the michelle le homicide. that's next at noon. good afternoon. i'm tori campbell. hayward police say they have arrested le's former high school friend and the main person of interest in the case, gisele esty bon. le disappeared more than three months ago in may after her nursing duties at hayward kaiser. police arrested estebon within the last few hours. she's in custody at the hayward jail. hayward police are planning to release more information about their investigation and the arrest during a news conference at 2:15. le's body has never been found even though police have classified this case as a homicide and le's family has never given up hope, holding many searches for her and offering a $20,000 reward for any information on her disappearance.

patti lee will be there at the news conference. she's also contacting family members as we speak. we'll have a live report at 5:00 and 6:00 and at ktvu.com. also breaking news in other other top story -- in the past 45 minute, the carson city police department released the 911 tapes of the shooting. call after call from frantic people reported a shooter, gunfire and death. >> get their right now. automatic weapons. >> how many? >> we don't know. we saw one going in -- now he's coming back out with a gun. he's hitting people in the parking lot. >> okay. >> hurry! move! >> that was a business owner just across from the ihop when the rampage began yesterday morning. in many of the tapes you can actually hear the gunfire in the background. authorities have now revealed who was caught in the gunfire.

tara moriarty is in our newsroom with information that came from a news conference just a couple of hours ago. tara? >> reporter: well, investigators say we may never know the reason behind the shooting spree. it left four innocent people dead, three of them national guardsmen. officials say six others were injured before the gunman killed himself. now, just three hours ago, nevada authorities made public the names of the victims. 38-year-old sergeant christian regulargy, heath kelly and 31- year-old sergeant miranda maklaheny. also dead 67-year-old florence donovan gunderson. >> in a few short hours, we lost the same amount of soldiers we lost in the "operation iraqi enduring freem." >> reporter: sheriffs say the

suspect opened fire and marched into the restaurant toward the table of the uniformed guardsmen and shot each one. >> this is the most devastating attack on our community in carson city history. yesterday our town was shocked to the core. >> authorities are still not sure if the gunman targeted the victims. family members said he was mentally troubled but did not have a criminal record. the entire area has been cordoned off ands abouts in the area are -- and bizs in the area -- cash businesses in the area are still shut down. tara moriarty. >> thank you. and details are still emerging from the gunman. public record show sencion was born in mexico but had a u.s. passport. they say hit family hinted had a -- his family hinted he had a

in these tight times. the government believe they could auction off that to private companies and use that money to pay for the first responder of -- responder of d.- block. reporting live from san jose, ktvu. >> and ktvu will have a program called "9/11 -- a decade of change." it airs this sunday beginning at 6:00 p.m. this morning authorities released the name of a woman killed by a hit-and-run incident in redwood city. she was 53-year-old noraarias -- nora arias. police say a car hit her last night at 7:00. she was declared at the scene. officers found the suspect's vehicle at a nearby trailer park. the suspect was arrested a booked in the san mateo county jail. a house fire has forced two oakland families to search for

a new place to live. flames broke out between their homes on east 7 elizabeth street around 8:30 last night. both -- 7th street around 8:30 last night. both homes were damaged. it took a half-hour to control the fire and the cause is still under investigation. it was an extra loud morning for san mateo county residents due to siren testing. alex savage is live to explain why this monthly test was louder and longer. >> reporter: well, this is an upgraded tsunami system being tested out this morning. a number of sirens placed all along the san mateo county coastline. this morning, they blared just as loud as they would if there had been a real tsunami coming ashore. [ sirens ] >> reporter: these sirens sounded just after 10:00 this morning, heard from pacifica down to half moon bay. a test of the tsunami warning system. one man popped in his earplugs as they blared and surfers stayed right there in the water

waiting for that next wave. some people weren't quite clear on why the sirens were going on. >> i figured it was a shark thing just because -- a lot of shark things going on. i had no idea. >> reporter: but people who live along the coast say they think tsunamis pose a threat and they want a solid warning system. >> there's potential, you know, it -- it could happen. you can't put anything past mother nature. >> the sirens themselves will last for approximately one to three minutes. >> reporter: this morning's test was done by the san mateo county office of emergency services. over the past four years, they've installed new sirens that are supposed to be heard from a good distance away. >> yeah, yeah, yeah. that caught my attention for sure. >> reporter: we know people at the beach heard the warning but what about the people who live nearby? so we drive roughly a half-mile inland from the coast to this neighborhood here in pacifica to find out if people who live around here heard the sirens this morning? ryan len that han -- lennahan

a construction project in belmont is new on hold until pg&e can le kate a natural -- locate a natural gas pipeline. crews discovered natural gas pipelines were just 12 inches below the surface. maps provided by pg&e show the pipes should be at least 3 feet deep. our whole infrastructure is hold -- is old. and documentation, i think lacks. as a result of that, did they know that? that's the question. and if they did and did nothing, of course it's been a problem for everyone. >> we spoke to pg&e.

