almost one year after this horrific scene, a scathing report is out today on who is

to blame. that's one of the top stories ahead. good afternoon, i'm tori campbell. we begin with breaking news in oakland where the elementary cool is in lockdown on the second day of classes. these pictures were taken from news chopper 2 just minutes ago. the school is located at ignacio and congress avenues. police say the carjacking suspect is barricaded inside a home on melrose avenue nearby the school. the lockdown began at 9:00 a.m. the district says students are being told to stay in their classrooms. a spokesman says the incident is not related to a similar situation yesterday that we covered live on ktvu channel 2 news at 5:00. students from castlemont high and east oakmont pride were let out yesterday while officers searched for four suspected carjackers. these are scenes from news chopper 2 a short time ago of a lockdown at horseman elementary

and the search for a carjacker nearby. if we get more information on this story, we will bring it to you during this newscast. meanwhile, it's been almost a year since the deadly pipeline explosion in san bruno and today federal investigators are pointing the fingers squarely at pg&e. the national traffic safety board is releasing its final report on the blast at a hearing in washington, d.c. according to the ntsb, a litany of failures led to the explosion. among pacific gas & electric's failures, some dating back more than 50 years, with unsufficient inspections, substandard materials and bad wells at critical sections of the pipeline. >> we know now that this tragedy began years ago with pg&e's 1956 installation of a woefully inadequate pipe. it was compounded over the years by a litany of failures. it was not a question of if

this pipeline would burst. it was a question of when. >> the board also says pg&e exploited weak safety oversight by state and federal regulator who's placed a blind trust in the utility. so how are people in san bruno reacting to the ntsb report and the harsh word for pg&e. ktvu's tara morarti joining us with more. >> reporter: you can see by the empty lots that line the streets. all are anxious to hear what this government report reveals but some fear pg&e will never come completely clean. >> i didn't feel safe. >> reporter: maria bar had her house rebuilt after the explosion. she fights back tears as she unpacks, each box opening up old wounds. >> i was out in the middle of

my yard and i was reaching up. god, i don't want to go like this. my hair on fire. i don't want to die by burning to death. >> reporter: maria escaped but eight of her neighbors didn't make it. >> the night mares were horrible. >> reporter: most neighbors are curious about the report but think it will simply verify what they already know. >> as far as the inadequacies as well as the record keeping. it's disturbing. >> reporter: san bruno's mayor has been attending the hearings in washington where the ntsb has slammed pg&e for what it calls organizational indifferences. it inunited a fireball which killed eight people and destroyed 50 homes. it still is not determined where it came from or who was response for the welding defects. >> i'm trying to pull the good

crews capped off a gas leak in concord and reopened surrounding streets. the leak was heard about 9:00 this morning at arnold industrial way and laura alice way near highway 4. one business was evacuated as a precaution although officials say the gas released was not dangerous. pg&e officials say a contractor was digging and hit a pipe. they don't know exactly why this happened. richmond police had to deal with a chaotic scene at a gas station near interstate 80 overnight. witnesses told police they heard 20 to 30 gunshots on 55th street. richmond police say a man drive an suv was shot when he pulled into this gas station. he then crashed the suv into a natural gas pipeline into the parking lot. a second man also shot at the gas station climbed onto the roof of a motel to escape the gun fire. meanwhile, nearby residents were evacuated as a precaution

because of the broken gas lines. >> we don't have a motive for the shooting at this point. we do know there was a shooting earlier in the evening about an hour prior to our shooting. we'll be working with contra costa sheriff's department to see if it is related. >> minutes after the shooting at the gas station a woman was shot while driving in her car 4 1/2 miles away. police are investigating the possibility that people who shot that driver are the same people involved in the shooting at the gas station. a black car was seen driving away from both shooting scenes. a man remains in the hospital with life-threatening injuries after he was shot outside a san francisco bar. it happened just after midnight at the hog 'n rocks bar and restaurant on 19th street in the mission district. the 22-year-old victim was rushed to san francisco general hospital. officers say the man may have been mistaken for a gang member. he apparently worked at the bar as a dishwasher.

