tense situation. the morning news continues. well good morning, welcome to a brand new day it's friday, august 19th i'm dave clark. >> good morning, i'm pam cook. thank you for joining us. 6:00 rosemary is in for steve paulson. how is the weather? >> it's not bad. it's a quiet start out there. we have made it to the last business day of the week. you are wondering what is happening for the weekend? we will cool it down a little bit. if you live in the valley locations you might be happy about that. increasing clouds and fog throughout the weekend. we are starting this morning. cooler this afternoon. anywhere from 3-6 degrees. we will look at the temperatures outside of your door. hi sal. hello rosemary. we have one tunnel down because of a crash. a couple of different crashes inside the middle bore.

we are getting a little bit of a slow down now. westbound 24 this is a look at westbound 4 coming up to bay point out of pittsburgh and traffic is moving well. 6:'01 -- 6:01 let's go back to the desk. we are minutes away from the opening bell on wall street. it looks like another down day. take a look if you missed it dow jones off 3.5%. 419 points. allie rasmus is in san francisco this morning with how the overseas market reacted overnight and the big bank getting ready to lay off thousands. >> reporter: as you mentioned the dow dropped more than 400 points yesterday. overnight trading so far has not faired much better. this is a look at the major end says in asia. there is a lot of red on the screen. japan's nikkei fell more than 220 points overnight. hong kong was also down. we are half an hour away from

markets opening in the u.s.. analysts expect the downward trend will continue. the dow and s & p closed down yesterday after investors responded to a lot of negative economic news. inflation is up and so was weekly unemployment claims and home sales were down. there is still ongoing concerns about europe's debt crisis. europe's major markets have all been trading down this morning. all of this is contributing to fears that we may be heading toward another recession. although for the millions of americans still looking for work, it likely feels like we never got out recession in 2007 to 2008 to begin with. there is more bad news on the jobs front. bank of america says it will cut 3500 jobs this quarter. there are reports from the wall street journal that b of a could eliminate as many as 10,000 jobs in the coming year. bank of america stock is down more than 50% since january. we will be keeping an eye on

them and keep checking become in with you. allie rasmus ktvu channel 2 news. many states including california are running out of money to keep writing the unemployment checks. coming up we will have a live report from our washington, d.c. newsroom on what the federal government is doing to help out. it's now 6:03. we have an update from an overnight house fire in oakland. ktvu kraig debro is joining us now with sad news about a woman who just hours ago was rescue from that burning house. kraig. >> reporter: good morning, we are at station 20. overnight this woman died. i just talked to the fire department. they were surprised to hear that this woman had died. dispatcher told me she didn't even know that. the fire started around 9:00 p.m. last night. the fire department department says they put out the fire in

15 minutes. the woman was taken away in the n an ambulance -- was taken away in an ambulance after she was taken out of the house. the fire department has not determined a cause. as we called a moment ago to talk to the battalion chief she was not in. the cause is still under investigation. we will pursue that coming up for my next report. reporting in oakland kraig debro. 6:04. new this morning a san ramon man is in jail after a very tense standoff that ended about midnight. they got a call that the suspect had hit his elderly mother. police went to the home. they then called in a swat team when they couldn't contact the mother or son. after several hours the mother walked on to the front porch. she was rescued but her son was barricaded inside the house.

>> we were able to rescue the mother. we then started to get him to comply in the most safest way for both the suspect and our officers. >> police arrested steven sanoff junior after he ran out the back door. he has been booked in jail on elder abuse and battery. neighbors on two blocks nearby were evacuated during that standoff. we now know the gunman involved in a police standoff at a san rafael hotel never had a hostage. police say it appears he killed himself sometime yesterday morning. the gunman has been identified as 38-year-old peter james thomas. he has been barricaded inside a second storeroom. he told police his girlfriend was in the room with him when actually she was in another room on a different floor. >> she is safe she is in our care. she will be interviewed by our investigators to determine what

happened in the situation and any involvement or level of involvement she may have. >> police say they had lost contact with thomas early yesterday morning. that is when they drilled a hole in the wall, inserted a camera, and saw his body. police say he apparently died from a self-inflicted gunshot wound. thomas was wanted on a warrant for burglary, drugs, and weapons. a man arrested in connection with a san jose cold case will be formerly charged in court today. 61-year-old david dixon of richmond is accused in a 1979 fatal stabbing of 50-year-old rachel moncreff of san jose. he was arrested two days ago. new dna testing links him to the crime. they are not saying how the two knew each other or what may have triggered the attack. it will be a crucial vote today by the mount diablo teachers union.

