little fog here. also the traffic is moving well on the san mateo bridge heading out to the high-rise and over to highway 101. and this mornings commute is moving along very nicely on northbound 280 getting up to highway 17. it's 4:30 let's go back to the pam. we beginning with breaking news. a major earthquake just struck off the coast of alaska. with a magnitude 7.1 it hit about a half hour ago near fox island that is in the ilyushin islands. it's a thousand miles from anchorage. we don't know if the quake caused any injuries or damage. but a tsunami warning has been issued in the alaska area. at this point, no warning or threat to the west coast but again we are look for any updates on that situation. an earthquake in the ilyushin islands and a tsunami warning in that area. days after federal investigators sloomed pg&e for

the san bruno disaster, the utility is under investigation for another pipeline explosion. ktvu claudine wong is in cupertino this morning where the latest blast nearly destroyed a condo. good morning. >> reporter: good morning, pam. multiple investigations into this blast are under way. i want to show you a look at damage because the force of the blast pretty obvious when you take a look at it. you can see there is a townhouse has been boarded up. what was in front is the garage door that has been blown off. it's bent and mangled. we are on the northwest square in cupertino. fortunately nobody was home. nobody injured. the chronicle reporting they had went out. if you take a look at the damage material behind that garage door, that is something you would find in a typical fire. that was a fire after the initial blast but in another tragic twist there is aparticipantly another fire yesterday that destroyed everything the initial blast

didn't destroy. of course this begs the question how did this happen? pg&e and the state are investigating. now here's the other issue coming up this morning. i want you to go over here. take a look another this area over here that looks like it has been dug up. pg&e had to dig up three different spots before getting the gas shut you have a response time a hot issue in the wake of san bruno disaster. it looks like we may have had a similar issue here. that is not all. yesterday pg&e crews found six more leaks in their neighborhood. bringing the total leak to seven. we are gathering more information on what appears to be several ongoing investigations. and obviously it's still early but we are still hoping to talk to neighbors in this neighborhood as well. live here in cupertino claudine wong. two pipeline safety bills are heading to the governors desk. one would require pipelines near fault lines and dense

neighborhoods to have automatic and remotely controlled shut off val valves. it would require tough ever response time. a decision on how to proceed with a lawsuit by victims of the san bruno tragedy is now expected to be made on september 22nd. pg&e wants to consolidate the cases into one liability trial. it would be followed by a mediation phase in which damages are determined on a case by case basis. attorneys for the plan tiffs are demanding a public trial. they say mediation would conceal information. police in fairfield are investigating a suspected murder suicide. officers responding to a 911 call found the bodies of a man and woman inside a home in north fairfield yesterday evening. investigators found a gun near the two bodies. early evidence indicates the man shot and killed the woman and turned the gun on himself

following a heated argument. the tragedy has stunned many neighbors who knew the man who died. >> he was a really peaceful guy. always helping neighbors. >> police say two of the couples teenage children were actually inside the home at the time of the shooting. but they were not hurt. a veteran san jose police officer is due in court this morning. 44-year-old patrickday rig go -- patrick d'arrigo is accused of molesting two minors and hosting a party where he served alcohol to minors. he worked as a police officer as san jose leeland high school from 1996 to 2007. investigators are now searching for more possible victims. fewer guns are being removed from the streets of

oakland. police have taken in 6 # 0 -- 680 guns this year. they want to take in a little more than 1,000 guns by the year end. that is below the 1300 guns recovered in 2010 and 1600 guns recovered in 2009. police say layoffs and restructuring made gun recovering more difficult. the unemployment numbers come out in the next hour. economists expect the report to show signs of modest growth. analysts forecast the economy at a 93,000 jobs in august and the unemployment rate would remain at 9.1%. the new figures will likely show businesses shrugged off recession fears and kept hiring. president obama will speak before a joint session of congress next thursday to introduce a jobs package. we'll give you those numbers as soon as they come in. the federal government is preparing to file a lawsuit against some of the world's