police do not have any suspects. in coopertina there's an ongoing investigation into a deputy shooting. it started when the deputy tried to stop a pedestrian last night. this all happened on stevens creek boulevard. a busy thorough fare that was shut down for hours. ktvu's kraig debro joins us now to explain what is happening in this case. >> reporter: at the santa clara county sheriff's office in san jose they have amman in custody for pointing fake gun at deputies. crime prosecutors processed the scene. the shooting happened around 9:10 last night and deputies stopped the pedestrian near stevens creek. while speaking with that person, the deputy noticed another person peering in the car. the deputy ran the plate and it was a stolen car. the deputy caught with him and ordered him to stop. quintet pointed a beebe gun, which they consider a fake gun

at the deputy. >> he did point it towards the deputy. the deputy feared for his safety and fired a couple of shots towards the suspect. the suspect did end up getting hit with one of the bullets fired by the deputy. >> reporter: the suspect was treated for the wound and is in jail. deputies want to charge him with brandishing a fake weapon, resisting arrest and violating parole violation. they shut down a large section of stevens creek boulevard. deputies say they found another vehicle stolen vehicle in the area. >> it's probably a little bit more than a cool dense in another area for two vehicles to be stolen vehicles specifically to be locate in the same area. >> reporter: we captured one of those vehicles being towed away from the scene early this morning. deputies have to figure out if quintet just stole the car or had two different groups of people drop two stolen cars in

the same quiet street in coopertino, ken ken, ktvu channel 2 news. a federal appeals court in san francisco will hear arguments this afternoon on whether prison enters should be forcibly medicated. the court case stems from tucson rampage suspect jared loughner. guards have been medicating loughner saying he's a danger behind bars but officials say they should not have the right to make the decision arguing a judge should be the only person to decide. national guard helicopters are delivering food and water today to vermont towns cut off by flooding from irene. amateur video shows rushing nod water in vermont. it turned a typically calm river into a raging torrent, washing out a bridge and spilling over its banks. approximately 260 roads were closed in vermont and 30 highway bridges damaged because of flooding.

>> didn't think this would ever go out. i didn't think the water would ever get that high. it tears at your heart and soul. >> leaders in many states toured the destruction yesterday and today officials from the obama administration are traveling to vermont, virginia and north carolina to see some of the hardest-hit areas. this is some of the damage in north carolina where a washed out road trapped 2500 people in hatteras island. engineers have been assessing the damage to highway 12 to determine how to prevent further damage if any bigger storms hit the outer bank his fall. all of the rain from irene has left some eastern rivers running higher than residents have ever seen. for example, this is a photo of the river near new jersey in normal times before the hurricane and this is the view from just a couple of hours ago. the river is swollen and raging through the flooded area around the city of patterson. hundreds of people remain out of their homes. officials say the flood waters

libyan rebels are now advancing towards the hometown of ousted leader moammar gaddafi. rebel forces are gathering about 60-miles west of sert. they're trying to negotiate a surrender but say they will only wait until saturday until they take action. rebel leaders are asking the al jean government to return goff's wife and children for trial which is increasing tensions between the two countries. husband lynns all over the world are celebrating the -- muslims all over the world are celebrating the end of ramadan. this is a three-day festival of food and parties. the celebration marks the end

of a month-long dawn to dust fast. it's considered to be the biggest holiday in the muslim calendar. a new pugh survey of muslim americans say they feel singled out by the policies since 9/11 including increased airport screenings and watch lists. 42% surveyed say they have personally experiences harassment but 43% say they felt the anti-terror policies were a sincere effort to reduce international terrorism. san francisco's catholic archbishop is in the hospital after undergoing heart surgery. he was taken to long beach hot and cardiologists performed double bypass surgery. the archdiocese said he is being well. a southern california man

is charged with child engagement and resisting arrest after allegedly throwing his 7- year-old son off of a tour boat. police say 35-year-old sloan briyles and his son were on the boat sunday in newport haror and he appeared to be drinking. the child became upset when briyles started arguing with his girlfriend. he tossed him overboard into the water when the child did not stop crying. people on other boats in the area rushed to save the boy, pulling him to safety. we are continuing to follow a school lockdown in oakland at horace man elementary. it's less than a block away from where a suspect is apparently barricaded inside a home. police tell us the man is wanted for three residential robberies and car thefts. there is a heavy police presence in the area at ignacio avenue and melrose and streets are shut down. we will continue to follow this

breaking news and bring you updates online and on ktvu channel 2 news at 5:00. san francisco's great transit race rolled through and below the city streets this morning the race from city hall to the ferry building was organized by board president and mayoral candidate david chiou. he rode his bike while others walk, drove, took buses or trains or taxicabs. we want to highlight the daily challenges that san franciscoans have. we're the city that invented the cable car in the 1870s and yet today we are far behind other great cities around the world in moving forward with mass tri-state transits. >> all of the riders and drivers worked their way downtown in the grid lock. he rode his bike there in ten minutes. the taxi rider was second. it took her 15 minutes to hail a cab and make the trip. an ultimatum has been made to save a century-old oak tree.