this involves millions of dollars in federal grants. it calls for longer school days add three schools. it will also include a new way to evaluate teachers and principals. if the teacher union passes this deal, the district will continue to get $9 million in funding over the next two years. students in three bay area cities are finishing high school at a higher rate than others around the country. last week a very alarming report found that 18% of california's high school students drop out. antioch's deer valley high has a drop out rate of 9%. antioch high's drop out rate is about 14%. about 3% of oakley's freedom high school students dropped out. that is about the same as brentwood's liberty high. brentwood's heritage high lost about 1% of their students. 6:07 is the time. if you take the caldecott tunnel, you need to hear from

sal. >> we are getting better news now. i want to show you the pictures we took a few minutes ago. we found out there were two other crashes. including one hit and run. once they got there they shut the tunnel down. now it looks like they are cleaning it up. the damage has been done. there is slow traffic there on westbound 24 coming up to the tunnel. just give yourself plenty of extra time. let's move along and take look at westbound bay bridge. traffic is only backed up for a little wait here. very small wait. no problems on the way into san francisco. and if you are driving the rest of the east bay 880 still looks good from hayward down to fremont. as you look at the south bay a couple of spots here and there. for the most part we are off to a nice start. let's go to rosemary. good morning, to you. not a bad start outside our door. we do have wide-spread gray out

new this morning. 40 people are dead after a suicide bomber hit a mosque in pakistan. no one has claimed responsibility for this morning's attack. this attack appears to be the deadliest in pakistan since mid june. the death toll is being lowered in afghanistan. we are now hearing eight people were killed not ten as previously reported. this is video into our newsroom overnight showing the destruction of that bombing. the first explosion occurred after a car bomb went off outside the british council compound. the second happened when a suicide bomber walked inside the compound with a bomb attached to his vest. three people are dead after a helicopter crash in the

australian outback. that happened last night after the helicopter lifted off. it belonged to the broadcasting corporation. the u.s. has been sending millions of dollars in money to dozens of state. scott. >> reporter: first of all, dave, california is the biggest recipient receiving $8 billion from washington to keep its unemployment trust fund from running dry. with unemployment still hovering around 9% nation-wide. unemployment trust funds in 30 states have been going broke. california has been hit the hardest. our state will neat $9 million to pay for unemployment checks for september alone. obama administration official says despite the emergency federal assistance those that already run out of the benefits

will remain cut off. >> no one out there should anticipate if they have exhausted their 99 weeks of benefits, that there will be anything new coming. >> reporter: so emergency aid for about 30 states nation-wide california the biggest recipient. one thing we should mention the federal as of now won't require our state to pay back the principal on this emergency loan. just the interest. at least for now. live in washington scott mcfarland. time now 6:16. the obama administration changing its policy on deporting illegal immigrants. janet unvailed the new policy. she said the change will allow federal agents to focus on deporting convicted criminals and those that pose a national security or public safety threat. under the new policy the federal government will make a case by case review of about 300,000 illegal immigrants that face possible deportation. san francisco mayor ed lee

is facing criticism for turning down an invitation to a mayoral debate and going to a pub crawl instead. lee's spokesman says the event allowed lee to talk directly with real and undecided voters. former supervisor says running for mayor isn't always going to be a party. cal train could be signing a deal with a new company to provide conductor on its trains. right now conductors on the peninsula's train work for amtrak. a cost cutting move could force cal train to sign a five year $52 million agreement with a missouri company. under that deal they could still work on cal train even if they switch employers. 6:17. six former and current nfl players are suing the national football league. they are accusing the nfl of failing to properly treat them for concussions that they suffered. they are also accusing the nfl