largest bank. according to the new york times, the federal housing finance agency claims bank of america, jp morgan chase, and gouldman sacs misrepresented the value of mortgage securities sold during the housing bubble. taxpayers covered the more than $30 billion in bad deals. banks blame the downturn in the economy and housing market for losses. as gas prices increase this labor day weekend there is controversial state bill that could at even more to what you pay. lawmakers are considering a proposal to give religional agency -- regional agencies to add a gas surcharge. >> the fact we pay the highest gas taxes in the country already means there should be sufficient money to do the road maintenance projects. >> if we do nothing, you get

that. what you get is a big pothole. >> opponents of the bill warn it could end up in the courts if it passes. they insist it violates proposition 26 which pennsylvaniaed last year. that requires any new tax must receive two-thirds approval in the legislature. by the way gas prices are much higher than last year. the average price of gas in oakland and san jose is $3.87. that is about 77 cents more than a year ago. in san francisco the price is $3.92. that is up 72 cents. time now is 4:37. a second popular skate park is set to be destroyed in oakland later this morning. it comes a week after cal tran tore down the waste land skate park. skate borders considered it safe haven. cal tran says they are

trespassing on state property. san francisco muni is falling behind when it comes to getting their passengers to destinations on time. the agency posted a 73% on time performance rate for this past fiscal year which ended on june 30th. that is only down a half of a percent from last year. but it's the first time since 2008 that muni did not improve on its on time rate. bay area health officials are urging you to car pool or take public transit today. because it's the spare the air day. high temperatures and light winds are expected to lead to poor air quality. anyone who is sensitive to unhealthy air is advised to stay indoor this afternoon. it's the fourth spare the air day of the summer. 4:38 is the time. as we go to sal, i want to reiterate for people who are joining us. there was a 7.1 earthquake in alaska. a tsunami warning up there. steve is checking to see so far

it will be sunny and we'll be out of the gate and starting to warm up fast with 80s and 90s inland. areas ravaged by tropical storm irene have received more rain. the new storm triggered flash floods in parts of vermont. the national weather service warned culverts, bridges, and roadside bridges could become overwhelmed with water. the storm turned rivers into torrents and washed away roads and bridges. white house is asking congress for $5.2 million in a. the aid does not include the billions to help states damaged by irene. a truck carrying bags of marijuana spilled its load on the road. the white toyota pickup truck overturned spilling its illegal cargo. police say before they arrived

the witnesses were seen picking up the bags of pot and taking off. police say the driver also fled but they are searching for him. california's budget crisis is leading to more big cuts behind bars in san mateo county. the sheriffs department is cutting another visiting day at the county's main jail in redwood city. visitors were already not allowed on mondays. now the county is ending jailhouse visits on wednesday as well. it's all due to shortage of both money and staff. >> we've had to make several adjustments to our staff inflows because of the budget reductions we have done. we also want to focus on managing our inmate populations. >> it's horrible. i mean i barely get more than one day to see him. and i mean, having more days eliminated. >> the budget problems don't end there. starting next month hundreds of inmates will be sent to the san mateo county jail in another effort to save money. the jail is already way over

capacity. accused serial killer joseph naso is back in a marin county courtroom at 9:00 a.m.. today's hearing would provide more frustration for the judge that is trying to get this trial on track. naso is going back and forth on how he would defend himself. at the same time he wants to continue to represent himself. now he's accused of killing four women including a woman who's body was found in contra costa county. vapider shoot could face 30 years in prison for the death of a peruvian woman. he has long been suspected in the disappearance of alabama teenager natalee holloway but has not been convicted in that case. a teenager accused of killing a gay classmate. they were unable to reach a

unanimous decision. he was accused of killing 13- year-old larry king at their high school three years ago. prosecutors have to decide whether to refile murder and hate crime charges. the animal shelter has a problem with overcrowding. they usually get 200 dogs per month but this year they are averaging about 225 a month. >> it's a combination of people not being able to afford their dogs so they are having to turn them in. make that really tough decision. >> shelter officials that are asking people that can't afford to keep their dogs to wait a week or so before they surrounder their pet. they are also looking for more people to adopt dogs. they have cut the adoption prices in half until september 12th. for more information on how you can help or make a donation to the animal shelter you can go to our website ktvu.com and scroll down to the right now section.

