>> a brand-new morning let's check weather and traffic rosemary is in for steve, good morning rosemary. on the heels of a very mild weekend we will be cranking up that heat and high pressure is building and we are starting out with low clouds but once again a quicker burn off and especially inland you will notice a difference for the afternoon. we will look at what you can expect for this afternoon. good morning sal. right now southbound in front of the oakland coliseum it looks very nice with no major problems and also looking at the commute at the toll plaza is beginning to fill in. 6:00 let's go back to the desk. after 42 years muammar gaddafi's rule appears to be crumbling. we want to take you there this morning by early this morning. antigovernment rebels control 95% of the city with little opposition from muammar gaddafi forces and now this break

through in the six month civil war follows a coordinated attack by rebels nato forces and anti-muammar gaddafi residents within the city of tripoli but the national council is warning rebel fighters danger remains as long as muammar gaddafi is on the run. until muammar gaddafi does step down and all of it's supporters surrender they will continue air strikes. coming up, we will go live to our washington d.c. borough for more on the search for muammar gaddafi and why this take overdose not mean stability for libya. they are investigating security at candle stick park after all the violence at this weekend's raiders game. three people are in the hospital after violence like this erupted in and outside of the candle stick park. a ktvu channel 2 news camera captured the violence in the lower stands and in a separate

incident, a man was beaten unconscious and they found him in the man's bathroom. after the game two people were shot in the parking lot. one in the stomach and the other in the face. >> we actually left earlier me and my friend because we didn't want to get caught in the parking lot. >> now the gunshot victims are in stable condition and the man who was beaten is in serious condition. police continue to look for witnesses and police believe gangs may have been involved and they may have sparked the attack you are watching there. all of this violence they say is appalling and they vow to make sure stadium are safer. an online activist group is planning another protest and bart has not decided whether or not they will be blocking cell phone service. ktvu channel 2 news kraig debro joins us with what bart riders are doing and a lot of people

have to be getting a bit angry about this, craig? >> reporter: we will talk about that a little more in a second and as to whether or not they will be shutting down cell phone service but what the letter says you will find bart will protect the safety of their customers and bart was shut down during that last protest but they plan on shutting down the system and if they can they will keep doing it until bart admits they were wrong about cutting off cell phone service back on august 11th. it made many upset and one rider is conflicted. listen to this, this is the same person having opposing viewpoints. >> i actually feel sympathy i don't think it was a good way to affectively protest but a lot of it is inn convenient and i don't know how affective it

is. >> reporter: this begins the protest for a deadly officer involved shooting and all they they have not forgotten it they have shifted their focus explaining cell phone service had been shut down over safety concerns but the day after the protest happened and the station was shut down, this is what the spokesperson said, he gave another reason. >> you know we are allowed to determine time place and manner and free speech happens outside. >> i will be an advocate for safety always but what we did was cut off our nose to spite our face. >> reporter: and the letter issued over the weekend bart says cutting off cell phone service was necessary to protect the safety of our passengers and many people

complained cutting off cell phone service was not good -- but they had more than 120 personnel who were assigned to be in those downtown stations should something have happened those people were ready to respond. i am still trying to get ahold of johnson this morning and i am trying to get ahold of them to talk about the planned protest. a leak occurred in sacramento because of a chlorine leak. this happened yesterday in yellow county fire officials say workers were exposed to chlorine oxide and 40 people had to be taken to the hospital after a system carrying that

gas failed. >> we are making sure everybody is accounted for. >> i don't want anybody to come in here. >> reporter: they have apologized for the leak and will pay for all medical expenses related to that incident. new rules go into effect at the airport and the changes are to help protect the rights of passengers. joining us in san jose to talk about changes, alley? >> reporter: new rules apply to all passengers and right now we are at san jose international and at 6:00 there are a lot of passengers cars unloading as passengers get ready for their flights. starting tomorrow they will have new protection in place and will be put into place by the u.s. department of transportation and the first rule will have to do with luggage. if it does not show up on the car sell, the airlines will be

