for clues yesterday after 44- year-old luis palma was gunned down. the only thing missing was his cell phone. >> the initial 911 call reported seeing a group of adults, mostly females, i believe, and one male as they described it, fleeing the area. >> this happened just before 2:00 in the morning yesterday about a mile from his home. he had just started his own shuttle business after working ten years for other cab companies. a woman from oakland accused of abusing her two elderly schnauzer dog face animal cruelty counts. she brought the dogs to the groomers with hair that was extremely matted and had foxtails. the friends for animal services paid for the services and the

president obama has a 19-point lead over rit romney and perry and paul are died -- are tied. minnesota congresswoman michele bachmann, 10%. president obama will spend this labor day in detroit. he will be addressing thousands of union members during detroit's annual labor day parade. all of that is ahead of the major speech which he will deliver before congress thursday night. 7:06. it's the last day of business for the people who currently run the concessions at san francisco's stow lake. allie rasmus is in golden gate park with what visitors can expect to find now at the lake. >> reporter: good morning. i want to show you some of the signs here at the old boathouse. you can see some of them are not too happy about the changes that will be happening here.

another sign out here, criticizes san francisco's recreation and parks district for not review -- renewing that name's lease. the current boathouse operator is on his way out after a long, protracted legal battle with the city over the lease and san francisco is bringing in a new company to run concessions here. that new company is based in ortega and they run the concessions at near woods. know, here at stow lake, they will still offer paddleboat and rowboat rentals and they are expected to open up a cafe here. they are expected to spend $40 million renovating here. and they will have permission from the city to start selling park-related merchandise. fans worry these new operators will seem too commercial and it will lose some of its charm. others say it's definitely time to get an upgrade.

granny sent an official proposal to the san francisco utilities commission. it outlines turning the area into a park. they say the park needs to be created to justify the extense of digging and tunneling under the tree instead of cutting it down. it's 7:09. we want to check in with tara. >> we just had one of our coworkers from here at ktvu to let us know about the traffic hazard. the chp is reporting three to five bicycles. cars on the right hand side -- on the left-hand side, no problems. and 280 near the 880 interchange are folks driving on 280 towards santa clara.

of that reaching the ground. but some of it has. as that line streams from l.a. just north of las vegas and up to northeast, california. so september things usually start to change. 50s on the temperatures except mountain view. most of these are stuck. they really haven't moved. 53 fairfield with a west- southwest wind at 25. yet, vau cauville, calm. calm, san jose. but overcast conditions there. calm, santa rosa -- va ka ville,.com. calm, san jose. but overcast conditions there. for today, after that fog burns back, low clouds and sunny and breezy. cool by the coast. mild around the bay and then warm inland. the high is on its way in for about two days. that will give us a warmer pattern away from the coast tomorrow. today, i don't think much. i think it will be a push.

>> reporter: yeah, steve we are. it's dry at the moment. but about 15 minutes ago or so, it was really coming down. that's what we've seen as we've been here all weekend. sometimes we have heavy downpours and then it will taper off. the city of new orleans faring quite well, after receiving quite a bit of rain. the primary concern, flash flooding. not the wind so much. we did not have very heavy winds with this particular storm. jefferson parish, water covering some of the roadways there and then about 40 miles north of there on the other side of lake pont -- pontatrain, a lot of people are familiar with with from

hurricane katrina. the rain is supposed to taper off today after this thing continues to move inland, which welcomed news as the pumps continue to work and the water recedes. obviously, this is a holiday weekend. the big easy. this morning we did an interview with the marketing corporation who told us that typically on a labor day holiday about 250,000 people actually knocked to the big easy and believe it -- knocked to the big easy and -- flocked to the big easy. >> the economic impact of a weekend like this can run $100 million to 250 million. we saw a relatively good number of business. we don't have the exact numbers. if you look around the city was very busy. most attractions stayed open. all of the restaurants were busy and sure, there was some cancellations here and there. but for the most part the city was in good shape this weekend.