they say the maps cannot provide the depths of the pipes. they only provide a range. they are working with the city of belmont to move the pipes so work can continue. a new reading on u.s. employment shows a spike in the number of job advertisings in july. the labor department says employers posted 3.2 million jobs, which is the highest number in nearly three years. but hiring dipped which left positions unfilled and provided a much-needed boost to the economy. last week the government said employers failed to create any new positions in august. president obama is scheduled to release his jobs plan tomorrow evening during an address to congress. the white house has leaked parts of the $300 billion package. it calls for extending the worker payroll tax cut for another year. more federal stimulus projects, tax cuts for businesses that hire new employees and aid to

help prevent teacher layoffs. eight presidential candidates are scheduled to take part in tonight's debate at the reagan presidential library in simi valley. if he makes it, this will be the first debate for rick perry. he pulled out of a gop forum in south carolina on monday to head back to texas because of the wildfires ravaging. state. while the aides say he will -- ravaging the state. while the aides say he will be there, he may have to go back to texas because of the wildfires. tonight, two schools in the west contra costa county school district will find out if their classes will be closed. lake elementary is facing closure again. last december, the city of san pablo contributed $300,000 to keep the school open but the mayor says the city can't afford to help this time. about 400 students attend lake elementary. pinole shannon elementary school could be shut down. the school board meets tonight

at dishaun middle school to vote on the issue. people in the bay area are being encouraged to spare the air today. this is the fourth spare the air day this summer due to foggy -- foggy conditions and they could get worse as afternoon temperatures rise. officials are asking people to limit their driving, reduce energy use and reduce the use of aerosol spray cans. muni considering a new plan that would help speed up notoriously slow buses. they may soon allow all boarding. right now, passengers are only allowed to board through the front door but under the flu plan boarding would be -- but under the new plan boarding would be able to be done through the back door. >> i think it's a good idea but i don't see how they can collect fare on the back unless they have another person in the back taking fares. >> muni would have to hire more

fare inspectors to cut back and the agency loses $20 million a year because of passengers who don't pay. if the board approves the all- door boarding plan it could be in place by the beginning of next year,. a wildfire burning west of austin, texas has now destroyed nearly 800 homes. that word comes from authorities near the town of bastrop. the fire has burned 33,000 acres. firefighters say they are gaining ground on the fire and now have it contained to 30 -- they now have it 30% contained over the past week a total of 170 fires have broken out -- broken out in texas, burning more than 138,000 acres and destroying more than a thousand homes. the fires are also blamed for at least four deaths. well, the bay area beginning to warm up on this wednesday afternoon looking out live toward san rafael. you can see temperatures in the mid-70s. this is from our san rafael

camera in san francisco. as far as the fog, we still have some fog to talk about. it's beginning to pull away from parts of the marin county coastline, still hugging ocean beach. we'll move the maps to the south and we have temperatures in the 70s. 79 degrees. we'll look at the 80s and even 90 right now in livermore. oakland, 72 and san rafael in the mid-70s at 75 degrees. santa rosa in the upper 70s at 77. forecast headlines for today. we do have this -- mostly sunny skies. we are warming up death patchy fog. tomorrow we'll cool things off a little bit. a little bit of a bump in the numbers for friday. we go back down to the other direction cooling off this weekend. we'll introduce a few high clouds heading into the weekend. the high clouds will be streaming in from the south. in fact, some of those high clouds are already beginning to approach the bay area. but high pressure has been responsible for the warmup yesterday and for today. it sticks around for today. so with that temperatures inland will be flirting with the 100-degree mark but at

least in the mid- to upper 90s and also partly to mostly sunny skies -- s, going to the -- mostly san joses going to the weekend. this particular forecast model actually clears things out a little bit by 3:00. we could have breaks in the clouds even coast side in the midafternoon. a few patches could be rushing into the bay as we head into early thursday morning. you can see triple digits. san francisco's 75. san jose hops out at 89. there's -- tops out at 89. there's that 100 in livermore. here is the extended forecast for the weekend. tomorrow we'll cool things off a little bit. friday a one-day spike in the numbers. that means we're talking about

more mid-90s inland. but as you can see, temperatures cool off for both saturday and into sunday but tori, you will definitely notice that change stepping outside the door. temperatures warming up rapidly. at least it's that time of year. we'll have to keep an eye on the fire danger. a. pain is -- a campaign is underway to get the state of california to stop buying bottled water. an organization called corporate accountability international brought its think outside the bottle campaign to oakland this morning. they want -- they tant waits and cities to stop -- they want states and cities to stop buying bottled water. >> by the year 2003, one in five people across the united states was exclusively drinking bottled water and by and large citing that they were afraid of the quality that was coming from our taps. now, nothing could be further from the truth. we here in the united states have access to the best water
