"mornings on 2" starts now. well, good morning. welcome to "mornings on 2." i'm dave clark. >> i'm tori campbell. it's monday, august 22nd. after 42 years, moammar gadhafi's rule over libya appears to be crumbling. [ sound of gunfire ] >> rebel forces are reporting that they now control 95% of the capital city of tripoli. nato is promising to continue air strikes until gadhafi supporters retreat or surrender. the long-time ruler is said to be in hiding right now. coming up at 7:15, we'll go live to our washington, d.c.

bureau for reaction from president obama and where gadhafi might find refuge. our time now, 7:01. back here at home, rival gangs may have sparked some of the violence at this weekend's 49ers/raiders game at candlestick park. three people are still in the hospital this morning. ktvu's tara moriarty is at candlestick right know. >> reporter: good morning. a lot of questions are now being raised about the alcohol policy as well as security. was there enough staff here? was there enough security? our cameras caught a lot of drunken rowdy fans during the game t was just one of many that evinted through the -- game. it was just one of many that erupted through the interdense. a 26-year-old san rafael man was found beaten unconscious in the men's bathroom.

he's in serious question. police are looking for at the shooters of two victims. both are expected to survive. listeners have been tuning into sports radio with their opinion about how to prevent this from happening. brian murphy has been reading articles from sports writers about canceling this game. he tends to agree. >> maybe it's time to cancel this game. it's not worth it for these teams to play each other. it seems to be getting worse. >> reporter: on youtube various videos are emerging. one shows women throwing punches and fights in the parking lot. it's still not clear if team rivalries or gang rivalries triggered the mayhem. on the official website, the 9ers camp say they've stepped

high school in cincinnati. it is 7:04. a gilroy man is one of five people suspected of raining a woman in louisiana. police say -- raping a woman in louisiana. police say david flores and four other men raped the woman in the back of a truck. all men are expected to be in court today. sacramento police believe a weekend burglary is connected to another break-ins and the robber is becoming more daring and dangerous. they say the man entered an apartment through an unlocked door early yesterday morning at 4800 kokomo drive. they say they pulled a gun on the woman who lived there, robbed her and sexually assaulted her. a neighbor said just before that attack, someone knocked on her door and tried to open it while covering up the peephole. >> how suspicious were you?

>> extremely suspicious. this is not normal behavior the. >> police are looking into the possibility that the same man is responsible for two other robberies in the areas. in those cases he got in through a garage door. the robber is described as a black man in his 20s, about 6 feet tall and 200 pounds. four sonoma wineries face sanctions by state officials for serving alcohol to minors. police conducted a decoy operation over the weekend and they say employees at valley of the moon, brcohn, imagery and one other establishment all served alcohol to minors. the minors went to ten tasting rooms. the decal was funded with a $25,000 grant to reduce underaged brinking -- drinking. new rules at airports take effect this week. allie rasmus is live in san

jose to tell us how the rights of passengers will be affected. good morning. >> reporter: good morning. we're at mineta san jose international airport. one of the new rules we're gonna tell but has to do with the luggage. if the airlines lose your bag starting tomorrow, they will be required to refund your baggage fee that. will mean a lot of refunds for the airlines to give out. according to the u.s. department of transportation. there are an average of about 180,000 pieces of luggage lost by the airlines every month. starting tomorrow. if the airlines bump you off an overlooked -- other booked flight, compensate you more -- overbooked flight, they will have to compensate you more. the international airport association says these new government regulations are going to mean higher costs for the airlines and their passengers. passengers we talked to say

these new rules are fair. >> i don't think the airlines can do it on their own. having the rules in place makes it easier to travel. >> reporter: will it make you travel more? >> well, i will travel anyway but i'll be happier. [ laughter ] >> reporter: if the passengers are on the -- are stuck on the tarmac for more than three hours, the airlines are supposed to pay for that. some passenger rights group say the department of transportation is not enforcing that tarmac rule enough. the specsperson told -- the spokesperson told me since the rule went into effect last year, they've investigated a number of complaints. live in san jose, allie rasmus, ktvu channel 2 news. >> thank you. 7:08. well, some critics of the

