34-year-old marcellano, they say he kidnapped his 13- year-old daughter in hollister yesterday afternoon. the teenager was with her father at the time of his arrest and the child did not appear to be physically armed -- harmed. 7:00. san jose may soon join san francisco in lowering the speed limit around all of its schools. tara moriarty joins us live now to talk about this new push to keep kids safe in the south

bay. >> reporter: the san jose city councilman proposing this idea says san francisco has managed to avoid them so he doesn't see why san jose can't do the same. we're in front of saint leo's school where the speed limit is 25 miles an hour. but san jose could change it to 15 miles an hour. the proposal will be considered at the council's open rules and government committee. now, a year ago san jose reduced the speed limit to 50 miles an hour near trace elementary, hoover middle, and lincoln. many parents applaud the move. critics say changing the signs wouldn't be necessary if the current speed limit were enforced but some statistics show people struck by a car

going 30 miles an hour, half survive. a third of traffic families involve children walking or biking to school. we have reached out to a councilman who came up with the idea.

a a few -- a few seconds ago we -- we saw 55-gallon barrels running down. goodness knows what was inside that. this is the passaic river. now it's double the flood stage mark. it's 14 feet behind us. it crested last night. but not expected to go down to what is considered its normal flood stage until sometime friday. residents here, well, many of them evacuated. 1300 of them in evacuation shelters and they are being told they won't be able to return home until saturday or sunday. 250,000 people around the state of new jersey without power, just one of many areas up and down the eastern seaboard have been devastated by irene. >> reporter: parts of the northeast are still struggling with the aftermath of irene. manhattan and washington, d.c., escaped the worst of irene's

fury. but areas have been hit hard by devastating floodwater loss of life, extensive damage. it may not have been a big deal on the coast but these flood areas definitely got hit hard. >> reporter: some people were forced from their homes yesterday. >> it came up more today than it did on sunday, right after the storm. >> rescue workers in new jersey took more than two dozen people to safety on sunday and nearly 2,000 people have been evacuated in towns like wayne, paterson. washed out roads have cut off air to development and new york. >> every time you go some place, it's just like a bridge is out.

there's -- nothing. >> reporter: nearly 3 million people are still without power and the death toll continues to rise. after surveying some of the damage yesterday, new jersey governor chris christie told reporters he saw extraordinary despair. >> for members of these communities who have lost everything, relief cannot come soon enough for them. >> reporter: governor christie will be joined by homeland secretary janet napolitano as well as the director of fema. they will be taking a look around. they have nowhere toking and are scared to -- to go and are scared to find out what they will find. back to you. >> thank you. residents are being urged to help the people affected by hurricane irene by donating

blood. the east coast cancelled blood drives and that's caused a shortage of blood. all eligible donors, you are encouraged to contact the red cross. as people try to recover from hurricane irene, there's another tropical storm getting stronger. right now tropical storm katia is centered in the caribbean. it's moving west-northwest at 22 miles an hour across the atlantic. it's too early to predict if it could reach the united states. it is 7:06. santa rosa police are looking for a young hispanic man who attacked two police officers on monday night. the officers were responding to a call about someone screaming and moaning along steel creek when a man knocked one of the officers to the ground with a baseball bat. he also punched both officers who shot the man with a taser. the taser was infective and the man ran into an apartment complex and disappeared. he they say he's in his 20 --

they say he's in his 20s. he was wearing a white t-shirt and blue jeans. and investigation is underway that reports say that an individual drowned a raccoon. state officials say the rules are not specific about the killing of a nuisance animal but one official said there's more humane ways of doing it. both state and federal officials are looking into the matter. 7:07. let's go back to sal. the commute, i'm sure, is wide awake now. >> yeah, it is. it's pretty slow in many areas, dave and tori. good morning. let's go outside and take a look at the santa cruz mountains commute. we will a minor accident northbound 17 right near the summit. 17 itself is much better today than it was yesterday. we didn't have any of those

mishaps with roadwork. northbound 101, slow traffic all the way up to pass mc kee road. 85 and 280 are still okay. i will pinpoint the location in just a moment. watch for slow traffic this morning on the south bay commutes. it's getting slower as the minutes tick by. let's move along and take a look at westbound bay bridge. that traffic is backed up for a ten-minute delay with no major problems on the way into the city. if you are driving on highway 4, westbound highway 4 stop-and- go traffic coming up to the grade. a very good morning. already some sunshine to break through the cloud deck. it's not really little. morning fog, cool, then sunny and breezy, coolest day of the week appears to be today.