>> we understand that hotel occupancy rates are right where they should be for the holiday weekend. it's been very busy here. people are taking this in stride. they have their panchos on and umbrellas. it's kind of quiet right now because it's still early in the morning, although this city doesn't seem to sleep. when you look at hurricane irene, had to shut down all of its casinos in its final moments of summer and not too much of a huge impact -- economic impact here. we're live, that's the latest from here casey stegal. tropical storm lee could drop more areas already devastated by hurricane irene. on the east coast almost 40,000 homes and businesses almost have no power. in development there's only enough water in the reservoir

to last three weeks. volunteers across the country are helping to help out. >> we were given so much and now that they need -- are in need, you want to give back. so i was sitting in ohio trying to figure out what exactly i could do. >> about 200 members of the maine national guard are in development to help out. we're now seeing what may be the first known video of the moments right after hijacked flight 93 crashed in shanksville, pennsylvania. the plane was found for san francisco with 40 passengers and crew on word when it went down. the unidentified man who took this video has since died. his family wants to remain anonymous. two people are in a mexican prison charged with causing widespread panic through false twitter posts. the suspects are accused of tweeting. the gunman had taken school children hostage. there were more than two dozen

car accidents last month as terrified parents raced to pick up their kids. the two defendants, both educators, face 30 years in prison for terrorism and sabotage charges. they deny originating the tweets, claiming they only the tweet what they were told. supporters blame this on drug trafficking. an effort to stop california's new gay history law from taking effect is facing an uphill battle. the law requires -- rather, the law requires california public schools to include gay history in lessons and textbooks. critics are gathering signatures for a ballot referren dem dumb -- ref endumb -- referendum. political analysts say the campaign has not picked up steam. the effort has upset some who attended this weekend's rainbow festival in sacramento.

by an amateur. the national weather service confirmed it is a -- was a tornado. 7:24. we're just days away from the 10s anniversary of the 9/11 attacks. now the fbi and the department of homeland security says terrorists may try another attack, this time with a small plane. yet today we talked to pilot jenna wells as she prepped her plane at the san carlos airport. she says she's taking the warning seriously. always watches out for anything unusual when she flies. she questions anyone hanging around the airport. >> what is going on? what are you training for? if you did hear something suspicious, maybe that would be something you bring up. >> private pilot says there are a lot of security procedures in place to keep terrorists out of

flight schools. all right. 7:25. we want to check in with tara in for sal today. an accident in the south bay. >> that's right. we do have an accident in the south bay. it was a vehicle versus a center divider. here it is right here. this is highway 17 northbound at east hamilton avenue. it's causing a little bit of a delay there. up next we do want to show you -- let's see highway 24, this is through la fayette. pretty good as you make your way through the caldecott tunnel. and 880 near the oakland coliseum. it kind of looks like those cars are crawling along there. 7:25. let's check in with steve. all right. thank you. we do have a little bit of sun breaks here and there. but you have to go far enough inland. otherwise by the coast, it's a lot of gray. local drizzle as well. for others it won't be a bad day for others you will struggle to get out of the low 50s and 60s.

look at the rain in southern california. streaming just north of las vegas, also up in the sierra nevada. a lot of this will push off to the east. a few high clouds might make it to the santa clara valley. 54 seems rather popular here. napa in there. san rafael, san francisco, oakland, concord. upper 50s and low 60s. but west-southwest 25 at fairfield. even down towards san jose and also livermore picking up a west or northwest. the clouds and fog not going anywhere. it will get compressed. today i don't see much of -- much after change compared to sunday. 50 -- much of a change compared to sunday 50s. local drizzle -- local drizzle. breezy at times. kind of cloudy and cool for others. it's been this way for the longest time. usually september we can get the coast to get some sunshine. but so far it's been a tall order. it looks like another regrouping of that fog

7:30. bus commuters in the bus area will soon notice changes for tomorrow. kraig debro is live in marin to explain why the changes are much more than just cosmetic. >> reporter: good morning. we just talked to a transit supervisor who was driving around. he told us part of his job today is to let people what changes will and where they need to -- what the changes are and where they need to go tomorrow. here is the sandwich board telling people what's gonna happen and where, september 6th, tomorrow, november 22nd. we're here right now. the new transit temporary hub

will be around the corner. that's it right now. i want to show you where it is. just in case you are down here. that's where the new transit hub will be around the corner on drake. the buses stop at the marin district, they will stop somewhere else tomorrow. the golden gate highway district will start changes tomorrow. riders and drivers who i spoke with this morning say they knew little about the changes. >> i knew about the crime. i had read about the crime. and we don't we dent -- we don't normally come to this bus stop after certain hours. >> reporter: and because it's labor day that woman and her son had to come here today. had they come here tomorrow, they wouldn't have known about the changes. it might have been lost. this is the second most popular hub might be the most dangerous. there were five robberies and

