"mornings on 2" begins right now. well, good morning to you. welcome to "mornings on 2." i'm dave clark. >> good morning. i'm tori campbell. it's monday, september 12th. we begin with a developing story from southern france. therethere is a deadly explosion at a nuclear facility. the blast happened at the centrico site next to a nuclear plant. the explosion killed one worker and injured four others. one of them seriously. it happened in an oven used to melt radioactive metallic waste. the french nuclear safety authority says it's not detected any radioactive leaks. the nuclear site is located

near the mediterranean sea, about a three-hour train trip from paris. turning to local news now, a house fire in oakland has turned into a homicide investigation. ktvu's kraig debro joins us live from oakland, where, kraig, you've learned that two burned bodies found in an apartment may be victims of murder. >> reporter: yeah. that's what police are looking at right now. i want to take you up to the building. it's at coolidge, about half a mile west of the 580 freeway. the man who owns a business downstairs, just went upstairs. he didn't want to talk. this all happened around 1:00 a.m. on sunday morning. police got here and according to pipe i got here -- according to people who got here this morning, huge flames shooting out of the second floor. now that there's daylight, you can see the origin of the fire is in that second-floor apartment. exactly where we're not sure. there is aalso a neighbor that live -- there's also a neighbor

that lives in the back. after the victims were pulled out, a man and a woman, i talked to the neighbor next door and she said one of her neighbors actually tried to put out a fire. >> the back neighbor here, he was the one yelling fire! fire! he had his fire extinguisher and he was rubbing upthe stairs and -- running upped stairs and said, oh, that's not gonna do it. >> reporter: now, i've called homicide detectives this morning, no answer. i called the coroner's office and they said they have no positive i.d.s. the -- the owner said she's not sure who is up there. i want to try to get a look at that apartment building and see if the owner will speak to us

about what he knows. back to you. >> thank you, kraig. 7:03. just a couple of minutes ago in new york, the national 9/11 memorial museum opened to the public. an emotional dedication ceremony was held yesterday for the 9/11 victims. those water falls, now marked where the world trade center used to be. the photos of the victims and the names are on display. construction considers on the world trade center complex, one world trade center, is now the tallest building in manhattan. the steel for the building has reached 80 of the building's 104 stories. work is underway to install columns in the world trade center transportation hub. that will help support a subway line right through the center. in just about a half an hour president obama will make

another pitch for his jobs creation plan before sending it to congress. coming up for you at 7:15. we'll have a live report for you with the organized effort of the president an his supporters to pressure congress to pass it. it is 7:04. legislation that would prevent the arrest of unlicensed drivers at dui checkpoints is now in the hands of the governor. it would create a consistent policy statewide for people whose only offense when he this are pulled over at a dui checkpoint is driving without a license. the idea is to prevent the trap for otherwise law-abiding individuals who cannot get a license. the legislation is creating drove by people who say unlicensed drivers are just as dangerous as doctors. as many as two dozen football players from fresno

university have been implicated in a welfare fraud investigation. a social services worker is accuse of filing for false benefit for then anders. this is according to -- and others. this is according to "an association press" report. the two owners of oracle and gobble have been sued -- google have been sued. oracle is suing google for copyright infringement. the judge asked larry ellison and larry paige to attend the session. originally, the senior vice president was to attend but the judge wanted someone with a higher rank. we're told tolls on the golden gate bridge may soon be going up. ktvu's tara moriarty has the details and also reaction from commuters. >> reporter: we were hard- pressed to find anyone who approved of the dollar hike.

but bridge officials say that could be the case within another two years. part of the reason is because of the doyle drive project. that's costing $75 million. so the bridge is part of that. also, upgrades are needed. over the years, the budget has been trimmed and they've done it by raising tolls, cutting service and issuing layoffs. but it's still not enough and that has some commuters frustrated. >> i like the upgrades. that's going to help a lot. raising costs seems to be the way things go these days. >> reporter: one plan in the works for next year is eliminating all toll takers, meaning, the bridge will go all electronic. the toll is $6.

