impacting plans in the u.s. strong reaction to the president's bold jobs plan. . welcome to you. >> good morning. friday, september 9. it was one year ago today that a pipeline exploded in a san bruno neighborhood killing eight people. we're live there to help us know how the city will mark the anniversary. >>reporter: now that we have a little more light in the neighborhood we can show you a bit more. i want you to look over in that direction because we're going to zoom into where this pipeline exploded, where the fire ranged for hours one year ago. we pull out and you can see which way the wind was pushing

the fire that day because it destroyed everything in its path. this morning, one year later, the lots are still empty. remember, those used to be people's homes. look even closer at the fence that surrounds some of these lots, and you can see flowers that remind us we didn't just lose homes, we lost lives. eight people killed by the explosion. it seems today there will be two parts to the day. there is no doubt there will be grieving and a lot of it for the people lost and homes destroyed and feeling of fear that residents say they remember so clearly, but today will also be about lessons learned and making sure it never happens again. >> it's unfortunate all the lives that were lost. it's for somebody's negligence, which makes it hard. it was a manmade disaster that caused it. >>reporter: one of the people leading the cause for change is

a mother here. this is jessica on her 20th birthday, the last birthday she celebrated, at her boyfriend's house when the explosion happened. he survived, and she did not. the gas pipe safety foundation is existing to try to raise awareness and press for stricter controls of high pressure gas lines. coming back out here live into the neighborhood, we just watched women putting up ribbons along the fence line in front of the homes and empty lots. we're seeing signs of rebuilding out here, but certainly the reality is, one year later people are still trying to deal with this loss and some may never come back to this neighborhood. >> protesters will also mark this first anniversary of the pipeline disaster at noon, demonstrators holding a rally outside pg and e headquarters. they'll mourn the victims, while expressing outrage over

the response to the disaster. just last week the national transportation safety board pointed a finger of blame directly at pg & e. the lights are back on in san diego after a 12-hour power outage. about 90 minutes ago they announced they got the power back on to all of its 1.4 million customers, but officials say the system is still fragile and want customers to take it easy on the air conditioning today. how the outage is affecting flights scheduled to arrive at bay area airports is craig. >>reporter: good morning. we know that arriving flights from san diego have been cancelled already. we can't say if it's connected to what happened yesterday, but definitely throws flights are going to be complicating things as they try to catch up with what happened yesterday. >> my flight was supposed to leave at 6 o'clock last night.

i got a phone message saying the flights were cancelled due to a power outage in southern california. >> that woman, along with other people who lined up at the ticket counter were there for the second time in two days. so far three flights today cancelled, one each from virgin as well as united and southwest. it's going to take some doing to catch up. >> rights are out. power is out everywhere. as time went on and it got dark, a lot more people were making interesting comments about what he they were doing with their time and lots of pictures of my friends and their kids and stuff they

reported a moment ago that fox news had tweet had a suspicious package was found on a bridge in dc, and the bridge was closed. we've just learned that the situation has been cleared. here in the bay area tightening security ahead of the 9/11 app versery. commuters will see a bigger police presence happening, even though there's no specific threat targeting the bay area. our time now 7:06. police investigating a rape in a vacant house. police say the 28-year-old sergio cortez picked up a 25- year-old woman for sex in san francisco. according to police, he threatened the woman with a knife and drove her to an abandoned house on third line in south san francisco.

cortez now faces charges of kidnapping and rape. 5-year-old boy being treated for life threatening injuries now after being hit by a shuttle bus in san francisco. this happened in the bayview yesterday afternoon. police say a woman and another child were crossing the street. the 5-year-old was trailing behind. they say the shuttle hit the little boy as it was making a turn onto third street. the driver is cooperating with this investigation. still not clear if he will face charges. it is 7:07, and we want to check in general with sale keeping a close eye on the commute. >> we just heard of a crash southbound interstate 880 at west a street in hayward. we have it on a map. southbound 880. the main crash is at the west exit. the traffic is emicly --

quickly backing up. two left lanes reportedly closed. the fire department is arriving on the scene. it's kind of a big mess. northbound may also slow down as the emergency vehicles get there because of people slowing down to take a look. across the bay redwood city, all that traffic looks pretty good, and so does 280.'s take a look at live pictures. oakland looks pretty good, north and southbound near 66th. this morning's commute at the toll plaza backed up for about 10 minutes before you make it onto the bridge. a big fog bank again on this friday and signs that some locations will washing up, but it only one or 2 degrees warmer. it's not the fog right down on the ground.