as the system moves into the pacific northwest. that enhanced our fog yesterday, cooling trends started but i think tomorrow we will see a warmup and we'll continue that into friday. today, low clouds or maybe mist or food -- mist or fog. sunshine, breezy by the coast, but i do expect most of the fog to get wiped out. already some signs that that's happening to the north. you can barely see it. but it's right there starting to clear out. we just need it to get closer. 52 santa rosa, a lot of 50s here. not much has changed. due to the cloud deck not much as change -- not much has changed. but calm conditions, sfo, oakland. san jose has had a little southeast of about 8 to 10 miles an hour. our system will punch in right there, once it does, the high will build in behind that, later on tonight, and tomorrow,

scathing report shows me may not be as ready as we think we are for another attack. >> reporter: first, the feds are indicating there's no major threat to the united states. but they are taking precautions. you can expect to see enhanced security at airport, u.s. border crossing and major athletics events. the fbi and home land security officials are also briefing local police about how to prevent possible threats and attacks. there is a new report that shows that the country is not protective as it should be. it describes emergency communications used by first responders in urban areas as inadequate and it calls efforts to coordinate rescues a long way from implementation. this is a live look at the official release of that report card here in washington, d.c. it's from the former leaders of

seen yesterday afternoon voting -- floating in a vancouver creek. then say the foot was inside a running shoe. since 2007 about a dozen feet still wearing shoes have washed up on vancouver beaches. most of the cases are unidentified. police say, foul play is not suspected in a lot of the cases. a reporter taken by surprise while covering the high tide in china. it's part of a phenomenon known as astronomical tide time. the waves are only this big for ten days in the lunar calendar. 7:17. the fbi searching for two men who robbed a castro mill bank. look at this surveillance video. this happened at 10:00 a.m. they were dressed in black, wearing hood and masks and

threatened employees and customers with their guns. the man ran away with an undisclosed amount of cash. authorities are asking for information about them. they say any calls that come in will stay confidential. the father of a man suspected of killing a fort bragg city councilman says it's likely his son committed another recent murder as well. aaron bassler is accused of fatally shooting jerry melo. officials say melo was probably searching the area and bassler's father says he was probably involved in another murder of a property manager and he suffers from schizophrenia as well. this is onist picture that sparked controversy at a council meeting last night. it shows children handling assault rifles at a festival.

critics say it was inappropriate to you a loy children to handle guns at an event meant to handle safe communities. they are also upset because parents were never asked for their consent. but some people defended this saying it gave officers a chance to correct with the community. a minnesota man who made headlines for refusing chemotherapy treatments for his son has died. 56-year-old anthony haaser died last thursday of cardiac. two years ago, his wife fled to california with miss son daniel after the judge ordered him to undergo chemotherapy for hodge kin's lymphoma. they eventually returned and daniel remains in remission. members of the surf rider

welcome back. a waffle house in kentucky now has a special meaning for somebody. on sunday night, alexander woke up to what she thought were stomach pains but when contractions started, she headed to the hospital. but the baby she was carrying had other plans. she and her husband had to meet the paramedics in this parking lot of the waffle house. this is the family's sixth baby. a southern california woman is recovering after being bitten by a rattlesnake. brooke o'neil said she was taking a walk in ocean side with her husband and daughter

over the weekend. she said she didn't notice there was a rattlesnake on the sidewalk and accidentally rolled over it with the stroller. what did the snake do? bit her twice in the ankle. >> went minutes of getting bit, my whole body started to tremble. and then by the time the paramedics got there, my whole body was numb. brooke is expected to fully recover. >> i'm proud of you story for doing that story. you didn't look. we can look at sal. he is watching the commute. that's right. we do have traffic out there. it's getting busy. you can see traffic is going to be slow. it's not all that bad. but you will see some slowing as you get to the toll plaza area. also the morning commute looks

pretty good on highway 4 until you reach bay point and it's also slow in antioch, of course. but the traffic is going to be busy as you drive up to bay point. it's slowing 680 heading south. this morning in san jose, we mentioned 280 in a little tease we did. well, we looked up and down. we did not find a crash on 280. a lot of people are using it this morning, not so much for 85. that will probably change. 85 teams a -- seals a little better. but that -- seems a little better. but that won't stay that way for too long. >> thank you. we do have some sun already. a lot of breaks in the clouds. it will burn back. i think it will burn back the coast as well. there is a hint of a northerly breeze, beginning to take shape. sunny but breezy today. some cooler air associated with the system swinging into the north is what's causing this fog but it's going to cause it to get chewed up later today.