attempted robberies near the hub. the transit authority said they could do little to improve security around here because the hub is on county property unlike the san rafael hub which is on district property. they hired private security guards over there. they are still not gonna hire anybody for the district hub. but they will be able to make the changes, including the lighting, the sidewalks. they hope it will make things look better and also improve security. kraig debro, ktvu channel 2 news. thank you. 7:32. a petaluma man is in jail after allegedly trying to lure a teenaged girl into his car. police say 59-year-old siad pulled up to a 13-year-old girl saturday morning. the girl ran away after he allegedly opened the car door and waved for her to get inside. an off-duty sergeant said he saw it all and reported it. the man was arrested for annoying a child. police say they don't believe he's connected to an attempted

kidnapping earlier that same morning of a 23-year-old woman. the hit-and-run death of a 4-year-old santa rosa boy is causing a debate about police policy. little christopher rowe was killed last month by a hit-and- run driver while walking to soccer practice with his family. authorities say the suspect, marcos lopez garcia, was driving without a license. a santa rosa police officer actually pulled him over for speeding days earlier. that officer could have impounded the car since garcia didn't have a vammed i license. 7:33. a wildfire sparked by a deadly plane crash has burned least 3300 acres. the canyon fire started around 11:30 yesterday morning after a small plane crashed into south of bakersfield. one person died in the crash. about 600 firefighters are on the scene right now. people who live near the fire have been evacuated. at least one home was destroyed.

a wildfire that burned more than 1100 acres in san bernardino county is now fully contained. it started on friday and the cajon pass on interstate 15. about 1500 homes were evacuated. but everyone has been allowed back. two mobile homes were destroyed in that fire. 7:34. an in -- in contra costa the community is hanging banners to honor american troops iraq and each of the bannersers features the photo of a soldier. the nonprofit founded by a discovery bay man whose son was killed in iraq paid for the flags to be installed. well, the army is investigating the death of a livermore schedule who contracted rabies. 24-year-old kevin shoe maker served with the -- shuemaker

served with the military company in afghanistan from may 2010 to may of this year. he died last wednesday in america -- in new york, where he was stationed. a report says that he was bitten by a dog in afghanistan. 7:35. the u.s. postal service says it may not be able to stay in business. the agency says it may have to default on a $5 billion payment to its workers' healthcare system before the end of this month. coming up at 7:45. pam cook will explain what steps the postal service wants to take to keep operating and why it cannot just do what it needs by itself. this wednesday, the martinez city council will consider a proposal to advertise city events on an electronic billboard. the giant digital display would replace a weathered old billboard near interstate 680 south of the benicia/martinez bridge. under the new agreement, the city would be one of six to eight advertisers and could change its ad up to 24 times a

year. the city would also get 11% of the ad revenue or as much as 160,000 a year. 7:36 an investigation continues -- continues into the death of a washington state man at yosemite park. this man appears to have died from natural causes. his body was found in his tent near fletcher lake say afternoon. he was -- saturday afternoon. he was reported on thursday after not coming bash from -- after having not come back from a backpacking trip. over the weekend, a sleepmy driver crashed through the good night inn. the driver told police he fell asleep while he was parking. the car ran over a curb before hitting the wall of the motel's laundry room. no one was inside at the time. but guests in some of the nearby rooms were moved to another part of that hotel. police say the driver was

not intoxicated. damage estimated at $10,000. the lab just passed a safety inspection in march. 56-year-old adrian martin was killed in the blast last friday and membrane technology. another scientist was hurt. investigators say martin was transferring a mixure of gases including methane from one can ster to another -- canister to another when the gases explosioned. a -- exploded.

