to help communities affected by irene. the progress made overnight on the fast-moving grass fire burning fear fairfield. ktvu news coverage. good morning. welcome to mornings on 2. >> hurricane irene is now a tropical storm. she was downgraded in just the past hour. at the moment, irene is south of new york city. the storm is still packing winds of 65 miles per hour. cities up and down the sea board are reporting flooding. an amateur photographer took video of howling winds tearing up the deck near his swimming pool. irene came ashore 4 1/2 hours ago now heading towards connecticut and massachusetts. forecasters predict that the new york area should see 15" of

rain today. new yorkers are told to stay indoors. there's a risk of shattering of windows in high-rises. the subway is shut down and subways are closed due to heavy flooding. the city evacuated several medical centers, they pile up sandbags to keep the flooding to a minimum. thousands were moved to safer facilities. hurricane irene will slow the response to 9-1-1 calls. hurricane irene killed 10 people in 24 hours, many died from falling trees. it's knocked out power to 4 million people. two nuclear power plants were taken offline for precautions. rose mary is tracking hurricane irene this morning. good news it's losing strength. but it's still a problem for

the east coast. >> they're feeling it and it will continue through the morning hours but a tropical storm indicating that it is weakening. the winds 65 miles per hour moving northeasterly 25 miles per hour. remember yesterday morning, it was more like 15 miles per hour. the storm is moving quicker. we like that idea and the center of the storm over new york. i want to show you a still picture. you can notice the areas of philadelphia, new york city, even long island seeing some blue skies as it continues to push its way inland. the big concern is the flooding. 10-15-inches of rain and it could be inland where we see the rain, inleft-hand new york, inland from connecticut to new hampshire and vermont. this was the track of irene moving through. it came ashore off of the jersey shore and now over new

york. it will begin to lose the steam. it doesn't have the water source and it will continue off where it will drop off to a tropical depression. we will track irene from the beginning to the end here on ktvu. a nice forecast for us. more bay area rescuers are heading to the east coast. national guard received orders to fly out to assist. live at the field in mountain view with details. >> reporter: they're lifting up some big supplies, we're in front of the flight line. that's the military term for a tarmac essentially for the 129th rescue of the international guard. this is a giant c-17 aircraft. it's the national guard's plane. the length about 1/2 the size of a football field and it's a

cargo airplane. we watched some of the guard members load two helicopters in the plane. they're loading the second helicopter and getting ready to do that. the mission of the choppers and the guard members is rescue. helping people get out of flooded areas after the hurricane passes, the choppers and the rescue members have the ability to pluck people out of flooded waterways and out in the open ocean. by 10:00 this morning, the plane, the choppers and 50 members of the 129th rescue wing will be on their way to the east coast. they don't know yet where on the east coast they will be sent to. it depends on where authorities believe there may be the most need for people to be rescued. back here live, you can see they are getting ready to load the second helicopter into the back of the plane. 30 minutes from now, we'll hear

from the master sergeant and hear more about their mission. ktvu channel 2 news. hurricane irene is causing headaches for travelers across the country. they have experienced long lines through the weekend. travelers have been scrambling for other ways out. 42 canceled flights alone. they have canceled the flights to boston and new york. boston international is open but the flights are canceled. delta canceled 1300 nights since friday. as i mentioned, while logan is open, a handful of others are closed. the list is on the screen, these are the ten airports shut down. they include jfk. hurricane irene is a tropical storm but she's still leaving a destruction along the sea board. joining us live from one of the

hardest hit areas, virginia beach, what are you seeing this. >> reporter: looking behind me, it's gorgeous today, a different scene from what we were seeing in the new york region which we felt all day yesterday. here life getting back to normal. people assessing the damage. we know hundreds of thousands are without power. what crews are working on are making sure that people get back to their homes and doing it in a safely manner. we had 8 feet of storm surge of water, we had 6-8-inches of rainfall through the day yesterday. there's a lot of debris in the roadways and a lot of downed power lines and superficial damage. part of our hotel, the stucco was ripped off like a banana peel. that's what they're experiencing in the northeast. irene stormed through north carolina making quite a mess. some say that the storm didn't

live up to the hype. it was not as bad as i was thinking. i haven't seen everything yet. we'll see. >> the owner of the building may not agree with him. the storm unleashing winds and peeling structures, ripping down rooftops and snapping giant trees like twigs. it dumped a ton of rain flooding streets. some folks trying to secure their structures as rising waters creeped closer and closer. tearing down massive trees hike this one stretching across the road taking power lines with it. in annapolis, it moved large boats with ease. >> it's dragging its anchor. probably moved about 500 yards. >> reporter: these images, a warning for folks across the

northeast starting to feel the effects of the massive storm. the usually-crowded streets of times square almost bare. the storm forcing the city that never sleeps to take shelter. >> new york is the greatest city in the world. we will hunker through the storm. we are all together in this. >> reporter: now some of the damages we're seeing, the pier behind me looks like it weathered the storm, but way out we can see some of the railings broke off. little thing like that, we see signs down, it's going to take time to repair, but we except people to get back to work tomorrow and try to get back to normal life. >> i can see people running, people on their bikes and the difference between yesterday and today is amazing. do we have an estimate on the clean up time? when things get back to normal?

