napa airport southwest at 12. even oakland airport and spha all getting in on -- sfo getting in on that sea breeze. the high pressure carving itself out in the pacific northwest. that has bumped the high pressure system out of the way and that allows us to get a fog bank that's a little higher, a little thicker, a little stronger and also the delta breeze, you combine the two after the clearing at the coast, it'll be sunny, but breezy and cooler. if you're well inland, low- to mid-80s, but around the coast and bay, 50s, 60s and 70s. looks like we're getting to that time of the year where you get a big cooldown and a rapid warmup. it looks like that's what will take place thursday and friday. here's sal. reporter: welcome back. traffic moving along well around the bay area. as a matter of fact, if you are driving on any bay area roads, you will see traffic light. as a matter of fact, i don't see any cars here at all on the golden gate bridge. southbound 101 traffic does look good in both directions here. i think we're going to see a car here. let's move along and take a look at the commute. if you are driving on the san

mateo bridge, the traffic looks pretty good. it's also very lightly traveled at this hour, heading out to the high rises. same thing with interstate 880, northbound and southbound, that traffic is moving along very nicely as you drive past the coliseum. now at 4:30, let's go back to the desk. we begin with developing news from san francisco, a man was shot in the head just after midnight. that shooting happened outside the hogs and rocks bar and restaurant in the city's mission district. want to show you a picture live at the scene right now. the victim was rushed to san francisco general hospital, and we do not know his condition at this time. the shooter is still at large. stay with us here at ktvu channel 2 morning news, ktvu's tara moreiarty will bring us more in a live report coming up in the next hour. also new this morning, richmond police are searching for a shooter who injured three

people overnight. ktvu's allie rasmus joins us now to talk about the victim's condition and what neighbors heard. allie. reporter: one of the people shot last night was a driver on interstate 80 and richmond police say it appears that the woman who was hit was not the intended target. she simply may have been in the wrong place at the wrong time. more on that in a minute. first i want to show you what's going on behind us. you're looking at pg&e crews that are just wrapping up repairing a one-inch natural gas line. that gas line burst when an suv crashed into it last night. richmond police believe that suv was somehow connected to a shooting that happened here last night. police responded to calls about multiple shots being fired at this intersection, this is 50th and carlson in richmond around 10:40 last night. when police arrived they found that crashed suv and at the motel next door to the gas station, they also found two men suffering from gunshot wounds. the men were taken to local hospitals. police say they had non-life threatening injuries. when this gas line broke, people who live nearby and people inside the motel were

evacuated as a precaution. some nearby residents say they heard a lot of gunfire during this shooting. >> 35. reporter: 35? >> yeah, many. reporter: now, about a block away from this gas station where the shooting happened is interstate 80. you can see the freeway on ramp, the freeway sign right there in front of you. a richmond police lieutenant told ktvu last night that the woman who had been driving op 80 in this area was also found shot. she is in serious condition. that's the woman we mentioned at the beginning of this report. and police say, again, it appears she may have been an innocent bystander, caught in the crossfire as this gunfire broke out at the gas station last night. we have calls into richmond police this morning for an update and we will bring you more information as it comes in. live in richmond, allie rasmus, ktvu channel 2 news. new this morning, one man is in pt hospital following a -- in the hospital following a

police shooting in santa clara county. sheriff's deputies investigating a car theft stopped to question a man who was walking down the street. that led to an exchange of gunfire. now, deputies say they were forced to return fire. he was wounded, but his condition is not known at this point. no deputies were hurt. investigators are still trying to determine what led up to that shooting. >> the next step is our investigators will try to confirm facts, the crime scene investigators will thoroughly go through the intersection, look for any evidence, try to piece some puzzles together. >> the shooting forced the closure of a stretch of busy stevens creek boulevard for several hours. overnight a small earthquake rattled san francisco. the magnitude 2.9 earthquake hit at about 12:19 this morning. it was centered about two miles southwest of the san francisco zoo. now, we checked the u.s. geological survey's website. people in pacifica, daley city, burlinggame, oakland and even

