both armed with handguns and a rifle. they were playing soccer. there were other people out there at the park there. and in excess to 30 to 40 people out there enjoying a summer evening in the park was

causing a difficult tactic. >> again, the police investigation of the situation continues. and it is 7:24. it is number one at the box office. and now "rise of the planet of the apes, "might help attract more visitors to a north bay park. the golden gate bridge and the national monument are featured in the film. now the movie was not actually filmed there, but they did visit the park and took pictureses. officials say that the movie has helped boost the park's popularity, but they were already having a successful summer drawing more than 5,000 people on several different days. >> yes, i have not been there, but i plan to go. >> you should go. time now is 7:24. how is it going on 101 near the peninsula? >> it is going, lanes are open, but it's not that great because two lanes are blocked. southbound 101 and highway 92. that's because of an earlier truck accident.

you can see that the debris from the truck is still in the lanes and the ramp from westbound 92 to southbound 101. it's closed, the truck has been out. that's the biggest problem driving down the the peninsula. you only have two lanes, where normally four lanes are available for you. but again we also want to mention that westbound 92, if you're leaving the san mateo bridge, you cannot get on the 101. a lot of people are getting on northbound 101, but people are getting on northbound 101, going up to third avenue and then making a u-turn getting back on the freeway southbound. and i want to mention that if you are driving on 280, it's a good alternate for you. let's move along and take a look at the commute here at i bay bridge toll plaza. no major problems. it's about a 10-minute delay. if you are driving in the south bay santa cruz mountains, some traffic moving slower out there. and of course, on 101 near blossom hill road. 7:25, let's go to steve. >> sal, thank you.

well, we have a lot of low clouds and fog out there inland, it's clear. we received a nice tweet from brian saying, steve, do you think that we'll see any 70- degree temperatures in the city any time soon? yes, september, october. yes, and it always happens, but not today. 49 santa rosa, 55 oakland, 55 hayward, 58 san jose. but again they run warm. 54 in the city with a lot of low fog and clouds. not much of a delta breeze. then down towards the south bay, it is really shallow and it will burn off fast. by the coast, we'll keep it cool. now inland, it will be warm, it's going to be hot. fog on the coast though. yesterday, there was hardly any today. and today there was a lot out there. hot inland temperatures, so we will be going some 50s, 60s, 70s, and then the low 90s inland as temperatures start to work their way up a little bit each day here to probably thursday. i think that we'll see a cooldown as the system moves in to the north on saturday and there are signs next week.

good morning. right now there is a big problem on the peninsula where two lanes of southbound 101 are closed because of a debris spill from an earlier truck accident. and also westbound 92 to southbound 101 that ramp is closed until they can clean it up. time now is 7:30. bart service back only track this morning after an evening commute of chaos downtown san francisco. now these demonstrators confronted riot police at the civic center station. that protest grew resulting in bart briefly shutting down four downtown stations. and the demonstrators are angry about recent shootings that are involving bart police, but they are also counting out the protest for their decision to cut off cell phone service at

the civic center station last week. ktvu tells us that they are now investigating all of this, tara? >> reporter: well you know, that really struck a nerve with a lot of people. and in the u.s., you know, with our history of free speech and assembly, critics are saying that the move was simply unconstitutional. and bart, however, is standing by its decision, saying that their primary concern was safety. and they would do it all again, although at last night's demonstrations, a cell phone service was not interrupted. and now the fcc says that it has received complaints and they are gathering information from bart. one of the question that the federal investigators may ask bart is whether or not the transit agency lawyers were asked to investigate the legitimacy of the cell phone blocking before it was done. if not it could take action against bart. and now an fcc spokesperson has issued a statement saying that the agency, "will be taking steps to hear from stakeholders about the important issues of the actions that they have raised, including public safety

for a little boy. we've got new information on the second arrests in the 3- year-old's killing. good morning, aly. >> reporter: on friday morning, they arrested willie torrence. he was the driver that shot the 3-year-old boy last week. thanks to information from the public, they were able to find the suspect. as of this morning, he is still in a clark county nevada detention facility. he has a court appearance scheduled for 7:30 this morning in las vegas, and in an update i just received from oakland police, he is going to be extradited to alameda county. but as to when that extra tradition process will start, police say it cannot begin until after the alameda county district attorney's office files charges against him. that has not happened yet. but taking a look at his past, he does have a criminal record. he was arrested for criminal threat and battery in 2009 for

