this is the 10:00 news. a police standoff at a hotel creates traffic problems for thousands of drivers on both sides of the bay. good evening, everyone. >> it started before noon and is stretching into the night. at this hour the the police standoff that is -- has closed i-580 is not yet resolved. this is the stretch of 580 that feeds traffic on to the richmond san rafael bridge. officers say a gunman holdup fired at least one shot in the direction of the freeway. we have team coverage tonight. we begin with amber lee at the hotel and she's going to tell us about the man police are trying to happen prehend. -- trying to apprehend. >> reporter: the standoff is still going on right now.

we can see an ambulance on stand by. there are close to 100 law enforcement officers out here. >> around 8:00 tonight, we saw four members of the san rafael s.w.a.t. team climb a ladder to the roof of the building near the hotel. earlier this evening, they broke a ground floor window. this is a surveillance photo of the man. police say he may be responsible for stabbing a grocery store worker on sunday. officers traced him to the hotel about 8:30 this morning. they have been negotiating for a peaceful surrender ever since. >> the fact that there is conversation is a very good thing. >> law enforcement stepped up their presence when at least one shot rang out this morning. >> i couldn't go to work

tonight because i can't get my pickup. i'm sure that a lot of people were affected in their wallets because of this. >> i called a friend. >> these two friends are on a road trip. they had planned to go to san francisco today but the standoff forced a change in plans. >> we got out when the police escort cam. >> the man says his girlfriend is in the hotel room with him. we don't know if he's in there willingly. they are treating this as a hostage situation. we are reporting live. >> all of this has caused a traffic nightmare. besides closing part of 580, there has been a bridge closed. the highway has remained closed but the bridge reopened at about 12:20. take a look at this aerial

view. news chopper 2 has been monitoring traffic and it has been at a crawl on the bridge heading westbound ever since. it's been 11 hours now. traffic backed up and there was gridlock on to alternative routes as well. even the bay bridge saw huge traffic jams during the commute. we are live where traffic on surface streets just started to clear up. >> reporter: that's right. we are happy to report in just the last few minutes, it's like a switch was thrown and traffic started flowing here again. it had been crawling for hours: the evacuated hotel is still. no traffic in front. along side, drivers snake past san quentin, this links the bridge to central san rafael.

>> this is unbelievable. this is crazy. two hours. >> a campus a few miles away. >> three fours from fairfax. >> reporter: three and counting. >> whatever it takes, i have to get home. >> we are probably behind about two hours right now. looks like it's getting worse. >> reporter: those driving for a living said they could not remember another day this bad. and it did get worse as commute traffic added to what was already possible. police urged local businesses to let's employees leave early. >> we let them go about an hour ago so they can try to make it home. they are going to try to go to -- >> look, dude, the damage is right here on her car.

we obtained a copy of this resignation letter. he says in part at this time my focus must be in repairing the pain i've caused my family. we were there this afternoon when officers were called to a meeting to hear the news. he had been under the investigation for allegedly using the "n" word at a charity golf event. >> from our perspective, he is no longer with the organization, so there is no real incentive to continue this investigation. >> reporter: the school district says he received two months severance pay. firefighters are battling a wildfire tonight in southern monterey county. a fire is burning west of king city off monroe canyon road. this fire started yesterday afternoon. calfire says it has not

determined how it started but it has turned 250 acres and is only 50% contained. at this point, though, no instruct yourself are endangered and no one has been evacuated. a much larger fire is burning east of lake tahoe. it has grown to 2800 acres. authorities say it may take a week to bring the fire under control. winds are driving the flames across dry hills. the fire was sparked by an i will fell camp -- illegal camp fire. investigators are asking for the public's help in finding a 26-year-old. police say he is seen wearing a bulletproof vest in this surveillance video when he and two other men tried to kidnap the club's owner. those two other men were shot to death alongs with a third man who came to the owner's

defense. autopsy results reveal a kidnapped two year-old girl and her father both suffered gunshot wounds. her cause of death is pending. the girl's father died of a self-inflicted gunshot wound. their bodies were found saturday. the two had been the focus of an amber alert. a relative had previously suggested the two died from carbon monoxide poisoning. a hacker got into the union's website and posted confidential information. >> this issue has now become very personal for those officers. >> someone hacked into the union this morning. he says his home address was publicized and it puts him at risk. >> in one word, i'm angry.

with those who disagree. the bart police union is in the process of notifying all these officers whose information was leaked today. a published report came out that says a young woman from france claims she was behind the attack. she said she acted alone and it was incredibly easy. governor brown spoke out today against the rail project. he says it should continue. he says he's going to do his best to keep it moving forward. it's expected to cost about $43 billion, but that figure should be updated this fall. a new caltrain study shows the commuter service can co exist with bullet trains. some residents oppose any plans

a san francisco car wash is facing some serious allegations over how it's treating its employees. what workers say they were forced to do over and over. >> reporter: power car wash has been in business since 1996, a full service car wash. the san francisco city attorney says this business needs he to come clean. it was named in a $3 million wage theft lawsuit, the biggest ever filed by the city attorney. workers say they were required to report at a scheduled time but if business was slow, they were not allowed to clock in. they were forced to wait in a rat-infested room until they were needed. >> i am an employee. >> reporter: she says sometimes workers would wait all day.

she's one of several workers who have agreed to testify in court. >> they have made complaints for these violations for years and the employer has continued to willfully violate the law. >> reporter: the office of labor standards director said they contacted the owner numerous times. >> when a worker reports to work and is under the control of the employer, they have to be paid for that time. >> reporter: i did talk with the manager, he said he had not read the lawsuit and would not comment. we faced the owners -- we traced the owners to a house in beverly hills but they did not return our calls. san francisco police chief has been on the job now for 100 days while reporting a decline in overall crime, he says the city must continued to do more with less. >> we can't arrest ourselves or arrest our way out of crime.

