we are live in east palo alto. 100 homes are close to without power. getting ahead of the storm. we have been talking to passengers here at sfo heading to the east coast how they are changing their plans because of hurricane irene. san francisco police plan to tighten security for another 49ers home game as they release a sketch of the man that is responsible for last weekends brutal beating. we are hours away from the sentencing of two men convicted of killing an oakland journalist. the morning news continues.

good morning, thank you for joining us it's friday august 26th i'm pam cook. >> and i'm dave clark. let's check weather and traffic. good morning, to you. a nice to our morning. temperatures will be climbing. afternoon highs will be a few degrees warmer than yesterday. a.m. clouds the spotty drizzle at least through the morning hours. we will clearing the way to partly cloudy to mostly sunny skies. some of you are inland spots will warm into the low 90s. we will pin point your neighborhood coming up in a few moments. good morning, sal. good morning. right now traffic is moving along okay here on the highway 4 area coming up through bay point. no major problems getting up to san jose are you? northbound 280 at the speed limit. let's go back to the desk. time now 6:01. dozens of homes have no electricity in east palo alto this morning after a big power

surge there. glenway, o'keefe street, and green street they are amonged effected blocks. crews have pinpointed what caused this outage. tara moriarty is there now. you found out when the power should be back on, tara. >> reporter: it looks like it will be another three hours. 9:00 is what pg&e crews are shooting for. they believe they know the cause of the outage. it would be a snapped tree branch. hard to see right here on the street. it's right up there near the wires. if you pan to the right you can see how far the pg&e crews extend. this outage lasts for at least ten city blocks. it spans an entire freeway. you see the power pole and how the wire goose aye cross 101. the entire neighborhood is pitch black. the only lights here are from pg&e crews working trying to fix that high power line. neighbors say after 9:00 last night they heard loud bangs, pops, and glass shattering.

television sets were blown out. lightbulbs exploded triggering this outage in 15 apartments and homes. another 20 homes on glenway and green street. pg&e worker says about 400- volts of electricity went through the homes instead of the usual 110. the search burned out smart meters. they are warning residence not to turn their smart meters on until an electrician can get out to search the homes. wide spread power outages could hit the east coast as hurricane irene approaches north carolina. i want to take you out there right now. you can see the clouds starting to form. this is atlantic beach, north carolina. this is probably where the calm before the storm. the storm is huge. it devastated puerto rico and the bahamas. hurricane irene is heading for

north carolina expected to hit in the next 29 hours or so. you can see the devastation there in puerto rico and the bahamas. the national weather service has downgraded it to category two. now since it has slowed down, it's about a day away from hitting north carolina. it's said to be the size of texas. they are preparing by boarding up buildings and evacuating. >> our principal goal is not to lose a life. there is no reason anyone should lose their life as a result of this. we know it's coming. we are implementing safety measures. but it creates a sense of anxiety because it's getting ready to change your whole life upside down. >> airlines are warning passengers to brace for flight cancellations. american airlines has canceled 150 flights out of north

carolina and bahamas. >> reporter: things will looking good right now. certainly we expect things to change this afternoon into tomorrow and through the weekend. and the people we have been talking to out here that are heading to the east coast said they really feel at this point they are getting in just in time. we heard from a couple earlier that cut their trip to san francisco short by three days because they wanted to get home to their family who's panicking a little bit in manhattan and said it was time to get back. they wanted to make sure they could get back. we were talking to folks out here that are heading to nyu. a bunch of students going back for classes. we did talk to one girl that said she planned on this weekend moving into her brand new apartment and hurricane irene has her changing plans. >> we are getting a hotel that is farther inland for the two days the weather is supposed to be bad. >> reporter: is that because of the hurricane? >> yeah. >> we've been paying attention to the evacuation zones. my apartment is on the high risk that is why we are getting

a hotel. >> reporter: you may not move into your apartment. >> just a little delayed. >> reporter: and so i think at this point the people have been talking saying two things. one they are glad they are able to get back home. and aware the situation can change over the next 24 hours or so. so everyone was really glad to be on a morning flight to make sure they would get back to the east coast safely without any major problems. second thing they are saying they know once they get back there really anything goes. we talked to a gentleman that said i was planning ongoing to atlantic city. we know new jersey is considered one of the areas that they are concerned about. ly go home and stay inside. we will watch the flight situation here. we don't expect any major problems to ripple through here until this afternoon and into the weekend. certainly this is something we will be watching and people headed to the east coast will also be watching closely. live here at sfo claudine wong.

