well, good morning to you. welcome to "mornings on 2." i'm dave clark. >> it's friday, august 19th. once again, all eyes are on the stock market. that's after the dow dropped 400 points yesterday. carter evans is live from the floor of the nasdaq. carter, which way is the roller coaster going this morning? >> reporter: well, it's a little bit up, a little bit down. kind of bumpy. that's actually a good thing. we didn't fall off a cliff. we did not see that. and the cow has -- dow has been bouncing all over the place. but this 36 is about the best it's been. the nasdaq actually just moved into positive territory. it's up 10 points now. the s&p 500 off just a fraction. that's good news. here is a big reason for the dow's decline right now. hp, look at this.

it's down almost 24%. hewlett-packard? what happened to them? they reported yesterday, their outlook not so good but the big news from hp, they are getting out of the pc business and you are saying what's going on? hps a computermaker? not anymore. they don't want to be. they are saying they need to move into more profitable business. people are not buying computers right now. >> that was a big shock to the market and tech. there's a lots of concerns about that. if people are not out there buying things, they can't hire people and the vicious tickle -- circle continues. this is what people are thinking about as they get into the markets today. it looks like wall street is finally a little tired of setting -- selling. >> what about bank of america? how is that stock doing after the big announcement -- >> reporter: oh, bank of america. bank of america is getting hammered again. i don't have that on the wall.

bank of america announcing it's gonna cut 3500 more people. this is in addition to the others cut this year. this is just the beginning. we could be looking at 10,000 more job cuts for bank of america and the timing on this for the bank and the economy just couldn't be any worse. the bank is facing becomes of dollars in lawsuits over lawsuits related to countrywide and merrill lynch. and now it's contributing to the job decline. it's bad news for bank of america and the job market as a whole. i can't tell you how far they are down but i know it's -- >> it's down 1% at 693. >> actually -- let me run over here. we just got an updated price. it's just moved back into positive territory which i would say is a good sign for the market.

maybe people are beginning to see value at $7.04 a share. >> certain lay lot to follow on wall street. carter evans joining us live. thank you. with the large number of people on unemployment, many states are running out of money to keep the checks coming. coming up at 7:15, we'll have a live report with what the government is doing to help out and who will still be left out in the cold. 7:0 4. overnight, a standoff with the police ended in san ramon after a man kept police at bay for several hours. now, police rushed to morning glory court yesterday afternoon after getting reports that a man had attacked his elderly mother. when they couldn't contact either the mother or son, the hostage grove -- hostage negotiators were called in. several hours later, the mother walked out the front door. >> when she stepped out the front door, the s.w.a.t. team was able to secure her,

get her back and get her out of harm's way. >> police used her son to come -- urged her son to come out after police attempts failed. uc berkeley students are moving back to camus and that means more -- campus and that means more police will be out there right now. tara morey temperature ais live to tell us about -- tara moriarty is live to tell us more about this. >> reporter: they will be driving around thursday, friday, saturday nights looking for potential problems. and with all of the kids coming back to school. there's plenty of parties on top. neighbors have logged hundreds of noise ordinances. now, some students say, hey, you know, this is college.

partying is part of the experience but police say binge drinking and loud parties can lead to violence and unhappy neighbors. >> they are excited. they are in college for the first time. they are in a new city. we want them to enjoy themselves but we want them to do it safely and not disrupt the quality of life. >> reporter: now, authorities say the problem has been working. it has reduced the number of repeat violations. after the program first launched last year, neighbors who have lived here for 25 years told police it was the most peaceful year they ever had. if you are notified, the police will be informing the owner of the home. these patrols will be going on from 10:00 p.m. to 2:00 a.m. and coming up we'll tell you what is the biggest party day of the week.