word came from the white house that the obama administration has new plan to help many americans stay in their home and reduce the number of foreclosures. our reporter is live to tell us about this new attempt to revive the troubled market. >> reporter: good morning. the words "underwater" and "foreclosure", two word you don't want to think about if you are a homeowner. the obama administration is working on a program that would allow them to refinance their homes even if they owe more than the property's value if you have a fannie mae and freddie freddie mac loan. solano county, more than half

of the homes there are not worth what those homeowners paid for them. it's followed by contra costa county, alameda county, where i am flight, san mateo and santa clara county, with 12% of the homes being underwater. the president could speak to this man as soon as next week. it could be some very good news for some of those struggling homeowners and a chance for them to take advantage of some of the lowest interest rates in half a century. the interest rate for 030-year mortgage was at 4.22% last week. so that would be a very good thing and probably some welcomed news for stressed and struggling homeowners. reporting live in livermore, noel walker, ktvu channel 2 news. >> thank you. san francisco's mayor ed lee will make a big announcement about a $30 million federal grant for an important redevelopment project. the money will be used to

rebuild the alice griffith project and transform the hunter's shipyard into a new city neighborhood. project will create more than 10,000 homes for 24,000 people along with space for businesses, parks and construction could begin in about 18 months. 7:32. well, facebook says if you can hack into their system, they want to hear from you and they will pay you. kraig debris has -- kraig debro has more. >> reporter: still no response from facebook this morning here at their world headquarters in palo alto. but we do want to ask them about what one expert call as very unusual move but a very potentially risky move as well. now, facebook says that it is inviting people not just experts to try to hack into the facebook system. the idea is to get some of those people to find their way into and -- find their way in and tell facebook so they can face the problem.

facebook says it will pay people for the information and they say they are doing it to improve the security. but two weeks ago, anonymous, that's the group that shut down b.a.r.t. and police officers to the -- it set its sights on facebook. they accuse the social networking site of leaking personal information they collected from some of their 700 million users from the federal government. the people we talked to believe the facebook campaign is connected to the threat. >> my guess is facebook really is afraid of "anonymous." it may be a kind of cat-and- mouse game, where facebook thinks it can outsmart "anonymous" and vice versa. this could be armageddon. >> it could be a coincidence, but two attacks after "anonymous" says they are going to take down facebook, facebook is looking at their options saying we got this great user base, many are savvy. we can probably figure out where the savvy is and find the

holes and cover them up. >> one person was paid $5,000 from that hacker. another person got $5,000 -- got $7,000. facebook says it's done this in the past giving out $40,000 for people to come up with ways to get into the system and then tell facebook so they can fix the pron breast still trying to reach facebook -- can fix the problem. still trying to reach facebook. the first of yahoo! programs debuts october 3rd. it includes a documentary series about con caring the fear of failure. it will be hosted by actress neely nash. yahoo! already said it's a popular on- time, in-no time, program. a new survey shows at least

25 companies paid more to their ceos last year than they paid in federal taxes. according to the institute of policy studies. general electric, ver rightston, ebay paid their exectives and average of 15.8 million and received tax refunds in the hundreds of millions of dollars. for example last year, verizon gave its ceo an $18 million package and got $705 million as a tax refund. a new survey shows employers announced plans to cut more than 51,000 jobs this month. challenger gray and christmas, that firm says that number is down 23% since july. the number of government layoffs nearly doubled as federal, state and local agencies are looking for ways to get their budget. a career fair is being held

it's not a huge deal just yet. if you are driving to the bay bridge toll plaza westbound, that's about a 10 to 15-minute delay. 7:38. hello, steve. >> hello, sal. >> how are you? >> never better. >> thank you, sir. a couple of tweets coming in peggy from la fayette says strangey warm. it is 58 degrees. david up in novato said the fog is almost gone. some of that is already burning off. more holes in the fog today than yesterday. but morning fock, cool, sunny, breezy. it looks like the coolest day of the week starts to kick in tomorrow. today won't be bad. it looks like a real decrease in the fog. that's why i'm turning things around for thursday and friday and warming things up. around the bay, a couple of low clouds. mostly clear by this afternoon. what did he say? i said motely clear. around the bay, low clouds are giving way to sunshine. and then sunny, 70 to 76.