walnut creek say they felt the quake. there are no reports, though, of any damage or injuries. white house officials will travel to virginia, north carolina and vermont today to survey the damage left behind by hurricane irene. new york state has also been hard hit by irene, including the town of prattsville. take a look at this. this is video from sunday showing the massive flood waters raging through the streets. 21 people had to be rescued just yesterday with the help of a state helicopter. the total cost of damage could add up to $10 billion. >> the federal government does not cover insured loss, it only steps in for uninsured loss. we've been up in the air in north carolina, for example, we're going to move those as quickly as possible. >> millions are still without power and it could be days before it's restored to some areas. now, irene is continuing to cause travel problems, even here at sfo and airports across

the country. airlines are still trying to rebook passengers from flights that were canceled over the weekend, and that could take until the end of the week. as always, call your airline head of time and don't show up at the airport unless you have confirmed your flight. san francisco-based wells fargo bank is trying to help east coasters affected by hurricane irene. the bank is waiving the fee normally charged to customers when they use another bank's atm. the fee waiver only applies to customers in new york, new jersey and connecticut. other banks, though, such as jp morgan chase are also waiving toas atm fees. we're now just less than two hours away from the beginning of a federal hearing in washington d.c. where the final report on the san bruno explosion will finally be released. the ntsb showed off yesterday a section of that failed failed pg&e gas pipeline. officials say the seam weld on the pipeline was obviously faulty and did not meet

industry standards. more details will be released at today's hearing and several san bruno city leaders will be there, including the mayor, city manager and city councilmembers. a san francisco federal judge is promising to rule without delay after hearing arguments yesterday on the unsealing of videotapes from the prop 8 trial. now, attorneys for the backers of proposition 8 argue that the tape should not be released because doing so could put witnesses at rirveg. griets groups gay rights groups believe the release of the tapes will help their cause. they believe it withe legal weakness in preparation 8. a small mendocino county town is mourning the loss of a city councilman. police say aaron blatser shot and killed the brooke wagner councilman after he found his opium poppies. in 10 minutes we'll tell you where police believe bassler may be hiding. it's becoming a monday

night ritual, protestors staging another demonstration against bart in downtown san francisco. >> no justice! >> no peace! >> several dozen protestors marched from station to station at the height of the evening commute. but this time there was a major change in tactics. protestors concerned about dwindling public support did not disrupt the ride home for bart riders, however, there were some tense moments at the embarko aero station. >> if they was to stop me from going home to see my kids, i'd be ready to bust them in the head too. >> police made two arrests. the demonstrators are angry about last month's fatal shooting at bart's station. they're also protesting a decision to shut down cell phone service ahead of a planned protest earlier this month. cruz on the east bay's culldecut tunnel could slow down the commute for another

hour. last night caltrans shut down highways 24's westbound off ramp to the caldecot lane in oakland. it's set to reopen at 6:00 this morning. the westbound fish ranch road on ramp is also closed until 5:00 this morning. moor 3 also shut down, but it reopened at 4:00. this comes as the crews build the fourth bore. the project should be complete by 2014. 4:38. sounds like there's already a lot to talk about with traffic. sal. reporter: yeah. you know, this morning we do have some things out there, pam. good morning to you. traffic is going to be busy out there because even though it's not really -- not a lot of people are on the road, there's a lot of road work out there all over the place between the albany exit and powell, the road work that was there has been picked up. we still may see some crews near golden gate field. so be careful with that.

also this morning's commute is going to be okay here on the bay bridge. the upper and lower deck, that road work has also been cleared, so we're in good shape on the bridge. this is a look at northbound 280 getting up to highway 17, traffic there looks pretty good. santa cruz mountains, highway 17 in both directions between summit and bear creek road, the cruz goes on for another 20 minutes or so, so if you're getting on the road on highway 17, getting into san jose this morning, give yourself an extra few minutes. at 4:39, let's go to steve >> hi, sal, thank you very much. bigger fog bank out there. as a matter of fact, it's really starting to thicken up here, so we have low clouds and also fog and there's plenty to be enhanced because the system, what's new, drops down in and that just tends to give us more in the way of fog and more of an onshore breeze. so thick fog, then sun, cool by the coast. there's a lot of fog out there, so only a few select areas will see clearing. fog, then sunny and breezy for the bay inland.