allegedly trying to choke his ex-girlfriend. he was also convicted of felony firearm possession in 2007. and now last week police also arrested the 26-year-old lawrence denard, accusing him of being the gunman in this drive-by shooting. he is scheduled to enter a plea to murder charges later this month. and in the meantime the family of the 3-year-old carlos nava, the young victim, the toddler killed in this drive-by shooting, they are going to be having funeral services for him this morning. the funeral services are scheduled to start at 11:00 at st. bernard church in oakland. live in oakland, ktvu channel 2 news. >> all right, thank you. it is 7:34, more trouble for pg&e over the safety of its pipelines. a federal report released yesterday, which shows the company did not provide key documents on the san bruno pipeline that exploded last september. and the national transportation safety board says that the missing documents include law books, inspection records, and

x-ray reports. and investigators, they also say that pg&e used bad and non- existent data to prove that the pipeline was safe. today, the san francisco chapter of the naacp is holding a noon press conference on the steps of city hall to call for the resignation of city attorney and mayoral candidate, dennis herrera who has criticized theappointment of mohammed to head the department of public works. nurru had been the deputy of directions. he says that the employment shows poor judgment. accusing herrera of putting his political agenda ahead of the city's interests. and time now is 7:35. a vallejo special ed teacher is accused of raping and peg nateing a development -- and impregnating a developmental student aid. jerry johnson was arrested in june, a teacher in vallejo.

the alleged victim is 18 years old with the mental capacity of a 7-year-old. the vallejo times herald reports that concerns about her health that prevented a paternity test. and a maryland woman still missing this morning after disappearing while vacationing in aruba with a friend. but now her travel companion is being called a prime suspect in her disappearance. right now gary giordano remains behind bars in aruba. a judge says there is enough evidence to keep him there for at least 16 more days. on august 2, giordano told aruban police that robyn gardner did not come back to the beach after snorkeling. her boyfriend, who she lives with in maryland, is holding out hope that she will be found. >> i don't have a choice to think anything else, you know, this is a woman who i love very much and i want in my life. so i have to believe that she's out there and i want the world to believe that she's out there and she's going to come back. >> friends say that gardner met

giordano online and the two became friends. and the court records show two ex-girlfriends of giordano got restraining orders against him. the fbi is getting involved now and the investigation here at home is happening. it is 7:37, the grandfather of an abducted sacramento girl who was found dead with her father over the weekend has broken his silence. he tells the sacramento bee that his son and granddaughter died of carbon monoxide poisoning. authorities found the bodies of the two inside his suv on saturday after issuing an amber alert. autopsies are planned for today. time now is 7:37, reports today of the condition known as healthy obesity. two new studies causing quite a stir in the medical field. they are suggesting that some obese people actually live healthy lives. coming up for you at 7:45, we'll have a live report from washington, d.c. and why obesity may not necessarily

mean a death sentence. and a sonoma state student is expected to enter a plea today in a tragic case involving a 2-year-old girl. the 18-year-old faces manslaughter charges for the death of little callie murphy. she hit and killed the toddler while she and her mother were crossing the street at roller park last december. the little girl's mother was seriously hurt. police say that the 18-year-old was texting at the time of the accident. and now driving while texting or talking on a cell phone could soon get more expensive here in california and it appears to be no shortage of guilty driverses. our ktvu camera went for a ride along in san jose last night with highway patrol officer david morasco making four stops on driving who were holding cell phones to their ears in less than one hour. and he tells us that distracted driving is causing too many collisions. >> our goal is to reduce the mileage death rate here in the state of california.

>> a bill waiting for governor brown's signature would toughen the state's distracted driving law. it increases a first offense find from $20 to $50 along with court fees. and a second offense would cost $100 plus fees, and that second offense would also add one point to a driver's record. >> all right. time now is 7:39. it's appropriate that we go to sal now. major messes on the peninsula, sal, southbound 101. >> yeah, we're looking for alternate routes to get you around this problem on southbound 101. and let's look at the problem here. a truck overturned, the trailer overturned and spilled this debris. it was on its way to a metal recycling yard. all that is now on the freeway. two lanes of southbound 101 are closed. and traffic is backing up as you might imagine. westbound 92, we have the ramp closed as well, so people who were trying to get on to southbound 101 from the san mateo bridge are forced to go around. and we do have a big backup on