required to refund you $25 per baggage. and double the price of your ticket will be compensated previously -- previously the compensation rate was just $400. now this morning the international transport association a trade group representing 230 airlines worldwide have come out saying airlines will be extra costs for them and passengers but the passengers we spoke to say they think these new rules are perfectly fair. >> especially if your bags are lost, there is no reason to not have you at least reimbursed and even if they deliver it to you later at least you have been compensated for it. >> well i think it is a good idea because you depend on it being there. people have put stuff because of the laws and you depend on that bag to be there when you get there. >> reporter: also starting

tomorrow airlines must disclose all the extra taxes and fees added to ticket prices and that will allow travelers to accurately compare the costs between different carriers and to have a better idea how much their airline ticket will cost. but they are taking legal steps to stop the u.s. dent of transportation to stop -- department of transportation to stop implementing that rule. most people are ready to go out the door and that's why sal castaneda is watching everything. traffic is moving along nicely and in some areas 237 not a bad looking drive as we cross 880 and in some spots it is already beginning to slow down on your commute. i see some slow spots heading to this point. let's look at the bay bridge, the meter lights come on about

napa santa rosa as well as san jose. these temperatures are a lot like what we started with yesterday but what will change is the afternoon more sunshine and temperatures will climb above yesterday's highs. through the morning drive we will have low clouds and fog but by 9:00 inland as well as east bay we will be mostly cloudy and along the peninsular will be mostly gray but by lunchtime it will burn back and will retreat to the coast. even looking at mostly sunny skies as well as half-moon bay, santa cruz and that trough will be bringing us the cooler air and it will be moving west as high pressure builds. monday and tuesday you will net tis a big -- notice a big change inland areas. 77 in vallejo, wide pressed 80s

change. washington bureau reporter carol hahn explains it is too soon to call it a victory, carol? >> reporter: after six months of civil war the taking of tripoli is a major deal but it is far from over. major clashes broke out near muammar gaddafi compound as they tried to consolidate the compound. three of muammar gaddafi's sons have been captured and the whereabouts of the libyan leader is unknown. david cameron said muammar gaddafi 40 year ruling is crumbling. >> there is no complacency but what we see today is libyan people are closer to their dream of determining their own future. >> president barack obama who has been monitoring everything from martha's vin yard, he calls for muammar gaddafi to

step down but he remains on the run and as long as he does danger still remains. carol hahn ktvu channel 2 news. the attorney for the two uc berkeley graduates will appeal their eight year prison sentences. john fetterman and shane bauer have been convicted of spying for the united states. shane bauer john fetterman and sarah shaw claim they got lost while hiking. however sarah shaw's case is still open and it will be investigated later. they are disappointed with the sentences. their family says they have never posed a threat to the government and their people. new this morning dominic

straus conn will be cleared of sexual assault charges. he was arrested in may after a hotel maid told police he sexually assaulted her. prosecutors will probably not pursue the case because they are doubting the maid's credibility and also there is reported a lack of evidence in the case. straus conn is expected in court tomorrow. the 30-foot sculpture of dr. martin luther king, jr. memorial will be ready for visit and on sunday the i have a dream speech will have a dedication ceremony in which president barack obama will attend. the last astronauts aboard the u.s. space shuttle will be visiting today. they will be working at nasa in