overall just a low cloud deck and the fog continues to win out. inland a little warmer, but i'm not buying into the big warmup. i think sunday we'll see a big drop in the temperatures, partly to mostly cloudy by then as they warp around. next week i would lean on a cooler pattern. the cloud cover associated for the weekend, it may be a mostly sunny bay, but challenging forecast. a little decrease in winds.

the one drop straight down is going to give us a combination of what looks to be a mostly cloudy sunday. today thick coast and bay fog, then warming up to the 90s. hot towards clear lake and probably out to sacramento, but here a lot of low clouds and more of a west wind, not north. showers possible over the weekend. i doubt it makes it, but i'll mention it. the fire watch was cancelled in sacramento that did include lake county, but it's been cancelled. 91 concord, 96 brentwood, hayward 76 degrees. eighty in san jose.

the restaurant opened with a new staff the next day. there were protests about the menu and employment issues. a woman died and other in the hospital because of poisonous fumes inside a restroom in mcdonald's yesterday morning in savannah. the 81-year-old woman was found unconscious in the bathroom. three firefighters were also sent to the hospital, along with five other customers. investigators say there was a toxic mix of cleaning chemicals there. health and safety officials are investigating what happened. all right. it is just over to 7:13. overnight fire scare. the probable cause of a fire near a freeway in is a lana county. who's being kept away from the home of osama bin laden.

in southern california they expect to have the fire fully contained, with 15,000 acres already burned and 32 homes. the fire began sunday after a fatal plane crash in the area. south bay fire sent five epibegins and a bulldozer to help fight the fire. we're tracking new information coming in about a possible terror threat from al- qaeda this morning. officials in washington and new york taking this very seriously. >> i just saw a police officer with a bomb-sniffing dog walking around here in the capitol building. security is certainly being ramped up here in washington and new york city in light of the new threat. it allegedly involves targeting new york and washington d.c. with either a car or truck bomb around the anniversary of the 9/11 attacks. authorities say a handful of

pakistan's knowledge. thousands of people expected to fill the ft. bragg high school football stadium tomorrow attending the public memorial for city council man jerry mello. he also worked as a forrester. he was shot and killed two weeks ago in a rugged forest east of ft. bragg. the fbi is leading a manhunt for his suspected killer, who killed him in an effort to protect his illegal opium poppy field, police say. a man who played an important role in the jazz scene has died. marshal died of a heart attack on wednesday. he's known as an accomplished drummer, performing alongside many well-known icons like warwick and the pointer sisters. but he also played a big role in the jazz scene in san francisco and oakland. eddie marshal died at age 74. our time is 7:20.

service says low humidity and gusty winds will make it dangerous for fires. lightenings storms are headed to the bay area and may spark fires in the east bay hills. texas firefighters launching a major aerial attack that have ranged across the state for the past week. later today a converted dc-10 jet from southern california will be brought in to fight the flames. the jet is capable of dropping 12,000 gallons of fire retardant during a single flight. the wildfires have killed four people, destroyed 1400 homes and burned nearly 50 square miles of drought parched land. full containment is several days away. it may be hard to believe here in the bay area, but the united states has just entered its hottest summer in 75 years.

months away. people who hired us to work for them don't have the luxury of waiting 14 teen months: the president proposal includes tax credits who hire veterans or people who is been out of work for more than six months. lawmakers in the state senate have until close today to pass a new bill that governor brown calls a job creator for california. he stood with a bipartisan group of assembly lawmakers in announcing the measure yesterday. he says its a loop whole that gives a tax break to out of state companies. he was able to get the support to get the bill passed in the assembly, but it's not clear if he has the same support in the state senate. the power is back on for more than 1 million customers across southern california after a huge outage. hh

good morning, casey. >>reporter: good morning, dave. good to see you. this thing was very widespread, affecting millions of people, and now we're getting word that it was in fact operator error at an arizona power plant that caused this whole mess the terror threat level has been raised in many places as a precaution. you know, right back here at this gas station in south orange county, things are up and running. yesterday we saw people stranded at gas stations because their tanks were on empty and there was no electricity to operate the pumps. before the sun came out,

the personal information of 20,000 patients were posted on a public website, including people's names, billing information, and diagnoses. that information was apparently there for nearly a year unnoticed until about a week ago. stanford hospital says the information involves patients in the hospital's emergency room during a 6-month period this 2009. the good news is, we understand social security numbers and credit card numbers were not part of the information posted. the hospital is now offering the patients affected free identity protection services. there are concerns this morning about traffic and other problems near apple's proposed new headquarters. dozens of people were at the first hearing for the planned apple campus 2 last night,