upcoming yacht race are worried about losing long-term bay beuas. the quarter-mile at risk is between piers 14 and 2 2 1/2. organizers of the regatta want to turn that place into a parking lot for two dozen very large yachts. that would block the view during the race. according to critics, it could trigger legal loopholes that would allow permanent space by those yachts. it could be another rough evening for b.a.r.t. passengers with a protest planned. the event kicks off at about 5:00 p.m., just in time for the evening commute. about 9,000 people are supposed to show up. b.a.r.t. has not said if they will shut down cell phone service in the area. coming up at 7:30, we'll have a

good morning. right now -- there is a fire in redwood city. this is at 2949 hastings avenue in redwood city. this went to a second alarm. you see, these are live pictures from newschopper2. you can see fire crews are still there. that hastings avenue is blocked. hastings is near farm hills and stole soft park there in redwood city. not too far away from woodside plaza. it's between 280 and 101 in redwood city. that's what all of the smoke and activity was. it's not blocking any major

streets. 280 and 101 are not affected at all. it's far away from that. these are live pictures from newschopper2. word is there were no serious injuries. but certainly a lot of damage on this house in redwood city. we'll have more on this coming up. >> thank you, sal. 7:17. this morning, libya sits on the edge of a major regime change. rebel groups have advanced to tip poly, the stronghold of moammar gadhafi. but as carol han explains, it could be too soon to call this a victory. carol? >> reporter: good morning, tori. the rebel breakthrough in tripoli is a major breakthrough but the city is far from secure. earlier there were clashs that broke out near moammar gadhafi's compound as rebels try to hold onto the capital. wild celebrations in the main square. three of gadhafi's sons have been captured. the whereabouts -- the

whereabouts of the libyan leader remain unknown. but people say, his 40-year rule is crumbling. we had fight. i'm going to fight through this. it's my first time. >> reporter: president obama, who has been monitoring the events from vacationing on martha's vineyard, sent out a statement last night calling for gadhafi to stand down but for now he remains on the run. i'm hearing about half a dozen countries could open their doors to him, including venezuela, zimbabwe and south africa. carol han, ktvu channel 2 news. >> thank you, carol. a day after a cease-fire in the gaza strip was worked out it appears to have fallen apart. palestinians fired into southern israel. israel responded with an air

strike. 7:19. local steel factories say they are facing unnecessary new pollution rules that could put them out of business and thousands of employees out of a job. there are almost a dozen steel foundries left in the bay area. this last summer, the bay area regional control district, quietly imposed new rules. they are supposed to bring air quality up to stricter standards but federal rules are already in place and the new local rules will cost too much. >> the regulations that they are trying to impose right now is an estimated $20 million per company. >> toxic metals are being routinely released that could cause brain damage, lung damage and cancer. >> even airport officials say some of those assertions have no significant backing. at pacific casing in berkeley, more than 600 jobs could be at

stake if the company closes down. an airshow stuntman tragically fell to his death at a weekend show in michigan. on saturday, todd green successfully walked on the wing and the helicopter pull aid way. video of him falling, it's too much to show you here. he fell 200 feet to his death right in front of a crowd of 75,000 that included his family. another airshow per termer was killed in -- performer was killed on sunday. the pilot could not pull out from the downward spiral. you can see what happened. the show was cancelled for the rest of the day. organizers talked with other officials and they decided to open the event in his honor.

the sentencing of two uc berkeley graduates could add more tension to the upcoming president of iranian president, mahmoud ahmadinejad. on saturday, an iranian court sentenced shane bauer and josh fattal to eight years in prison on charges of spying and illegally enter egg the country. their lawyer -- entering the country. their lawyers say they will appeal. bauer, fatta land the third

hiker, sarah shourd, were arrested in 2009. she was released on medical grounds. we talked with an individual who is in close contact with the lawyer. and he says they are hoping somebody could -- something could be look -- somebody could -- something could be worked out when mahmoud ahmadinejad comes to new york next month. and hillary clinton says -- the oregon home of a pro basketball home is now the focus of a police investigation. now, a man claims he was attacked inside the home of zach randolph of the memphis grizzlies. he says several beat him with pole sticks. police searched the home yesterday. zach randolph was home at the time of the attack but reportedly he's not a suspect in the case. 7:25. we want to check in with sal, keeping a close eye on that two- alarm house fire in redwood city. that's right.