cooler and breezy today, temperatures really 70s and 80s. a system right up there, i know it doesn't look like much, but that's all it takes end of august to get things going along. 50 chilly degrees up in santa rosa, definitely a bite to the morning air. a lot of 50s here, mid-50s, a few upper 50s, livermore at 55. you combine that with a southwest or a west/southwest, everything is coming from the ocean right through the golden gate all the way out to the delta, so it's in place. that sea breeze will kick in and courtesy of that system digging into the pacific northwest. we're getting to that time of the year where these are going to get a little stronger and a little stronger, but also you get to september, one goes through, then you get high pressure to come in and we could see a cooldown, a warmup, a cooldown, that's the way it looks over the next five to seven days. today we start low clouds, cool and breezy out there. some chill to the morning air. but then if you're inland, you'll see that fog burn off and we'll have 50s, 60s by the water's edge, around the bay 60s and 70s. inland a few low- to mid-80s, but it will be cooler, along with a reenforced delta breeze and then clearing back to the

coast, could be a little tough over by the beaches, so 50s, 60s there, lots of 70s today or some very early 80s for morgan hill and also for livermore, fairfield only 81, 78 santa rosa, 76 san jose. it looks like this cooling takes us into wednesday, and then a warmup, a real quick one thursday, friday, and then we'll bring it right back down again as we head into the weekend, pam. >> thank you, steve. 4:41 is the time right now. we are getting a glimpse of what the new eastern span of the bay bridge will look like all lit up. last night caltrans flipped the switch to cruz lights along the 1,000-foot long orange catwalks. the lights allow crews to work at night. they have trouble installing and measuring cables during the day as the sun's heat can actually impact the length. >> we've been watching this whole thing develop, watching the cranes come in. so everyday progress is being made, but always wondered really what they were doing all that. it's exciting to see it come together. >> the eastern span is scheduled to be complete in

well, fog out there and that means it's going to be cooler. once that fog and low clouds burn back to the coast, it'll be the 50s and 60s there and inland low- to mid-80s. new this morning, a lithuanian combat jet clips a french nato plane. the mid air collision happened near a military air base in northern lithuania. while the nato plane landed safely, the two pilots aboard the other aircraft had to eject before crashing. they were found alive two hours ago. nato is currently patrolling the airspace over the baltics. also this morning, japan has a new prime minister. the country's parliament el paso elected former finance minister to the position this morning. noda is japan's sixth prime minister in five years. he now faces several problems, including the tsunami recovery and a sluggish economy. he succeeds naoto kan who

resigned after only 15 months in office. house republicans will introduce legislation today that could force major chaimgs at the united nations. the bill would allow congress to decide how the u.n. spends money contributed by the united states. the florida congresswoman behind the legislation says the u.n. needs major changes because corruption, mismanagement and negligence. right now the united states pays 22% of the u.n. budget. well, a north bay man accused of killing a little boy in a hit and run is scheduled to enter a plea this morning. a memorial has been set up at the accident scene near jacob park in santa rosa. 4-year-old christopher roe was walking to soccer practice with his mother and two sisters on august 18th. witnesses report seeing 22-year- old marcus lopez garcia failing to stop and then hitting the little boy in the crosswalk. garcia faces charges, including felony hit and run and misdemeanor vehicular manslaughter and driving

without a license. we're getting more information about the killing of an oakland man, gunned down right in front of his 6-year- old son. 39-year-old jose sparsa was shot and killed on international boulevard on sunday afternoon. yesterday we spoke with the man's widow and his niece who agreed to translate. she says her 6-year-old son watched from the car as two men approached her husband. when he refused to hand over the $300 he had just cashed, they shot him. >> that they were digging through his pockets to take what he had and that they were still laughing about it. >> as far as his widow, she says nothing can console her sons. they are now home from school indefinitely. oakland police is now offering a $15,000 reward for information that leads to an arrest. san jose is earning a sin city reputation and the police crackdown on gang activity is being blamed. after a spike in homicides