101 and on 92 as a result of this. it's not going to be cleared for at least a couple more hours. let's take a look at the san mateo bridge, which seems okay, but there are signs warning you of the crash heading out to 101 and 92. so if you are going to northbound 101, it's not really going to affect you, but again southbound 101, you might want to think about using a different bridge. let's talk about the south bay now. we're looking at the south bay with some slow traffic on 280 northbound approaching highway 17. 85 from saratoga. 101 is slow from blossom hill road. and at 7:40, let's go to steve. >> sal, thank you, sir. a very good morning. well fog for some, let's see, a couple of tweets, william in vallejo, sun for a while and now the fog is up. and kathy up in napa says that the fog is in here too. parts of napa, not all. it looks like western napa county, it's been working its

two. so thick fog, sunny, nice, warm, hot for those away from the coast. cool to mild closer to the coast and the bay. and it looks like inland temperatures will be warming up, but the coast will be dealing with some of the fog as it builds back in. so fog is cool, warmer, hot. the fog is on the coast. the temperatures are inland. they will be in the warm to the higher categories, depending on where you look at. napa at 82, vallejo at 78. concordat 90, along with pleasant -- concord at 90, along with pleasant hills. upper 80s to the lower 90s at gilroy. and also woodside in the 0s and the 60s along much of the coast. upper 60s, maybe lower 70s. and a little warmer on wednesday, thursday inland. the cooldown on friday and saturday and then another warm up on tap for sunday next week.

obese. good morning emily. good morning. now, we're talking about obesity in a real new way. and before they talked about the bmi, your body mass index. and the ratio of your weight relative to your height, but now what these researchers are saying is though that has been used to describe obesity, now it may not be the only way or the best way to describe how healthy a person is. here is how they got to the number. doctors know two people with the same bmy could be very different. one leading a healthy life and one with severe medical problems. why is that? one study looked at 8,000 americans to see if bmi was enough to predict who would die earlier. the answer that they came up with, no, instead they came up with this new ranking. the medical risk from 0 at the lowest to 4. and they said that was much more important in determining mortality than the second study that came into play. now, they looked at the low medical risk and they said that people who were obese with the low medical risk were not going to die any earlier. and what does it all boil down

it is tuesday, august 16. we have been following a big accident that we have been covering for the past two hours. they are the very first to show you the crash scene this morning where jade hernandez is live in san mateo to tell us what is happening. we are speaking now. >> reporter: yes, dave, i want to get straight to the pictures right here. this front loader is clearing off the debris off the southbound 101. this has been the goal all morning. and the chp and cal tran is trying to work out a way to get the debris off of the road so that all the lanes of southbound 101 can get reopened because traffic backup has been horrible for drivers through here since this accident happened at 5:30 this morning. i want to take you to look atour video because they can show you the back up and a little bit as to what this accident caused for the commuters this morning. and now news chopper 2 shows you this accident two and a half hours ago. the drivers of the big rig

area, westbound 92 connector ramp on the southbound 101 is too fast. that connector ramp is still closed right now. and now the driver is from the trucking out of livingston, california. the driver was not hurt in this accident and no other vehicles were involved. and chp officer brian williams told us that the connector has given some drivers problems, so they don't drive the posted speed limit. >> the second tractor trailer traffic collision that has occurred at this connector within the last month. >> reporter: well, the driver was headed to the city deport when the trailer overturned at 5:30 this morning. as i mentioned you can see the front loader is literally pushing all the debris off of southbound 101. now the goal for cal tran is to get this to the side of the road. they will keep the westbound 92connector closed through traffic so they can lift this scrap metal on to trucks that are just actually right off to the side.

you can can see right here, these drivers are waiting so that once this scrap metal is lifted on to the trucks, they can lift it away. but first of all they need to get the debris off the southbound 101. as soon as they do that, they say this is just a moment for them to be clear. uthbound 101 will reopen and that is good news for the drivers this morning. reporting live, jade hernandez, ktvu channel 2 news. >> all right, thank you, jade. it is 8:02, the jogger hit and killed by a hit-and-run driver was a prominent figure in local republican politics. the 63-year-old donald casper was the vice president of san francisco's civil service commission and an active member of the gop. sunday night he went out for an evening jog on river road in forestville after spending the weekend at a vacation cabin near the russian river. that's when a driver of a white pickup truck ran over him, briefly slowed down, and then sped off. >> for such a fine man to be left at the side of the road

under those circumstances made it even more painful. >> a highway camera took a picture of the truck involved in the deadly hit-and-run crash. and it is a newer model white f- 150 truck with a gold stripe. chp is asking for the public's help for the search in that driver. new this morning a security camera is now watching over downtown gilroy. police hope that it will catchcriminals. we have a live look to see why people have mixed feelings about this. >> reporter: yes, there's a debate over whether or not giving up your civil liberties is worth the deterrent in this case. and the deterrent is this camera right here. and that is out here. one of the things that they know about this camera is that it provides a good high-quality image. right now, only a limited number of people at the police department and they have access to this camera, can can had is operational. we have seen these kinds of things before. and already, i can see one big difference.