i think by 9:00, almost all of it will be gone. another cool morning. it will be sunny and breezy. 76 and 86. a lot of upper 70s or very low 80s. some of this -- some of this cooler air will chew up some of this. i think eventually the fog will be taken care of by this afternoon. 52 to 5 the -- 59. 56 fairfield, redwood city, 57. there's our system punching into the pacific northwest but high pressure is also behind -- moving in behind it and barking at its heels. that will give us more of a morning weather pattern. sunny, breezy, and a little bit below average on these temperatures, especially inland. not so much along the coast. 60s 70s and mid- to upper 80s.

. stocks are rising. 91,000 private sector jobs have been added and right now, the dow is currently up 116. nasdaq is up 30. and s&p is up 14. today, at&t could announce plans to add 5,000 workers to its u.s.-based call center. the company will reportedly say it can do that if its deal to buy the u.s. operations of t-

mobile get approval. it's also expected to maintain the call center jobs. several members of congress have already questioned how many jobs could be lost if the deal is approved. and state tax officials are looking into whether walmart.com is collecting all of the sales tax it should under a new california law. the site is based in brisbane. but walmart says it does not have to collect the tax. instead walmart says companies say they are to collect the tax. walmart is leading the fight with amazon who says they don't have to collect sales tax from buyers. hurricane irene has caused devastation. early estimates put the cost of the damage at $7 billion to $10 billion. this will make it one of the

ten costliest storms in the history. analysts say most of the damage may not be covered by insurance because it was caused by flooding. most of the policies only cover damage caused by wind. happening right now -- president obama is holding a news conference to talk about transportation spending. let's listen in. >> at the end of september, if congress doesn't act, the transportation bill will expire. this bill provides funding for highway construction, bridge repair, mass transit system and other projects that keep our people and our commerce moving quickly and safely. and for construction workers and their families across the country, it represents the difference between makes us meet or not making us meet. if we allow the transportation bill to expire over 4,000

workers will be immediately furloughed without pay. $1billion will be lost in highway funding if it's delayed ten days. money we can no longer get back. and if it's delayed longer, a million people could lose their jobs. that includes some of the folks behind me today. you have chris nationally who are with the federal -- nagly works are request the federal -- who are with the federal highway administration. if we don't extend this bill by the independent of september, all of them will be out of a job -- end of september, all of them will be out of a job because because of the politics in washington. that's just not acceptable. it's inexcusable. it's inexcusable to put more jobs at risk in an industry that's already been one of the hardest hit over the last

decade. it's inexcusable to cut off investments when so many of our highways are choked with congestion and when so many of our bridges are in need of repair and when so many commuters rely on mass transit and when travel and shipping delays cause businesses every single year. if this story sounds familiar. that's because we heard it before. just a few weeks ago, congress refused to act on another bill, typically a routine bill that -- >> president obama there talking about consequences if congress does not pass a federal highway bill that he says will protect about 1 million jobs. at issue is the renewal of a transportation spending bill that expires september 30th. the house is considering a six- year, $230 billion bill. the senate proposal would last only two years and cost $109 billion. again, you've been watching

president obama live in the rose garden this morning. 7:48. well, federal investigators have you binned -- pinned the blame directly on pg&e for the san bruno disaster. the ntsb formally unveiled its findings concluding that pg&e's shoddy safety practices led to the deaths of eight people and the destruction of 38 homes. specifically, the ntsb points out to pg&e's failures to detect a critical welding problem in a pipe that was installed back in 1956. >> this pg&e personnel had inspected the inside of the pipe, the missing well should have been detected. therefore, an inspection was never performed, or if it was performed, the results were misinterpreted or ignored. >> the ntsb says pg&e's final mistakes came in the hours