4:49. there is word this morning there are at least three potential buyers for the bay areas andiron koa -- andronico market. the mercury news reports one of the buyers is the capital investment group. the two others have not been named. a judge will decide today if former baseball star roger clemens should face a second trial on charges he used performance enhancing drugs. the case was declared a mistrial in july after prosecutors showed evidence that was already declared inadmissible. he's accused of lying to congress in 2008 when he gave testimony in the use of steroids. 4:49 is the time right now. a car left dangling in midair. what lead up to the accident inside a san francisco parking garage. and a heated battle. the reason public access is in question at a popular bay area

welcome back to the morning news. it's 4:52 and take a look a san francisco parking garage is back open this morning. that is after a car crashed through a wall on the fourth floor. it happened yesterday afternoon on folsom street. police say a parking garage employee was helping a customer with a dead battery and was in the drivers seat as the car rolled down a ramp. >> and could not figure out how to operate the brakes or find a parking brake and jumped out of the vehicle. crashed in the barrier at the end of the garage and the fan wheels were hanging over the edge. >> the crash sent a shower of glass on the sidewalk below. left the car dangling off the edge of the building until the fire department arrived and used ropes and chains to keep

it from falling. there are no reports of any serious injuries. 4:53 is the time. sal, any problems this morning? >> nothing major yet, pam. as a matter of fact, we're off to a nice start. let's take a look at these pictures and a little bit of fog. some of the lane workers out on the golden gate bridge. you can see them heading toward us. they are reconfiguring the lanes for the morning commute. also the morning traffic at the bay bridge toll traffic is light coming into san francisco with no major problems on the way into the city. and there it is san francisco northbound 101 looks pretty good approaching the 80 split. not a lot of fog there. northbound 101 trafficnd traffic is moving -- traffic is moving very nicely. if you take public transit on -- on monday golden gate transit as well. parking meters in san francisco will be enforced but not residential parking permit

restrictions. 4:54 let's go to steve. thank you, sal. good morning, happy friday. we have a warmup for most of the day. the coast still has to deal with that patchy fog as you saw. some of it can be very thick. inland temps will not have a problem seeing inland temps. the fog creeps back. it will be shallow. only coast and bay probably. it will be cooler as we head into next week. things look quiet. subtle changes. a little cooler a little warmer. amazingly stable pattern. september means pretty good weather by the coast. yesterday it cleared. so it has been a tough couple of weeks and months. there are hopes for sunshine after this thick fog burns off today. after today that wind will move back toward the west. there is already hints of it now. anywhere from 49-60. 60 at mountain view and san

jose and fairfield. low 50s and upper 40s again around santa rosa and napa. san rafael is down around 52. fair fax and napa airport at 46. there is your west puff at sfo at six. that is nothing. fairfield travis i hang my hat on that for the delta breeze. if it's less than 20 it means a warm to hot pattern for inland temps. high pressure builds in for a day or two. it's transitory. that will allow the door for the sea breeze to open up. nice on the coast. hot inland. patchy fog and some of that can be really thick. the temperature trend was to warm up yesterday. it will still be warm to hot inland. i think you will see a cool down as the fog gets a little bit more favorable conditions as you head into the weekend. the coast gets a little bit of sun. inland gets a lot. patchy fog will be warm to hot. antioch 97. fairfield 95. almost 90 for santa rosa.

and for your labor day it does look cooler. we will go on the early part of the weekend. a reminder for people who plan to head to the beach this labor day weekend big swells are expected to peak today and tomorrow. that means waves up to six feet and potentially dangerous rip tides. park rangers say bay area beaches will stay open. people are being warned to take caution. there is a legal battle over a popular bay area beach. the public is not alowed past a gate that marks private land leading up to the water at martins beach. the land changed hands in 2008 and the new owners shut off public access. california coastal commission is trying to get the gate back open. >> we're looking at whether or not there has been a violation of the coastal act. >> there are reports that billionaire and son microsystems cofounder owns the land. we could not reach him.

we continue to follow breaking news outs of alaska. the latest on a tsunami warning issued just an hour ago after a 7.1 quake hit the area. another pipeline explosion in the bay area. the disappointing response by pg&e as the utility is put to the test again.