>> in these first 100 days, the chief has shown his leadership. >> he has used his experience to convince 60% of gang, narcotics and other task force officers to work more nights and weekends. the pd says for the first six months of the year, overall violent crime is down 6%. property crime is down 8%. but the chief says the city must work harder to deter a surge in gun violence. the san francisco district attorney's office announced today it will refile attempted murder charges in a shooting inside a market. in february, there was a customer shot in the back after an argument leaving that customer paralyzed. earlier this month a judge throughout the knowledge chas saying there wasn't enough evidence. the prosecutors insist they do have a case. it was back to school today for thousands of new students at san francisco state university. this was the screen this

morning. it -- scene this morning. the school is welcoming about 7,000 new and transfer students this year. uc berkeley will be among the first top tier universities to offer online courses for students working towards a degree. cal is rolling out the courses this fall and if the program proves effective, students may be eventually be allowed to earn a degree without of a tending classes on campus. recent tests of high school seniors show they are ready to succeed in college. up from 27% in 2007. california student west 5% more prepared for college than the national average.

san jose began trying to decide the fate of a popular golf course. it may come down to sentiment versus dollars. >> 3 to 5,000 golfers drive off the tee every month, but now the city may sell the 34--acre course to housing developers to build some 570 units. the golf course lost $280,000 last year and carries a debt of 5.6 million. >> it's heartbreaking to see this golf course close. it serves a diverse community. >> reporter: they opened in 2000 with the replaced a course that had been clear since 1965. >> i used to practice here when i was a kid, so i hate to see it go. >> reporter: it's not just the drivers on the golf course that have people concerned. it's the drivers on the road that have many residents

pregnancy. >> he said no she's not going. there is no ---- there is no way we're going to send her when she's pregnant. >> reporter: she's on unpaid administrative leave. san francisco police are keeping an eye out tonight for copper thieves who have been vandalizing some local schools. they have been repeatedly burglarized. they yang out copper pipes -- yank -- they have even removed fasteners. witnesses have seen a 6-foot tall white man weighing about 190 pounds with blond hair and a reflective vest in the area. any one with information is asked to contact police. we now know the name of a man found dead in daly city. he was in the rear of a house

on monday. the county coroner has identified him as william mcleod, iv. the cause of the fire is still being investigated. it's a much needed upgrade, the major pavement project happening and what it means for drivers. some very strong accusations against the san francisco attorney. he's accused of taking things too far with women he met on line.

>> reporter: it's a $50 million project on highway 680. that includes do the on ramps and off ramps. now, what is being put on some of the lanes is this rubberized as facility. it's all intended to make the freeway smoother, safer around less noisy. an almost 13-mile section from walnut creek to san ramon is being rehabilitated. some commuters say it's about time. >> about as far as dee teariating, it was pretty bad. >> this one definitely needed work. >> this was opened in 1954 and was supposed to last 20 years before needing over halls, but because of money shortages, only patchwork has been done

down. live in danville. thousands of university of california faculty and staff members will share $140 million in merit raises. about two-thirds of those earn less than $80,000 a year. these are the first salary increases in four years. the president says the raises are necessary to keep faculty and staff from being lured to other institutions. governor brown today named a retired bank of america executive as his senior advisor. he will act as a liaison between the state's business and the brown administration. he will also work to revamp the state's effort to attract more businesses. in illinois today, president obama says he will soon announce a package of tax cuts that will help put americans back to work and he says he will do it despite republicans in congress.

years. it's not the time for attacking fellow republicans. michelle bachmann campaigned in north carolina today. she started with a fundraising breakfast in charlotte. bachmann says she's looking forward to talking about the issues with the other gop candidates. an attorney in san francisco is facing rape charging tonight from women he met on craigslist. the suspect says those women all knew what they were getting into and today we obtained copies of his graphic ads that he says proves that. >> robert michael hoffman seen in this video from last year sees these were the ads he posted on craigslist. an ex-boyfriend of one of the women told her she went to the police. >> she ran out of that house. when she had one opportunity to

word tonight that a restructuring of sports and entertainment is prompting layoff. in all, about 19 people have been laid off. the company is not sharing information as to which positions were eliminated.

a company executive calls the layoff "ruining" for future growth. a judge ruled that facebook can access -- personal e-mail account. the judge wants him to explain why he can't produce certain documents. he claims he has a valid contract giving him part ownership. facebook attorneys say the document is fabricated and evidence of fraud can be found on the computer server of the law firm. a new survey suggest apple's ipad is king of the computer market. more than 90% of people who own a tablet own an ipad. far behind is hewlett-packard's touch pad. for those who own smart phones and are looking for a new sound track, metro pcs might just have the ticket.