$5 if you have fastrack. this is just a proposal. the board has not voted on it. right now we're gonna go to sal castanedo who has a look at some our other bridges. sal, how's it going? >> it's going pretty well. let's go to some of these other commutes. traffic is gonna be busy if you are driving on the san mateo or dumbarton bridge, but not stop and go. getting there is another story, interstate 80 is slow from a street all the way down and then we have a little bit of a backup before you head to east palo alto. we've been watching 580. 580 is pretty slow now getting into the main part of livermore. live pictures show you that traffic at the bay bridge is backed up for about a 20, 25- minute delay before you make it on the stand. and this morning's commute on 280 northbound is getting slow as you drive past 880 and you get into could you per tino.

let's go to -- cupertino. let's go to steve. plenty of low clouds. but they are not as consistent or widespread as we've seen in other -- other mornings. mostly cloudy, sun and clouds and possible showers later this afternoon. there have been big thunderstorms rumbling up in the sierra, so mostly cloudy towards the north bay and partly sunny elsewhere. the low responsible for it is off santa barbara. a lot of partly cloudies. possible showers, thundershowers. i say slightly warmer for some but for others, they will cool down. santa rosacy guess there was only 67. we're going 76 for them on the high side. plenty going on up in northeast california, sacramento valley. there have been some really intense thunderstorms up there. they lose their energy source. but any will pick up later this afternoon. so any breaks in the clouds

means that helps along with the heating. some afternoon development coming back over from the sierra nevada could play into our forecast as well. 50s and 60s due to the cloud cover. i will get out of the way so you can see this. see how they are draped from the north bay to mendocino bay, wrapping back up over san francisco. mostly clear, those higher clouds but they could drift in later in the day. there's plenty up there. once we see afternoon, a little bit warmer temperatures, where you can see -- could see some of those drifting back over towards us. it definitely has a tropical feel to it. if you are doing anything outside, you might notice it cool and it's kind of muggy out. partly cloudy. we have a thunderstorm threat. more of the same on thursday. that low gets kicked out of here by a system. 60s, 70s and 80s today. way down for ukiah. novato 74.

good morning. we have some partly cloudy skies. some partly sunny/partly cloudy -- that will maybe give way to a few showers today. high, 60s and 7 sos -- 70s. in western india, disturbing reports of severe medical problems. 23 of the people they are talking about tested positive for h.i.v. after getting tainted blood transfusions. a religious festival in india, look at this, took a tragic turn. the balcony right there collapsed in mumbai, all on tape. you can see it happening as the balcony falls on the people below. at least one person was killed. six others were seriously hurt. this festival, by way the is one of the largest in india.

it celebrates one of the gods. officials say a suicide bomber was driving a truck that carried firewood when he ran into a base entrance late saturday. five afghans were hurt. 77 americans were hurt. nato says none of the american troops have life-threatening injuries. the taliban, by the way, claimed responsibility for the attack. 7:14. president obama sends his jobs bill to congress today and as alison burns report, the president and his democratic supporters are putting a full- court press on to get a pass. alison? >> reporter: that's right president obama has invited teachers, police officers, construction workers and small business owners to the white house as he delivers a speech in the rose garden in just about 20 minutes. this morning's speech followings the president's address to congress last week where he repeatedly called on lawmakers to pass the american

jobs act. it includes tax cuts, infrastructure spending and direct aid to local governments. the national committee is launching key ads, emphasizing the president's message that congress cannot -- cannot wait until the next election to act on jobs. >> the people who sent us there, they don't have the luxury of waiting 14 months. some of them are living week to week, paycheck to paycheck. >> reporter: controversy is growing that his $14 billion will be paid for. it's still unclear how he wants to cover the cost. alison burns, ktvu channel 2 news. >> thank you, alison. 7:15. last night a concert for hope concluded commemorations of the 10th anniversary of the september 11th terrorist attacks.