of trying to cover up any connections between football and brain injuries. two time super bowl champ jim mcmahon the quarterback of the chicago bears is one of those filing the lawsuit. the league has not seen the lawsuit but they plan on fighting any claims. here at home the battle of the bay comes up this saturday. preseason pro football between the niners and the raiders taking place at candle stick park. you can watch the game live beginning at 5:00 p.m. right here on ktvu channel 2. that is a good place to watch the game. >> always right here. >> a great seat, right sal? >> you know i grew up in a mixed household. 49er and raiders fan. >> interesting. >> i know. it's weird huh? good morning, everybody. let's take a look at the commute now as you are driving on 80 westbound you will see the traffic at the mccarthur maze looks good.

there are no major issues. they are just about to open the caldecott tunnel by the way. i just heard that from chp. chp left. cal tran will reopen in a few minutes. let's move along and take a look at the bay bridge toll plaza. that is nice. it's a small delay here. looking at contra costa county it's light. get out there soon if you want to avoid that slow traffic on westbound highway 4. it's pretty good from antioch to pittsburgh. 680 looks good. i mentioned they are just about to reopen the caldecott tunnel after the crashes were in there for awhile. pinole to richmond still looks good. good morning, to you. outside our cars we have a blanket of low clouds. i will give you a look at the sunshine there. mostly clear for some of our east inland areas. partly cloudy in areas right around concord and livermore this morning. checking in in the 50s.

57 concord. mid 50s in fairfield. we have a nice strong delta breeze blowing. a little gusty as you get out on to i-80. 58 oakland. 59 hayward. 54 degrees in the city at this hour. a little bit warmer mountain view. 59 degrees as you step outside. the satellite view will show you a trough. that is sinking ever so slowly. it will be hanging on to the coastline through the weekend. if you look off to the coast a little bit you can see a little bit of a monsoon moisture that could work its way closer to us by next week. but in the meanwhile we just have a cooling trend. take a look at the afternoon highs. 77 expected santa rosa. 82 expected in fairfield. 56 for berkeley as well as oakland. low 80s for our inland east areas. we are talking 83 degrees for antioch. 83 in livermore. 82 for pleasanton. 74 fremont. closer to the coast it's a cool

good morning, right now traffic is moving along nicely on the san mateo bridge. no problems on the peninsula and no problems on highway 280 in the south bay. the 18-year-old sonoma county woman facing manslaughter charges for the traffic death of a two-year-old girl is expected to enter a plea today. katelyn dunnway is scheduled to make her plea at 8:30 this morning. the plea has been scheduled several times.

investigators say dunaway hit them while she was texting. trying to save struggling state parks with local businesses. this is millerton point. because of state budget cuts this is just one of 70 parks to be shut down. now a local oyster company has cooked up a plan to keep the gates open to visitors. >> we propose that we would put some picnic tables and barbecues back there. we would maintain it. we would clean the toilets. put a bigger trash can in. >> a spokesperson says public private partnerships are getting renewed interest because of the threat to state parks. now more major corporations are being approached as we speak. the spokesperson says they are afraid the park could become commercialized. a san joaquin county woman has made an incredible find after cleaning out her storage

unit. dianne brown says she fund 18 original never before published photos of amelia earhart. she found the photos in a box from her mother. she believes earhart gave her mom the photos. an auction house is now examing the photos which are said to be worth up to $1,000 each. los angeles police chief charlie beck is going public about the brieon stow case. >> absolutely. nothing to hide. >> what the chief is saying about arresting the wrong person in the case. we are live in berkeley where police are cracking down on potential violent at the uc berkeley campus. you heard it here live this morning. the roller coaster ride could be the norm for awhile. we go live to the opening bell next.