>> if you have to head off to work you can stay connected to us by going to our website ktvu.com. we'll have updates. also stay with us here throughout the morning and day as we follow irene's progress. in the next hour we will go back live top north carolina the outer bank there is to see how the situation looks. 6:06. three u.s. marines facing charges of hazing in the death of a santa clara man that killed himself in afghanistan. on april 3rd, 12-year-old harry lew shot and killed himself while alone in a fox hole. charges were filed against three men for accused of beating and taunting lew hours before he committed suicide. court hearing is set for september 8th. in a couple hours sentencing day begins in the chauncey bailey murder case. at 9:00 this morning the two men convicted in the killing of the oakland journalist will be formerly sentenced by the judge.

they will each get a mandatory life sentence without the possibility of parole after being convicted in june. prosecutors say bey ordered bailey's killing because he was writing a critical story because of the money problems of your black muslim bakery in oakland. starting today police chief greg sur is take applications for entry level police officers. applicants must first go to the city's website and create an applicant account. the open application period will close after they receive 2500 applications. well san francisco police will have increased security at tomorrow evenings 49er game against houston. police also hope the sketch will lead them to the man that beat up a man inside of candle stick park bathroom during last weeks 49er-raiders game. investigators describe him as a heavy set pacific islander. six feet tall or higher weighing about 260 pounds.

in his late 20s and has a goatee and ponytail. >> i'm told it was a crowded restroom. it was during the game. >> the victim is a 26-year-old san rafael man that was grabbed by the neck and slammed into a wall. two other fans were shot and wounded in candle stick park in the parking lot that same night. time now 6:08. we are going to sal. something just happened in richmond. what happened? >> we have breaking news. we have camera crew on the scene. a deadly shooting that happened some time early this morning. richmond police have confirmed to us that one woman is dead. another person is seriously injured and taken to a local trauma center here on the 3200 block of mor ran avenue in richmond. san pablo police later detained two people that may be of interest in this case.

ktvu is first on the scene. we are trying to find out more. we spoke to a lieutenant from the richmond police department who gave us the information that we have. again a woman is today another person is seriously injured and two people have been detaped in this deadly shooting in richmond. stay with ktvu. we'll have more on this breaking news coming up very shortly. let's go back to the traffic now. highway 4 traffic moves welcoming up to the willow pass grade. ace this mornings commute is moving along nicely. let's go to rosemary. good morning, to you. starting out with tidbits of hurricane irene if it will be impacting you or your family. winds at 110 miles an hour. movement at 13 miles an hour to the north. that is a slow moving storm. storms usually run 20-30 miles an hour in tear track.

by tonight you can see it is still outside of north carolina it will cross over the outer banks north carolina as early as late this evening into tomorrow morning and then it looks like tomorrow afternoon tomorrow night it is crossing over virginia all the way into parts of washington d.c. possibly it's going to fill it just a bit. it will move through and by sunday, it's crossing over areas in new york, new jersey, on into massachusetts, as well as connecticut where it finally becomes a tropical storm. it will be a heavy weekend along the east coast. meanwhile along the west coast we are looking pretty good. waking up with partly to sunny skies. we have a nice warmup expected for the weekend. wide spread 60s for the coast. 70-80s for the bay. temperatures wide spread 50s. we have been holding steady. low 60s out there. mountain view reporting 62

welcome back to the morning news. hurricane irene is expected to hit the u.s. mainland this weekend and the nation's capitol is one city caught in the line of fire. scott mcfarland is in our washington, d.c. newsroom with how the federal government is preparing. scott. >> reporter: first off states of emergency in effect throughout this region. in maryland, in delaware, and in virginia all train service canceled outside of washington, d.c. beginning this weekend and the opening of the martin luther king junior memorial postponed indefinitely. too dangerous. too many people. a quarter million would have been outdoors during the worst

