developing news the father of teenage girl of holster is now holly store. authorities tracked down ramirez in snobbier dean know county just before 5:00 this morning. >> she did not appear to be physically harmed. chemoing san jose school children safe as they head to school. he's in san jose to talk about a new speed limit that's under consideration. tara. >> well, we're here the great topic school off of great street. and as you can see behind me there are people speeding behind us even though there are only 25 miles an hour. san jose city councilman wants to change this. he wants to lower the speed limit to 125 miles an hour. it's a move he believes will help save kids lives but not

everyone agrees. the proposal will be considered tonight as the council rules open government committee. a year ago san jose reduced the speed limit to 15 miles an hour near trace alimentary, hoover middle and lincoln high school. this takes advantage of that allows local government to lower speed limits around school on two lane roads in residential areas where the speed limit is 30 miles an hour or less. now, supporters of the reduced speed limit say it worked. but critics says enough isn't done to enforce if it were changing all of these signs wouldn't be necessary. now, statistics show that half of people struck by a car going 30 miles an hour survive but 85% struck at 20 miles an hour. advocates for lower the speed limit say that's proof enough for them. a third of all traffic fatalities involve them walking or biking to school. now coming up a little bit later this morning, we're going to try to the city councilman

who is proposing this idea. we're lye in san jose, ktvu channel 2 news. >> time is now 6:03. facebook has an unusual offer for computer hackers. greg delve row is -- craig delve row why facebookers want attackers to attack. >> talking to people you find out that very few other times does it happen that a company is paying people to hack into their system. we're at facebook headquarters this morning. we were talking to some people around town and opinions veriy widely. this idea just announcing it yesterday. we remembered, though, that 2 weeks ago anonymous had this to say about facebook. >> facebook has been selling information to government agencies and giving clients access to information security so that they can spy on people from all around the world.

>> now, the 2 weeks following that message anonymous shutting down two-thirds of the system in july, then forcing bart to take drastic measures to second a protest. facebook did not mention the anonymous threat when it announced its campaign. they said it would pay professional security people to hack into the site and have facebook tell them about its weakness. they have not told us what, if any problems they have come up with. they say it founded out thousands of dollars. some people we talked to this morning say they don't believe it's a coincidence that facebook has come up with this campaign at this time. >> 2 weeks after anonymous says they're going to take down facebook, it certainly looks like facebook sort of looking at its options and saying we've got this great user base, many of them are savvy, we can probably use some of that and figure out where the holes are

and try to plug them up. >> they say it's paid about 12,005. $7,000 to the other person. and another time the other times in the past they've paid up to $40,000. we're still trying to contact facebook for comment. craig delve row, ktvu news. a form. accused of embezzling more than $1.5 million from the team. 41-year-old robert o'connor is expected of taking money from nine giants employees. the team release northside statement "we are working with federal authorities to ensure that this matter is thoroughly investigated and that any wrongdoing is prosecuted to the fullest extent of the law" time now 6:06. security nationwide is getting beefed up as we approach the temp anniversary of the 9/11 attack. now this is knewly release

west out of the byron highway and the bypass there. let's move along, take a look at the bay bridge toll plaza, the traffic there looks pretty good, major problems here driving through the toll plaza and into san francisco. of course we continue to check this update looking at all the freeway so far so good at 178- 5280 and 101. 6:07 let's go toasty. >> low clouds fog out there. it looks like it will max itself out. this looks to be the coolest end of the week. another system, i mean, we are locked into this pattern that has developed and moved into the pacific northwest that will b usher into cooler air off. northwesterly breeze. so cooling trend bottoming out today and i think a little warmer as we head into thursday and also friday. it deals with low clouds. if you have any weather information, cooler and breezy,

temperatures not very warm. maybe we can get a 70 toward santa cruise. 68 down there tomorrow. part of that northerly breeze is showing up maybe off the coast. we need that to translate down along the recommend coast where everything start tosca we are out. 53, 54, a lot of mid- 58. a little more than 55. san jose at 55. not as boring as yesterday. still decent and it looks to me like temperatures will carry over right into yesterday. a lot of upper 70s low 80s and a lot of 60s and 70s around the bay. once it goes through you can see that pressure starting to build in behind that and that will be giving in a northerly breeze tomorrow. today you're just starting off, low clouds, chill that morning air, sunny and breezy with temperatures staying below average here for a little bit. not much change from yesterday, clearing back to the coast and down the coast looks like to

me. so we'll go from 60s to 80s. did drop kind of like a little bit. the bottle 76. 79 in the creek. castor valley, alameda, 66. brent was the warmest here 85. upper 70, low 80. santa clear, all of 77, wood side in there as well. burling, game, 72 -- mountain view at 75. tomorrow looks better for the coast and everyone else is decrease in that fog and more of a northerly breeze should warm us up into friday. weekend, mostly sunny, warmer and it looks cooler on sunday. >> this morning people in new jersey are still dealing with flooding from hurricane irene. last night emergency crews began evacuating people from their homes as the water continues to rise. some of the marine told us they may not be able to return until some time next week. the water is starting to reseed, it is expected to be gone by friday. new jersey is one of many

states on the east coast devastated by hurricane irene. at 7:00 to $10 billion. this will make it one of the 10 lostliest catastrophes. most of the damage might not be covered by insurance. most of the standard hurricane policies object to the form covers damage by wind. >> wow. >> time now 6:10. texas has its own problems particularly when it comes to fire. what's making it already dangerous wild fire even worse. >> federal investigators point a finger of blame in the sanbruno pipeline disaster.