immediately before the -- after the fire. they say pg&e is largely to blame for -- blame for the confusion and chaos. some wonder if these recommendations go far enough. >> they are giving recommendations and suggestions but that's not what we need. we need a requirement. >> the ntsb made about 29 recommendations they are hoping this will be a wakeup call for government safety industries and the pipeline industries. that includes speeding up the installation of remote or automatic valves. a better system to recognize or pinpoint leaks in realtime. better communeny changes among first responders to share information. improved oversite among the federal and state safety sanctions and better inspections and recordkeeping. you can find out much more about the ntsb report by going to our channel 2 website, just look for the pg&e tab at

newschopper2 flew up the east bay. this is on puerto fee know court and hercules. we'll have more on this coming up. 7:53. this morning, students are returning -- returning to a school in element, one day after a standoff led to a lockdown at the school. students were kept inside the school from 9:00 until 4:00 after several nearby homeowners were robbed at gunpoint. police searched on melrose and arrested four of the five suspects. the fifth suspects called police and wanted to surrender but was stuck in the attic of a home. >> he said he was unable to exit the home. he was caught in some portion of the home. at that point, we determined he was caught in a hiding place. >> firefighters imagined to get

him out of the house. this was the second day in a row that a school was placed on lockdown because of a search. last week, 22-year-old derrick shealy suffered a helmet-to-helmet -- helmet-to- helmet injury. he died on. the -- he died on sunday. the nfl has recently cracked down on this because of the extreme danger to the players. a man accused of facing his son off a moving boat is facing child endang jerment charges. he was arrested in newport harbor on sunday. police say he was arguing with miss girlfriend which angered his son. but witnesses say his father slapped his son and threw him off the boat because he

wouldn't stop crying. the father is out on bail. he says his -- he says he and his son were just horse playing. let's check in with sal for an update on this house fire, breaking news in hercules. >> that's right. this house fire is on puerto fee know court. if you are not familiar it's in hercules, pretty much at the end of the valley road near the ran -- ranch element school in the area. so basically in hercules, that road leads out to a development there that's kind of isolated. we could have -- we do have firefighters on the scene. this fire was reported after 7:00. still, a slot of smoke coming from the home. we have no word on injuries. we do have a crew on the ground, gathering the details. but the whole neighborhood is obviously aware of this fire. let's move along and take a quick look at the bridge. in the south bay, 280 has take an beating from downtown. so has 85 heading north to

cupertino. let's go to steve. some breaks in the fog. but there's still plenty out of -- out there. temperatures about 60s, 70s. it looks like a little northerly breeze should take care most of this fog. you get some signs of it. there's some clearing taking place. i would say north of cape mendocino. a couple of reports have cleared. a hint of fall in the air. concord checking in, 60. a lot of 50s. santa rosa down to 51. that's com. livermore, 56. our system will move through and then move off to the east. you can see it slicing through the pacific northwest. that will help clear out the fog but also keep the breeze going today. >> it looks like tomorrow we'll

see a warmup but decrease in the fog and then even more so on friday with your weekend in view there. we have a mild to warm saturday. it does look cooler again by sunday. it is 7:57. a kidnapping and rob -- kidnapping and robbery in one south bay city and the bold attack happened in broad daylight. >> parents react to a proposal by a san jose city councilman to lower the speed limit around certain schools.

welcome back. i'm tori campbell. >> i'm dave clark. it's wednesday, august 31st. we begin with breaking news. a house fire in hercules. these are pictures live from newschopper2 over the scene. this house fire has been burning for about an hour. again this is in hercules on puerto fee know court, east of interstate 80. there's no word of at -- at this point on any injuries or how the fire started. but again, you can see from these live pictures a lot of smoke, a lot of fire, staff and

crews are responding to this. you see that big ladder on the right of your screen. they believe this is a two- alarm fire. holes have been punched in the roof to allow some smoke to escape. you can see the flames there, as the camera zooms in there. some flames inside the house, still burning but not excessive. again this is a two-alarm house fire east of 88 on hercules court. a lot of smoke still coming from the fire. sal is keeping a close eye on it as well. just, just to make sure it's not having any traffic impact. we do have a photographer on the way to get some better shots closer to the scene. wells fargo increasing security at many bank branches

near 880. that's after several bank robberies including one at this branch in vallejo last month. now, while the bank won't talk about details about what changes it is making, it does say it will keep them in place as long as necessary. bank of america says it's also taking new security measures at its branches in the same area. two 15-year-olds are facing charges of robbery in fairfield. police say the robbery occurred on fairfield avenue early sunday morning. one fired a shot at the victims, hitting and injuring a 19-year-old. the two boys were arrested during a traffic stop and police say they found a gun and a stolen cell phone in the car. a 39-year-old woman was also arrested for allegedly trying to provide an alibi for one of the boys. 8:02. a series of fires behind a san jose college may have been the work of an arsonist.