of the storm. the monument is open today for those that arrived early for the memorial ceremony. meantime the federal emergency management agency deploying millions of bottles of water and cots. fema's number two official told me for irene money is no object. >> right now our main concern is life safety and responding to disasters. we are not holding back on this one thing we are doing is responding to disasters and money is not an issue. >> reporter: we expect much more from washington, d.c. later this morning. fema and the secretary of homeland security have a press conference in about an hour. the president speaks from his vacation retreat in two hours. focused on hurricane irene. live this morning scott mcfarland ktvu channel 2 news. 6:16. the fight in libya for controlling tripoli is leading to major concerns about

international terrorism. libya's government met this morning. the collapse of moammar gadhafi's government is leading to fears of terrorists will get their hands on missiles from libyan weapons depots. they are urging the libyan rebels to secure those depots and cautioning nearby nations to watch out for missiles smuggled across their borders. a new book has ignited a new 9/11 controversy two weeks ahead of the tenth anniversary of 9/11. the cia is demanding extensive cuts from a memory of a former fbi agent and top terrorism expert. that agent argues that the cia missed a chance to stop the attacks by withholding critical information from the fbi. points out detailed information about two 9/11 hijackers that lived in san diego before the 9/11 attacks. 6:17 is the time. sal is keeping an eye on an

intense situation. >> we are following that situation in richmond where we have a crew set up there talking or just staking out the area trying to find out more about a shooting in richmond. we'll have more on that coming up where we have developing new information on this crime. first of all though let's take a look at the commute here at the toll plaza you will see slow traffic here. usually about now is when they turn the metering lights on. we'll see slow traffic getting on the bridge. also the morning commute looks okay on 880 oakland. just up the road they were picking up road work on 880 northbound coming up past the 23rd exit. they were picking up the cones. it was causing a small traffic jam. it's nothing major so far. this mornings commute in san jose looks pretty good. northbound 101 getting up to the peninsula. if you are driving on 101 it looks good. 280 is doing very nicely. let's go to rosemary.

>> we have made it to the last business day of the week. hopefully it's your friday planning a weekend. plan for the warm weather. we will be climbing temperatures anywhere from 2-4 degrees starting today your satellite view showing you mostly clear skies. up above that low cloud deck. high pressure will be building in over the next couple of days and that again will increase our heights. giving you a look at the low clouds out there. we'll fill in a little bit more by 7:00 and then by 9:00 already burning off. mostly sunny skies for the valley locations. we are still mostly gray. takes it until about 11:00 or so before we see sunshine here in oakland and down into hayward and partly cloudy skies expected for the coast. forecast at a glance here. anywhere from 50s to low 60s as we head out this morning. winds generally light out there. low 60s for the coastline. 70s and nearing 80 degrees for some of our warmer inland

areas. for the afternoon seasonal temperatures for august. 83 expected in nevada today. 72 in areas right around berkeley. 76 for oakland. 80 hayward. inland it's a warm one. 92 for antioch today. 90 concord. fremont 82. 83 san jose. and then for the peninsula and coastline a good looking day 80 degrees redwood city. 80 degrees san mateo. low mid 60s for the coast. upper 60s for san francisco. the extended forecast there as i have mentioned it will be a warm one. especially inland. low to mid 90s. wide spread 60s and 70s along the coast. the bay area right between. monday and tuesday will cool off in a bit. hurricane irene is disrupting the flight schedules of most major u.s. airlines this morning. american airlines has canceled 152 flights. most are in south florida and

the bahamas. the major airlines are allowing customers to make flight changes without penalties. southwest will let passengers change flights without paying a higher fee as long as the round trip destinations are the same as the original ticket. the consumer review service angie's list has filed papers to go public. they have 820,000 pages of benefits. the ipo filing said it has been building membership through national advertising and plans to continue that campaign. the offering is valued at $75 million. time now 6:20. what governor brown wants to do to turn around california's unemployment rate. what is is in his new plan to create new jobs. a park skate has been demolished. if you are drive on the east shore freeway any time soon, you can see it's getting

fifth -- at fifth temperature it's slowing down now. you might consider using 580. injury crash northbound 880 at fifth. big slow downs in this area. 6:24. new associated press polysays the american -- poll says those don't think much of congress. they disapproved of the job congress is doing. 53% said they want their own congressperson thrown out. and 57% said they believe taxes will go up and government services will be cut to balance the federal budget. governor jerry brown says closing a tax loophole for some out of state businesses will create more jobs and bring more money to california. the governor is proposing a change in the current tax code that he says benefits large out of state corporations. >> every time an out of state company moves a job out of