america getting ready to lay off some of its employees that is like lie to be a -- likely to be another drag on the stocks market today. allie rasmus in san francisco with how many people are facing pink slips. >> reporter: you talked a little bit about some of that negative economic news. before the opening bell a few seconds ago the dow and s & p futures were down. we have a list of the major end cities in asia. you can see just about all of them closed down overnight. japan's nikkei closed down more than 200 points. hong kong lost more than 3% of its value. analysts expect the market here in the u.s. not to fair much better today. they expect to respond to more bad news on the jobs front. as you mentioned bank of america the largest bank in the u.s. plans to cut 3500 jobs this quarter and there are reports that it could eliminate as many as 10,000 jobs in the coming months. bank of america stock is down

more than 50% since january. along with the news about job cuts there has also been negative news this week about inflation and the price of goods going up. analysts say in a report today that retailers are going to raise prices an average of 10% across the board for back to school supplies. and they are supposed to be doing that to offset increased cost in supplies and labor. and again the market just opened a couple minutes ago. we will continue to keep an eye on it this morning. live in san francisco allie rasmus ktvu channel 2 news. time now 6:32. some big changes in palo alto based hewlett packard. the three products this company will no longer produce. also details of its new business strategy. overnight a 6.8 magnitude earthquake struck off the coast of japan. it hit in the same area as the devastating 9.0 earthquake in march. tsunami advisory was issued and people living in coastal areas

were urged to move to higher grounds. the advisory has been lifted. there are no reports of damages or injuries. 6:33. we are still following a deadly overnight shooting in visitation valley. an 18-year-old was shot while standing on ray street last night. an ambulance rushed him to the hospital. he died just before 2:00 this morning. at least 20 police officers rushed to the scene. >> they were looking for possible suspects in the area and also they are taking care of the crime scene making sure nobody walks into it right now. they have certain evidence on the floor. >> police say the suspects walked up to the victim, shot him, and then ran away. right now there is no description of the suspects. homicide as well as gang task force detectives are investigating. earlier this morning a oakland police arrested a suspect in a late night shooting and the victim they say was hard to find. the shooting happened just before 10:00 last night on

64th avenue. now police tell us here at ktvu that when they arrived they had trouble locating the victim because he was lying in a gutter hidden by a parked car. the man was taken to highland hospital in serious condition. so far police have not released any information about that suspect. 6:34. 6300 under grad students will attend uc berkeley this year. tara moriarty is there on fraternity row to tell us about a special police patrol. >> we are here on fraternity row. this neighborhood is bound top get loud. bound to get loud. neighbors have logged hundreds of noise complaints in the past. for the second year campus police are teaming up with berkeley police, two patrol cars on different parts of campus. they are trying to crack down on potential violence and keep the noise levels down.

>> looking for things that could be problems later. large parties, parking problems resulting in lots of people standing in the streets. people drinking congregating where lots of fights could break out. >> it's college. what do you expect? there needs to be a balance between safety and fun. i think they are trying to get a hold on that. >> reporter: now some students think the program is an over reaction. authorities say it has been working. it has reduced the number of repeat violations. after the program first launched last year neighbors that have lived here for 25 years tell them it was the most peaceful year they have had in a long time. if you are a student and cited a bunch of times, that will be shared with the university very quickly. and then the city could be notified if any of the violations or fines go unpaid. that could result in liens being placed on owners properties. so a lot of problems could

result as a result of this and the patrols will take place from 10:00 at night until 2:00 in the morning. we are live in berkeley i'm tara moriarty. >> right now 6:36. we want to go back over to sal for a look at the commute. how does it look? >> looking a little bit better. in fact, we do have a little bit of friday light action going on today. or nonaction if you will. by knowers have 237 that is slow but it's not just yet. hopefully it will stay this way. maybe it will get slower later. right now it's good near interstate 880. that's where the camera is here. bay bridge toll plaza is also light. there is a little bit of a backup in those metering lights are on. this mornings commute on the caldecott tunnel was effected by this earlier crash this morning westbound 24 just outside the tunnel there were also a couple other crashes. a couple noninjury crashes in the back up. one of them being a hit and run. so right now the caldecott