>> we spoke with local experts and they say power outages are the hardest thing to predict. people are starting to see power back. we realize there's hundreds of thousands across virginia but reports are showing power trucks out in droves even coming up from other states to help out. we're seeing a massive efforts, people on the beach. people taking down the boards from the businesses and trying to open up as soon as possible. >> thank you. time now is 7:0, new york has not decided when to restart its mass transit system. it will depend on irene and the damage it causes, crews spent days shutting down the system. even if -- stay with ktvu channel 2 and ktvu.com for

continuing coverage on irene. coming up, we're going live to new york for an update on conditions there. time now 7:10. the search is on for a gunman who shot two people in san francisco. it happened this morning on the 400 block of mina street. the other was a by stander hit. both have nonlife threatening injuries. part of a high school caught fire. it started just before 1:00 in the morning at mission high school. the fire was small and started in a computer room and not called suspicious. investigators say it may have been caused by office equipment overheating. they have stopped a grass fire from spreading. it was east of intertate 80. it's burned 700-acres and 60% contained. they hope to have it fully

jr. monument in washington. crews spent hours breaking down the setup for the ceremony which was supposed to happen today. many in town for the event are not letting the change in plans get them down. >> we're happy we can get the opportunity here. >> the 30-foot sculpture opened this week. although the official dedication was postponed, they went ahead with services commemorating it yesterday. organizers say that a dedication for the memorial will be rescheduled this fall. tomorrow is the anniversary of another devastating storm. it was 6 years ago that hurricane katrina swept through the coast. 1800 people died in the storm and flooding. most happened in new orleans when a levee system broke and

irene is considered now a tropical storm, but she's still wreaking havoc across the eastern sea board. >> still a menacing force over the new york area and there's reports that the hudson rivers are overflowing. we're going live to manhattan for an update on the storm and the fear it has caused throughout the city. here's some of the damage caused already. near philadelphia, mandatory evacuations have been ordered.

it floods almost every time it rains, it could be worse. it first made land fall in the outer banks, water levels are knee high. 55 million are staying in shelters across that state. power outages, high winds toppled trees and downed power lines and half a million people are waking up in the dark. there's reports that a tornado hit the coast. the bay area will play a role in relief efforts. the national guard are sending relief efforts east. they are moving out as we speak. >> reporter: we just got an update about where this squad is going. they're going to mcquire air force base in new jersey. this is the plane they're going in.

this is a c-17 airplane. the members are with the national guard's 129th rescue wing. it's a cargo airplane you're looking at. inside it, there's already two h-60 helicopters. we watched as they loaded them inside the plane. they're going new jersey and going to be using the helicopters to help rescue. that's going to be their primary role. helping people get out of flooded areas after the storm. >> they will be over the scene, responding to any of the local authorities for rescues. we'll have the h-60s on patrol going through the area looking for damage, looking for survivors for personnel recovery. >> the choppers and the guard members have the ability to pluck people out of fast-moving waterwares, urban areas and the open ocean. they will help keep an eye on damage, any damage to dams and

levees after the storm. it is supposed to leave at 10:00 this morning with 50 guard members on board that's in addition to those who left yesterday. president obama is trying to offer support for the areas battered by irene. >> the concerns are flooding and it's going to be enormous strength. >> he visited the headquarters to get a progress report on relief efforts. he adds that the u.s. learned a great deal after katrina. in other news, the hacker group anonymous is calling for another bart protest tomorrow. there's been three demonstrations in the past six weeks, the latest last month when they shut down two stations in downtown san francisco. they're angry about the

decision to cut off cell phones during a protest. they will continue to cut it off when deemed necessary but only during extreme threats. they are planning a counter- demonstration tomorrow. bart is not the only agency suffered from the recent protests, the protest delayed services above ground, so far the city's agency paid out about $70,000 in extra costs. that includes money for shuttle buses and parking control officers. the houston texans, the 12 fans ejected and police made two arrests for public intoxication. there were no incidents of violence. they credit the new security

260 pounds. the victim has been recovering at a hospital. police are investigating a fatal stabbing. police found a man stabbed around 10:30 last night. he was taken to the hospital where he later died. the man's identity has not been released and they don't have motives in the case. the security guard and two police officers responded to an armored car. shots were exchanged before an officer shot one and killed him. wells fargo will donate $10,000 to police and another 10,000 to a nonprofit charity. the guard and one of the officers were injured in a shootout and still recovery. he faces murder charges for the killing of his brother.

certain felonies can lead to murder charges. a national transportation safety board releases the final report on the pipeline explosion. it will be released in washington d.c. on tuesday, it comes days before the one-year anniversary of the explosion. 8 killed and homes destroyed in the blast. two events will be held next month to remember the people who died. the utilities commission is alerting about a possible breach in security. a hacker hacked into a system that has the names of customers, they're warning customers to be wary of suspicious e-mails and asking for personal or sensitive information. the next battle over proposition eight will be weighed inside a courtroom. the opponents of banning same- sex marriages will ask the judge to release video of the entire trial.

wing at the california air guard are finishing up loading supplies on to the plane. you can see it in the back of the plane. they loaded a giant pallet full of supplies on the back of the plane. the members here, 50 members have been told to mobilize and head to new jersey to help with hurricane irene's aftermath. it's scheduled to take off before 10:00 this morning. just before 7:00 this morning, we watched guard members load two helicopters inside the cargo plane. they will use them to perform the missions on the east coast. the primary mission is rescue operations. members can use the choppers to hoist people out of flooded areas and the open ocean. there's a need for those services still even though it's been downgraded to a tropical storm. >> there may not be as much