well, federal investigators have pinned the blame squarely on pg and e for the pipeline disaster. they conclude it led to the death of 8 people. it points to pg&e's failure to detect a critical welding problem in a pipe that was installed back in 1956. >> pg&e personnel had inspected the inside of the pipe, the missing weld should have been detected, therefore a inspection was never performed or if it was performed results were misinterpreted or ignored.

>> they say p final mistakes came in the hours immediately following that deadly explosion and fire. the safety board says utility is largely to blame for the chaos and confusion among emergency responders. there are now recommendations but many people wonder if it's enough. >> they're giving recommendation and suggestions but that's no what we need. we need a requirement and we need legislation. >> they made a total of 29 safety recommendations. the agency is hoping the disaster will be a wake up call for both government safety agencies and for america's pipeline industry. recommendations include speeding up the installation of automatic or remote shut off valve. a better system to recognize and pinpoint leaks in real time, better communication among first responders to share information improved oversight among federal and state agencies and better inspections in recordkeeping. you can learn more at the report by going to our channel

areas as inadequate and it calls to coordinate rescues a long way from being fully implemented now critics report said many of the recommendations were just going too expensive to implement or infringe or civil liberties. but this new report card out today is certainly going to prompt a new debate about it here on capitol hill. reporting live from washington, d.c., ktvu channel the news. time to file 6:16 right now wild fire is burning out of control of northern texas. you see a car just moving down the road. these are live pictures that's why we never know what we're going to see. this is from pal low pinto texas. we're not seeing a lot of flames as they pan around you can see the scorched areas there, containment right now is at or near zero. we know of at least 20 homes that have been destroyed. the fire has burned about 7500 acres. they're going to bring in air

tankers later today to try to help those cruise down on the ground. officials say this is the worst in texas they have ever had. in sentencing days tied to an arson spot. richard is the owner of midland hotel in downtown oakland. prosecutors say he paid an arsonist thousands of dollars to burn down his hotel so he can collect insurance money. now he was arrested before the alleged plot was carried out in june, singer agreed to a plea bar don in exchange for his guilty plea. he still faces a possible 10 years in prison. san francisco school district is making some changes after getting a call from the dispense department. apparently not pleased for all students to opt out the military recruiting database. district officials tell the examiner that they will vote next month on revised policy and it will apparently no longer include the goal of all students opt out and will require students to be at least

have sunshine. it looks to be the coolest day of the week. as the fog -- you see some of that starting to retreat. eventually it will make it here later on today. they've been there, june, july, august. i never remember temperatures being so consistently the same on the lows. highs today 67s. 70s and 80s until that system begins to scoot through and it will later today. as it does widespread low clouds slightly below average temperatures to 50s to 80s. still a decent spread. but in between 67, 70s and upper 70s. tomorrow's low decreasing, get more of a northerly breeze that will make it into friday and weekend in view. saturday was warm but then it looks look cooler on sunday and monday, pamela. >> thank you, steven, today at&t announced 5,000 workers to u.s. call center. the wireless country it shifts those jobs overseas so that

it's best to bring it back. it won't cut any jobs if it's allowed to buy t mobile u.s. operations. at&t said it could save $3 billion a year if that deal was approved and there were some concerns that those savings would come from cutting jobs here in the u.s. state tax officials are looking into weather wal-mart ticket is collecting all the sales tax it should under new california law. the cite is based in burbank. wal-mart says it does not have to collect the tax instead wal- mart says companies that sales through its marketplace retailers program are supposed to collect and pay the tax themselves. wal-mart is leading the fight against amazon.com which claims this does not have to collect sales tax from california buyers. >> time now 6:21. 178million visitors a month go to the yahoo web site will now plan to add something new to attract even more eyeballs. >> when you're trying to ride your bike, you should have both happen on your bike.

traffic is moving nicely. nice looking picture of san francisco. look, no fog. traffic looks good getting off to the lower deck. 6:25. let's go back to the desk. most people are welcoming a new state proposal that will stop bicyclist from texting or talking while riding. that bill is now on governor's brown's desks if he fines -- they will have to pay $50 for every offense like after that. so far people seem to be supporting the idea. >> i don't think it's a good idea because i -- because one time i did -- >> you fell down. >> yes. >> the bill will also increase fines for drivers who are caught texting or talking behind the wheel. time now 6:26. students will be returning this morning a day after nearby police stand off led to a school lock down. students were kept inside their