firefighters responded to five sen rit fires yesterday afternoon. investigators say the fires were not really close to each other and were not wind driven which indicates they did not catch naturally. no structures were damaged. arson investigators are interviewing witnesses. and fire crews continue to make progress on a large wildfire burning near yosemite. the fire is now 80% contained. it could be completely under control by sunday. highway 140 is now back open and so fire crews are being sent home. the fire has burned more than eight square miles. it started last thursday when a motor home caught fire -- caught fire. in less than an hour from now, b.a.r.t.'s board hold as special meeting and today we may find out who will be named the next general manager -- general manager. b.a.r.t.'s president called the meeting and employing a new gm

is at the very top of the agenda. b.a.r.t. has been without a general manager since april, when dorothy dugar resigned. an abduction happened last thursday outside a dollar tree store on monterey road. police say the two men kidnapped the victim at gunpoint, forced him to withdraw money from a bank. investigators say the victim was not physically harmed. oakland police are looking for two robbers who took thousands of dollars worth of gold jewelry. the victims told police the robbery happened on the sidewalk outside a house on 90th avenue. investigators say the robbers showed they had uzis and demanded the jewelry before getting taken away. the east section of the bay bridge will stay up for a while even after the new span is finished. caltrans says it will have to

be taken apart piece by piece. that could take several years. the demolition of the old section could start a week after the new span opens in the fall of 2013. well, security nationwide is getting beefed up now as we get closer to the 10th anniversary of the 9/11 attacks. this is a newly-released report that's causing -- raising concerns about just how prepared we are for another attack. coming up at 8:15 we'll find out about the security gaps. we'll get a live report from our washington, d.c. bureau. we have more details about president obama's plans for september 11th. the president will visit the world trade center site in new york. he will also be going to the pentagon. and he will go to shanksville pennsylvania, that's where flight 93, the hijack flight crashed. he will also attend a prayer service at the national cathedral in washington. the white house will be noting that the united states is just one of many countries attacked

by al qaeda. marin county jail is preparing for some new arrivals thanks to a new state law, nonviolent instates -- inmates and a proehlees previously monitored by the state are now the responsibility of their -- responsibility. various counties. the plan is meant to cut spending by 1.4 billion. under the new law, marin county will receive about 3 million annually to pay for the jail and parolee responsibilities. the flaw goes into effect october 1st. a former pay local manager of the san francisco giants is under investigation accused of em pezingle -- embezzling more than $1.5 million from the team. robin o'conner is congressed of -- is suspected of taking money from nine unidentified giants' employees including some players over the past year. the team released this statement. it reads in part. we are working with federal authorities to ensure that this

matter is thoroughly investigated and that any wrongdoing is prosecuted to the full extent of the law. 8:06. well, the city of san jose may lower the speed limits around all of its schools. tara moriarty has been out there all morning getting reaction. it's aimed at keeping kids safe. so what are parents and what are others saying about this? >> reporter: well, it may surprise you but a third of all traffic families involve children who are unwalking or biking to school. so a san jose city councilman wants to order the speed limited lowered. thissette posted speed limit here is 25 miles an -- miles an hour. but san jose could consider changing it to 15 miles an hour. the proposal will be considered tonight at the council's rules and open government committee. a year ago san jose reduced the speed limit to 15 miles an hour near trace element, hoover middle and lincoln high

schools. they really speed down the street. i think it's a good idea. they have these lights they turned on for people to cross. but that's all we have. >> reporter: this takes advantage of a 2008 law to allows local governments to lower speed limits around schools in two-lane roads in residential air -- iias. critics say changing the signs wouldn't be necessary if this was enforced.