california, than they get a tax break and every time they hire in california, they increase the taxes they pay. >> the governor says if that were reversed, california would have an additional $1 billion. he said he would use that money to give small businesses a bigger tax credit when they hire people to work here. republicans however say the idea would not create jobs because california's overall corporate tax rate is higher than most other states. a popular skate park in the east bay has been destroyed and soon a second one will also be gone. cal tran crews demolished the waste land skate park yesterday. the state also plans to bulldoze the nearby border town park in the coming weeks. cal tran says the skate borders were trespassing on state property and it's a liability. >> now it's gone and it was not based on any place to do drugs.

watching the numbers because busy day. we have the gdp numbers in this morning that could effect things and ben bernanke speaking in the next half hour. >> that is the biggy. we'll smile and say good morning, to you. thank you for joining us here. it's friday, august 26th i'm dave clark. >> good morning, i'm pam cook. time now 6:30. in the news this morning sal is busy and sal, something just happened that you are tracking as we speak. >> that is right. we are doing we are letting you know about the deadly shooting in richmond. it's breaking news from overnight. this happened about 4:00 this morning. two gunshots sounded in this neighborhood. one person is confirmed dead. one person was seriously injured. a woman has been confirmed dead by richmond police. this is the 3200 block of moran avenue. police found one woman dead. another person was taken to a nearby trauma center and subsequently san pablo police

detained two people nearby. it's unclear if they related to this or not. the richmond police did tell us that they are working this murder investigation right now and will be there for quite some time. we observed the criminal technicians coming out of this residence on the 3200 block of moran avenue. stay with ktvu. we'll find out more about this as it develops. let's go back to the dave and pam. in other news police in redwood city investigating a bizarre and tragic hit and run in redwood city. two cars hit and killed a man on el camino royal last night. the victim wanted that to happen. >> reporter: good morning, dave. typically we don't cover suicides on our broadcast. this one is different. it's being called a felony. it happened right out here in the middle of the road. if you look closely you can seat orange markings sprayed there last night as part of the police investigation. police say they received

several 911 calls last night around 9:00 p.m.. when they arrived there was a man lying in the road. he was pronounced dead at the scene. after interviewing several people police decided that this was a suicide. the man intentionally laid down in the road and was hit by two vehicles. the vehicles did not stop and that is why this is not just a suicide but a felony hit and run. >> first he was hit by two cars. vehicle descriptions we have is a small silver sedan and a smaller black suv. both cars ran over him and left the scene. >> reporter: police closed the road for two hours while the on scene investigation was taking place. police are trying to identify the suicide victim that is a hispanic man in his 30s. police also say they don't know when they determine which car actually caused the death. that will make any difference in this investigation because both cars are said to have hit the person and then both sped away. reporting live in redwood city kraig debro ktvu channel 2

news. 6:33. baseball all-time home run king makes another pitch to try to clear his name. barry bonds went back to federal court in san francisco yesterday. his defense team urged a federal judge to overturn his felony conviction for obstruction of justice. the judge says she'll issue a written ruling in the near future. muni reconsidering requiring all of its drivers to get a specific route from central control before they are allowed to go out and pick up passengers. now this is all tied to a tragedy that happened on the streets of san francisco one week ago. a muni operator driving his empty bus to a new unscheduled assignment fatally hit a woman at a crosswalk on a street where buses normally don't run. a stretch of highway near yosemite national park remains closed because of a wild fire. it started when a propane tank exploded ignited a motor home and some nearby brush. the fire is currently

threatening about 70 structures. evacuations are in place and so far it's burned about 1,000 acres. the fire began just before 1:00 yesterday afternoon. it's along highway 140 near elfertal. dozens of people have been without power for hours after a surge caused the lights to go out. tara moriarty joins us now with the cause of the outage and when power is expected to be back on. tara. >> reporter: pg&e crews have just moved. they've been working on the wires down this entire block. now they have moved over here behind this blue truck. they are trying to fix a burned out wire because the electricity is out on the other side of 101 behind that wall there. pg&e is telling us it looks like it will be 2.5 hours before the power is back on. they say a snapped tree branch may have triggered the outage that spans at least ten blocks. we do need to receive