tara moriarty, ktvu channel 2 news. >> thank you, tara. fairfield police are searching for a man who tried to rob a wing stop restaurant but ran away after pleas wrestled -- after employees wrestleed his gun away from him. they wrestled the gun away, forced him to removely mask and made him sit on a bench. anyone with information, dahl fairfield police -- call, fairfield police. the mayor of placerville is out of jail after being arrested on conspiracy and perjury charges. he posted $30,000 bail and was released from the el dorado county jail. the complaint says he voted for a redevelopment zone, got property in the zone and did nonpermitted work on the property. a lot of residents are

surprised about this. >> i already knew what was going on. everybody did but i was still surprised. i assumed that he would continue to get away with it. >> reporter: now, ma -- he talked -- now machata talked about this and said he had not intended to do anything illegal and everybody assumed a mistake has been made. police are looking for a man who stole a cell phone from another man on market street. investigators say it started wednesday night when the victim used the phone to tape four people assaulting a woman. they say one of the four people walked over to the man with the cell phone, pushed him down and took the phone. the suspect is believed to be in his late teens or early 20s. >> sal, you've been busy since you walked in the door. >> yes, dave. that's why they pay me the big bucks. back to you. just kidding.

[ laughter ] >> let's take a look at the commute. you know what? i've been busy and i would rather not be on a friday. we want to report on friday light conditions. it's not happening that way at the bay bridge toll plaza. we want a good report. i don't want to sell doom and gloom. there is a little bit of a backup, but it's only brief. once you get on the bridge it looks good in san francisco. southbound traffic is getting a little busier driving to hayward. and we had the overturned car outside of the tunnel. briefly they had to close the middle bore. there were not one, not two, but three separate crashes inside the tunnel according to chp. one of them was a hit and run, the other was minor injuries only. let's go to rosemary. good morning to you. we have the rise and shine in some areas. you have to go inland to see the sunny skies even a little

bit of haze. but most of us dealing with the gray. it will be slower to burn off. the pattern is changing and the temperatures are cooling for the afternoon. temperatures, not too bad 52. 59 in hayward. very similar to what we started yesterday. 57 -- i should say 56 in livermore, 57 in concord. i was looking at one site and pointing in another direction. 56 in san jose. with those low clouds overhead, sfo and san jose looking pretty good at least if you are expecting to take a flight out or arriving flighting any -- arriving flights anywhere from a 15-minute delay to maybe 30 at the middle east. that's good--ed a the most of the -- maybe 30 at the most. we'll see increasing clouds and fog and our afternoon highs will slip today. 3 to 6 degrees. and then a little bit more in time for the weekend. so your forecasted high, the afternoon, not typical of a mid

good morning, concord. a live look there. partly cloudy, turning mostly sunny this morning. temperatures slightly cooler than yesterday. are you near the tv screen? take a look at this. a giant wall of dust that moved across phoenix. at least the area last night. this is the third time this summer that that -- that this has actually happened in arizona. as a result, flights at phoenix sky harbor international saw delays up to 50 minutes. the giant dust storm knocked down power lines and left some

people in the dark. it's 7:15. overnight, a 6.8 magnitude earthquake struck off the coast of japan. it hit in the same area as the devastating 9.0 quake back in march. this is surveillance video showing cameras shaking. there's even video of the damaged nuclear plant. a tsunami was issued, then lifted. there are no reports of injuries or damage. according to a u.s. diplomatic, the united states considered pulling all. troops out of japan. the diplomat said after the quake and tsunami in march, it seem nod one in the japanese government was -- it seemed no one in the japanese government was taking charge. because of that, they say, a plan was drawn up to evacuate the 50,000 troops in japan in case of a dangerous release of

radiation. with millions of americans still without a job nationwide, some states, including california are running out of money for california checks. scott macfarlane has more. >> reporter: dave, sources tell me the u.s. labor department is giving california 8 billion emergency dollars in recent month just to help sacramento to keep printing and paying unemployment checks. after four years of staggering unemployment, our state will need more bailout money to pay for sex for september, i'm told. an -- for -- to pay for september alone i'm told. >> we've never had that in my lifetime. but there have always been occasions where states have hiccups and that money has always been there for them.