amler abert. authorities tracked down marcello ramirez in san bernardino county about 5:00 a.m. this morning. they say he kidnapped his 13- year-old teenager in hollister yesterday afternoon. the teenager was with her father when he was arrested. she appears to be unharmed. facebook is encouraging hacking into the system. kraig debro has more. >> reporter: good morning, dave, from palo alto, facebook headquarters. the program of trading hacking secrets for money is called the bug bounty program. facebook has said it's worked beyond its wildest dreams. facebook says it announced this plan four weeks ago. they are describing this person as a white hacker, a person who

finds a bug in the -- bug in the system. our expert says that's the part of the program that makes it a almost risky. >> it's like putting up an ad an asking people to break into your house. some people might take your stuff and not give it back. in an e-mail i received this morning, facebook says it launched the program in late july. a week later, this message was uploaded to youtube. facebook is selling information to government agencies and to information security firms so that they can spy on people from all around the world. >> reporter: facebook told me it wouldn't comment what fence if any it would take to defend that threat. but the program could be a case

of good timing. francisco. this happened about 45 minutes ago. firefighters had to go into this site and take injured people out. and they are still on the scene. we'll get more details on this. three people right now are being transported to san francisco's critical care unit. 8:34. let's go back to the desk. well, new this morning, the obama administration reportedly is about to announce a new mortgage relief program next week t would reportedly help homeowners whose mortgages are under water finance loans backed by freddie mac, fannie mae or the federal housing administration. some people we talked to say jobs are the key to getting the economy back on track. people that lost their jobs, like myself were making a much bigger salary and now you had to compromise and get a

lower paying rate so everybody is struggling. the hope is that if homeowners are able to get lower mortgage rates, they will obviously have more money to spend which could help boost businesses as well as hiring. 8:35. george bloomenthal is recovering from brain surgery. in a message posted on the school's website, it says the chancellor underwent successful surgery. a small artery in miss brain was -- in his artery was removed. he will spend the next three weeks recuperating for -- recuperateing before -- recuperateing before school. a man pick under a manhole

cover -- picked up a manhole cover during hurricane irene and he was sucked down below. his body was found two miles away in a sewage plant. so far 44 people have died as a result of hurricane irene. people from north carolina to new york are trying to recover from the storm. coming up for you at 8:45, we're gonna go back live to new jersey. we'll see where people are still being evacuated from rising floodwaters. 8:36. right now, a wildfire is burning out of control in northern texas. fire officials say containment is at or near zero. at least 20 homes have been destroyed. so far the fire has burned about 7500 acres. air tankers are expected to be brought in today to help crews. and a wildfire in oklahoma city is now contained. it started around 1:00 p.m. yesterday and was quickly

fueled by strong winds. several hundred homes had to be evacuated and those people are being cared for by the red cross. no major injuries are reported. there's no word on what started this fire or several others burning in texas and oklahoma but a summer -- but a summer heat wave and drought has cre tated the worse summer sigh sob the state has ever is experienced. -- season the state has ever experienced. well, in a half an hour, the bay area company solyndra is expected to make an announcement. the company may be closing. this, despite president obama, visiting the company last year to tout green jobs. noel walker is live with more. what have you heard? >> reporter: all evidence seems to be, unfortunately, pointing to that direction. we have people milling around in the parking lot. probably nine out of ten of them, i see tearing around these manila envelopes that

appear to have pack ets in them. i -- packets in them. i talked to a couple of people and this company was touted as an example of green technology. the doors are closing. ktvu received tips to our newsroom this morning from solyndra employees who describe being told to report to an area after their shift and then being handed an unemployment package and being told the company is closing. a company spokesperson would only tell us that a press release is coming at 9:00 a.m. this morning. solyndra makes large scale solar panels and was touted by president obama as an example of federal stimulus dollars at work. the company received $500 billion in stimulus money but has never turned a profit in. in november, solyndra said rather than hiring 100 workers as president obama indicated during his visit last year,

they two instead be working on 200 part-time and full-time workers and closing a factory. certainly a lot of somber faces here at solyndra, if we can take you back live. a lot of people walking around here seem to be -- i see a gentleman who looks to be carrying a cardboard box as well. we've been told by a couple of people that those appear to be unemployment packets. we're expecting what could be confirmation at 9:00 a.m. that they are lie -- that they are laying off employees. i'm knoll walker, ktvu channel 2 news. thank you, knoll. it's a story we'll continue to follow. let's check in with sam, keeping a close eye on the on strucktion accident in san francisco. >> reporter: that's right. this construction accident is near third and 19th street.