rafael. >> reporter: they have a little good news to report. the latest they have is as of hurricane irene was going north of the bahamas in open water early this morning, it lost a little built of its punch and now a category two. packing winds of 110 miles an hour. storm preparations are well under way in south carolina here in north carolina and states all the way up to the new england region. >> what happened in the bahamas is a glimpse of what is expected to happen this weekend. watches, warnings cancellations and evacuations. while it brought the surfers out, most are taking heed of the warnings ready for irene. in north carolina people are boarding up and heading out.

irene is expected to bare down on or near the outer banks on saturday bringing winds of more than 100 miles an hour. >> i hope people heed the warnings. everybody should take this very seriously. >> ahead of the storms expected intensity seven states from north carolina to connecticut have declared states of emergency. in ocean city maryland officials want everyone out by 5:00 p.m. today. >> first we would like our visitors to return to their place of residence. also we will ask that all citizens of ocean city seek shelter elsewhere and evacuate ocean city. >> reporter: many people are not taking any chances. our chances we have seen what it can do. and it's not a pretty sight. you have to respect the power of nature. >> reporter: irene's second landfall effects major cities like boston and new york. >> what we have to do is assume the worst and prepare for that. irene's course and strength and

time of arrival remain unknown. >> reporter: amtrak and major u.s. airlines are canceling routes and flights or are putting them on a watch list because of hurricane irene. the latest information we have regarding its location is that it's about 350 miles south of cape hatteras, north carolina. now back to you. >> thank you so much for that update. it's effecting flights. we have claudine wong at the airport this morning. a lot of people watching it. >> yeah we will be watching the flight flights. we are also following some traffic problems right now here in oakland. northbound 880 in oakland there is a seven-car pile up at fifth avenue. as a matter of fact, traffic is so quickly backing up we can see it now. let's go to the 880 camera look at the backup here.

people are bailing on the freeway it's so bad. this is a major traffic issue as we remove the super there you can see how slow it is. this has been issued as a cig alert. it's rare we have a seven-car pileup on the freeway and this is a major traffic problem. we recommend using 580 as an alternative and to stay with ktvu we'll be on the crash. let's move along and take a look at 280 in san jose happily this is not effecting the south bay. traffic is moving along very nicely getting up to into the valley. let's go to rosemary. good morning, to you. giving yo i a live look at the gray sky out there. it will bare off. we will see mostly sunny skies for your afternoon and weekend. i want to show you a picture. satellite shot of irene this morning. take a look at how massive that storm is. we're told it's about as wide as texas. that is how large this system is. it is expected to strengthen in the next 12-24 hours. coming back home we have gray

skies to deal with. we have great weather in store for your weekend. the winds generally light out there. coming in from the west and southwest. fairfield. delta breeze 16 miles an hour. just a gentle breeze. and our temperatures very similar to how we started yesterday. holding on to those 50s and low 60s this morning. so kind of calm kind of quiet out there. your forecast we've got the fog out there all the way from our inland areas. we are watching it thicken up a little bit over the next half hour or so. concord or livermore reporting partly cloudy skies. even a little bit of fog reported in santa rosa this morning. for the afternoon temperatures expected to warm anywhere from 2-4 degrees in some cases. a slight warmup today and then a bigger buff expected for tomorrow our valley locations. how about the north bay? for today 85. santa rosa expected. 81 san rafael. as we head over to the east bay 76 in oakland.

the train actually clipped him and he suffered a broken ankle. he was ordered to perform community service and write an apology letter to the train's driver. they released the video in hopes of deterring others from similar stunts. san francisco police have released information about the dozens of people arrested this week during that protest against bart. 35 people were arrested. 16 of them are from san francisco. nine are from the east bay. others are from the north bay. four are from out of state. among those arrested was this man. he clashed in the past with a bart official. gabe yell meyers -- gabriel meyers of oakland was accused of throwing paint on dorothy dugger. it happened while he was at a bart board meeting protesting the shooting death of oscar grant. sal has been busy today. let's go back to him for traffic. >> i'm looking a the the latest information. it does look like they are making progress in clearing a