>> that emergency money, the u.s. unemployment rate still 9%. scott macfarlane, ktvu channel 2 news. >> thank you, scott. 7:17. well, the white house is telling all government agencies to propose cuts of 10% or more in their buckets. the white house bucket chief ordered agency head to hand in budget plans for the 2013 fiscal year with proposed ways to cut at least 10% of their spending. however, republicans say even more cuts will have to be paid -- will have to be made just to get the budget deficit under control. 7:17. word this morning that libyan leader, moammar gadhafi is preparing to leave libya with his family. recordedly, gadhafi may seek exile in tunisia and he could leave within days. some fighters are closing in on tripoli trying to cut off

supplies and fuel to the city. syrian activists say security forces shot and killed two people and launched a campaign of arrests. just hours after the u.s. and its european allies demanding that syrian's president step down. syrian troops have killed more than 1800 civilians since march. a united states fact-fighting mission says the syrian crackdown on protesters may amount to crimes of humanity. yesterday, for first time, the u.s. explicitly called for the syrian president to resign. a bill to keep protesters at least 1,000 feet away from california funerals is almost ready for the governor's signature. the bill was approved but sent back for minor amendment. the amendment was introduced by the kansas city baptist church. california will soon be

hosting a royal of the british family. prince hairvy -- prince harry is planning a visit here to train to be a pilot. as you remember, miss brother, prince william -- and there's kate -- they were here last month. at this point, there's no word exactly where harry's training will be taking place. the ultimate fighting championship has a new television home. beginning this november, the ufc will air right here on ktvu and fox. the seven-year deal reportedly worth $100 million. both fox and uf dr. say the -- ufc say the agreement will bring a larger audience. some additional shows will be airing on the fd -- fx cable

products, like meat, dairy, butter, oil. mr. clinton says all blood tests are good and he has more it energy. a popular mexican restaurant chain will be posting new information on menus about a little known ingredient at the -- about the beans. customers of this chip potily restaurant at -- chipotle restaurant will be surprised to learn there's pork in the beans. >> it doesn't clearly smell out why we don't eat these animals. it means they are impure for you. what exactly that means, we're not sure. >> right now, only people who order vegetarian items are told they should eat the black beans instead of the pinto beans.

believe it or not, today, burger king is dethroning its king character. some customers said he was a little creepy. starting tomorrow, burger king will start a new campaign promoting the freshness of its ingredients. sorry, king. it also features the new california whopper. it's a whopper with guacamole, and cheese. we want to check in with sal and seep how things are moving -- see how things are looking. >> there is a little backup, as you would imagine on any other regular commute day. we do have some slow traffic at the toll plaza here with no major commute hassles. one he get to the toll plaza, it should be a nice drive for you. this morning's commute should be okay on the interstate 880 oakland. that traffic moves along nicely until you reach 66 and then it slows down to oakland in some

yesterday. taking a live look at the big board. check it out. the numbers have turned around and are -- and are now in positive territory. the dow is up 75 after initially being down in early trading this morning. ail little rasmus is live in san francisco with more on the ongoing volatility. good morning. >> reporter: good morning. the dow started the morning in negative territory but never by very much. nothing close to the vol lylte that we saw yesterday that led to the 419-point drop in the dow. we were just inside the training floor of the san francisco office of the new york stock exchanges. things seemed pretty calm. there are no economic reports to be released today, unlike yesterday where we had the negative reports of inflakes and unemployment claims going -- inflakes and unedge employment claims going up. in this case, they say no news is good news. >> i think we could be here about three weeks. we have two weeks until labor day. so that's a heavy -- a lot of

people are out. not a lot of news is gonna be come out. >> reporter: the only negative news coming out has to do with the jobs front. bank of america says it will shed 3500 jobs this quarter. there are reports that bank of america could eliminate as many as 10,000 jobs in the coming months. but he says he doesn't expect that piece of news to affect the market too much today. he says -- they are not expecting that much volatility to happen here today. he says a lot of trader an investors have been aware for some time that bank of america have been having some problems lately. so far, so good for the markets. at last check, the markets were in positive territory. we'll continue to keep an eye on them and get back to you later on in the show. allie rasmus, ktvu channel 2 news. a fight appears to be brewing over oakland-based clorox. "the new york times" reports that karl icon is threatening