this brought a lot of firefighters to the scene. for a while, there was a lot of thick, black smoke on hastings avenue, which a residential neighborhood -- which is a residential neighborhood. it's about halfway between 201 and redwood city. it's not a major thoroughfare. but if you live in this neighborhood and you are wondering what all of the motion was about -- commotion was about, it was for all of this -- for this fire. the build something severely damage. no major injuries. highway is slowing down on 880 getting there. nothing out of the ordinary. on vasco road near camino diablo, this is a popular shortcut because of a very serious accident involving a motorcycle and cement truck. the medical helicopter is on

cell phone service. good morning, kraig. >> reporter: good morning, tori. right now, plans to shut down cell phone service is unsaid. it's up in the air over the weekend. b.a.r.t. released a letter justifying what it had done to shut down cell phone service. a protest is planned again this evening. just has justified shutting down cell phone service at four stations by helping preventing platform overcrowding and unsafe conditions for passengers. it may be all true, but the cell phones did not just get cut up for protesters, they got shut off for everything. last july, "anonymous" organized a protest for b.a.r.t., hoping to shut down the system because of a police- involved shooting. what it thought was a necessary step to top protesters and protect the public, a b.a.r.t.

the car hit him. police say 22-year-old marcos garcia took off after hitting the boy. he stopped at a nearby park. police were led to him by tips. police say garcia does not have a driver's license and had previous citations for driving without a license. there are new indications this morning that dominique strauss-kahn will be cleared of sexual assault charges. the international head of the monetary fund was rested back in may after a hotel maid told police he sexually assaulted her. someone close to the investigation said prosecutors will probably not pursue the case because of doubts about the woman's credibility and because of a -- and because after lack of evidence. strauss-kahn is due in court tomorrow. today the san mateo district attorney is expected to announce whether it will retry william ayers.

ayres is accused of molesting young boys during therapy sessions. in june, a jury found him unfit for trial due to dementia. now in a last-minute effort to show he's mentally competent, families hired a private investigators who -- investigator who filed -- followed ayers and it's reported that he's not the doubting old man that -- doubting old man that prosecutors are claiming. two people were arrested at a hotel in san francisco after police received a tip. police found a 19-year-old and two other girls in the hotel. all of them said they were being forced into prostitution. the girls were released to their parents. a chlorine gas leak forced 8 800 people to evacuate in

yolo county. the workers were exposed to chlorine dioxide after a system carrying that gas failed. 40 people needed hospital treatment. >> right now focusing on those who need medical treatment get it and accounting for everyone and making sure that everyone is evacuated. >> chlorine dioxide is routinely used to keep tomatoes sanitary during processing. a new survey shows that business economists favor spending cuts as a way to close the deficits. 56% say cutting costs an

reining -- and reining on spending cuts and raising taxes. for the first time newly released information show banks received $1.2 trillion in federal loans during the 2007/2008 financial crisis. that according to the report is the same amount that u.s. homeowners currently owe on bad mortgages. citigroup and bank of america borrowed the most. $669billion. that information was released as a response to media requests under the freedom of information act. it could be a bumpy ride for bay area transportation projects if congress adopts the plan to pass this plan. if the plan goes through, california would lose $1.7 billion a year. republicans say the cuts are needed because of a shortage in the highway trust fund which pays for road and transit projects.

shoulder. let's take a look at 880 northbound and southbound right here in front of the coliseum. it looks pretty good with no major problems in this area. again on vasco road at ka me yodiablo, a lot -- a lot of people use it. this morning there is a huge crash with a motorcycle and cement truck. medical helicopter had to land on the scene to take someone away. if you use vasco road, it is either completely blocked or there are some detours. not a good way to go. it's a huge backup. you may want to sticken -- want to stick on the main freeways. a live look at the blanket of clouds and fog outside the door. not a lot has changed. but bigger changes are on the way, that trough that brought used schooler -- cool rer air going to be shifting off to the west. high pressure is building in today and it's going to bring

8:49. well, new this morning, fire crews are still at the scene of a house fire just hours ago, in redwood city that destroyed that house. that started on hastings avenue about 5:30. allie rasmus talked to the homeowner about what she says saved her life. alli scientist. >> reporter: well, right now, fire investigators are out here trying to figure out this -- figure out how this fire started. we're gonna let the truck go by but just on the other side of it is the house with the dak. the homeowner thinks the -- with the damage. the homeowner thinks the damage started in the garage. the homeowner was able to get out safely with her dog and was sleeping when the fire broke out but her home security system woke her up. >> i didn't get out of my bedroom first, i thought it was a burglar. i was thinking what should i do, so i looked for my phone