this camera has only about nine feet off e ground. i can touch it from down here. and while in the publishing reports this morning, they produce a high quality black and white image. the signal from the camera moved back to the police headquarters. for now, they are controlling the direction and movement of the camera lens, and eventually dispatchers will have that controlled. now the downtown business association and police decided to try the eye in the sky after a recent survey of crime downtown indicating a high percent able of crime that is being commit -- high percentage of crime is being committed out here between fifth and eighth streets. >> i think it's a good idea if it will help deter crime, it's always a good idea. i mean, i don't think that it is necessarily a bad area. >> it works for me. i don't have anything to hide. and there is someone out here who doesn't. now, maybe there should be a camera. >> and the quality of the images is an important private business in some public entities that have found uncleared images to make it harder to win convictions in the story that you just heard

now, he is live at raging waters now, where the investigation is underway. good morning, brian. >> reporter: good morning to you. this is where they had that problem, the massive chlorine leak that sent 20 people to the hospital. and now as they were swimming in the pool, that chlorine came dumping into the water and they made a lot of people feel very ill yesterday. take a look at some video at the scene as firefighters were responding to what they called a level two hazardous situation. they describe it as the pool turning green and then all of a sudden their eyes were burning, their mouths and throats were burning. what the fire department has finally determined is that liquid chlorine, for whatever reason the mechanism failed, dumping a huge dose of chlorine into the water. that's why the people have the exposure to the heightened level of chlorine, all taken to the hospital, 20 people were treated and released yesterday. and now what is at question this morning is whether or not this water park will reopen. there are crews out here preparing the ride.

good morning, we still have 101 in san mateo county, affected by an earlier truck crash. but now there is some progress in this. let's go live to ktvu's jade hernandez at the scene with new details about this crash, jade? >> reporter: sal, good news, the progress is southbound 101 just opening up about 15 minutes ago. you can see traffic is moving much smoother. in and around this area here, that's great news for commuters because those two lanes of

southbound 101 at the westbound 92 connector right here have been closed for three hours. and now if commuters are wanting to use the 92 connector, what you're looking at right here, you'll need to wait until the debris has been loaded on to these trucks. you'll see that right here, before the connector can actually reopen this morning. and now to give you a background of what happened here around 5:30 this morning, the chp said that the driver of the big rig carrying scrap metal put the connector ramp on southbound 101 way too fast. drivers from the trucking out of livingston, california, the driver was not hurt in this accident and no other weather vehicle were involved. now, chp officers told me this morning that the connector is giving some drivers problems when they don't have that time and the precautionary 25 miles per hour speed limit. and the big rig drivers were headed to sims metal when that trailer overturned. i want to bring you back out live this morning because all morning we have been looking at

southbound 101 traffic back up. now, we can show you the connector is completely closed. no traffic is going on this, but the front loader is still working. in fact, about a half hour ago, we were out here watching them move the debris off to the side of the road. and you can actually see the work being done here by cal tran to try to get this debris going that is on the big rig with the trailer overturned this morning on to the trucks. and now this is not going to be a process. they are working as fast as they possibly can. and they had to con conduct a plan with the ch -- concoct the plan with chp in order to get them going. good news for the commuters this morning. the southbound lanes are reopened at this hour and, of course, that connector will soon follow. reporting live, jade hernandez, ktvu channel 2 news. >> all right, jade, thank you. time now is 8:31. bart service is back on track this morning after a very chaotic evening rush hour last night in downtown san francisco.