to replace the entire board with his own candidates. the threat comes after clorox turned down the two bids for $10 billion. the investor already owns 9% of the stock of the company. 7:32. some new information now coming in about a deadly house fire hours ago in oakland. ktvu's kraig debro just talked with the battalion chief and tells us more about the victim and her family. kraig? >> reporter: good morning dave. we did just speak with the battalion chief. last night's fire was a fire at a home not too far from here up the hill. there was a home that was occupied by three generations of the same family and this was all fairly unsay -- unavoidable. it didn't have to happen at all. the home is on bur street. it's on a ridge next to bishop

ocal. firefighters responding say they could see the flames clearly visibility on their route up there. crews performed a rescue on the matriarch of the family. the grandmother's name has not been released. she was taken to the hospital and later died. the chief said the fire was not arson. >> it looks to be accidental in nature. >> reporter: what makes you say that? >> the investigators. >> reporter: okay. somebody said it may have been a fireplace accident. >> i don't know if the investigators have released that information yet. >> reporter: she said the red cross helped the family with another home for now. she said other members of the neighborhood, a tightly-knit group of neighbors up there, are also helping out with the people who no longer can stay in their home. we've also tried to talk to the coroner's office to see if we can i.d. the person who died. reporting live in oakland, kraig debro, ktvu channel 2 news. >> thank you, kraig. 7:33. vallejo police are searching

for five suspects they say were involved in three separate areas. police say these incidents do not appear to be related. anyone with information on these robberies is asked to call vallejo police. a man arrested in connection with the san jose cold case are -- will be formally charged in court. 61-year-old david dixon in richmond is ukiahed -- is accused in the 1989 stabbing of rachel. prosecutors say new dna testing links him to the crime. they are not saying how the two knew each other or what triggered the attack.

police in utah say they have a new dis-- a new lead in the disappearance of utah mom susan powell. that's taking them to nevada. police are not soying what the tip is. but powell's families are -- family is -- >> we've never left. it's something that we can never get away from. every day we expect to hear they found her body or this is over. >> susan powell's husband says he took his kids out for a cam. trip the night she disappeared. he claimed she was gone when he -- when he got home. police are still dogging -- are still calling him a person of interest. 22-year-old marcos lopez garcia is accused of hitting a boy in a crosswalk near jacobs park in santa rosa. after he flag the scene he was

spotted removing -- after leaving the scene he was spotted removing stickers from his car. garcia was arrested just before 8:00 p.m. the boy is recovering at oakland children's hospital. the more than 24-hour police standoff in san ralph fell ended with the discovery of the suspect's body and police say it appears he never had a hostage. the gunman's been identified as 38-year-old peter james thomas. he's been barricaded inside a second floor room inside the extended hotel room since about early wednesday morning. it ended when police drilled a hole in the wall. they inserted a camera and they were able to see his body. we're also very thankful -- the public at large remains safe. >> police are treating this as a hostage situation. they thought -- they thought toms had his girlfriend in the room. but the girlfriend was in

another floor. we still don't know why she never came forward. thomas was wanted on a warrant for drugs, weapons. well, the 18-year-old sonoma county woman facing charges for the traffic death of a 2-year-old girl is expected to enter a plea today. kaitlynn dunnaway is scheduled to make her court hearing today. it's been scheduled several times. they say she was texting at the time of the accident. 7:37. a crucial vote is being held today by the mount diablo school district teachers union and it involves millions of dollars in federal grants. the proposal calls for funding

to evaluate teachers and prince pals and if the teachersuney approves the deal, the -- union approves the deal, they will receive 9 million in funding over the next two years. students in three bay area cities are actually finishing high school at a higher rate compared to others around the country. last year a very alarming report came out. they found 18% of high school students drop out. however, deer valley high has a dropout rate is 9%. antioch high, 14%. about 3% of oakley's freedom high and that's about the same as brentwood's liberty high. caltrain could be putting its link with am track --

