it is still burning between the towns. so far, there are no confirmed reports of damage to any structures, about a half dozen residents who had been in danger earlier, are now safe. firefighters in the east bay, say a fire may have started at a homeless encampment. it was first reported around 2:00 had a this afternoon -- 2:40 this afternoon. it took firefighters about 45 minutes to put out the flames. we're told an engine company is remaining on the sceneover night to watch for possible flare ups. this coming friday is the one year anniversary of the san bruno explosion. since that day, we've heard quite a bit from politicians and pg and e about pipeline safety issues.

about two dozen businesses on san francisco's waterfront are struggling after they red tagged the area. tenants have strong doubts about the port's reason for kicking them out. >> reporter: pier 38 is on some prime real estate, south of the bay bridge. some of the tenants took us on a tour earlier today. they think the port is just fine, but the port of san francisco thinks differently, and red tagged the building, saying it's unsafe. saying the problems at pier 38 are so serious, the 20 or so businesses here must move out this month, officials would not go on camera, but tell ktvu, there are serious electrical, and plumbing issues, and that city inspectors found fire code violations. he's been running a boat repair shop here for about 12 years. >> i ask, does it mean we can't

to recover. san francisco police are conducting an internal investigation into searching for the missing iphone. a prototype for the iphone 5 -- in the end, that search did not turn up the phone. apple is set to unveil the details of its plans for a new campus in cupertino tomorrow. called apple campus 2. it's to be located at the former hewlett-packard site. apple expects to have up to 13,000 people working there when it's completed. construction could start in 2013. the excavation is beginning on the new transbay terminal in san francisco. >> it's going to bring together

to reap the benefits of a federal program that's helping the military go solo. the u.s. department of energy approved a partial guarantee for a $344 million loan for the solar strong project. san mateo based solar city has been tapped to install panels on 160,000 homes and 124 military bases across the country. this is video of solar city employees at work, installing rooftop solar panels. it hopes to hire veterans to fill many of the construction jobs. the chief officer said two bidders have now come forward, expressing interest in the plant. the company filed for bankruptcy last week. during a hearing today, the u.s. energy department expressed concerns that buyers might want to move the equipment out of the country. the lender received a $535 million federal loan guarantee just two and a half years ago to help build the business. governor jerry brown is

saying no to higher fines for drivers using cell phones while driving. the governor has vetoed a bill that would have increased fines for drivers who make a call, or send a text message while holding a phone. the measure would have bumped up to $528 for repeat offenders. governor brown said the current fines and penalties are sufficient. the governor also vetoed a bill that would have required helmets for children who ski or snowboard. the governor said the helmets did do provide protection, but added parents can and should make good choices for their children and that not every human problem deserves a law. urging people to stop using bottled water, the think outside the bottle campaign wants cities and states to stop