school from 9:00 until 4:00 after several nearby homeowners were robbed at gun point. now police searched on melrose and vicksburg avenue. they arrested four of the five suspects, the fifth suspect called the mrs. saying he wanted to surrender but was stuck in the attic of a home. >> told us he was unable to exit the home. that he had been caught in some portion of the home. at that point we determined that he was indeed caught in a hiding place. >> firefighters managed to get him out of the house. students were then allowed to go home with their parents. this by the way in a row that an oakland school was placed on lock down because of a police search. yahoo is expanding it original programming. the search engine says it will lunch eight new shows on its site. one of them is weekly show about relationships. another is called the failure club and is a documentary series about conquering the

traders are saying people are looking for some bargains a lot of stocks have been hit hard over the past months. we saw some good news. 91,000 jobs added in august. >> we will smile and say good morning to you. thanks for joining us here on ktvu morning news. wednesday ought 31st i'm dave. >> good morning. time now 6:30. >> the news right now the father of a teenage girl from hollister now in custody after abduction that triggered an amber alert. they tracked him down in san bernardino county just before 5:00 this morning now they say he kidnapped his 13-year-old girl in hollister yesterday afternoon. the teenager was with her dad at the time of his arrest. she does not appear to have been physically harmed. well, the speed limit could be lowered to 15 miles an hour around san jose schools around

they robbed 6 other teenagers early sunday morning. one fired a shot at the victim hitting and injuring a 19-year- old. the two boys were arrested during a traffic stop. police found a gun and stolen cell phone in their car. a 39-year-old woman was also arrested for trying to provide an alibi for one of the boys. time now 6:33. people -- after being cut off by flood waters from hurricane irene. yesterday national guard helicopters dropped off things like food, water, diapers, and baby formula. since the weekend storm more than a dozen towns have just inaccessible. in the town of rochester one woman posted on facebook, the local cemetery and caskets are floating down the river. well ramad is one of many areas hit hard as you know. now fema officials say their emergency funds, they're being spread very thin but they're

determined they're going to help everybody who needs it. coming up in about 15 minutes, just how much money fema has left. we'll have the red cross is urging bay area residents to donate blood. well, tropical storm concho is getting stronger, is expected to become hurricane sometime today. right now he's centered in the caribbean about 900 miles west of the island. it's moving west northwest at about 22 miles an hour across the atlantic. forecasters say it's still too early to predict if or when it will hit the u.s. arson is being suspected in a series of grass fires behind the san jose college. firefighters responded to five separate colleges behind ever green college yesterday afternoon. now investigators say the fire were not close to each other and were not wind driven, which indicates they were not -- they did not catch naturally. no structures were damaged, but arson investigators are now interviewing witnesses. that fire burning could be

completely outside this sunday. firefighters have been making significant progress that fire is now 80% contained and highway 140 is now back open. some fire crews that have responded are now being sent home. the fire has burned more than 8 square miles since it was sparked on thursday by a motor home that caught fire. time now 6:35. the white house may unvail a plan next week that could give significant boost to the troubled housing market. ktvu noel walker joins us lye she's in san jose to tell us how this may help a lot of homeowners here in the bay area. >> there could be some relief for those struggling homeowners. the obama administration could unvail a plan as soon as next week that would be aimed at reducing foreclosures and reviving the struggling housing market. now, it will allow loans back by freddie mac and by the federal housing administration to be refinanced.

not all homeowners would be eligible, but this plan would allow those select mortgage holders to re-fi. even if they currently owe more than their property val value. 33% of the homes there are currently in foreclosure. places here in santa chair are county fair quite a bit better with foreclosure rates going down actually from last year. now if those homeowners can refie, they can fake advantage of the lowest interest rates in 50 years. right now the interest rate on a 30 year mortgage as of last week was 4.22%. so that could be good news for a whole bunch of homeowners if this plan goes through. again, the obama administration expected to at least hit the plan maybe as soon as next week. reporting live in san jose, ktvu channel 2 news. time now 6:37. well this morning we find out who bart will name as its next

general manager. former seattle transit direction grace has been selected. bart's president is called the special meeting for board of directors at 9:00 a.m. that's when an announcement is expected. bart has been without a general manager since april. that was when dorothy resigned. right now it is 6:37. could be busy out there. roads starting to get a little crowded. >> it is kind of getting crowded. tam and dave, as a matter of fact we're looking at a lot more traffic in the last 15 minutes joining us. as you can see interstate 880 getting its share from this live picture from our camera network. you can see traffic is busy in both directions. also the morning commute looks good on westbound interstate 80. it's backed up to about the end of what used to be the parking lot. it was now a new building that's going up. you know the traffic is about delayed about 10 minutes before you make it off to the bridge. if you're driving, some slow traffic approaching the bridge and both directions there, a little bit of a slow down, once

you make it looks pretty good heading off to richmond. if you're driving on the freeway in hayward southbound still looks pretty good. northbound 880 coming up there's word of a crash. 6:38 let's go steve. we do is have low clouds, should get chewed up later on today. it's starting on the north coast. south of that. so fog and cloud then mostly clear later on today for the coast. not that, a lot low 60s. make some upper 60s. around the bay, low clouds, sunshine, breezy, sunny, 70 to 76. inland temps we'll see some clouds, a little cool on those morning lows, 48 to 58. sunny, breezy, 76 to 86. i'm very extremes here. county park that will be in the upper 80s. for us the low clouds that's trying to clear out, you can