the white house facebook page before being taken down. three of the messages said "we'll come back." one had a photo of osama bin laden. the secret service is investigating. also, a new study washes that the u.s -- warns that the u.s. needs to develop more sophisticated cyber intelligence that can predict computer-related thefts and block them. the report by the intelligence and national security alliance says the potential for catastrophic collapse of a company has grown. this report says the u.s. needs to coordinate and share intelligence better among government agencies as well as businesses. 7:17. the supercomputer watson has landed a new job. the ibm computer is working with well point, one of the company's largest insurer hes --

protest is being organized by the cyber activist group "anonymous." according to a statement by their website, they say these -- [ no audio ] >> they want the b.a.r.t. police department disbanded and they want an apology for shutting down cell phone service and the group wants a more thorough investigation of the b.a.r.t. shooting death of a man on the civic platform in july. today aprotest will be the 7th in the last -- today's protest will be the 7th in the last month. some b.a.r.t. passengers we're talking to are getting angry. >> we don't really agree with what they are protesting for. >> i'm sympathetic to a point but i wish there was some way we could sort of compromise on some of this. >> reporter: the most recent protest was four days ago last thursday. protesters stayed outside of

assigned a defense counsel. investigators say the two accused of killing carlos nava who took part in a gang-related drive shooting last month, a stray bullet killed nava as he left the little ceaser's restaurant with his family. the two men face one count. murder an two counts of attempted murder. the hunt is on for a carjacking suspect who led east bay sports on a high-speed chase. the pursuit ended 2 -- 242 north of willow pass road. authorities say the suspect abandoned one vehicle and witnesses say he after getting another car drove wildly through the city. police received numerous reports of erratic driving. he's considered armed and

silence. her mom, dad, stepmother, aunt. we have all of the members of the family and there's been so much focus on the drug use and the alcohol abuse that she's -- she's had over the last several years. but the family is revealing that they are convinced that she had not used drugs in the last four years. the toxicology report that's been released shows she didn't have any illegal drugs in the system. the question is was it prescription drugs? was it alcohol or some sort of detoxing from that, the withdrawal of those things that her system couldn't handle or the effect of what she had done up to that point. her family reveals what they had -- what they are convinced happened to her when she was all alone in her bed in those final hours of her life. it's a very emotional interview at 3:00. >> are these the type of guests that we can expect on your

show, it will be called anderson, debuts today at 3:00 p.m. on ktvu. dave? all right. family members of the 9/11 victims on united flight 93 are taking part in one final ceremony today. the hijacked plane was headed from sfo to knew ark when passengers fought the hijackers leading to this crash. a private funeral is underway right now for the remains recovered at the website. those remains have been stored in three caskets. the erains -- remains will be interred in the flight 93 national memorial. president obama and the first lady placed a wreath at the new memorial. they also saw the wall of names. 40 mother bell slabs with the names of the -- marble slabs

with the names of the people who died on that plane. that plane was headed to sfo. many surviving relatives still live here in the bay area. they say the ceremonies have been deeply personal, knowing the pennsylvania field is the final resting place for their loved ones. we'll check on what's moving the stock market this morning and why oil prices are moving down. also, airlines have increased fares for the 10th time this year, zeroing in on a specific type of passengers. ♪

half-mile west of 580 you can see the second story is where the fire began. it was called in at 1:00 on sunday morning. when firefighters got here, they had their hands full trying to put out the blaze. they soon discovered that inside this upper apartment building right there, the unit there, there are two people they found inside. police were soon called in. there were a number of circumstances that made this suspicious. one of which was a witness report seeing somebody fleeing from the scene. but -- but the more immediate concern was for a neighbor. she was wondering if the fire was gonna spread next door. >> in the middle of the night we were awoke to someone saying fire! fire! and we ran out and there were flames coming out of this window, like way up, probably to where the chimney is. and we're panicking righting -- trying to get out of here. >> reporter: eventually the fire department came and the woman and her family were able to stay on the property.