earlier this year, police began focusing their attention on violent crimes and gang activity. but now the city is seeing a rise in prostitution, gambling and drugs. in the last two months thai prostitutes have been -- 38 prostitutes have been arrested, including three teenagers. >> i've seen girls walk by with really short skirts, obviously no underwear on and to where it shows and it's very appalling and having a 7-year-old daughter, i don't particularly like that happening in this area. now, a new casino is being built and people are concerned that it will bring even more crime. some of them told us they are now considering taking matters into their own hands. there's still no sign of a transient who allegedly shot and killed a brooke wagner city councilman. wanted posters have gone up around the city with aaron bassler's picture. he is accused of shooting

councilman jerry melo ond saturday. he was working as a forester when he accidentally stumbled into poppies that brassler was trying to cultivate. >> i think something needs to happen because it's getting badder out here, just people just don't care about other people's lives and it's not right. >> flags are at half staff in honor of the slain councilman and a memorial service is being planned. bassler is believed to be holed up in the woods. investigators say they are following up on some tips. san francisco's catholic archbishop is in the hospital this morning after undergoing heart surgery. george netterour became archbishop five years ago. over the weekend he suffered some chest discomfort while vacationing in southern california. he was taken to long beach hospital and cardiologists performed double bypass surgery. the arch diocese of san francisco reports that

netterour is doing well, however, the archdiocese is now asking for prayers. the fbi arrested former nba player javaris crittendon and he could appear in court as early as today. crittendon was taken into custody last night just as he was about to board a delta airlines flight from southern california to atlanta. he's accused of killing a 22- year-old woman in atlanta earlier this month. prosecutors do not believe the woman was the intended target. time now is 4:50. it is called the biggest show on earth, and it is back in the bay area. the overnight parade to make sure the circus is ready for tomorrow night's debut. and little league's world champs come back to california, the big party on their home field. ok, kids, our cable will let us record one more show.

welcome back to the morning news. it's now 4:53. firefighters are making some progress on the wildfire burning outside yosemite national park. now, it started with a motor home fire last thursday. it has spread to 5200 acres. it also forced the partial shutdown of highway 140, but the highway is expected to reopen at 6:00 this morning. all evacuation orders have been lifted and that fire is now about 50% contained. it's 4:53. we want to go back over to sal. as you've been mentioning, i know we've all seen the road cruz, the lane closures all over the bay area overnight. >> that's right. some of them, they last until 5:00 a.m., others last a little longer, but most of them are completely gone by 6:00. this morning we don't have too much going on in the way of that causing big traffic problems. interstate 880 traffic looks pretty good, driving past the coliseum and there are no major problems there. also the morning commute looks pretty good on the san mateo and the dunbarton bridge heading out to the high rise.

this morning's commute in san francisco along northbound 101, that looks pretty good, driving up to the 80 split and highway 1 and 19th avenue, getting up to and through the park looks good. 4:54. let's go to steve. >> sal, thank you, sir. a good morning, a cooldown today, a lot more fog and low clouds in place, a system digging into the pacific northwest. again, it doesn't take much this time of year and that's enhancing the fog. so some thick fog and sunny, cool, not everyone is going to get the sun on the coast, though. there's a lot of fog moving up and down the coast, so it's filling in. from around the bay, morning fog, sunny and breezy. some low clouds will even make it inland. some have already made it well over the coastal hills. cool and breezy, a lot of 70s and low 80s in lots of locations, it should be warmer than that. a lot of clouds and fog being helped along by that system in the north. it's just a little system, but that's all it takes. 50 degrees at santa rosa. mid-50s for most, a few upper 50s, including hayward and san jose. you combine that big fog bank and onshore wind and almost