80s inland areas. we talking august we are typically in the 90s and then some. here you go your coastline forecast upper 50s or low and mid 50s as we start the morning here with the fog and clouds. and then by the afternoon the upper 50s to low 60s with partly sunny skies. we are only expecting a partial burnoff for the bay area. and then the afternoon a pleasant one. mostly sunny temperatures raging anywhere from low to mid 60s for the east bay and some of our peninsula areas will be in the low to mid 70s. inland spots low to mid 60s this morning. and 77 will be the average for the north bay inland locations. take a look at what is happening here 75 expected for sonoma this afternoon as well as nevada. 74 san rafael. 65 in richmond. 70 san leandro.

go inland and we're warmer. 82 for danville. morgan hill warm together low 80s. 70s san jose. sunnyvale 74 for the afternoon. 74 menlo park. 64 san francisco. and low 60s for the coast. we just can't shake this pattern. we warm up a little bit and cool it back down. that is what is going to happen for the weekend. low 60s for the coast. wide spread low 80s for the valley locations and then as we get back to w on monday we'll -- back to work on monday we'll notice the low 80s. >> don't talk about walk on monday quite yet. charlie beck is defending his department's arrest of giovanni ramirez. the chief says he stands by the arrest even though geovany ramirez has been exonerated. >> nothing to hide. i am more than willing to talk

about anything. >> and the sting of the ramirez matter has gone away or was there ever a sting? >> this is the nature of police work. >> the chief also published an editorial in the los angeles times saying the arrest met the burden of proof. two other men are facing charges for the bryan stow beating. in the meantime bryan stow is still in the hospital. he's making progress in his recovery so much so that his family is calling this week pretty amazing. his family says he's now able to mouth words. i'm sure they are set baiting those little victory -- are celebrating those little victory. they were not ready for the weather that hit nebraska. cleaning up after this. in oakland overnight a woman dies in a fire. find out what firefighters think may have been the cause. good morning, if you are driving on westbound 24 any time soon it looks good but find out why you still may see

the dow is down 46 points already this morning. we'll be watching it throughout the day. a san ramon man in police custody after a long standoff with police that ended around midnight. police say steven sanoff junior has been booked into jail on charges of elder abuse and battery. with millions of americans out of a job millions -- states are running out of money. the federal has been bailing out the states including california with very special loans. california by the way has received the largest payout. a house fire in oakland turned fatal overnight. ktvu kraig debro talked to firefighters who responded to the fire and tells us where they think this fire started. >> reporter: good morning, pam. the firefighters responded to this blaze not too far from here. we're add station 20 at international and 98th. this fire began at 9:00 last

night. i just talked to the fire department and the firefighters a few minutes ago. they tell me they think it started in the fireplace. this is one person living in the home. they described her as an elderly woman. she was taken away to highland hospital in the ambulance. she later died because of the injuries she received. that's what they think right now. i did talk to the coroners office. they have not been notified by the hospital. that is not unusual. they expect to get a call later. the official cause is still under investigation. according to neighbors in east oakland the flames were rather large. we spoke to a couple women down here. they could see them from all the way down here. i still want to talk to the fire investigator to get an official cause of the fire. hopefully i will have that for mornings on 2. reporting live in oakland kraig debro. 6:45. residence in omaha, nebraska are cleaning up. a major hailstorm rolled through there. they got hit with hail the size

of softballs. just smashed the car windows. emily airfield -- epliey airfield had to be shut down. thousands of residence have no electricity this morning. the country group sugar land are planning a private memorial for the victims of saturday's stage collapse at a concert at the indiana state fair. the group paid respect to the victims last night. the first concert since that tragedy. >> in honor of those people who were wounded and those beautiful lives that were lost. we ask that you stand and join us now in a moment of silence. >> this is how sugar land began a concert in albuquerque. that moment of silence. five people were killed in indianapolis on saturday when the stage fell down right there in case you missed it. a huge gust of wind collapsed the whole stage at the indiana state fair. 40 other people were hurt. a violent thunderstorm