amtrak. conductors are actually amtrak pleas. now they will vote on a new five-year deal to have transit america provide those workers. the current conductors and signal operators would be given -- would be given the chance to apply for caltrain by applying with the new company. sal, can you take care of everybody, get them to where they need to go? >> trying to. we do have more very traffic, dave, tori. it's been slow traffic, though, for sure, bidding up on the nimitz freeway, getting up past the coliseum going down to the downtown area. you will see a lot of slow traffic on 580 coming up as well. give yourself a little bit of extra time there. 580 eastbound there is an accident on the way out of the bay area there. westbound bay bridge traffic backed up for about a 20-minute delay. once you make it on the bridge, it looks pretty good. we don't have any major delays right now on the deck, on the

upper deck. san jose as we refresh the incidents, you can see that northbound 85 and 201 are actually much better than a normal commute day. let's go to rosemary. tomorrowing to you. we've -- good morning to you. we've made it to friday. getting outdoors, it's a gloomy one. most of us dealing with the gray skies once again. we will see burnoff. it could be a little bit slower than what we saw yesterday. this will be. trend for the weekend. a little breezy outside, anywhere from 13 to 14 miles an hour between oakland. and you can see most of us with a southwest or southwesterly wind. fairfields, the winds have calmed down 22 miles an hour and the gusts nearing 30. 52 santa rosa right now. mid-50s and napa with mostly gray skies for other north bay and inland areas. livermore checking in right about 56.

santa clara valley, 75 degrees. the extended forecast through the weekend, a cool coastline take a look at that. upper 50s, low 60s. today, tomorrow, and sunday finally a little bit of a warm up next week but that's so far out. let's talk about what's happening for the weekend. our inland areas, pick a place, walnut creek, orinda. gonna be sitting in the 70s and low 80s there. gonna be hanging out in the park. it will feel pretty good. we'll find out what's moving the markets this morning and there is one silver lining from all of this volatility on wall street.

taking a live look at the big board on wall street. numbers back in positive territory. it started the day in negative territory after the huge selloff. no major economic reports out this morning. so basically it's bargain hunters at the moment but still a battle between the bears and the bulls right now. a lot of volatility on wall street. the dow is up 19, back above 11,000. nasdaq up 18. s&p is up 5. now, the sliding stock market is talking crude prices with it. this morning, crude oil fell to almost $79 a barrel. right now it's back up to about $82 and commodity investors are concerned a slowdown? the global economy will decrease factory production and the demand for crude oil. but the silver lining that would at least lower prices that we pay at the pump for

gas. -- 7:45. starting this sunday, at&t is changing how it charges customers texting. at&t is just dumping its lowest cost plan. that's the one that offered $1 -- that offered 1,000 text messages for $10. well, instead customers will choose between individual an family plans with unlimited texting. they cost $20 and $30. at&t says most of the customers already have the plans. near disaster for four fishermen rescued off the california coast. their boat starting taking on water off san pedro. they couldn't find out what was leaking so they decided to call the coast -- to call the ghost aud -- call the coast guard during the time. >> the bow was sticking out at an ankle -- angle. >> the coast guard says the fishermen did everything right. they all had on life jackets

and they had radios on the boat that worked. >> the body of a missing canoeist apparently has been to us that the missing body and the missing canoe were found in san francisco bay. the coast guard is waiting for the coroner to identify the body but they are saying it matches the description. missing canoeist michael butler. he's 52. he disappeared wednesday night when his canoe disappeared on treasure island. the two friends with him were able to escape safely. two soldierses based at fort bragg, north carolina have been charged with murder. the solders are accused in the death of a 17-year-old high school senior. the teenagerrary body -- the teenager's body was found in the woods four days after he went missing. they are charged with disposing of a body.

no word yet on a motive. the chp has released a photo of a truck similar to the one driven by a hit-and-run suspect sonoma county. this is the photo the chp wants you to see. it's an f-150 pickup truck with a gold stripe at the bottom. 63-year-old donald casper was killed. the driver of the pickup truck ran over him, briefly showed down and the chp is looking for that driver. six former and current nfl players are suing the nfl. the players accuse the nfl of failing to properly treat them for concussions they suffer. they are also accusing the nfl of trying to cover up injuries between pro football and brain injuries. the nfl's spokesperson says they haven't seen the lawsuit but they plan to fight any claims. here at home, the battle of