. good morning. welcome back. >> it's friday, september 9. today is a sad anniversary here in the bay area. it's been one year since the pg & e pipeline killed eight people after it blew. how the city will remember those victims. >>reporter: there is a memorial planned, but won't be held here. instead it will be up the street at skyline college tonight. people do have mixed feelings about that. people thought it should be here where the explosion happened and where the lives were lost and we're in the process of dealing with it all. one thing is clear.

this is going to be a difficult day, and everyone is dealing with this in their own way. we've seen people place ribbons along the fence this morning. another person placing flowers, and even before dawn we found a woman walking through, remembering and crying. they can still feel the fear they felt that day. one year later the nightmare continues. >> she will wake up and just holler. >>reporter: how do you comfort her? a situation like that. >> i don't know what to do. what can you say? i just ask her, you know, are you all right? it's okay. it's okay. it's just a matter of healing. some would say, gee, you had a whole year. what is a year in today's time, especially with something like what happened here.

some folks are still not sure what they're going to do. >>reporter: back live out here, some rebuilding, some not coming back. the man who lived in the home you're looking at was home when this all happened. he made it out, but he never made it back. he just passed away recently, and it's really just a reminder to everyone that even though things are moving forward, sometimes things will never be the same. our time now 8:02. a new terror threat. this one timed for this weekend's tenth anniversary of september 11. u.s. officials say they found evidence indicating al-qaeda has plans to use car bombs to blow up bridges or tunnels in new york city or washington d.c. coming up for you at 8:15 we'll have a live report from our washington d.c. newsroom on the tighter security in response to those threats.

commuters will see a larger police presence happening even though there's no specific threat that targets the bay area. time now 8:03. an apparent domestic dispute turned deadly overnight. p lease rushed to a house on cambridge driverly this morning where they found a woman shot to death. we're told the man had barricaded himself inside the house. he eventually gave up. he's now in custody. it is 8:03. people in southern california are being asked to conserve energy this morning after a massive outage left 1.4 million customers in the dark. caissondy egg gas and electric restored service early this morning after being off for 12 hours. the utility company says its system is still fragile. san diego gas and electric is asking customers to avoid using major appliances if possible, and that includes air conditioning. yesterday's highs in san diego were in the 90s. so a lot of people were pretty

uncomfortable. the impact of the power outage still for folks in the bay area.. >> it's interesting you say they're asking them to conserve power. i spoke with a woman who lives in san diego, and she tells me they still have rolling blackouts from time to time. so imagine that situation would be even worse. this morning virgin airlines, one of three that had to cancel arriving flights coming from san diego. people flying into there hit with delays because of something that started in arizona. for many of the people who lined up at the southwest ticket counter this morning, people such as pamela san fell ippo. >> we're in the same situation. we have two main field generators, portable backup generators, but we can only operate essential services, so

we can't load or unload them or check people on and off the plane as far as the reservation. that's the problem. >>reporter: explaining why the power being out grounds airplanes. of course they run on fuel. there are back up systems at all airports, generators, but it's simply too expensive to have generators for every piece of equipment, so planes can't take off and land if there's nobody to check people on and off the airplanes. i mentioned three arriving flights from san diego cancelled today. we don't have news of departing flights being cancelled so far. a power outage caused cancellation of 11 flights yesterday. 700,000 people with the power company put back online today, but again being asked to conserve energy, so anybody leave from here to there, keep that in mind as they go home or

on a business trip. 8:06. happening right now, the week long strike at several hyatt hotels across the country continues. employees at several of the chain's hotels have been working without a contract for two years and in that time their workload has become overwhelming and dangerous. housekeepers and dishwashers from other hyatts have joined the picket line. some rank and file members of california's biggest state employee union are not happy about the pay raises scheduled for their union leaders. the salary of the president of local 1,000 is going from 47,000 per year to 150,000. three union vice presidents are seeing their salaries increase to 125,000. some union members say it's hard to take considering the furloughs and layoffs they've had to endure.

a $1.4 million settlement agreed to for the family of a hospital patient killed by sheriffs deputies. two years ago deputies shot 47- year-old paul hammond in the emergency room of the regional medical center in martinez. they claim he was threatening them with a knife. the lawsuit claims he had used the knife to cut a restraint on his left hand and that he was shot while holding the knife in his right hand, which was still restrained. hammond's four children filed the lawsuit. prosecutors have decided they'll not file charges in the latest violence at candlestick park. it happened last saturday during the game. a 26-year-old man was beaten unconscious during a fight over a portable bathroom in the parking lot. officers arrest had a suspect shortly after the attack, but the da's office says there's just not enough evidence to charge him. saturday's fight came two weeks after the widespread violence

during the 49ers raiders game. a settlement hearing set today in a massive tanker truck explosion that destroyed part of the maze two years ago. the fire was so intense it brought down a section of the freeway. the state of california sued the truck company and the driver citing more than $17 million in damage and repairs. however, the company was only able to pay about 3 million of that. the judge will hear from both sides during a hearing later today. 8:08 the time. we want to check in with sale keeping a close eye on the commute. >> there are a couple of things we've been watching. first of all let's start off with some of the east bay commutes and south bay. those seem to be the busiest. santa cruz mountains, not a bat commute. 280 at 17 slow, but the rest of the valley looks good.