happening right now, texas governor rick pervy holding a town hall meeting in south carolina. it's part of his bid as a republican presidential candidate. but we're now hearing if problems back home mean perry will not participate in a forum this afternoon in south carolina of the republican candidates as he planned. cnn is reporting that the governor just announced that the governor will head back to texas after the town hall because of the massive wildfires burning in his state. you know this is labor day, which means several offices and government buildings are closed. federal and state courts, government offices, schools, most banks and credit unions. they will all be closed. post offices will also be closed. mail will not be delivered

we were seeing some slowdowns here highway 17 but that seems to have picked up. good news, here's steve. thank you, tara. some areas already have a little bit of sun but there is a lot of fog out there. in fact, it's a big fog bank. it's been there for -- it's been there for the longest time. we get a little -- a little warmup and then it cools down. areas of fog, some clearing, 50s and 60s. by the coast, there's too much fog out there after that clears some areas -- out there. after that clears, some areas will get some sun. you can see some of that rain in southern california helping the fire down there. now, not all of this is reaching the ground. the air mass is still relatively dry. so some of it evaporates before it hits the ground. there are some reports.

global investors are slipping back into a pessimistic mood. this morning, the major european markets have been down more than 2% since the start of trading. south korea fell more than 4% with hong kong, australia and taiwan all down more than 2% analysts say it's mostly a reaction to last friday's u.s. unemployment report for august.

investors are worried the lack of trying -- hiring could translate into less buying and that could plunge the u.s. back into a recession. the u.s. markets are closed today for labor day. the floor of the new york stock exchange is looking emptier lately. the number of trade others the floor has dropped to 1200. that's down from 3,000 ten years ago. the company that owns the exchange says 20% of the revenue comes from stock trading. and last year only 5% of stock raids were handledled -- handled on the floor. the rest came from electronics. 7:46. businesses shutting down. it's becoming a regular occurrence in hese -- in these tough economic times. but pam cook is here to tell us about a possible closure that will probably surprise a lot of people. >> why he, it will. the u.s. postal service is asking congress to take emergency action. the agency warns it's never been close to the -- closer to the end. it does not have enough money

to make a $5.5 billion payment its workers' healthcare system. they have proposed closing thousands of post offices, laying off workers and ending saturday mail delivery. they say without some of those changes, it may have to shut down entirely by this writ -- by this winter. now with the expansion of e- mail and online services, the businesses are down 22% in the last five years. there is a government hearing on this issue tomorrow. we will cover that tomorrow morning. reporting live in the newsroom. i'm pam cook, let's go to dave. thank you. 7:47. right now they are cleaning up in western japan after a deadly typhoon that killed at least 235 people. most of the storm moved across the area saturday. it rained a lot for three days.

the renovation project begins for one of the busiest commuter hubs. kraig debro is live in marin now to tell us what you are gonna see. kraig? >> reporter: yeah, good morning, dave. you will see improvements in lighting and visibility. this is the marin city transit hub. it's the second most popular in the county. now, the changes are gonna start tomorrow. starting tomorrow, there will be a new stop. i talked to a lot of people this morning. so far, not a lot of people we spoke with said they knew about the move and said they would have liked more notice about the temporary move. the buses that stop at the marin city center will stop somewhere else tomorrow. the golden gate bridge highway transportation district will begin construction on a remodeling project. the district says the changes include improved visibility and lighting. riders and some drivers we spoke with -- riders and drivers said they knew little about the changes. >> we didn't know about the changes about the stop. i heard it first from you.

after a long legal battle with the city, the man who runs this place lost his lease. the new company the city is bringing in is based in new mexico. according to their website, they also run concessions at mere woods. here at stow lake, that new company is expected to spend nearly $250,000 updating the place. we don't know what that update will look like, whether they will renovate the boathouse here or if they will tear it down completely. we've put in calls and sent e- mails for the company asking them for the details on that. they are expected to brick in a new calf -- bring in a new cafe. some people we talked to worry about all of the changes, they worry it will erode the charm of this old boathouse. >> it might i don't know how much upgrade will, you know -- will be -- that's going to make it completely fun. that's the problem. we like it the way it's been. >> reporter: but other them we

san onofre state beach. forecasters predict hurricane katia could turn into a major hurricane by tomorrow. she's weakened sitely date dash weakened slightly this morning. but it's still a category 2 storm. she's currently in the atlantic ocean. a forecast map projects the storm will head north in the middle of the week. the storm known as lee is losing steam this morning. it's been downgraded to a tropical depression. sustained winds have fallen to 35 miles an hour. but look at the damage. it is not more than -- it's dumped more than a foot of rain in louisiana. while the levees and new orleans are holding. parts of the city and state have been damaged.