now, this is how demonstrators confronted riot police at the civic center station. that protest grew, resulting shutting down four downtown here. and they are angry about recent shootings that are involving bart police. and they protested the decision to cut off the cell phone service at the civic station last week. and they tell us that the fcc is now investigating what happened there. >> well, that's one of the questions out there that federal investigators will most likely being asking for that, whether or not that was made quickly. a lot of fun if planning went into it. and if so, the fcc could take action against bart. and now in the united states with the history of freedom of speech and the assembly critics are saying that bart's move was unconstitutional. and they are showing that safety is the primary concern. and they agreed with the decision to act as the cell service. and the union leader for the train operator said however that employees were given no warning, and they did not know what to say to passengers, asking why the mobile phones

attempted shoplifting scheme. it happened late sunday afternoon at a united market store in san rafael. all three victims suffer superficial wounds. the suspect is described as a white male in his late 20s. and he has shoulder-length brown hair and a tattoo on one of his calfs. your time now is 8:35, they find many california water ways are filled with toxic poison. and the water board says that they tested about 42 locations with the california coastline. and they found that elevated levels, the toxic chemicals, including pcbs and mercury levels that were caught at 75% of the locations here, which includes the san francisco water front and the berkeley marina. well, despite that research, the california area does not plan to issue the health warning until more research is completed. and what is new this morning, a big discovery for

gathering in oakland for the funeral service for little carlos nava. we have more on that and new information on the second arrest in the 3-year-old's killing last week, aly? >> reporter: well, i just spoke to the public information officer from clark county nevada. that's where the city of las vegas is, and that is where police arrested the 22-year-old wille torrenco on friday night. he was arrested with a court appearance this morning and officials tell me that that appearance was to begin the process of extraditing him to alameda county. now, oakland police say that that extradition cannot really begin until after alameda county, the district attorney's office that files charges against them. right now, the d.a.'s office is reviewing the case against some charges that have not been filed, but he is expected to be extradited right here in the near future. and now oakland police, they believe that torrence was the driver in the drive-by shooting that killed a 3-year-old oakland boy. the 3-year-old carlos nava.

the shooting happened last monday as the child was on international boulevard walking with his parents. now doing a check on torrence's criminal history with a criminal record, arrested for criminal threat and battery for allegedly trying to choke his ex-girlfriend back in 2009. and he was also convicted of felony firearm possession in 2007. so now also last week, oakland police arrested another man, the 26-year-old lawrence denard. police say he was the gunman in this drive-by shooting that happened last week. denard is scheduled to enter a plea facing murder charges later this month. in another court appearance, he's in alameda county right now. in the meantime the family of the 3-year-old boy is having funeral services for him. the funeral services are scheduled to start at 11:00 this morning at st. bernard church in oakland. live in oakland, ktvu channel 2 news. >> all right, thank you. and time now 8:47. the jaycee dugard case may be over, but the focus on phillip

and nancy garrido is not. in an exclusive interview, hayward police told ktvu that they are questioning the garrido's about another well- known bay area kidnapping. ktvu pam cook is in our newsroom with some pretty interesting developments, pam? >> reporter: well, it is an unsolved mystery that has haunted the hayward police department for nearly 23 years. and now they are following new leads and a new focus that involves phillip and nancy garrido. investigators in hayward say that they had to wait until the jaycee dugard case was over before they could interview the garrido's about a little girl who looks a lot like jaycee. and now in november, 1988, 9- year-old little girl garrett was kidnapped outside a grocery car, taken away in a car that looked like the one that phillip garrido owned at the time, which is not the only similarity. >> when you look at the similarities between phillip

the killings raised monday's death toll to 70. a man accused of attaching a fake bomb to an australian teenager will remain in jail in the u.s. pending an extradition hearing. and that ruling came just a short time ago from the federal judge in louisville, kentucky. they arrested paul doug peters yesterday. authorities believe that peters is behind an extortion ploy in australia two weeks ago. investigators say that a masked man with a bat broke into the 18-year-old's home and chained her to a device that looked like a bomb. and she was freed after ten hours. and authorities say that they tracked peters on the australian native using an e- mail account attached to the fake bombs. and police now say that only one of two pit bulls owned by a pregnant woman in pacifica was involved in the attack. and her husband says that she came home from work last thursday and found their 2-year-

to report, the gray whale that has stranded in the river for more than a month died this morning. the marine mammal expert said that the whale died at the sand bar around 4:00 a.m. the mother gray whale and her calf entered the river late june on breeding grounds in baja, california up to alaska. and the calf was believed to be spotted swimming out to sea on july 23. while getting caught driving distracted may soon get more expensive here in california. a lot of people are getting caught by police. last night our cameras for ktvu went on a ride along with chp in san jose. in less than an hour, the officer stopped four drivers holding cell phones to their ears. now being considered by governor brown, the new proposals would toughen the state's distracted driving law by raising the fines. >> it is quite simple. and to be in that accident and getting killed, you know, to do that the proper way. it's not rocket science to, you know, do what you need to do right now to operate the law.