here's new video of the tree this morning. the san francisco public utilities commission has offered to spare the tree by tunneling beneath its roots to make way for a new water pipeline but neighbors would have to pay for maintenance and liability. they also have to provide public access, which neighbors say is a concern. >> there's fear because a lot of people on our block are retired people and so you have elderly people that are scared to have people that they don't know back there and not just elderly people everyone in general. >> the sfp has plans to move the tree unless residents submit a written proposal by september 6th. good afternoon to you, mostly clear skies inland. we're still dealing with fog and low clouds on the coastline and they could stick around for the entire day. we do have a cooling trend beginning and we're already a degree cooler than 24 hours

ago. storm tracker here. notice it's hugging the coastline pretty thick this morning. thicker than yesterday. inside the bay, even napa reporting partly to mostly cloudy skies. northwesterly breeze around sfo bringing in the partly sunny skies helping to push that marine layer a little bit south. calm conditions san jose. a southerly breeze in concord, northly in oakland and napa a southwesterly breeze as well as in fairfield. 66degrees in oakland. mid-60s in san francisco. concord as well as livermore and areas right around napa center checking in the upper 60s/low 70s. several degrees cooler than yesterday and we're not going to make it up into the afternoon. we have a trough digging into the coastline over the next couple of days. that's going to continue deep into the marine layer and drive our temperatures down. anywhere from 5 to 10 degrees cooler for our inland areas. 3 to 5 degrees cooler around the bay. the forecast for the fog you can see by about 3:00 in the afternoon it's still inside the bay. it's really not going to clear

all way or retreat back and we're expecting it to remain along the coastline by sunset. it is back with us over the inland areas once again and for the afternoon temperatures below average for this time of year. 78 in santa rosa. 78 for sonoma. 78 for napa. east bay 60s. upper 70s walnut creek as well as danville. low 80s for areas around livermore, pittsburgh. so notably cooler there. 76 expected san jose this afternoon as well as santa clara, the peninsula is going to be a nice day. a mild one but cooler. 72 san mateo. 66 san bruno. 64degrees in the city, san francisco. upper 60s low 50s for the coastline and the coolest day looks to be tomorrow although we'll hold on pretty steady through wednesday. thursday, we do begin to build back in and for the weekend widespread 60s along the coastline. temperatures cooling into sunday. upper 70s low and mid 50s for your labor day weekend.

>> all right, sounds good. thank you. firefighters are gaining control of a wildfire near yosemite national park. they say it's now 60% contained and they expect full containment this friday morning. the fire has burned more than 5,000 acres since it began last thursday and forced evacuations which were listed late last night and the closure of highway 104 which reopened early this morning. investigators believe a motor home fire was the cause. we are getting our first look at what the new eastern span of the bay bridge looks like all lit up. last night caltran flipped the flitch to construction lights along the 1,000 foot long orange cat walk. the lights allow crews to work at nights. they have trouble installing and measuring cables during the day as the sun's heat can impact their length. >> we've been watching this whole thing develop. watching the cranes come in and so everyday progress is being made but always wondered what they're doing with that. it's exciting to see it come together. the eastern span is scheduled

consumer confidence drops to the lowest level since april

2009. it was far warts than analysts expected leaving the index only half the level of the consistent economy. upper trading volume -- taking a live look at the big board the dow up 42. nasdaq up 17. s&p up 4. well spring home buyers pushed housing prices up. the newest price index shows home prices edged up 1-1% in june but home prices in the 20 largest cities remain 32% below their peaks. one bit of good news locally. all of major california cities saw housing prices bottom out two years ago and are inching up. the company auto depth plans to add 200 employees in the next five years to their san francisco offices in. that would give the software maker a total of 700 employees in san francisco and 1,000 total. it hopes to attract new workers who live south and east of san