. you are going to see traffic in other spots trade ahead. casey anthony has returned to her home state of florida. she was acquitted on charges of murdering her two-year-old daughter caylee anthony. anthony is serving for a check fraud conviction and has had limited contact with her parents and has not spoken to her brother. gunfire erupted in antioch. it happened just off lopez drive. the argument led to the shooting of a 16-year-old boy

from oakly. he later died. another girl was shot and she is expected to be okay. the boy's mother said her son was hit by a stray bullet on saturday. it happened just a few blocks away from where a three-year- old boy was shot and killed two weeks ago. the boy is recovering at children's hospital in oakland. a $10,000 reward is being offered for any information leading to an arrest. bay area motorcycle riders were sending a message. >> we are fed up with it and we don't want to deal with it no more. >>reporter: 100 members all across the bay area marched for peace. the march began at international and that's where three people were shot. it ended at 56th and that's where a three-year-old carlos nava was killed in a shooting

this weekend's 49ers game. three people are still in the hospital. tara moriarty is at candle stick park where concerns for alcohol made a bad situation even worse. good morning tara. >> reporter: a lot of attention may fall on the stadium's alcohol policy. some say there needs to be a ban placed all together and others are saying we need to reexamine the tailgating policies and it will be huge to see if money sales are impacted. cameras caught a lot of drunk fans and it was one of many violent outbursts that erupted. one of the most serious incidents a 26-year-old man was found beaten unconscious

towards the end of the game and he is listed in serious condition. police are also looking for a link, a 20-year-old man shot in the face and 24-year-old man shot several times in the stomach. both are expected to survive. >> i went to the game yesterday and there was a lot of fights about 20 fights around me. >> it is an ongoing investigation but when it is fresh those details are not being released yet. roots now on you tube various videos show fighting in the stands and again women involve in that instance. again they insist security was sufficient and they hope it does not scare fans away. it is not clear whether team rivalries or gang rivalries triggered the mayhem.

in san francisco after police got a tip. police say they found a 19-year- old and two younger girls in a room at the hotel and all of them said they were being forced into prostitution. the girls were released to their parents. they are searching for the gunman who shot an injured three people. it happened on caster valley boulevard and the victims just left a party when they were shot in a parking lot. it is not clear what led up to the shooting but their injuries are not life-threatening. we now know the name of a little girl who was walking in the crosswalk with his mother and two sisters. a good samaritan spotted the suspect and tipped off police. 22-year-old marcus lopez garcia faces arrangement in sonoma county this afternoon. it has been two months

since they unveiled new police radios but some say the problems continue. it had some dead spots where you couldn't hear anything but with the new system it may affect under water stops time. however the march offers say despite some glitches it has been a solid system over the last few weeks. airports have made new rules to protect the rights of passengers. live in san jose with the details about what is changing, allie? >> reporter: it applies to all passengers including here at the san jose national airport. at this time monday morning you can see a lot of passengers people pulling up to the curb unloading their bags and the first rule has to do with luggage. if your luggage does not show

retreat. another protest is planned at the civic station. kraig debro has more on why this may not be the last time protesters disrupt the evening commute, craig? >> reporter: they began organizing protests for officer involved shootings but they switched their focus to that action and behind me is the civic station which was shut down during one of those earlier protests. one rider we spoke to was caught in that shut down and is not sure whether she is for or against them. he is having the same opposing view points. >> i don't know if it was an effective way to minimize protests but i feel a lot of it is in convince queen anden dough -- inn convenient and i

don't know how much is okay. >> reporter: protesters began as a pretest against the actions of bart police in a deadly officer involved shooting that happened in july. although the organizers have forgotten that -- have not forgotten it bart posted a letter explaining cell phone service had been shut down first over safety concerns and earlier they said they knew the protesters were organizing their actions using cell phones and the day after this happened, johnson gave this reason. >> the course of rule you know we are allowed to determine time place and manner and free speech happens outside the classroom. >> i will be an advocate for it always but what we did was cut off our nose to spite our face. >> reporter: again over the weekend bart posted a letter on

. welcome back to the morning news, we are watching the stock market and this week we are watching it head higher 154 for the dow jones industrial average not a lot of economic news on the calendar so we are waiting for ben bernanke this week. the family of bryan stow says he is giving them an emotional boost. they say bryan stow is able to mouth words that are very special to the family but the family does not want to talk about what that is but he continues to recover after being brutally beaten outside dodger stadium last march. coming back over to sal, probably more cars on the road as people avoid bart.