. officials in dc and new york are taking a new stylette by terrorists seriously. >>reporter: here in washington d.c. and new york there are events to commemorate the september 11 attacks. there's a heightened sense of worry. authorities say they have credible information about a plot targeting new york and washington d.c. with either a car or truck bomb around the anniversary of the 9/11 attacks. authorities say a handful of people may have come into the u.s. in recent days to carry out the attack and one may be a u.s. citizen. the information comes from a credible source out of pakistan, but it has not been could rob braid. -- corroborated.

public opinion in order to restart its reactor. the new york times reports the company sent fake e-mails in support of restarting the reactors. japan is in the middle of conducting stress tests on nuclear plants to make sure they're safe to operate. there is a plan under consideration to station some u.s. troops in kuwait after tens of thousands of troops are withdrawn from iraq by the end of the year. the troops would act is a backup or rotational training force for iraqi troops. all or nearly all u.s. troops are set to depart iraq by december 31 under a security agreement. no decisions have been made, and it is not known whether direct talks with the kuwaiti government have begun. investigators in russia now examining the flight data recorder on a plane crash that killed 43 people, members of a hockey team. there were only two survivors. they were transferred to a moscow hospital yesterday. they are still in intensive

commute. a woman charged with killing a missing nursing student, but we don't know if she will show up for her scheduled arraignment. she's seven months pregnant, so her doctors must first give their approval before she can appear in court. she's accused of killing her former high school friend whose body has still not been found. investigators say she blamed her for ruining her relationship with her boyfriend. a fundraiser for the football player seriously injured and left in a coma during a match. we're told he's recovering well from brain injuries. today's fundraiser will go towards rehabilitation. it begins at 6 p.m.

called this part of the country home. i think that it is safe to say that a lot of americans are on edge right now ago h as we're nearing the tenth anniversary of september 11 and the terror threat level has been raised in many places. in fact, as a precaution no one was expecting the power to go out for this large of a spot, and it was in fact out for about 13 hours. it snarled traffic because thousands of lights were out, shutting down schools and reports of accidents and people stuck in elevators. officials are stressing there was no sabotage here. >> we know we had an employee carrying out what's called a switching procedure in a yuma area substation, but we will need to take a little bit of time over the next day or two to try to figure out exactly what the relationship is, if any, between that procedure and

. a special unit of fighters hunting down khadafy. they're tracking him and listening in on phone calls, examining satellite images and questioning witnesses. cia is also helping in the manhunt. authorities say william gray stole $2.4 million in error coins, knowing the value would go up. in a courtroom in new jersey yesterday, he admitted taking one dollar coins that didn't have letering, free on $50,000 bail and will be sentenced december 30.

in oakland a new list of schools on a potential closure list already causing controversy. there are 10 elementary schools on the list and one board representative says she's disappointed that so many are predominantly african-american schools near interstate 580. there are also two middle schools on the list, but oakland superintendent tony smith says middle school closures are unlikely. preliminary closure recommendations will be presented at the september 27 public board meeting. some stan fran workers are out of a job following a walkout during the dinner rush last saturday. it happened on fisherman's wharf with 200 people eating dinner. the restaurant asked everyone to leave, and the owner say they lost $40,000 in revenue. there were plenty of cooks to replace those who left and the restaurant opened with a new staff the next day. the workers were protesting about new management, a new menu and other issues.

time 8:55. investigators in georgia blame poisonous fumes at a mcdonald's restaurant for a deadly tragedy. an elderly woman died and eight others in the hospital. the woman was found unconscious in a bathroom. three firefighters were also sent to the hospital along with five other customers. investigators say there was a toxic mix of cleaning chemicals. federal health and safety officials are investigating. thousands of people are expected to fill the ft. bragg high school football stadium tomorrow at the public memorial for city council man jerry mello, who also worked as a forrester. he was shot and killed two weeks ago in a rugged forest east of ft. bragg. the fbi is leading the man hunt for his suspected killer, aaron bass letter. they say he killed him in an effort to protect his illegal