it's you actually on the street behind the building, where the firefighters are. this happened about an hour ago now and these buildings that are going up near ucsc may or may not be part of the project. there's been a construct -- construction accident where three people have been reportedly injured. another person was also injured. we're not sure where that person was taken to if anywhere. firefighters on -- are on the scene, we also have ground crews. they are trying to get more information about exactly what happened and obviously construction going on all over the place. this is of concern to a lot of people. we'll let you know more about this coming up. let's go back to the traffic. we've had traffic on the bay bridge. moderately heavy this morning, it's backed under for about a ten-minute wait. no problems in you are driving on 680. however we've had a couple of

earlier crashes. highway 4 is very slow pretty much from antioch all the way top concord. 680 is slow from walnut creek down to danville. let's go to steve. a very good morning. the fog is already burning off. looks to be sooner today. a lot of breaks in the clouds. we still have plenty to go around but there are signs that a north wind will take care of it. it's already happening along the northern part of the state. morning fog, cool. it feels very fall-like. coolest day of the week in the high temperatures looks to be today. as the system moves into the north, again, getting to that time of the year where the system moves into the north, you might have to keep an eye on it and these are not strong but they are strong enough to give us a cooling trend. now we're starting to see high pressure build in rebind that -- behind that. some of the cool air aloft will help chew up the fog. if the summer is anything like

the next couple of days, usually the fog forms with a moment's notice. 50s to very low 60s here. we're starting to bounce off some of those morning lows. i know dirk out in hidden brook, vallejo, fog burning off, but super windy. east-southeast, san jose at 17. maybe you don't have much of a breeze. there are a -- there are a few pockets. it will be breezy. you can see the high out here. there are signs that high pressure will begin to build into the pacific northwest. that's not something we've seen for a while every time it's been down in the southwest. september, though, is usually that time of year when we get the fog to burn off. we get a little north-northeast wind. i think that will start to develop tonight into tomorrow. tonight we start off the low cloud deck. but still a little below average on the afternoon highs. 60s, 70s and 80s.

apparently, this morning there there was a construction accident. we've heard three people were critically injure and taken to the hospital. this is breaking news. we just found out that another person was injured but not as seriously. firefighters are coming out of the building now. it looks like some of them have finished up their work. it looks like three people have arrived at general hospital. we'll follow this an have -- and have more on this coming up later at noon. thank, sal. it's 8:47. irene has left behind high flood levels in many parts of the northeast. report chris noles is live from littlefalls, new jersey,. >> reporter: we've -- we have been out here, you know, pretty much all of the early morning. i've been watching the water level. it has not moved an inch.

it's not expected to. this met is the passaic river at littlefalls which may have to change its way to great falls as this river crested last night and is not expected to recede to normal major flood stage until sometime on friday which means the 1300 or so people that had been evacuated from their homes must stay out of their homes until at least this weekend. little falls here, one of many communities that are suffering and wonnerring when is hurricane irene really going to go away. parts of the northeast are struggling. manhattan and washington, d.c. escaped the worse of irene's fury. but areas of development, new jersey and upstate new york have been hit hard by devastating floodwater.

loss of life, damaged homes. it may not have been as big of a deal on the coast but these homes got hit hard. some people were forced from their homes only yesterday. >> it came up more today than it did on sunday, right after the storm. >> reporter: rescue workers in new jersey took more than two dozen people to safety to tuesday and nearly 2,000 have been evacuated in towns like wayne, little falls, and paterson. >> i saw the water that kept on elevating. >> reporter: some areas are accessible only by foot, by boat or a.t.v. >> up, down, over and around and every time you go some place, a bridge is out, there's no -- nothing. >> nearly 3 million people are still without power and the death toll continues to rise. >> after surveying some of the damage yesterday, new jersey governor chris christie told reporters he saw extraordinary

an update ton the breaking news in san francisco -- on the breaking news in san francisco. there's been a serious construct shung accident in -- construction accident closer to illinois street, which is the street that runs parallel to third. three people were criticically injured. one other person has been taken to san francisco general hospital. an investigation is going on now at this construction site. we'll have more on this coming up on the ktvu channel 2 news at noon.

8:56. it will be easier to get from the bay area to hawaii starting next month. alaska airlines says it will start daily service to honolulu and luhie. alaska is oftenerring $179 one - -- offering $179 one-way fares to kick off the service, starting this week.
